ZIMRA Implements New Duty Regulations For Fuel In Transit

The Zimbabwe Revenue Authority (ZIMRA) has started enforcing new regulations requiring all fuel in transit, imported through ports of entry by road, to pay duty and levies at the border as part of the broader strategy to minimise transit fraud.

Under the new policy, the duty will be refunded at the port of exit upon compliance with all the transit procedures, including submission of proof that the fuel has been exported.

The regulations affect the transportation of all fuel, including petrol, diesel, paraffin and Jet A1 being ferried by road through Zimbabwe.

In a public notice, ZIMRA said the new regulations came into effect on Saturday last week and are being enforced. ZIMRA said in a statement:

Accordingly, the ZIMRA wishes to advise its valued clients and the public of the 2024 Midterm budget pronouncements by the Minister of Finance, Economic Development and Investment Promotion relating to the payment of duty for fuel in transit to mitigate against transit fraud.

With effect from August 10 2024 all fuel, petrol, diesel, paraffin and jet A1, in transit imported through ports of entry by road, is now required to pay duty and levies on entry.

Consignee’s and/or representatives should approach ZIMRA at the port of entry to initiate the fuel clearance and payment process.

For the refund process, once the fuel has been exported, they should approach ZIMRA at the port of exit to initiate the requisite refund.

In 2017, the government started using the Electronic Cargo Tracking System (ECTS) to track cargo, especially fuel.

This was due to more cases of transit fraud, where goods brought in under the Removal in Transit (RIT) are sold locally without paying the necessary taxes.

In his mid-term budget statement, the Minister of Finance, Economic Development and lnvestment Promotion, Mthuli Ncube, said the electronic cargo tracking system used by ZIMRA had not stopped transit fraud.

Transit fraud is when goods that are supposed to be transported to one place are illegally sold or diverted to another location without paying the required taxes or duties.

This usually happens with imported products that are meant to pass through a country to reach their final destination.

Instead, they are often sold on the local market, causing losses to the government in terms of tax revenue.

Hazvishande izvo. Physical inspection is the tankers at port of exit is the solution. We can simply offload the fuel in Zim fill the tanker with water and exit the country as export. ZERA should be at ports to physically inspect the fuel in the tankers.

Noone is an exception to corruption given our economic situation. Those Zera inspectors will be corrupted too. Mind you Zimra had been inspecting fuel tankers since long back and has been allowing these waters to pass through for a heft kick back. If you want to end corruption you immunize the workers against corruption so that they dont get infected by it and once they are infected its not a curable disease

Whats the solution for the infected? Let them stay and let the infection spread. Corruption is always there. No matter how poor or how rich a nation is. The value just increases as the nation gets wealthier as the figure does not match the corrupted's lifestyle. It is the action taken when they are found to be corrupt that matters. There is no deterrence for corruption in Zimbabwe. Only promotion.

What if I pay duty for my truck of fuel at Beitbridge falsely claiming that its destined for Zambia and on arrival in Harare i offload the fuel and fill the truck with similar amount of water and on arrival I connive with Zimra officials and have my duty refunded and offload the water on Zambian side and return. A long as their are Zimra officials who need bribe money everything is possible

Just another excuse to avoid accountability for corruption. I thought all vehicles are meant to be inspected at the border unless there is some kind of security device on the container.

Zimra give your money back. That's funny. All that traffic will go through Botswana now. Botswana will thank us for this action. Don't come up with inspection protocols, just charge people money. I can see these trucks getting to Chirundu, only to be told "There is no change". Cry Zimbabwe Cry.

Not exactly, some are picking the product from Mozambique and lying it's for export whilst it's for local consumption to avoid paying taxes.

Then how is it that Zimra allows it into the country full and lets it leave empty. I thought all their systems were online? All the companies that were going to send their vehicles through other countries. We will lose the travel and fuel money that these companies would have spent in the country due to corruption and incompetence. Zimbabwe is pushing more and more business to choose other destinations. How can they not know that these vehicles were offloaded in Zim? Do they not track which vehicles come into the country and which leave? Does every vehicle not have to register their licence plate when they enter. If the truck entered Zimbabwe, but didn't leave, but there is no cargo on the vehicle, Zimra does not find that suspicious? What happens when they get to Chirundu? Is Zimra going to offer them ZiG if there are no funds at the Cashier at the border? Are they going to use electronic transfer, and the money will be "delayed" in being returned? With Zimbabwe's reputation, do you believe that any business is going to trust us to return their money at the other side? Let's be serious. This is just money grabbing. Plain and simple. This is laziest solution to take responsibility off the corrupt individuals that gives the country a bad reputation anyway. Lack of accountability on the corrupt.
