Job Description

Applicants are invited from suitably qualified and experienced persons to fill the vacant post that has arisen in the Zimbabwe Human Rights Commission.

Reports To: Director Complaints Handling, Investigations And Administrative Justice.

Duties and Responsibilities

  • Review opinions on Administrative Justice (AJ) cases received.
  • Engages public officials and institutions on AJ cases received.
  • Review administrative justice concept notes and provide opinion on proposed investigations.
  • Facilitate investigation and detection of irregularities of maladministration in the public sector and present appropriate recommendations.
  • Assess/examine/analyse the effectiveness of practices and systems used by public sector institutions with a view to contribute towards elimination of abuse of power and maladministration.
  • Advise and recommend to duty bearers principles and best practices relating to management and administration of public institutions justice.
  • Review cases for consideration atAJ Commission Board meetings.
  • Review monitoring and assessment tools fortheAJ Department as and when necessary.
  • Coordinate stakeholder engagement meetings within the public sector.
  • Track implementation of recommendations from administrative justice reports.
  • Consolidates monthly, quarterly, and annual Administrative Justice departmental reports.
  • Develops budgets fortheAJ Department.
  • Appraise, supervise, and offer advice to subordinates on Administrative Justice issues.
  • Contribute to the development and review of AJ manuals and related policy documents.
  • Coordinate activities of Thematic Working Groups led by the Director CH l&AJ.
  • Perform other related duties as assigned.

Qualifications and Experience

  • A Bachelor of Laws (Honours) degree from an accredited tertiary institution.
  • A relevant Master's degree is an added advantage.
  • Minimum of 3 years' experience in a similar environment.
  • Excellent leadership, report writing and presentation skills.
  • Ability and tenacity to work with Government and other stakeholders.
  • Must be a person of high integrity, professionalism, assertiveness and innovation.
  • Excellent oral and written communication skills.
  • A clean class four (4) driver's license.
