Econet Wireless Zimbabwe actually advocated for higher floor prices than the ones that were issued by the Potraz directive. From the minutes of a meeting that we obtained, Econet wanted the floor price for data to be set at $0.05 (5 cents) per Megabyte. NetOne went along with Econet for 5 cents per megabyte while Telecel advocated for half a cent per megabyte. Potraz finally settled on 2 cents per megabyte.
This ties in with the way Econet eagerly embraced the Potraz directive and introduced new prohibitive tariffs that were 5 times the recommended floor price. NetOne on the other hand, have appealed to Potraz to revise their position, and have not set new tariffs. Telecel is also still using the old tariffs.
