SUBJECT: GOVERNMENT AND APEX COUNCILS POSITION ON THE 13TH CHEQUE (BONUS) ISSUE
Fellow Comrades we are coming from the crucial meeting organised by the Minister of Public Service Larbour and Social Welfare Hon P Mupfumira, Minister of Finance and Economic Development Hon P Chinamasa and the Reserve Bank of Zimbabwe Governor Dr Mangudya. The full Apex Council members were represented by their respective senior leaders
The Hon Minister Patrick Chinamasa gave a detailed report on the state of the economy of which he indicated that it is the prerogative of every citizen to participate in the improvement of the economy which has drastically reduced by 4%. Everybody seems to have lost control of the economy hence the government has a deficit of 9 billion dollars
The Minister was reluctant to promise anything since the coffers are dry and he reiterated that the Government cannot draw blood from a stone .
He therefore came up with the far-fetched and hard to believe options which we need your immediate response before we meet with the Government on the 20th of February 2017.
Option 1. Offering non-monetary benefits as bonus whereby we invest our bonus into infrastructural development like the construction of roads, hospitals, generation of electricity and the individuals will get proceeds.
Option 2. Offering 50% of our bonus as cash still on a staggered scenario as usual and 50% as non-monetary benefits. The Reserve Bank Governor and Hon Minister Priscillah Mapfumira echoed the same sentiments.
APEX COUNCIL CHAIRPERSON’S REMARKS
Mrs C Alexander did not mince her words that the Civil Servants do not accept any of the options. The Government made an 11th hour decision of which the Unions which constitute the Apex Council need to consult their respective constituencies before coming to terms with the Government over the suggested options which is unique and very difficult to believe.
Civil Servants cannot invest in a concept which is still at its elementary stage. There are a lot of technicalities involved in the issue of stands as bonus. The land hasn’t been identified nor surveyed to accommodate more than 120 000 members. It is common knowledge that some do not need stands nor to invest in any infrastructural development. What will be their fate? — inofa yakarodha.
We therefore agreed that we make some quick consultations with our grass root structures in order to give feedback to the Government on the 20th of February 2017.
