Members of Parliament on Friday threatened to block Finance and Economic Development Minister Mthuli Ncube’s mid-term budget in protest over fuel allocations.
On Friday, disgruntled MPs held a meeting with Ncube’s deputy Clemence Chiduwa at the government caucus room in Parliament where they demanded fuel and money for their upkeep.
The meeting came after some MP’s failed to refuel their cars at the Central Mechanical Equipment Department (CMED) because there was no fuel.
Chiduwa reportedly later despatched officials from the ministry to disburse cash to the MPs so that they could return home after Parliament adjourned.
An unnamed ZANU PF MP told The Standard that MPs were left stranded after they couldn’t find fuel at CMED. Said the MP:

We were given CMED coupons, but there is no fuel at CMED and some MPs were now stranded.
Some were given Petrotrade coupons, but some MP’s said there were no Petrotrade garages where they stay.
</blockquote>
Other MPs have resorted to selling coupons to board ZUPCO buses when coming to parliament.
Kambuzuma MP Willias Madzimure (CCC) confirmed the meeting on Saturday evening. He said:
<blockquote>
I can confirm the meeting, which was held on Friday. It was not only about the welfare of MPs but the welfare of government workers as well.
</blockquote>
ZANU PF chief whip Pupurai Togarepi said the meeting was only organised for MPs to be given an update on their fuel coupons. He said:

The fuel issue was resolved, and the new supplier has promised to avail fuel at numerous filling stations throughout the country.
The concern by MPs was the distribution of fuel points offered by the new supplier.
This was clarified and members were satisfied.
Government has always provided enough resources for parliament and I am sure the Parliament administration will ensure hotels are booked in time to avoid confusion.
</blockquote>
Last week some legislators were allegedly locked out of hotels in Harare after Parliament failed to pay for their stay.

MPs Protest Over Fuel Coupons

The Procurement Regulatory Authority of Zimbabwe (PRAZ) on Thursday denied involvement in the procurement of 600 Zimbabwe United Passenger Company (Zupco) buses and coronavirus equipment amid reports of underhand dealings by government officials.
This comes after other government departments perceived to be responsible authorities had also distanced themselves from the murky deals which dragged in the first family and Sakunda Holdings boss Kuda Tagwirei.
The Ministries of Finance and Economic Economic Development; Transport and Infrastructure Development; and Local Government, as well as ZUPCO, have all denied involvement, shifting the blame onto another department.
This comes when the Zimbabwe Anti-Corruption Commission and Parliament have initiated investigations into the matters to establish what really transpired.
The Ministry of Finance authorised the procurement of excessively expensive coronavirus equipment by Drax International, a company that was registered this which is reportedly linked to Collins Mnangagwa the son of President Mnangagwa.
Collins, however, denied association with the company while Kuda Tagwirei has distanced himself from Landela, a company that imported the buses and sold them to ZUPCO at exorbitant prices.
The Ministry of Finance told the Parliamentary Portfolio Committee on Budget and Finance that other government departments and PRAZ are responsible for procurement.
In the end, the authority responsible for procurement is not known although the signature of George Guvamatanga authorised the procurement.

New Twist In The ZUPCO, COVID-19 Equipment Saga As PRAZ Denies Involvement

294 privately owned buses and kombies have joined the ZUPCO franchise after they were cleared by the Central Mechanical and Equipment Department (CMED), The Herald reports. In the same process, CMED also tested 221 drivers and 197 of them passed.
ZUPCO CEO Everisto Madangwa confirmed the development and said the buses were already in their fleet:
<blockquote>They all have to go through the same process of having their buses inspected and drivers tested.
We want to urge others to come and join so that we boost our fleet. We are not punishing anyone, but these are measures to safeguard the customers or passengers we are ferrying.</blockquote>
CMED MD Davison Mhaka encouraged more operators to join the program. The ZUPCO subsidy was introduced by the government last year to augment transport challenges caused by kombi operators who were exorbitantly charging commuters.

ZUPCO Onboards 294 Buses & Kombies

The Central Mechanical and Equipment Department (CMED) will, starting in July, install trackers on all Government vehicles.
According to CMED chief executive officer Engineer Davison Mhaka, the move is meant among other things, to prevent abuse of the vehicles and monitor the behaviour of drivers. He said:
<blockquote>To ease the management of this fleet, CMED has harnessed the power of technology by placing all pool vehicles under a vehicle tracking system that enables the organisation to monitor and control each vehicle.
By so doing, CMED will be in a position to enforce directives from Government, for example, to ensure that such vehicles are left parked at offices after work.
This is possible because the tracking system has a switch on/off facility which CMED remotely uses to enforce Government directive.
The tender for the tracking system was floated in March 2019 and was awarded to a local company at the end of May. Installation of the system will start in July 2019.
… Over and above that, the tracking system also offers the following benefits; it safeguards Government assets as driver behaviour is monitored in terms of speed, braking habits and fuel consumption and stolen vehicles are recoverable through the system’s remote control switch on/off facility.</blockquote>

CMED To Install Trackers On All Govt Vehicles

The Minister for Transport and Infrastructure Development Joel Biggie Matiza on Tuesday dissolved the Central Mechanical and Equipment Department (CMED) board, the Zim Morning Post claims.
According to the report, Matiza wrote a letter to the board members advising them of the decision which he reached after consultation with the President Emmerson Mnangagwa.
A copy of the letter which is dated March 5, 2019, reads in part:
<blockquote>Following due consultations with His Excellency the President of the Republic of Zimbabwe, it has been agreed that the Board of Directors for (CMED) (Pvt) Ltd be dissolved. The dissolution is with immediate effect.</blockquote>
The CMED has made headlines for the wrong reasons recently after it allegedly hired six luxury vehicles to the Ministry of Mines executives at a cost of $24 000 per month.

Transport Minister Dissolves CMED Board - Report

The Minister Of Energy and Power Development Joram Gumbo dismissed reports that top government officials and civil servants are not affected by the current fuel shortages.
There are reports that most of the bigwigs move around driving high fuel-consuming vehicles, SUVs and Mercs in the midst of the fuel crisis. The top officials reportedly get fuel from the Central Mechanical Equipment Department (CMED) where there are absolutely no fuel queues.
Minister Gumbo, however, said that is not so. Said Gumbo
<blockquote>I have heard all those allegations but they are not true. They wait in queues just like everyone else.
They buy coupons and CMED simply reserves fuel to coupon holders and the rest goes to buyers. Every service station gets allocations from Reserve Bank of Zimbabwe equally and according to the number of outlets. So, there is no favouritism to CMED.
… I said we have enough fuel, and we do have fuel in bond storage tanks in Msasa and Mabvuku but the only problem is foreign currency shortages and each service station gets an allocation according to outlets and it’s just that CMED is all over the country.</blockquote>

Energy Minister Says There Is No Favouritism, Top Officials Queue For Fuel

Transport ministry permanent secretary Munesu Munodawafa failed to justify why his ministry had lifted the suspension of CMED managing director David Mhaka who is accused of defrauding the fuel company of $2,7 million in a botched fuel importation deal, although he is yet to be cleared by the courts.
The legislators from the Parliamentary portfolio committee on transport wanted to know why Munodawafa, as the permanent secretary, had allowed the Transport minister Joram Gumbo to re-engage a suspected fraudster. Munodawafa said the question was unfair since the appointment of chairs and board members of parastatals is the duty of ministers in consultation with their principals.
When Mhaka appeared before MPs this February, he was asked to furnish the committee with the report from the commission of inquiry launched by his parent ministry. He allegedly told the legislators that he would ask the secretary to sanction the sharing. Munodawafa said Mhaka, who had not actually told him about the legislators’ request, should have instead told them to wait for the court process to conclude.
