The Mines Minister has said, coal production for the year 2020 is expected to be 15 million tonnes as new players come into the radar and old producers are expected to increase their production. According to the Chronicle, several new mining projects are lined up.
Speaking to the publication the Mines Minister, <a href="https://www.pindula.co.zw/Winston_Chitando">Winston Chitando</a> said:
<blockquote>Traditionally we produce about three million tons of coal per annum. This year we expect that we will produce just about four million tons, but the installed capacity for coal production by next year will be 15 million tons per annum.</blockquote>
There are huge coal deposits in <a href="https://www.pindula.co.zw/Matabeleland_North_Province">Matabeleland North province</a>, Hwange Colliery and Makomo Resources are the current active miners there with other players expected to join them soon. The president last week <a href="https://news.pindula.co.zw/2019/10/15/ed-rolls-out-us12-billion-minerals-strategic-roadmap/">launched a $12 Billion mining sector roadmap</a>.

Coal Production Expected To Leap From 4 to 15 Million Tonnes Next Year - Chitando

Attorney-General Advocate Prince Machaya told the Portfolio Committee on Mines and Mining Development that it has no authority to exercise its oversight role over private companies such as Hwange Colliery Company.
He said Parliament cannot summon an administrator appointed by Government to appear before it. He said the Reconstruction of State Indebted and Insolvency Companies Act, which was invoked by the Government to place Hwange Colliery Company under an administrator was Constitutional. Said Machaya:
<blockquote>In the case of companies which are put under reconstruction, the fact that they are indebted to the State does not necessarily make them Government agencies. Parliament cannot exercise its powers over a company like Hwange, any power that it would not otherwise have if it is not under an order of reconstruction because it is a privately-controlled company. It has got its shareholders and other people. If there was no order of reconstruction, Parliament cannot play its oversight over Hwange. The order of reconstruction itself does not make Hwange an institution of Government.</blockquote>

Parliament Has No Power To Probe Hwange Colliery Company- Attorney General

Hwange Colliery Company administrator Bekithemba Moyo of DBF Capital told a Parliamentary committee on Monday he was acting on the verbal agreement he has with minister Winston Chitando and the gazette instruction.
Said Moyo:
<blockquote>
We had a discussion with the minister and it was gazetted. That is where I derive my power from.
</blockquote>
He also declined to discuss his pay for the job saying, “We haven’t finalized on how much we would be paid but it will be in terms of the law.” Government, which owns 38 percent of Hwange Colliery, last month placed firm under reconstruction; a decision which angered board members and other shareholders who were not consulted. Government alleges it is owed over $150 million by Hwange Colliery.

Responding to questions in Parliament, Minister of Labour, Petronella Kagonye claimed that the strike by the wives of Hwange Colliery Company workers was a political issue and not a labour one. The women have been protesting for almost 100 days demanding the back pay owed to their husbands amounting to at least $70 million. Said Kagonye,
<blockquote>I went to Hwange and initially, I thought that it was a labour issue and employees raised 27 issues and we came up with an agreement signed by all parties, and, to date, the management is living up to what they promised.
But, as for the spouses, it is now a political issue because there are politicians that came and addressed the women and HCC employees are actually surprised that the women are still picketing, and they said there are people sponsoring the demonstrations and are supplying one beast per week to the women</blockquote>

Labour Minister Says Hwange Strike Is Being Fueled By Political Party

The Zimbabwe Power Company has blamed coal shortages for the drop in electricity productions. Hwange Thermal Power Station is operating at one-third of its capacity while three other power stations, Munyati, Bulawayo and Harare, have been shut down.
ZESA Holdings spokesperson, Fullard Gwasira told The Source.
<blockquote>We have not been receiving enough coal to ensure steady supply of electricity. Our suppliers are incapacitated due to lack of foreign currency payments
Zimbabwe&#8217;s biggest coal miner Makomo Resources, which is now ZPC&#8217;s biggest coal supplier due to problems at Hwange Colliery Company is claiming that its production has also dropped after ZPC failed to service a $25 million debt.</blockquote>

Hwange Power Station operating at 33%, three other power stations shut down due to coal shortages

A senior official who spoke to The Chronicle on condition of anonymity revealed that Hwange Colliery Company Limited (HCCL) has began a retrenchment exercise to lay off about 1 000 workers.
The official told The Chronicle that the exercise was expected to end by early April. HCCL has began a voluntary retrenchment process but Sunday News reported that the company was now targeting workers above 50 years for compulsory retrenchment. The company which was once Zimbabwe&#8217;s biggest coal producer has a debt of about $300 million.

Hwange Colliery Company starts retrenching

<a href="http://www.pindula.co.zw/Zimbabwe_Stock_Exchange" target="_blank">ZSE</a> listed company <a href="http://www.pindula.co.zw/Hwange_Colliery_Company_Limited" target="_blank">Hwange Colliery Company Limited</a> is reportedly paying its workers in bricks. The company which is struggling financially is giving the workers bricks so that they can raise their salaries by selling the bricks. Most of the permanent workers have now gone for three years without receiving their salaries.
This information was revealed in Parliament by the Portfolio Committee on Public Service, Labour and Social Welfare. The committee urged relevant ministries to take action against the company for this and other abuses of it workers. The company has been accused of mistreating its workers as if they are slaves.
Who presented the committee&#8217;s findings said:
<blockquote>We noticed that HCCL has reduced its workers to slaves as they are forced to work under disturbing conditions.
These workers are now being paid in kind and are given bricks so that they sell and get their salaries from the sales
&#8230;The workers are also not allowed to go for tea breaks and don’t have protective clothing. Workers are not even given time to go for lunch and would only go for lunch after finishing work.</blockquote>
Deputy Minister of Public Service, Labour and Social Welfare Engineer Tapiwa Matangaidze bemoaned the deliberate violations of the Labour Act by the company and said that labour inspectors would be launching investigations.
