A prominent Zimbabwean journalist, Haru Mutasa, who works for the Qatari-based television network, Al Jazeera, has raised concerns about the high crime rate in South Africa.
Mutasa set the cat among the pigeons on Sunday night after she claimed that Zimbabwe was “the safer nation” of the two.
Posting on Twitter, Mutasa said Zimbabwe is beautiful and “does not have the high crime rate” seen in South Africa.
She also claimed that some South Africans “wrongly believe the rest of Africa is invading them”. Wrote Mutasa:

Ouch South Africans – there I said it… Compared to #Zimbabwe your crime is on another level… Fight me all you want, you know am right
But we still love you – our lovely neighbours across the border, who wrongly believe the rest of Africa is invading them… Oops – I said that…
</blockquote>
Besides upsetting South African social media users, Mutasa’s tweet caught the attention of Clayson Monyela, the Head of Public Diplomacy at the Department of International Relations and Cooperation (DIRCO).
Monyela noted that Mutasa had no statistical evidence to support her claims and also suggested that Zimbabwean nationals are contributing to the high crime rate in South Africa. Said Monyela:

What are you saying Haru? I’ll be a good diplomat and resist the temptation to ask you to produce credible stats from Zimbabwe to back up this tweet.
I’ll also not ask if some of your nationals are contributing to the crime in SA. Do better!

A 24-year-old man was left with serious injuries after he was attacked with a kitchen by the brother of a woman he was dating.
In a statement, the Zimbabwe Republic Police (ZRP) said the victim was stabbed on the chest and lower abdomen and is in a critical condition. The statement read:
<blockquote>A 24-year-old man is battling for his life after he was stabbed with a kitchen knife on the chest and lower abdomen during a beer drink. The man is alleged to have been having an affair with his attacker’s sister.
The suspect was arrested and the knife used in the commission of the crime was recovered.</blockquote>

1. Newborn baby set on fire by its own mother
<blockquote>Police in Beitbridge are looking for a woman who gave birth to a baby girl and placed her in a cardboard box which she set on fire.
The baby was heard crying on 13/9/20 and she sustained slight burns on the buttocks.
She was taken to Beitbridge District Hospital where she is admitted in a stable condition.</blockquote>
2. Four people arrested for stealing two sacks of copper
<blockquote>Two sacks with copper coils were recovered in a blue Honda Fit at a police checkpoint along the Norton – Murombedzi Road on 12/9/20.
4 accused persons were arrested in connection with the recovered cables which were stolen from a ZESA transformer at Chitomborwizi Farm.</blockquote>
3. Hit and run incident in Mpopoma Bulawayo
<blockquote>A 23-year-old man who was walking along an unnamed road in Mpopoma, Byo was struck by a motorist driving a red Ford on 12/9/20.
The motorist did not stop after the accident and the man sustained minor injuries on both hands.</blockquote>

Knife Attack: Man Critically Injured By Girlfriend's Brother

The ruling ZANU PF party has predicted a spike in violent crimes due to the high number of unemployed youths.
A health, child welfare and the elderly report tabled during a recent party meeting characterised the hordes of Zimbabwe’s unemployed youths as “ravenous and dangerous”. It said:
<blockquote>This includes the use of harmful substances, including alcohol by youths who are mainly not employed.
The situation is a very serious health disorder and a danger to the future generation, owing to substance abuse, the youths have become very unproductive and destructive.
… needless to say, if this goes unchecked we should brace for a spike in violent crimes.</blockquote>
Unofficial reports put Zimbabwe’s unemployment rate at 90% of the working population.
Meanwhile, there has been a sharp increase in violent crimes perpetrated by marauding machete-wielding gangs, MaShurugwi, where illegal mining activities are conducted.

'We Should Brace For A Spike In Violent Crimes' - ZANU PF

Former Zanu PF terror leader, Jim Kunaka, was attacked at the weekend.  Kunaka was apparently attacked by 4 people and lost US $2,000 and his mobile phone. Kunaka suspects the attack was targeted and not carried out to rob him.
Said Kunaka on the attack:
<blockquote>The attack was not about money, I believe there was another agenda. Nobody knew I was carrying such money.
I drove from Mbare to Seke Road to meet my cousin whom I wanted to give some money. I was then approached by a man who first greeted me and then dragged me out of the car. He searched the car and took away US$2 000, while his accomplices attacked me with empty beer bottles. They got into their getaway car, a Caravan kombi, and sped off.</blockquote>
The attackers got away and the matter was reported to the police. In 2018, at the Mothlante Commission hearings, Kunaka confessed how he used to lead Zanu PF’s violent attacks on the opposition, maiming and killing them.

Former Zanu PF Terror Leader, Jim Kunaka, Attacked

The two brothers <a href="https://zero.pindula.co.zw/two-zimbabwean-born-criminals-tortured-and-killed-in-sa/" rel="noopener noreferrer" target="_blank">who were kidnapped, tortured and shot dead in South Africa</a> were on Monday buried in Bulawayo.
The two, Sydney (41) and Edmore Gwatsvaira (37), had changed their surname to Ncube. They were buried yesterday at Umvutshwa Private Cemetery.
South African police revealed that the Gwatsvaira brothers were murdered in Johannesburg and their bodies dumped on a farm in Mpumalanga.
The two were running a transport company which operated buses and trucks in South Africa when they were murdered but it was revealed that before their involvement in legitimate business, they were hardcore criminals.
A brother to the duo, Washington, also based in South Africa, refused to talk about his brothers to the Chronicle. He reportedly said:
<blockquote>I can’t speak to you at the moment. I guess no one else would. What you can do is take my WhatsApp number and send me a message later during the week maybe
I will be able to respond to your questions.</blockquote>
One of the brothers’ neighbours who spoke to The Chronicle said:
<blockquote>We know that the two brothers are well-known criminals in the country who were involved in serious crimes.
We thought that they are supposed to be in jail but we got shocked to learn that they were in South Africa.
They were once arrested for armed robbery and carjacking crimes.
Maybe their death is related to their past life or what they were doing.</blockquote>
South African police revealed that they have arrested one person in connection with the Gwatsvaira brothers’ kidnapping. Gauteng police spokesperson Brigadier Mathapelo Peters said:
<blockquote>A suspect is due to make a second appearance on 25 July 2019 before the Johannesburg Magistrate’s Court, following his arrest in connection with the alleged disappearance of two brothers who were reported missing at Moffatview Police Station on 28 June 2019.
… Meanwhile, police are investigating the circumstances behind the death of two victims whose bodies were found on a plot in Delmas, Mpumalanga.
Police were informed about the bodies on 11 July 2019 and were able to confirm with the assistance of family members, that the deceased were indeed the two victims that had been reported missing at Moffatview in Johannesburg.
Further investigation is underway to determine whether the suspect arrested for kidnapping could also be behind the murder of the two victims.</blockquote>

Two Crime Bosses Kidnapped & Murdered In South Africa Buried

There has been an upsurge in criminal cases in Matabeleland South province, according to the Zimbabwe Republic Police (ZRP).
Most of the crimes committed include cattle rustling, murders and the rape of juveniles.
This was revealed by the Officer Commanding Matabeleland South province, Commissioner Patson Nyabadza during the re-launch of the Zimbabwe Republic Police (ZRP) Client Service Charter at Mqegula Business Centre, Mangwe District on Wednesday. He said:
<blockquote>Our province has recorded a significant rise in the crime situation for the period from January to April 2019 compared to the same period in 2018.
In 2018 we recorded 20 murder incidents and this year we have recorded 30 murder cases while stock theft cases rose from 375 to 402 cases.
Another crime of concern is the rape of juveniles which increased from 73 in 2018 to 84 this year. We, however, recorded a decline in some crimes which include armed robbery where firearms are used.
These dropped from 15 last year to six this year while unlawful entry cases decreased from 545 to 528 in the period under review.</blockquote>
Commissioner Nyabadza revealed that general theft cases and fraud cases have also increased while thefts from vehicles have decreased.
Most of the crimes in the provinces are committed by criminals using knives, axes and knobkerries.

Upsurge In Criminal Cases In Mat South - ZRP

A policeman who allegedly raped and murdered his 20-year-old stepdaughter on Friday has been arrested. ZimLive reports that Constable Moses Nigel Jalasi, who is 27 years old was arrested in Mbare on Saturday walking barefoot with mud on his clothes.
Jalasi raped his stepdaughter at their house in Eastlea Harare and during the rape, the daughter screamed and he stabbed her 15 times with a pair of scissors.
Part of a police report on the matter said:
<blockquote>During the rape, the now deceased is alleged to have cried and this prompted the accused to stab her 15 times in the abdomen and throat using a pair of scissors.</blockquote>
Jalasi’s wife, the mother the deceased is also a police officer.

Policeman Who Raped, Murderd Stepdaughter Arrested

Four men appeared at the magistrate’s court in Harare accused of manufacturing fake IDs, Passports and Driver Licenses. The four are Tonderai Mashonganyika (42), John Chipawa (43), Farai Mambemba (37) and Kirthmore Magqoka (45).
The 4 were arrested after one of their clients was caught with a forged driver’s licence. When they were arrested, more fake documents were discovered leading to charges of 60 accounts of forgery. They were denied bail.

Men Accused Of Manufacturing Fake IDs, Driver’s Licences & Passports Appear In Court

Nedbank Zimbabwe, whose 28 tellers were arrested yesterday following a forex scam at the bank, has released a statement on to The Sunday Mail:

Nedbank Zimbabwe Speaks On Arrest Of Tellers In Forex Scam

UFI church founder and leader Emmanuel Makandiwa has been implicated in the kidnap and torture of 5 men for allegedly stealing gold ore from a mine believed to be his.
The 5 were reportedly kidnapped and tortured in degrading ways for allegedly stealing gold ore from Havilah Gold Mine in Mutoko.
The torture which was led by the mine’s security officer Garikai Murambidzi,  reportedly included immersion in water, beatings with rifle butts, batons and other objects.
Murambidzi purported to be acting on behalf of Makandiwa. The victims later reported the matter to the police by Muambidzi and his co-assailants were not arrested.
A letter by the victims’ lawyers to Police Commissioner-General Godwin Matanga read:
<blockquote>“Our clients were warned that the assault would not stop and they would not be released but would be killed instead unless if they admitted that they were the ones who had stolen Makandiwa’s gold
“Our clients were detained at the police station from January 25-27. They were arraigned before the Mutawatawa Magistrates Court whereupon the state declined to prosecute the matter due to insufficient evidence,
“Our clients managed to identify one of the four men as Joseph Dzomba, a retired police officer who is now a personal bodyguard and security personnel for prophet Makandiwa,” said the lawyers.</blockquote>
UFIC spokesperson Pastor Prime Kufakunesu, however, dismissed the allegations saying Makandiwa does not own a gold mine.

The country’s power utility company lost $3.7 Million worth of equipment to thieves and vandals in 2018. The loss also has further downstream losses due to the stoppage in productivity resulting from blackouts after infrastructure is vandalised.
ZESA Holdings spokesperson Fullard Gwasira told The Sunday Mail:
<blockquote>Zesa lost about $3,7 million due to theft and vandalism and equipment worth about $500 000 was recovered in 2018. In most of the cases, the criminals targeted copper conductors, transformer windings and transformer oil.
We have seen that the theft of our property is on the increase and there are measures that we have introduced such as 24 hours security at our big sub-stations</blockquote>

Thieves Cost ZESA $3.7 Million From In 2018

Police assaulted a 263chat journalist, Costa Nkomo, today while he was covering their work in Harare. Nkomo was recording skirmishes between the police and vendors when a police officer whipped him on the back. The policeman’s colleagues had to restrain him.

Police Assault Journalist in Harare City Centre

Marcus Rashford look-alike Ishmael Duwa (18) who recently caused a stir on social media appeared before a Harare magistrate facing fraud charges.
Duwa was released on $50 bail coupled with stringent bail conditions. Prosecuting, Sebastian Mutizirwa alleged that the Marcus Rashford look-alike advertised a Mercedes Benz Vito on his Facebook account.
One Grace Chikwava became interested in the car and contacted Duwa and his accomplice who is still at large for negotiations.
It is alleged that they set up a meeting at Rainbow Towers hotel and made negotiations for the car to be sold at US$3 000 after Duwa had indicated that it was being sold for US$4 000.
Duwa told Chikwava to pay US$400 as a commitment fee to stop him from advertising the vehicle and she complied.
Chikwava was later advised to go back to their meeting place to get the car after having paid the full amount, but Duwa became evasive leading to the police report being made.

Marcus Rashford Lookalike In Court For Fraud

Seven Chinese nationals who were arrested for possessing more than 20kg of rhino horn pieces with a combined value of close to $1 million face new charges after police opened fresh charges of money laundering and theft of a motor vehicle.
Zeng Dengui (35), Peicon Jang (35), Liu Cheng (23), Yu Xian (25), Yong Zhu (25), Chen Zhiangfu (30) and Qui Jinchang (29) were arrested on December 23 and charged with contravening Section 45(1) (b) of the Parks and Wildlife Act Chapter 20:14 as read with Section 128(b) of the same Act. The sections criminalise keeping, possessing, selling or disposing of any live specially protected animal, meat or trophy of any such animal.
Trial was supposed to kick off yesterday but prosecutor Mr Bhekimpilo Tshabalala said the State had deferred the date because police had indicated intention to press new charges. The new charges have not been taken to court and no details were given. Tshabalala said the docket was sent to Hwange because the Victoria Falls magistrate court has no jurisdiction to try matters of such magnitude. In response, defence lawyer Mr Givemore Mvhiringi of Mvhiringi and Associates said his clients have a constitutional right to be tried within a reasonable time. He accused the State of abusing the court by delaying trial when a date had already been set. Victoria Falls magistrate Ms Rangarirai Gakanje agreed with the defence point of view. She ordered prosecution to provide trial date on Wednesday next week. A determination will be made whether the case will be transferred to Hwange for trial or not.

31 huts were burnt in Zvimba in a fight over a Guta RaJehovah church shrine. The rival groups attacked each other resulting in the 31 huts burning down. The feud over the shrine has been going on for some time with a court order in 2014 instructing that two rival groups could take turns in using the shrine.

In a statement yesterday, chief police spokesperson Snr Asst Comm Charity Charamba confirmed President Mnangagwa promoted four Zimbabwe Republic Police senior assistant commissioners to the rank of deputy commissioner-general.
The three are Senior Assistant Commissioners Mind Elliot Ngirandi, Learn Ncube and Lorraine Chipato. This brings the number of deputy commissioners-general,  including Deputy Commissioner-General Stephen Mutamba, to four. Charamba said the promotions were made in terms of the Police Act Chapter 11:10 Section 14 (1) (b).
The promotions come after the recent retirement from the force of three Deputy Commissioners-General Levie Sibanda, Innocent Matibiri and Josephine Shambare. Charamba also said four assistant commissioners were promoted to the rank of senior assistant commissioner. The four are Snr Asst Comm David Mahoya, Snr Asst Comm Kudakwashe Mubemi, Snr Asst Comm Crispen Charumbira and Snr Asst Comm Patson Nyabadza. A total of 15 chief superintendent were promoted to the rank of assistant commissioner while 34 superintendents were promoted to the rank of chief superintendent.

Mnangagwa Promotes 4 Police Senior Assistant Commissioners

Masvingo acting provincial police spokesperson Assistant Inspector Kudakwashe Dhewa denied claims that villagers in Nyajena communal lands in Masvingo South looted wards of cash from the wreckage of a Cessna light aircraft that crashed in a hill near Renco Mine.
All five passengers were killed when the plane crashed last Friday. The plane, which was heading to Victoria Falls with Chiredzi conservancy operator Barry Style in the cockpit, had taken off from Buffalo Range Airport before it crashed at Chamanjenjere Hills in the Tokwane-Ngundu area at around 0740hrs. Style and his four passengers perished in the crash, whose cause is not yet known, although preliminary reports indicate that the plane started disintegrating while it was airborne.
Assistant Inspector Dhewa said police actually recovered hard currency cash and bond notes together with other valuables from the plane debris. Said Dhewa:
<blockquote>We do not have reports that any cash or valuables were looted by anyone from the Nyajena plane crash site and in actual fact we recovered about $500 in bond notes and over US$400, among other valuables, from the plane’s wreckage.</blockquote>

Former Cabinet minister Walter Mzembi was issued with another warrant of arrest after he failed to appear before a Harare magistrate.
Mzembi who is facing a number of corruption charges is reported to be undergoing cancer treatment. He is being represented by Job Sikhala. A warrant of arrest has been issued against him and the matter has been remanded to December 4. The State alleged that Mzembi misappropriated funds meant for the 2013 United Nations World Tourism Organisation (UNWTO) General Assembly. He is being charged with theft of trust property together with Tourism and Hospitality ministry consultant Aaron Dzingira Mushoriwa (62), and  former permanent secretary Margret Sangarwe (59).

Warrant Of Arrest Issued Against Walter Mzembi

The Tsholotsho Rural District Council chief executive officer has been arrested. Themba Moyo who was already on suspension has been arrested on allegations of criminal abuse of duty as a public official. He is facing numerous charges of misappropriating funds to the tune of $881 000. The allegations arose after a forensic audit report in October unearthed the missing funds. His trial is set for December 4. Tsholotsho RDC chairperson Esau Siwela said
<blockquote>We have taken the matter to the court of law it is in the hands of the court now we will just let justice take its course. We will hear from the detectives and the court. As of now, we have engaged the labour court whereby we are implementing a commission of inquiry which will be independent and composed of people from outside Tsholotsho.</blockquote>

Tsholotsho RDC CEO Arrested On Criminal Abuse Of Office Allegations

Two police detectives stationed at Binga Criminal Investigations Department were recently arrested at Cross Dete. They were found in possession of nearly four tonnes of fertiliser which had been distributed in Matabeleland North under the Presidential inputs scheme. According to a Newsday report, the two detectives were identified as Constable Sasanhira and Constable Manyumbudzo stationed at CID Binga Post. Reports further claim that the fertiliser was set to be smuggled to Zambia. Cross Dete is located in Matabeleland North Province and links Bulawayo, Binga and Hwange/ Victoria Falls.

State land is alleged to have been parcelled by land barons in the Matabeleland. As a result, a commission of inquiry was established to shed light on the activities of land barons in Matabeleland north and south. The commission is made up of six members and led by High Court judge Justice Tendai Uchena. Permanent secretary in the Ministry of Justice, Legal and Parliamentary Affairs, Virginia Mabiza said that the probe team will hold public hearings in Plumtree and Gwanda in Matabeleland South and in Victoria Falls and Lupane in Matabeleland North. She said
<blockquote>The commission of inquiry into the sale of State land in and around urban areas since 2005 wishes to advise all beneficiaries of State land that the commision shall be conducting public hearings in mat South and North provinces from 05 to 23 November 2018.
The commision is meant to investigate people who bought State land handed over for urban development, double or multiple allocations, people who have been allocated space meant for the building of schools, clinics, roads, and recreational sites, among others. People who have been displaced or prejudiced in any way by the re-allocation, re-surveying and/or re-pegging of stands.</blockquote>

Commission To Probe Illegal Land Sales In Matabeleland

A group of Congolese immigrants was intercepted and arrested by police along the Victoria Falls-Bulawayo road. The Congolese group which claimed to have been on its way to Tongogara refugee camp was arrested after police received a tip-off. They were brought before Hwange provincial magistrate, Livard Philemon and charged with violating immigration laws. They were each fined $50 or one month in prison while waiting for deportation.

Hwange Police Nab 10 Congolese Illegal Immigrants En Route To Bulawayo

High Court judge Justice Felistus Chatukuta has dismissed an application by human rights activist Mfundo Mlilo challenging the legality of the 2 percent tax on money transfers which was recently imposed by Minister of Finance and Economic Development Mthuli Ncube. Justice Chatakuta said the matter was not urgent and ruled that it should be placed on the ordinary roll. The judge questioned why the application had been lodged almost two weeks after the tax was announced. Part of the letter from the registrar of the High Court reads,
<blockquote>Re: MFUNDO MLILO v MINISTER OF FINANCE AND ECONOMIC DEVELOPMENT: HC 9498/18
The above urgent chamber application was placed before Honourable Chatukuta J who then commented as follows:
“(1) The applicant having become aware of the decision of the Minister of Finance on 3 October 2018 does not explain why it took him almost two weeks to file the present application.
(2) The perception by the applicant that the tax is illegal is not a basis for urgency.
The matter is not urgent and is accordingly removed from the urgent chamber application roll.”</blockquote>
Mlilo who is being represented by Tendai Biti is arguing that Zimbabwe’s Constitution does not allow the government to repeal sections of an Act of Parliament without it being debated and passed by the National Assembly. Said Mlilo,
<blockquote>Our contention is that the purported increase is unlawful because the minister has purported to change a section of an Act of Parliament which in itself is unconstitutional as he should have tabled a Bill in Parliament first, which he has not done. We argue that the tax in itself is irrational because the government has been excessively borrowing and now that it has a runaway public debt it is now turning to citizens to cover up for its expenditure. We have no idea what the money was used for.</blockquote>

High Court Dismisses Challenge On Mthuli Ncube's 2 Percent Tax, Says It Is Not Urgent

The Herald reports that at least 6 people were arrested for submitting fake Ordinary and Advanced Level certificates in a bid to get visas to the United States (US). The publication confirmed that 30 out of 40 “O” and “A” Level certificates recently submitted to the US embassy were fake.
According to information gathered by The Herald, only six out of 30 applicants turned up at the US embassy for visa interviews yesterday. Among those arrested was Rangarirayi Lloyd Mugwara, who was accused of forging Zimsec Ordinary and Advanced Level certificates. Zimbabwe School Examinations Council (Zimsec) public relations manager Ms Nicky Dhlamini said they will have the culprits charged with fraud and hopefully catch the one producing the certificates. Said Dhlamini:

We will take the culprits to the police station and they get charged with fraud. We are assuming that the court process will then happen and hopefully we will be able to catch the culprit who is actually doing this (producing the certificates).

6 Arrested For Submitting Fake Zimsec Certificates To Get US Visas

The MDC National Chairman, Morgan Komichi was granted $200 bail by a Harare magistrate today. He was <a href="https://news.pindula.co.zw/2018/08/17/morgen-komichi-arrested-for-interrupting-elections-proceedings/">arrested yesterday and charged</a> with contravening section 186 of the Electoral Act after he allegedly obstructed proceedings related to the announcement of the results of the 2018 elections.
Komichi was ordered to surrender his passport to the clerk of court and report to the CID Law and Order every Friday as part of his bail conditions.

Harare High Court judge Justice David Mangota has declared banker Patterson Timba insolvent. This comes after First Mutual Holdings (Ltd) (FML) petitioned the court after Timba failed to pay a $1 815 117 debt or to satisfy a writ of execution. Timba who is the owner of the now defunct, Renaissance Merchant Bank (Ltd) (RMB), unsuccessfully tried to oppose the application saying that FML wanted to cripple him.
Ruled Justice Mangota,
<blockquote>The applicant (First Mutual), in my view, meets all the requirement of the sequestration of the respondent (Timba). The outstanding part of the debt which he owes to the applicant is very substantial. Given his financial position, the probabilities are that he will not be able to pay it off.
The respondent’s assertion which was to the effect that he would pay off the debt as soon as RMB recovers is as meaningless as he stated it. He did not state the date or period when RMB would recover if it will. He did not say how he could cause it to recover, if it will. He did not state the circumstances under which it would recover. He submitted candidly though, that he was not employed and was unemployable because of his association with RMB which, according to him, was placed under curatorship.</blockquote>
