The Zimbabwe Anti-Corruption Commission (ZACC) has arrested the Deputy Director of the Road Services Division in the Ministry of Transport and Infrastructural Development, Ernest Shenje.
ZACC said Shenje has been arrested on accusations of fraudulently claiming US$1 003 417 in compensation for a property affected by the construction of the new interchange at Mbudzi roundabout, along Simon Mazorodze Road, in Harare. He is expected to appear in court soon. ZACC said in a statement:

ZACC has arrested Mr Ernest Shenje, Dep Director Road Services Division in the Min of Transport &amp; Infrastructure Dvt on charges of fraud, over a fraudulent claim of USD1 003 417-00 as compensation for a property affected by the construction of a multi-level interchange at Mbudzi.
Shenje, working in cahoots with one Levy Idana [who is still at large] and some lawyers, manufactured a fraudulent agreement of sale purporting that Levy Idana was the owner of Subdivision A of Subdivision B of Delft of Hopely which was in the name of John Maloney.
They used the fraudulent agreement of sale to claim compensation, misrepresenting that Idana had purchased the property.
Shenje went on to facilitate the processing working together with other Ministry officials. As a result, Idana was paid USD200 000.00.

Last week, a local weekly publication reported that ZACC had questioned several directors at the Ministry of Transport and Infrastructure Development over alleged fraudulent activities linked to Mbudzi Traffic Interchange project funds.
According to the report, the officials were quizzed by ZACC after whistle-blowers leaked details linking them to the “pillage” of a fund meant to compensate owners of companies and houses who were moved to pave the way for the construction of the traffic interchange.
Officials who spoke to the publication claimed that of this figure, US$12 million could have been paid out to 52 affected individuals and businesses by the end of 2023.
The US$88 million Mbudzi interchange is at the intersection of Simon Mazorodze Road, Chitungwiza Road and High Glen Road in Harare.
Funding for the project is being done through local financial institutions, while the contractor for the project is a joint venture of three local road construction companies: Tensor Systems, Fossil Contracting and Masimba Construction, collectively coming under the banner of Tefoma Construction joint venture.
When complete, the interchange will have 13 bridges and 15 kilometres of interchange and service outlets.
This is expected to eliminate congestion at the point where two major highways meet the Beitbridge-Harare national highway.

Ministry Of Transport Official Arrested For Looting Mbudzi Traffic Interchange Fund

The Mbudzi Interchange project is running behind schedule as the contractor is still to access the area occupied by property owners who are awaiting compensation from the government.
This was said by the permanent secretary of the Ministry of Transport and Infrastructural Development, Amos Marawa, during a recent tour of the project by the media.
<a href="https://www.newzimbabwe.com/mbudzi-interchange-project-behind-schedule-property-owners-yet-to-move-from-site-government/">NewZimbabwe.com</a> quoted Marawa as saying the Government is yet to reach an agreement with only one property owner and this had slowed down progress. He said:
<blockquote>
We are behind schedule. The government is committed to paying property holders. 
Negotiations came too late and thus delayed the compensation to the property holders.
So far, agreements have been made with the affected people except for one that is still outstanding.
We have signed settlement agreements with 51 property holders except for one.

Marawa said of the US$34 million needed to compensate the affected people, the government had paid US$12 million to 19 property holders.
Moreover, 95 other leaseholders within the project space will be relocated. The Government committed to service the land and build three-roomed chore houses for each. Said Marawa:

Government will compensate affected property owners in the next two months. It will reconsider and reconstruct the programming consolidated dates after June.
So far, the government is happy with the quality of the work which is being undertaken by a private contractor (Fossils Mines) at a cost of US$88 million.

The project started on 18 September 2022 and was scheduled to be completed by 17 March 2023.
Marawa said a new expected completion date will be set in June.
The project has 13 interchange bridges as well as 15km of interchange roads and service roads. Four bridges are above 90% complete.

Mbudzi Interchange Project Behind Schedule - Govt

Harare South MP Tongai Mnangagwa has said he wants the people who allegedly forced Mbudzi Roundabout Vendors to pay US$1 condolence tokens following the <a href="https://zero.pindula.co.zw/liberation-war-fighter-highten-nkomo-declared-national-hero/">death of the late national hero, Highten Nkomo</a>.
The vendors allege that suspected ZANU PF members told them that they were working on Tongai Mnangagwa’s instructions. A vendor told NewsDay:

We were told we would be chucked out of trading spaces if we don’t pay. The money was collected on Monday after the burial of the late hero, Nkomo.  Those who did not pay were listed so that they pay the following day (Tuesday). They said they were instructed by (Tongai) Mnangagwa.

Tongai Mnangagwa, who is the nephew of President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a>, however, denied the allegations. He told NewsDay that there was no need to collect US$1 for the late hero since the coffin was provided by the state. He said:

That is absolute lawlessness. We do not support lawlessness. Do you think a man of my calibre can send people to go and harass vendors? I want to make it clear that whoever was approached by those people must go and report the matter to the police. They must make reference in their report that the MP has ordered them to make that report. I want those culprits to be punished.
We will ensure sanity returns at the Mbudzi roundabout, which has turned into a breeding ground for bogus ZANU PF party members and other law-enforcing authorities. Whoever is using my name must be punished. I wonder where they want to take that money to. Are they going to buy a coffin for our late hero who was laid to rest?

He said there are criminals who go around in the ZANU PF regalia which is contrary to the <a href="https://www.pindula.co.zw/Hebert_Chitepo_School_of_Ideology">Herbert Chitepo School of Ideology</a> teachings.
ZANU PF chairman for Harare province <a href="https://www.pindula.co.zw/Godwills_Masimirembwa">Godwills Masimirembwa</a> said while the people who collected the money were wrong, the vendors should also have brought evidence and names of the perpetrators “so that we deal with the culprits at party level.”

Tongai Mnangagwa Wants People Who Collected "Condolence Money" In His Name Punished

ZANU PF space barons have reportedly taken over the open land close to the closed Mbudzi traffic interchange in Harare and are parcelling it out to vendors for US$50 per square metre.
The roundabout was closed recently to allow for major construction works and hawkers who were doing business on the island have been ordered to move.
ZANU PF space barons have taken advantage of the situation to extort the vendors and are now demanding US$5 a day from each vendor for a vending permit on the route diversions, and an initial US$50 per square metre per month from stall owners.
The land is adjacent to the traffic lights at Malvern Road and Chitungwiza Road in the Hopley area.
The Ministry of Transport and Infrastructural Development closed off the four roads leading into the Mbudzi interchange on Sunday for a distance of 1.5km in each direction.
One of the affected vendors, who identified himself to <a href="https://cite.org.zw/zesn-calls-for-peace-ahead-of-2023-elections/">ZimLive</a> as Elvis Musera, appealed to the government to intervene and stop the space barons. He said:

This man told us to pay for a meter-and-a-half and we paid US$50 and today we are told the space is one meter for each. The government should step in and make sure things are not done haphazardly.
</blockquote>
Deputy transport minister Michael Madiro said they will work as fast as possible to ensure that motorists are not inconvenienced longer than is necessary. Madiro said:

The government appreciates the inconvenience the temporary closure of the roundabout will cause but it is part of the small sacrifices which our people have to make.
It’s one of those instances where the result justifies the means to that end. We will work as fast as we technically can to ensure that we deliver world class infrastructure for the motoring public.

ZANU PF Space Barons Parcel Out Land Near Mbudzi Roundabout

The Ministry of Transport and Infrastructure Development has announced plans to close portions of Harare-Masvingo road, Chitungwiza road and High Glen Road at Mbudzi roundabout with effect from the 18th of this month. The ministry is spearheading the construction of an interchange. In a statement seen by Pindula News, the ministry said the roads shall be closed for a period of one and half years and the motoring public shall be using the diversion routes, Malvin Road, Forbes Road, HopelyRoad, and Stoneridge Road. Reads the statement:

<h2>NOTICE OF CLOSURE OF PORTIONS OF HARARE-MASVINGO ROAD, CHITUNGWIZA ROAD AND HIGH GLEN ROAD AT MBUDZI TRAFFIC CIRCLE WITH EFFECT FROM 18 SEPTEMBER 2022.</h2>
Following the gazetting of General Notice Minister of Transport and Infrastructural De Act [Chapter13:181, shall close the portions – the layout plan 1-ZW125-C167 for the purposes of construction of Mbudzi interchange with effect from 18 September 2022. The portions of the roads hereunder shall be closed for a period of one and half years and the motoring public shall be using diversion route, Malvin Road, Forbes Road. HopelyRoad, and Stoneridge Road.
<h2>Description of roads to be closed:</h2>
Roads constituting the four legs of roads into Mbudzi traffic circle for a distance 1.5 kilometres long from the centre line of the traffic circle on all four legs. A portion of Harare – Masvingo Road at Mbudzi 1.5 kilometres before the centre line of the traffic circle and 1.5 kilometres after the traffic circle. A portion of Chitungwiza road 1.5 kilometres after the traffic circle going to Chitungwiza. A portion of High Glen Road 1.5 kilometres after the traffic circle going to High Glen.
The closure of portions of these roads is with effect from 18 September 2022 for a period of one and half years. Motorists are urged to be patient during the construction period.

Portions Of Roads At Mbudzi Roundabout Closed For One And Half Years

Cabinet has approved the recommendations that were made by the inter-ministerial committee set up a week ago to tackle road congestion in urban areas, particularly in Harare Metropolitan Province.
Speaking after yesterday’s Cabinet meeting, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa revealed some of the measures that Cabinet adopted.
They include working on the seriously congested Mbudzi Roundabout in south Harare and the importation of 667 buses to boost the Zimbabwe United Passenger Company (ZUPCO) fleet, and providing dedicated bus lanes and renovating terminuses.
It will also entail said eliminating the pirate kombis and mushikashika, repairing urgently critical non-functioning traffic lights, improving traffic control at congested junctions, repairing road surfaces at junctions and putting in kerbs to prevent U-turns. Said Mutsvangwa:
<blockquote>Mbudzi Roundabout is one of the most chaotic roundabouts in the country where immediate decisive action needs to be taken.
It is reported that while the plan is to construct the junction once rehabilitation of Harare-Beitbridge Road has been completed, the emergency works will be undertaken to tie in with the overall plan.
As part of the upgrade of public transport, it was agreed that Treasury would avail funding.
Councils are also encouraged to ensure that terminus facilities are spruced up so that they are not shunned by both transporters and commuters.
Cabinet resolved to support the urgent procurement or hire of an additional 667 buses to enable Zupco to provide a more efficient service to all high-density suburbs.
Zupco is going to revive traditional bus routes, using designated bus stops, adhering to the stipulated bus timetable, and improving the electronic payment system.</blockquote>
Mutsvangwa added that there will be the repair of non-functioning traffic management signals, deployment of traffic management systems and police, and the generation of number plates.
There would be joint operations between the Police and Municipal Traffic Police at intersections, and the municipal cops will also be trained to help in the controlling of traffic.
