Exiled Zimbabwe People’s Revolutionary Army (ZPRA) ex-combatant and former dissident Vincent Ndlovu says they took up arms against former president Robert Mugabe’s government in self-defence as they were faced with total annihilation by security forces.
In his new book titled &#8220;Seeking Freedom and Justice (Loyal but not Docile) under the chapter Seeking Refugee in Tsholotsho&#8221;, Ndlovu chronicles how government forces hounded ZPRA comrades out of the Zimbabwe National Army (ZNA) and the comfort of their homes, forcing them to set camp in the Tsholotsho bushes to escape torture and killings.
Ndlovu claims that despite being poorly resourced with firearms, government forces, even with air support, were forced to retreat on several occasions after suffering humiliating defeats at the hands of the few dissidents. He said:

As much as we would have liked to enjoy the fruits of our independence, our loved ones, we had been driven back to the woods and pursued by armed men who would shoot first and ask questions later.
That we had been driven to the bush against our will left us with no option that being ex-ZPRA had become a crime and that invoked in us the spirit of resistance that raised the impetus to use the few arms and ammunition that we had to protect ourselves from total annihilation.
Our initial group of seven had become the core around which the self-defence initiative was built and within a month we had been able to repel a few attacks by the security forces.

Ndlovu will next week present a public lecture under the topic: The Dissidents Story during the week-long Annual Healing and Reconciliation Film Festival organised by the Centre for Innovation and Technology (CITE).
The festival, which will run from October, 25 to 30, seeks to highlight the importance of transitional justice using film and academic lectures by experts in the area of history and genocidal studies.
An estimated 20 000 civilians lost their lives with researchers arguing that the killings were deliberate to create a one-party state as the majority of the victims were supporters of the opposition ZAPU and Ndebeles.
According to late ZAPU president Dumiso Dabengwa, the dissidents numbered less than 50 disgruntled ZPRA guerrillas that were frustrated by Mugabe’s harassment of ZAPU members.
Mugabe never accepted the blame for the Gukurahundi, only describing the period as a moment of madness.

ZANU PF factional politics in the Midlands Province degenerated into a fistfight last weekend, with senior officials exchanging blows in public.
Preparations for the party’s congress next year, which are preceded by restructuring and elections from the grassroots level, have been problematic and marred with intimidation in President Emmerson Mnangagwa’s home province.
A faction aligned to State Security minister Owen “Mudha” Ncube and incumbent chairman Daniel Mackenzie Ncube are battling for party leadership. Both factions claim loyalty to Mnangagwa.
ZANU PF Gweru district secretary for administration Slemani Kwidini was allegedly “heavily assaulted” by central committee member Wellington Magura at a restaurant in the Midlands capital on Saturday.
Kwidini is rallying behind Mudha Ncube while Magura is in the faction backing Mackenzie Ncube.
The matter has since been reported at Gweru Central Police station under CR number 88/10/2021 although none of the people involved are yet to appear in court.
Contacted for comment by The NewsHawks, Kwidini confirmed reporting the alleged assault at Gweru Central Police station.
Magura did not respond to questions sent to him via WhatsApp, although the messages had been delivered to his mobile number.
Mackenzie Ncube also did not respond to enquiries sent to him over the matter.
Milan directors, where the scuffle reportedly took place, banned for three months those involved in the brawl at the restaurant.
A letter signed by two Milan directors, one Richard Murombedzi and Taleeb Mohamed and addressed to Kwidini reads in part:

This has left us with no option but to inform you as an individual and your accomplices Mr Dominic and Mr Jassi.
We do not condone such behaviour totally and your friends as such are not welcome on these premises for a period of three months.
We feel the actions of this group have self-interests totally against the HE (Mnangagwa) mantra of Vision 2030, which we support.

According to party officials, Mackenzie Ncube has the backing of the minister in the President’s office <a href="https://www.pindula.co.zw/Jorum_Gumbo">Joram Gumbo</a> while Mudha Ncube’s allies include prominent figures like Local Government minister<a href="https://www.pindula.co.zw/July_Moyo"> July Moyo</a>.

ZANU PF Midlands Leaders In Bruising Fist Fight

A Bulawayo-based businessman reportedly assaulted the ZANU PF chairperson for Bulawayo Province and pulled a gun on him after he was accused of dividing the party in the city.
The dramatic incident happened recently at Aisleby Farm in Umguza, Matabeleland North province.
B-Metro quoted a well-placed source who witnessed the incident, as saying that Obert Musindo, the ZANU PF chairperson for Bulawayo Province, had driven to the farm to meet Raymond Mutomba, who is the party’s secretary for administration, Bulawayo Province. Said the source:

Unfortunately when he arrived at the farm, Mutomba was not there and he was told to wait for him.
</blockquote>
While he was waiting, Davis Muhambi, a businessman, arrived and confronted him. Added the source:
<blockquote>
He charged at him while accusing him of dividing the party. An argument broke out between the two and Davis assaulted Musindo several times on the face with open hands.
In a fit of rage, Davis took out a firearm from his trousers’ pocket to shoot Musindo. Luckily, one of the witnesses grabbed it and seized it from his tight grip.
Davis was not deterred by that as he rushed to his car and fetched another pistol to shoot Musindo.
People who had gathered surrounded Davis and blocked him from moving to Musindo.
While people had encircled the fuming Davis, Musindo slipped out from under his car [where he had hidden], got into his car and drove off at high speed.

Musindo went to report the matter at Sauerstown Police Station, leading to the arrest of Davis.
Contacted for a comment, Musindo initially tried to dissuade the publication from reporting the story as it &#8220;will tarnish our image&#8221; but later said he had withdrawn the case.

Guns Drawn Out In ZANU PF Factional Politics Brawl

The Zimbabwe Anti-Corruption Commission (ZACC) has cleared Bulawayo mayor, Councillor <a href="https://www.pindula.co.zw/Solomon_Mguni">Solomon Mguni</a> and the Town Clerk, Christopher Dube, of any wrongdoing regarding corruption allegations that were levelled against them.
In 2020, Bulawayo residents questioned Clr Mguni&rsquo;s leasing of a 3.5-hectare piece of land at Lower Rangemore under a 25-year lease at $165 per month rent.
The local authority had received 24 objections where a total of 33 different issues were raised from residents regarding the lease.
Residents argued that the mayor had used his privileged access to information to make an application for the said property.
They also claimed that this was an illegitimate deal that promoted clientelism, patronage and capture.
Meanwhile, Dube was on the radar of the anti-graft body over his purchase of a commercial stand, in Selborne Park as part of his proposed conditions of service.
The Town Clerk already had another stand adjacent to the one he was being offered.
In a letter dated 5 October 2021, ZACC chairperson, <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Justice Loice Matanda-Moyo</a> noted that all the resolutions were done above board.
She said that the commission had held a rapid compliance spot check on the allocation of stands following the issues that were raised between 14 and 18 September last year. Wrote Matanda-Moyo:

The findings were that the council resolved to offer a commercial stand for which the Town Clerk was expected to pay the full price.
Furthermore, the council was to purchase a new vehicle which the Town Clerk was to buy at 25 per cent net book value.
With regards to the mayor&rsquo;s 25-year lease for 3.5-hectare agriculture land at Lower Rangemore, the findings were that the mayor is allowed to apply for urban agriculture land like any other Bulawayo resident and be subjected to the same rentals which are prevailing in that area.

The ZACC chairperson said the body will soon be carrying out a comprehensive compliance and systems review at the Bulawayo City Council, after which they will now be carrying quarterly monitoring and evaluation.

ZACC Clears Bulawayo Mayor, Town Clerk Of Corruption Allegations

Fifteen (15) police officers who allegedly brutalised ZANU PF members in Mashonaland Central Province were arrested after President Emmerson Mnangagwa and top party officials&#8217; intervention, reported The Standard.
The police officers, who are from Bindura, appeared in court last week charged with violence after they allegedly disrupted a ZANU PF meeting at Mupandira Business Centre in Musana.
They have since been suspended from work and were granted $5 000 bail each.
The Standard reported sources close to the case as saying that all police officers from the station who were on duty, including the officer-in-charge identified as Inspector Phiri were summoned to Harare on 10 October.
They were expected to explain to police commissioner-general <a href="https://www.pindula.co.zw/Godwin_Matanga">Godwin Matanga</a> what had happened on 5 October leading to the skirmishes.
The police officers were reportedly summoned to State House on 11 October to explain to Mnangagwa what happened.
Home Affairs minister <a href="https://www.pindula.co.zw/Kazembe_Kazembe">Kazembe Kazembe</a> and Bindura South MP Remigio Matangira, as well as scores of ZANU PF supporters from Bindura, were at State House.
The ZANU PF supporters reportedly told Mnangagwa that the police officers unleashed dogs on them and used teargas to disrupt the meeting. Said a source:

After some time, Kazembe, Matangira, Matanga, Phiri and other top cops went into a private meeting with Mnangagwa.
</blockquote>
Kazembe, who is also the ZANU PF Mashonaland Central provincial chairman, said he could not disclose what happened at the meeting with Mnangagwa. He said:

I cannot discuss with newspapers a meeting we had with the president.
</blockquote>
Mnangagwa’s spokesperson George Charamba referred questions to the secretary for presidential communications Regis Chikowore.
Chikowore was not picking calls yesterday and also did not respond to questions sent to him via WhatsApp.
Meanwhile, ZANU PF officials in Mashonaland Central Province said trouble started when a gang, which included ZANU PF members attacked three police officers, who wanted to arrest a suspect over an assault case. Said a witness:

The group, which survives by chopping and selling firewood, became violent. They demanded that the police leave their colleague alone and soon turned violent.
The police officer was attacked by over 50 youths and is partially blind now. After the attack, the police went to the shopping centre looking for the suspects.
Kabasa (the police officer who was assaulted) managed to identify one of them but before the police arrested him, the youths started throwing stones at the law enforcement agents.
The police were forced to fire teargas in self-defence and eventually managed to round up people and arrested eight.
The ZANU PF meeting was held at some distance from the shopping centre where the violence took place.

The eight, who were arrested appeared in court on October 6 charged with obstruction of justice. They are out on $4 000 bail each.

Cops Summoned To State House For Bashing ZANU PF Members

MDC Alliance leader Nelson Chamisa said that his recent tour of Masvingo Province has exposed President Emmerson Mnangagwa as an unpopular leader.
Chamisa’s visits to many parts of the province last week were met with violence from groups of ZANU PF supporters who tried to prevent him from meeting MDC Alliance supporters.
Speaking in an exclusive interview with The Standard on Friday, Chamisa said the reaction by the ruling party to his meet-the-people tour showed that Mnangagwa’s supporters were no longer confident that their leader still commanded popular support. Chamisa said:
<blockquote>
It is clear ZANU PF and Mnangagwa are not wanted but use all those tactics to win. They use intimidation and violence to force people.
&#8230; The feeling in the areas I visited is that there is no leadership in this country. Even ZANU PF people are disappointed with what they are seeing.
The political leadership is so unpopular and detached from the people.
They had a mythical view of Mnangagwa and now that he is in power, they are really shocked.
Get it from me; ZANU PF is extremely unpopular and not people-centred.

Chamisa said ZANU PF officials were resorting to violence because they had realised that it would be impossible to win a free and fair contest.
The MDC Alliance leader and his entourage were harassed in, <a href="https://www.pindula.co.zw/Bikita">Bikita</a>, Zaka, <a href="https://www.pindula.co.zw/Chiredzi">Chiredzi</a> and Ngundu.
He said government workers and traditional leaders were also unhappy with the alleged abuse by ZANU PF. Said Chamisa:

Our police are also victims of repression from ZANU PF. You can even tell from their body language that they know what they are doing is wrong, but they are just protecting their jobs.
There is a very concerted effort to conflate the police and Zanu PF when in fact the state does not belong to a political party.
&#8230; Traditional leaders are living in fear and lamenting abuse and being treated like mujibhas for ZANU PF.
Those working in government say they are being forced to work as ZANU PF commissars.

The MDC Alliance accuses Mnangagwa of trying to create a one-party state by closing the democratic space and sponsoring a rival party led by Douglas Mwonzora.

I Exposed Mnangagwa&#8217;s Unpopularity, Says Chamisa

The leader of opposition MDC Alliance, Nelson Chamisa has said there is an emergence of ZANU PF vigilante groups who are engaging in political violence without being punished.
He speaks amid reports that a convoy of his aides was blocked and attacked when it travelled to Masvingo Province for his provincial tour this week.
MDC Alliance claims the assailants were ZANU PF hooligans. ZANU PF denies the allegations suggesting that the opposition party staged the attack, that left some of the MDC vehicles damaged, to soil the image of the governing party. 
In a Twitter post this Saturday, Chamisa said the &#8220;vigilante groups&#8221; are state-sponsored. He said:

THE RISE OF VIGILANTISM IN ZIMBABWE&#8230;
Zpf vigilante groups have immunity &amp; impunity. They’re state-assisted &amp; protected in their acts of terrorism &amp; unlawful operations. The stoning of cars, violence &amp; barricading of roads is criminal, stone-age&amp; primitive hooliganism. Peace is fragile!
</blockquote>
The recent inter-arty and intraparty political violence that rocked come as Zimbabwe is scheduled to have general elections in 2023.
Some political analysts have predicted that the elections will likely be marred by violence, like in 2008.
Stakeholders including the Zimbabwe Human Rights NGO Forum have castigated the violence within ZANU PF and against the opposition saying it affects democracy.

Chamisa Speaks On &#8220;The Rise Of ZANU PF Vigilante Groups&#8221;

Opposition MDC Alliance leader, Nelson Chamisa has claimed that President Emmerson Mnangagwa is nothing like the late statesman Robert Mugabe and that he would “beat him” if a snap election was called today.
MDC Alliance leader Chamisa said that Mugabe at least had a bag of tricks at his disposal to win people over, but Mnangagwa wasn’t in the same league.
Though rallies are outlawed in the country because of Covid-19 lockdown measures, Chamisa seized an opportunity to visit Charumbira village in Masvingo to see the family of Joseph Mutema, a veteran member of his party who died in August this year. Addressing the gathering, Chamisa said:

That brother of mine who likes wearing a scarf [Mnangagwa], I can beat him [electorally] in broad daylight. Mugabe would at least confuse people with English, but this one, he can’t. He also can’t read, he has no vision. He’s unpopular, he has no friends.

Chamisa had a hard time getting to Mutema’s house as his convoy of 13 cars was attacked by unidentified assailants. 
MDC Alliance claims it was Zanu-PF hooligans, with the help of the police, who were responsible.
Zanu-PF claimed the former ICT minister was attacked as he forced himself on “Villagers (who) did not want to be addressed by him [Chamisa] for obvious reasons.&#8221;
Sources in Zanu-PF told TimesLIVE there would be a fact-finding mission to establish how Chamisa managed to penetrate the area. 

But information secretary Nick Mangwana said he found it strange that the political violence happens just a week before the UN special rapporteur on the negative impact of sanctions on the enjoyment of human rights is expected in Zimbabwe.
This is happening as Zimbabwe prepares for the 2023 elections.

Mnangagwa Is Nothing Like Mugabe, I will Beat Him In Broad Daylight &#8211; Chamisa

The Zimbabwe Human Rights NGO Forum has condemned inter and intra-party political violence recorded in Zimbabwe recently. There have been violent clashes in ZANU PF and between ZANU PF and MDC Alliance. Pindula News presents the forum&#8217;s statement.

<h2>Forum condemns political violence </h2>
15 OCTOBER 2021 
The Zimbabwe Human Rights NGO Forum (the Forum) unreservedly condemns the increase in cases of interparty and intraparty political violence. Episodes of intraparty violence involving members of Zimbabwe African National Union-Patriotic Front (ZANU-PF) were observed in Manicaland Province, while two cases of interparty violence against the MDC-Alliance (MDC-A) have been observed in Masvingo. 
Reports in Manicaland Province of clashes between rival ZANU-PF factions were received on 10 October at the party&#8217;s Provincial Coordinating Committee (PCC) meeting. The clashes took place after demonstrators, who were calling for the ouster of chairperson Mike Madiro, were teargassed by the police. The demonstrators were allegedly led by Mutare District Coordinating Committee (DCC) Secretary for Youth Affairs Danmore Mambondiyani, who demanded that Madiro address disgruntled party members gathered outside Marymount Teachers College. The disgruntled supporters accused Madiro of fanning factionalism. Another rival of Mambondiyani, Stanley Sakupwanya, the Makoni DCC secretary for youth affairs, was assaulted in the melee by supporters of Mambondiyani. Sakupwanya was hospitalised at Victoria Chitepo Provincial Hospital for injuries sustained during the brawl. 
The Forum also noted the circulation of video footage in which a belligerent mob blocked a vehicle procession of Nelson Chamisa&#8217;s convoy and advance delegation from gaining entry into Charumbira Village situated in Masvingo province. The MDC-A, in a series of statements published on their official Twitter account confirmed these events. The attack, which occurred on 11 October, came after the MDC-A had tweeted earlier in the day about the disruption of an MDC-A meeting at the private residence of Leader Chitemere, an MDC-A provincial member. Subsequent video footage also emerged of a gathering of villagers recounting events in the aftermath of the attack mentioned above. In the leaked video, an older woman can be heard bearing witness that the MDC-A motorcade made up of six vehicles was blocked by boulders, burning logs, and two stationary vehicles. The gathering is then heard chanting ZANU-PF party slogans and bellowing to the announcement that the MDC-A convoy retreated after the entourage sustained injuries. A woman in the gathering can be heard gleefully exclaiming: &#8220;Kana vari veMDC vakuvara zvakarongeka&#8221; which loosely translates to: &#8220;If the MDC entourage sustained injuries, then it is very good&#8221;. A separate incident has also been documented in which ZANU-PF youths allegedly unleashed an orgy of violence at Gutu Garage in Mupandawana in the afternoon of 14 October. On its Twitter page, MDC-A has claimed that cars were stoned, and six MDC-A members were arbitrarily kidnapped and beaten following a meeting held there by Chamisa. 
These recent events are indicative of a growing and disturbing trend in Zimbabwe&#8217;s political discourse that includes increased levels of political repression in the run-up to the 2023 election. Zimbabwe&#8217;s Constitution expressly guarantees political and civil rights in line with international best practices, norms and standards as encapsulated under international human rights instruments such as the Universal Declaration of Human Rights; the International Covenant on Civil and Political Rights as well as the African Charter on Human and People&#8217;s Rights all of which stand ratified by Zimbabwe. These rights also find expression in sections 52 and 58 of the Constitution, which entrench the rights to freedom and security of the person; to bodily and psychological integrity, which entails the right to be free from all forms of violence from either public or private sources as well as the right to freedom of association and assembly. Political rights are also provided for under section 67 of the Constitution. 
The government&#8217;s apathetic response to the 11 October attacks which it reportedly views as &#8220;stage-managed&#8221; is reason for concern. Former government minister, Patrick Chinamasa indicated at a ZANU-PF Press Conference that opposition leader Nelson Chamisa, did not have a right to impose himself on people. This position directly contravenes section 67(2) (b) of Zimbabwe&#8217;s 2013 Constitution, which entrenches the right of every Zimbabwean citizen to campaign freely. 
Thus far, no one has been arrested or sanctioned for this violence. 
On this basis, the Forum condemns political violence and calls for the government and citizens to adhere to and respect the civil and political rights and freedoms enshrined in Zimbabwe&#8217;s Constitution and under international human rights instruments, which Zimbabwe is a signatory. In addition, we implore law enforcement officers to diligently investigate reported cases of political violence.

<h2>12th SESSION OF THE MOZAMBIQUE/ZIMBABWE JOINT PERMANENT COMMISSION ON DEFENCE AND SECURITY, HELD AT GLORIA HOTEL, MAPUTO, FROM 13-15 OCTOBER 2021 </h2>
<h2>DRAFT PRESS RELEASE </h2>
1. The 12th Session of the Mozambique/Zimbabwe Joint Permanent Commission on Defence and Security was held at Gloria Hotel, in Maputo, Republic of Mozambique from 13 to 15th October 2021. 
2. The Mozambican delegation was led by Honourable Jaime Bessa Augusto NETO, Minister of National Defence and included his Honourable Amade MIQUIDADE, Minister of Home Affairs, Honourable Julio dos Santos JANE, Director General of National Intelligence and Security Service (SISE) and other senior defence and security officials. 
3. The Zimbabwean delegation was led by Honourable Oppah Chamu Zvipange Muchinguri Kashkri, Minister of Defence and War Veterans Affairs, and comprised Honourable Owen NCUBE, Minister of State for the National Security, Honourable Kazembe Raymond KAZEMBE, Minister of Home Affairs and Cultural Heritage and other senior defence and security officials. 
4. The Commission congratulated the President of the Republic of Mozambique, His Excellency Filipe Jacinto Nyusi and the President of the Republic of Zimbabwe, His Excellency Dr Emmerson Mnangagwa for their unrelenting efforts under SADC framework, in combating terrorism in the Province of Cabo Delgado. 
5. The Commission reviewed progress in the implementation of the decisions of the 11th Session of the Zimbabwe/Mozambique Joint Permanent Commission on Defence and Security, held in Harare, Republic of Zimbabwe, from 04 to 08 March 2019. It noted with satisfaction the efforts made in implementing the decisions, in spite of constraints occasioned by the COVID-19 pandemic. 
6. The Commission reiterated the need for enhancing cooperation in training, exchange visits, sporting and cultural exchanges, the fight against terrorism and other forms of transnational organised crimes, such as cyber-crime, drug and human trafficking, poaching, smuggling of precious minerals and other commodities, vehicle and stock theft. 
7. The Commission underscored the need for the two countries&#8217; Defence and Security sectors to enhance their collaboration in training, border patrol, intelligence sharing, correctional activities, use of technological tools to enhance cooperation and combat crime, and exchange visits, among other bilateral activities. 
8. The meeting was conducted in a candid and friendly environment. 
9. The Commission condemned in the strongest terms the continued imposition of illegal economic sanctions on Zimbabwe by the West and called for their unconditional lifting. 
10. The Zimbabwean delegation extended an invitation to its Mozambican counterpart to attend the 13th Session of the Zimbabwe/Mozambique Joint Permanent Commission on Defence and Security, to be held in Zimbabwe in August 2022, on a venue to be advised. The Mozambican delegation accepted the invitation and wished the Zimbabwean delegation a safe passage back home.

Mozambique/Zimbabwe Joint Permanent Commission On Defence &#038; Security

Bulawayo residents have called on Finance minister Mthuli Ncube to allocate more resources towards devolution to ensure that the concept is fully implemented in line with the country’s Constitution.
This was said by participants during the 2022 national budget consultations by the Parliamentary Portfolio Committee on Budget and Finance and the Thematic Committee on Sustainable Development Goals.
Devolution is provided for under Chapter 12 of the 2013 Constitution, with section 268 of the charter providing for the establishment of provincial councils in the country’s provinces. 
It entails that each community should have some autonomy over their resources unlike in a centralised system where all decisions, even of local communities, are made by the central government. 

However, to date, there is no enabling Act to operationalise devolution despite the government approving principles of the Provincial Councils and Administration (Amendment) Bill.
Analysts have said the failure of the government to implement devolution was because bureaucrats were afraid of losing political power. 
Patrick Ndlovu, a participant in the consultations said devolution should be the top priority of the national budget to enable its full implementation. He added:

There is only one thing holding the country back from progress, and that is the non-implementation of full devolution.
Implement devolution and everything else will just fall into place. Even the electoral reforms will be useless without implementing devolution.

In 2021, Ncube allocated $19.5 billion towards devolution, to be shared among the country’s 10 provinces.
Zimbabwe Coalition on Debt and Development representative Yollander Millin said the budget was not even enough to cater for Bulawayo’s budget needs as it requires $27.4 billion.

Citizens Want Government To Allocate More Resources Towards Devolution

Transport minister, Felix Mhona announced on Wednesday that the Mbudzi project will cost US$85 million which is US$8 million more than the cost of constructing Mount Edgecombe Interchange in Durban, South Africa, the biggest interchange in Africa. 
 The South African interchange cost R1.14 billion (US$77 million) before commissioning in 2018 and now some members of the public believe the Mbudzi project is grossly overpriced. Transport minister Felix Mhona announced on a state television programme:

The whole project will cost US$85 million, but this is subject to review and I can gladly say the funding is already there. We also invited private players. Twenty million dollars will be used on detour roads.
</blockquote>
Some believe the project was overpriced and suspect corruption is at play.
Team Pachedu said the &#8220;Award-winning Mt Edgecombe Interchange (4-tier) is the largest interchange in SADC, and has the longest flyover bridge in Africa, but only cost US$77 million.&#8221; Added the opposition political activism online group:

One observer suggested that it is through tenders like these that government officials are able to withdraw huge amounts of money from the banks without doing it directly.
<a href="https://news.pindula.co.zw/2021/10/14/us85-million-loan-deal-for-mbudzi-flyover-sealed/">According to The Herald, minister Mhona signed the US$85 million loan facility framework funding</a> for the project with Fossil Contracting Managing Director Obey Chimuka at his offices in Harare on Tuesday. 
Chimuka has in the past sat on the board of Sakunda Supplies owned by business tycoon Kuda Tagwirei. This left some suggesting that Tagwirei was the one who won the tender but was just using Chimuka as cover.
Tagwirei has in the past benefitted from opaquely awarded tenders and has resultantly been placed under U.S. sanctions.

Mbudzi Interchange To Cost More Than The Biggest Interchange In Africa

A Masvingo villager has said police officers forced him to denounce Nelson Chamisa, the leader of opposition MDC Alliance. There has been chaos in Masvingo as Chamisa visited the province to commence his provincial tour. 
MDC Alliance says ZANU PF mobs blocked roads for his aides and vandalised their cars while at some point he was forced to leave the scene after the mobs moved to attack him. 
ZANU PF says the assailants are MDC members who just want to soil the image of the governing party ahead of the visit of a United Nations envoy who was mandated to assess the impact of sanctions on Zimbabwe. 
The assailants had placards denouncing both Chamisa and sanctions imposed on Zimbabwe. The MDC Alliance activist in the video posted on social media said he was assaulted by the police along Gutu-Harare Highway. 
He said the police forced him and others to denounce Chamisa. Watch the video below for more.

He added that the development is an indication that there will be violence during the 2023 elections. He said it was a sign that president Emmerson Mnangagwa was motivated to do anything to retain power.

WATCH: Masvingo Villager Says Police Forced Him To Denounce Chamisa

The Zimbabwe Republic Police (ZRP) reportedly forced all shops at Janet Shopping Centre in Ward 17 Bikita, Masvingo to shut down ahead of a visit to the area by MDC Alliance leader Nelson Chamisa.
Villagers were also forced to go home blocking them from meeting Chamisa who is on a whirlwind tour of Masvingo province as he drums up support ahead of the 2023 national elections.
MDC-A deputy spokesperson Ostallos Siziba told NewZimbabwe.com that police had forced business operators at the business centre to close their shops. He added:

The People’s President, Advocate Nelson Chamisa continues on his provincial tour in Masvingo.
The president outmanoeuvred regime agents who tried to block his meetings in Bikita and Zaka.
He met community leaders, special interest groups, and citizens as he continues his interface.
We are here in Bikita in Masvingo province, the people’s project is all over. ZANU PF is afraid of the idea whose time has come.
ZANU PF has unleashed rowdy clowns, hungry moribund women, and unemployed young people to try and distract a meeting that never was.

Meanwhile, at one of his meetings, Chamisa told villagers he was confident he would defeat ZANU PF presidential candidate Emmerson Mnangagwa “hands down” in the 2023 elections.
He added under his government, would ask people who looted state assets to return them as his administration had no appetite for retribution.

Shops Forced To Close Ahead Of Chamisa Visit

INCREASE IN INCIDENCES OF POLITICALLY MOTIVATED VIOLENCE WORRISOME
The Election Resource Centre (ERC) is concerned over the reports of recent incidents of politically motivated violence in Zimbabwe. 
We deplore the incidence of violence at a ZANU PF Provincial Coordinating Committee meeting in Mutare at Marymount Teachers College on 9 October 2021 and attacks of the MDC Alliance convoy between 11 and 12 October 2021 which included stoning cars, barricading roads with burning logs and assaulting members of the MDC Alliance and are certain that most Zimbabweans would wish to disassociate themselves from such acts.
Acts of intimidation and inter- or intra-party-political violence should not be tolerated in a democracy, and those responsible for instigating such violence should be brought to justice.
In this regard, we call for political parties and their leaders to conduct themselves peacefully. There must be a full investigation of incidences of violence and all those found responsible must be held accountable.
The ERC also urges political parties to renounce the use of provocative language and dissemination of misinformation and falsehoods that only promote political tensions, divisiveness, and violence to promote the freeness, fairness, and openness of the political and electoral environment. 
We also call on all parties to respect the democratic principles that are set out in Zimbabwe’s constitution, and which will contribute to a peaceful, just, and democratic society.
Through these principles, a broader peaceful electoral environment can be achieved contributing to a level playing field for all.
Recommendations
Considering the above, the Election Resource Centre, therefore, recommends the following:
To Political Parties:
<ul>
<li>Political party leaders at all levels must publicly and sincerely always condemn violence within their party structures.</li>
<li>Political parties must refrain from perpetrating violence and instigating violations of human rights</li>
<li>Political parties must ensure the protection of the rights to human dignity, personal security, and freedom from torture, or cruel, inhuman, or degrading treatment or punishment as enshrined in sections 51 to 53 of the Constitution of Zimbabwe</li>
</ul>
To the Government of Zimbabwe:
<ul>
<li>ERC calls upon the Government of Zimbabwe to uphold its duty to respect fundamental human rights and freedoms enshrined in section 44 of the Constitution.</li>
<li>ERC also calls upon the Government of Zimbabwe to implement all electoral reforms including those proffered by the Motlanthe Commission.</li>
<li>ERC calls upon the Government to ensure the full protection of fundamental human rights as dictated by international human rights law and the duties and obligations imposed by treaties and conventions that Zimbabwe is a party to</li>
</ul>
To the Zimbabwe Electoral Commission, the Zimbabwe Human Rights Commission and all independent institutions concerned with supporting democracy and ensuring an improved political and electoral environment.
The ERC urges all independent institutions to condemn all forms of violence, support and entrench human rights and democracy as provided for in section 233 of the Constitution.
To the Citizens of Zimbabwe: The ERC encourages the citizens of the Republic of Zimbabwe to refrain from perpetrating violence and to be vigilant in reporting such acts to responsible authorities.

ERC Raises Concern Over Politically Motivated Violence | FULL TEXT

Opposition MDC Alliance (MDC-A) supporters have launched a fundraising campaign to buy a top-of-the-range bulletproof vehicle for the party leader Nelson Chamisa.
On Wednesday evening, the Go Fund Me campaign for Chamisa’s new vehicle was above US$2 400. The target for the new vehicle is US$120 000.
The fundraising campaign comes after Chamisa’s convoy was this week attacked by over 200 ZANU PF activists in Charumbira, Masvingo West where the opposition leader intended to meet local leaders.
Several cars were stoned while party members had to seek medical treatment from injuries sustained during the attack.
One MDC Alliance supporter, only identified as T. Basvi, who started the Go Fund Me campaign said recent attacks showed that President Emmerson Mnangagwa&#8217;s government and ZANU PF wants to injure or cause serious harm to  Chamisa. He added:

As the Diaspora community of Zimbabwe and friends, we want to send a clear message of solidarity by replacing Advocate Nelson Chamisa’s vehicle which was destroyed during the recent attacks orchestrated by the regime in Masvingo.
As concerned global citizens, we have come up with this initiative to raise funds for the purchase of an armour-plated vehicle as well as security apparel for his safety and security.

Meanwhile, Chamisa who is still in Masvingo province, which is also his home province, appreciated the support he is getting from the locals.
ZANU PF acting national political commissar Patrick Chinamasa defended the attack on Chamisa, telling reporters in Harare on Tuesday that Chamisa provoked ZANU PF supporters in Charumbira by forcing them to meet him.

MDC-A Supporters Fundraise Bullet Proof Car For Chamisa

The MDC Alliance and civic society organisations (CSOs) yesterday accused the Zimbabwe Republic Police (ZRP) of working with ZANU PF to block opposition leader Nelson Chamisa from meeting villagers in Masvingo Province.
The police allegedly teargassed the opposition leader at a private residence in Masvingo town on Monday.
On Wednesday, police also besieged the Zaka home of MDC Alliance provincial chairman for Masvingo province Senator Misheck Marava and interrogated those present and demanded to search the place.
Reports indicate that the police in Bikita forced a noon shutdown of Janet Shopping as Chamisa was passing by.
However, ZRP spokesperson Assistant Commissioner Paul Nyathi said he was unaware of the allegations made by the MDC Alliance. He said:

The ZRP is not aware of these allegations. We are only seeing them on social media. The ZRP command in Masvingo has made it clear that if there are any reports, the MDC Alliance must engage the police and verify facts rather than exaggerating some issues on the social media platforms.
The MDC Alliance is implored to engage the officer commanding Masvingo province and raise their complaints.

Chamisa yesterday told NewsDay that the police did nothing to protect them from violent ZANU PF activists. He said:

Honestly, if we are stage-managing riot police barricading a homestead in a village where we were supposed to be meeting community leaders, then we must be great actors, bigger than Hollywood and Bollywood stars.
If we are able to rope in other components of the State to that act, without anyone being arrested, then we are that big.

Chamisa, however, said despite the violence, his delegation had held meetings in Chivi, Ngundu, Mwenezi, Chingwizi and Rutenga.
He said he had been energised by the support the party was receiving from the people.
The opposition leader is on a whirlwind tour of Masvingo where he has been meeting villagers.

Police, ZANU PF &#8216;Unholy&#8217; Alliance Exposed

The Deputy Minister of Transport and Infrastructural Development Mike Madiro has defended his visit to Chipinge Town without informing the town fathers last week.
Madiro went on to hold meetings with the secretariat headed by the acting town secretary James Mutemera.
He also toured projects including roads that are being rehabilitated but the MDC Alliance councillors who remained after the recall of others were excluded from Madiro&#8217;s programme.
The councillors, namely town chairman Lovemore Mukwapati, Haruchemwi Vushe Nhengu, Sarah Mlambo and Elijah Mugidho were angered by Madiro&#8217;s snub. Said Mukwapati:

How can a Deputy Minister visit a town council and engage the secretariat without the city fathers’ knowledge?
Madiro must have courtesy and protocol. We are surprised that our senator Dorothy Mabika was also part of the programme.
They held a meeting with the secretariat and councillors were not invited. That is not how it’s supposed to be done.
</blockquote>
However, Madiro said it was an impromptu visit and he wanted to ascertain the true state of affairs in the town in person rather than being fed with &#8220;wrong&#8221; information. Said Madiro:

I did an impromptu visit after various cries from Chipinge residents. I wanted to see for myself the natural state of affairs as opposed to being given wrong information.
I really wanted to be informed on what is going on than a formal approach. A formal visit where all stakeholders are called may be done in the course of time.
If they want me to visit, they can invite me and I will come.

Madiro told the meeting that his visit was in response to the residents’ outcry over bad work emerging from the rehabilitation of the town’s roads.
Mutemera said Madiro’s visit was not official as he was passing by while touring roads in the district. He said:

The invitation did not come from the council as the minister was just touring roads in the nearby districts.
It was not an official meeting and it was not a council meeting. He wanted a delegation to assist him in touring the roads.

MDC Alliance leader Nelson Chamisa&#8217;s tour of Masvingo Province has created excitement among longsuffering Zimbabweans, with people coming out in numbers to meet the youthful opposition leader.
Chamisa is currently undertaking community interface meetings around the country as he mobilises support ahead of the 2023 elections.
However, on Monday and Tuesday, his motorcade was pelted with stones by suspected ZANU PF activists in the Chief Charumbira area in Masvingo rural.
Contrary to what ZANU PF acting commissar Patrick Chinamasa said yesterday, that Chamisa was attacked because he wanted to impose himself on people who don&#8217;t want him, the former ICT Minister is drawing crowds wherever he goes. <a href="https://twitter.com/mdczimbabwe/status/1448331329100255241">The MDC Alliance tweeted late Wednesday:</a>

MDC Alliance leader Nelson Chamisa says President Emmerson Mnangagwa should retire and let him rule the southern African nation, which he claims has been ravaged by skewed political and economic policies of the ruling ZANU PF party.
The opposition leader is currently undertaking community interface meetings around the country as he mobilises support ahead of the 2023 elections.
Speaking to an enthusiastic crowd on Monday soon after his motorcade was pelted with stones by suspected ZANU PF activists in the Chief Charumbira area, Chamisa said:

It’s time for Mnangagwa to quit and enjoy his pension. He has been in government for a long time and now it’s time to leave. There are no jobs, there is no money, there is nothing to talk about in Zimbabwe.
Vote for young people like me so we can revive the economy. Zimbabwe will be in better hands under me than Mnangagwa. He should go. People are tired of him.
The late Robert Mugabe did the right thing when he voted for the MDC Alliance in the last harmonized elections.
He knew that Mnangagwa was not the right person to lead Zimbabwe. We say the same thing. Mnangagwa should retire.

Chamisa Says President Mnangagwa Should Retire

MDC Alliance leader Nelson Chamisa on Tuesday said an attack on his convoy in Masvingo a day earlier by ZANU PF supporters is a primitive form of engagement and tarnishes the image of the country.
Chamisa addressed the attack in Charumbira, Masvingo province, for the first time during a news conference.
The attack by a mob of about 200 placard-waving mobs left five supporters, including a councillor, injured and one of his security vehicles was badly damaged.
Chamisa said the mob had been mobilised by ZANU PF and bribed with food to stage a protest against sanctions. He said:

We are here to seek peace and congregate with the local communities. What we got is a lot of panic from the police, a lot of panic from state institutions, and a lot of panic from ZANU PF as an organisation.
I mean what they did yesterday, bringing burning logs to barricade the road, are primitive things.
You don’t do such things. It damages and tarnishes the image of the country. We have a country being reduced to stone-age engagement.
Why can’t you interact with us, why do you want us to interact with stones?

Five MDC Alliance officials were treated for minor injuries, including ward 5 councillor, Daniel Mberikunashe.
Meanwhile, ZANU PF Acting political commissar Patrick Chinamasa said Chamisa was attacked after provoking ZANU PF supporters in the province. Said Chinamasa:

Mr Chamisa imposed himself on the Masvingo audience seeking to address them without their consent.
What I hear happened in Masvingo was that the opposition leader was trying to impose himself to an audience that did not want to listen to him.
He had no right to force people to listen to him. He had a right to address people, but only those who were willing to be addressed by him.
In this case, the information I received is that the villagers did not want to be addressed by him for obvious reasons.
If you listen to a mad man, you become part of his cast. Our Zanu PF people had a right to refuse to be addressed. It’s their right.

Chamisa alleged that most of the demonstrators were drunk after being plied with alcohol overnight and then being driven to the location where they blocked his passage.
ZANU PF supporter Nhamoinesu Nemanwa was named as one of the ring leaders that orchestrated the attack.

Chamisa Slams &#8216;Primitive&#8217; ZANU PF After Mob Attack In Masvingo

ZANU PF acting commissar Patrick Chinamasa has defended an attack on MDC Alliance president Nelson Chamisa by ZANU PF supporters in Masvingo Province on Monday.
Chamisa and his team were attacked again on Tuesday by ruling party supporters, who barricaded roads to deny his convoy access to a local village.
A group of about 200 ZANU PF supporters brandishing placards were gathered, denouncing Chamisa for the sanctions imposed by the West on the country and damaged five cars and injured five opposition supporters.
The opposition leader is currently undertaking community interface meetings around the country as he mobilises support ahead of the 2023 elections.
Addressing the media at the party&#8217;s headquarters in Harare on Tuesday, Chinamasa claimed Chamisa had tried to force ZANU PF supporters to listen to him resulting in the attack. He said:

What I heard happened in Masvingo was that the opposition leader wanted to force himself on an audience that did not want to listen to him.
He had no right to force people to listen to him. He had a right to address people but only those who were willing to be addressed by him.
In this case, my information is that the villagers did not want to be addressed by him for obvious reasons.
If you listen to a madman, you become part of his cast, you will be portrayed as part of his cast, he will then go ahead and say, I have lots of support, which he does not have.
So our ZANU PF people have a right to say, we don’t want you to address us, we don’t want to, it’s my right, but if you force me to listen to you, I have reason to be angry.

Chinamasa did not, however, explain why the police teargassed Chamisa at a private residence, how the villagers acquired the neatly printed placards or what they were doing, uninvited, at MDC Alliance gatherings.
He also claimed that Chamisa and his entourage fired guns into the air to try and scare away ZANU PF supporters.
ZANU PF initially claimed the protest was stage-managed, through the party&#8217;s director of information Tafadzwa Mugwadi and Information Ministry secretary Ndavaningi Mangwana.
They claimed that the MDC Alliance wanted to draw the attention of the United Nations Special Rapporteur Alena Douhan who is scheduled to visit Zimbabwe to assess the impact of sanctions on the country from 18 to 28 October.

ZANU PF Defends Attack On Chamisa

Opposition MDC Alliance has reported that party leader, Nelson Chamisa was this Tuesday chased by &#8220;angry ZANU PF hooligans&#8221; in Masvingo as he commenced the Provincial Tour. Said the party on social media:

President @nelsonchamisa was warmly received by citizens in Chiredzi who repeatedly chanted “Ngaapinde Hake Mukomana.” We are advised that ZANU PF hooligans reacted angrily, chasing the President&#8217;s convoy ‘movie style’ in the town.

In a later update, MDC Alliance said the assailants had encircled Chamisa. Read the update:

The President has been encircled by hooligans at a place he&#8217;s temporarily taken refuge. The Provincial Leadership is currently mobilising youths to rescue him.
The four cars followed the convoy to Chiredzi Town where two full trucks of hooligans waited to attack the president. The security team had to quickly move the President to a safer place.
A silver Nissan Caravan AFG 9047 and three Nissan NP 200s without plates were used to chase the President from Triangle via the sugar plantation to Chiredzi. The Nissan Caravan attempted to side swipe the President&#8217;s car before the driver sped off.

He left the scene of the attack unharmed. We thank all our provincial members for standing ready to defend the President and the party. MDC Alliance also reported that its provincial youth member, Admire Chifamba, &#8220;was stoned by ZANU PF hooligans but the police sided with ZANU PF hooligans and arrested the victim, Admire.&#8221; 
The governing ZANU PF says the &#8220;alleged&#8221; attacks are choreographed to convince the United Nations that Zimbabwe deserves to be under sanctions. The UN is sending a rapporteur, Alena Douhan from Belarus, to assess the impact of sanctions.
