Citizens Coalition for Change (CCC) leader Nelson Chamisa has vowed to keep the party’s detractors in the dark about the party’s plans.
Posting on Twitter on Friday morning, Chamisa said that the CCC’s enemies (presumably the State and ruling ZANU PF party), infiltrate, manipulate and capture the opposition, thus making it incapable of challenging the status quo.
Chamisa claimed CCC’s enemies use opposition party structures, its internal processes, manipulation of the judiciary and power-hungry members to weaken the opposition. <a href="https://twitter.com/nelsonchamisa/status/1527534412052713472">Said Chamisa:</a>

Last month CCC interim deputy spokesperson Gift Siziba said the party will have a people’s convention, and not a congress. Said Siziba:

Our roadmap and path to power have no congress in it, not just in form and character or practice.
We are not holding a congress, the nomenclature of a congress does not exist (in our vocabulary).
What if we are going to have a national people’s convention or an assembly, we are not going to have a congress that belongs to ZANU PF, MDC Alliance and other political formations. It does not exist in the CCC.
It is the headquarters of ZANU PF and the CIO who in their imagination think we are going to have a congress so they deploy their people.
We know there are people planning, there is no vacancy in the alternative, and there is no programme for political power.
We have no political programme around what people might term a congress.

Chamisa Vows To Keep ZANU PF Guessing

CCC leader Nelson Chamisa on Saturday, 7 May, said his party will not allow ZANU PF to hijack their congress.
This comes after ZANU PF-linked political commentators have criticised the delays by the CCC to hold an elective congress.
Addressing hundreds of CCC supporters at a rally in Gwanda yesterday, Chamisa said:

ZANU PF stole all that we had including our name, red colour, MPs and our offices, but we said no let them take everything and we started afresh.
We have not launched our party, but just introduced it and ZANU PF is afraid and we have put them on notice. CCC is the new kid on the block.
ZANU PF is plotting against us in terms of the congress, but we are ahead of them.
ZANU PF represents your suffering while CCC represents your happiness.
ZANU PF represents the chefs and CCC represents ordinary citizens.

CCC was formed early this year after Douglas Mwonzora’s MDC-T took over MDC Alliance assets and its elected representatives following a controversial court ruling.
The 44-year-old former Cabinet Minister insinuated that ZANU PF plans to interfere with the CCC’s elective congress. He said:

When choosing candidates for elections we will want those coming from citizens, not from the top.
A lot of people ask why are you not having a congress, but we say stop that a bit.
Once bitten twice shy. We know ZANU PF is plotting against us, but we will ambush them and expose them.
From now on we will be doing an underground movement.
We want to be visible everywhere in rural areas, farms, mines and so forth.
The liberation struggle was a citizen project but ZANU PF hijacked it.

Chamisa implored CCC supporters to register to vote in numbers to ensure a big win in the 2023 elections. Said Chamisa:

The only way to stop baboons from stealing in the fields is by having a bumper harvest.

Mnangagwa, ZANU PF Running Scared, Says Chamisa

CCC interim secretary-general, Chalton Hwende said that the opposition party cannot hold an elective congress before 2023 harmonised elections because it doesn’t have the funds for the event.
This comes barely a week after CCC interim deputy spokesperson, Gift Siziba claimed they will not hold a congress because they feared infiltration by ZANU PF and State security agents.
However, Hwende said CCC doesn’t have the huge sums of money needed to hold a congress as well as for election campaigns. Said Hwende:

The two biggest cost centres in a political party are: 1. Congress 2. General Elections. 
There is no sane party that holds both events in the same year because to have a congress for CCC you need US$2 million and an election, a minimum of US$150 million. Politics is a very expensive game.
We are less than 12 months before an election, and the three critical priority areas are 1. Voter registration 2 Candidates selection and polling agents training 3. Fundraising.

Former ZANU PF politburo member Jonathan Moyo mocked the opposition party over its decision to not hold a congress. He tweeted:

(After By-Elections) THEM: We have no vacancies, no congress before the 2023 polls. We want to win power!

CCC: We Don't Have Money For An Elective Congress

ZANU PF director of communications Tafadzwa Mugwadi said that claims by CCC that the ruling party plans to infiltrate the opposition party’s elective congress show that ZANU PF is ubiquitous.
This comes after CCC deputy spokesperson Gift Siziba recently claimed that CCC had no plans of holding a congress as ZANU PF plotted to infiltrate their movement. Siziba was quoted as saying:

Let me clear this once and for all, there are people who are motivated by ZANU PF, to imagine and think that we are going for a congress.
Look we are a new political organisation, we do not hold congresses and we have no intention to hold a congress.
In CCC, the congress does not exist… it is in the headquarters of Zanu PF and CIO, who in their imagination think we are going to have a congress and they can deploy their people.

Mugwadi said CCC leaders are confused and paranoid, a legacy of their days at the helm of the MDC Alliance. Said Mugwadi:

Are they suggesting that with that claim they are also ZANU PF? ZANU PF will be glad to hear that the organisation which claims to be the biggest opposition is now claiming that it has Zanu PF membership within it.
But most importantly, it is their fear of leadership acrimony which continues to dog the organisation, the leadership acrimony which they carried from their old party MDC. They are clueless.
They don’t have a constitution, and they claim that the citizens are the structures, but surprisingly they carry the titles which they had when they were in the MDC Alliance.

Ironically, some political commentators with links to ZANU PF argue that CCC should hold a congress before the 2023 general elections.
Exiled former ZANU PF politburo member Jonathan Moyo dismissed CCC’s fears of infiltration. Moyo tweeted:

ZANU PF Responds To CCC Infiltration Allegations

Political analysts have warned the opposition CCC that it risks tarnishing its democratic credentials if it avoids holding an elective congress before the 2023 general elections.
CCC interim deputy spokesperson Gift Siziba <a href="https://zero.pindula.co.zw/ccc-has-no-plans-to-hold-elective-congress-siziba/">was recently quoted as saying the party does not intend to hold an elective congress before the 2023 harmonised elections</a>.
Siziba said that the party will have a people’s convention, and not a congress.
However, political analyst Methuseli Moyo argued that CCC needs to hold a congress for its legitimacy. Said Moyo:

A congress is what constitutes a party, appoints persons into position to exercise power and administration of party affairs. 
One wonders how CCC will constitute itself and delegate authority to office-bearers.
Without a congress, CCC remains a collection of friends deploying each other into positions.
As such, they would be handicapped to challenge ZANU PF on any issue to do with democracy and procedure.
In a nutshell, CCC must go to Congress before elections to legitimise itself. It can’t take over power when it has not been mandated by anyone.
As things stand, CCC is a party in the making, and only a congress can constitute a party.

Another political analyst Vivid Gwede said holding an elective congress is a cornerstone of democracy. Gwede said:

It is true that a congress may be divisive for CCC ahead of the 2023 elections.
But the quest for political change should not trump the imperative for elected leadership as the cornerstone of representative democracy.

Exiled former ZANU PF politburo member Jonathan Moyo downplayed CCC’s fears of infiltration and insisted the party should hold an elective congress. Moyo tweeted:

Meanwhile, United Kingdom-based Zimbabwean constitutional law expert <a href="https://zero.pindula.co.zw/ccc-should-prioritise-drafting-party-constitution-magaisa/">Alex Magaisa said CCC should prioritise the drafting of a constitution, even an interim document, before holding a congress.</a>

CCC Urged To Hold An Elective Congress For Its "Legitimacy"

United Kingdom-based Zimbabwean constitutional law expert Alex Magaisa says the newly-formed Citizens’ Coalition for Change (CCC) led by Nelson Chamisa should prioritise the drafting of a constitution, even an interim document, before holding a congress.
This comes after some political commentators, including ZANU PF officials, have suggested that CCC should have an elective congress before the 2023 general elections. Pindula News publishes Magaisa’s <a href="https://twitter.com/Wamagaisa/status/1518223355920461824">comments</a> below verbatim:

<h2>Congress debate: Putting the cart before the horse</h2>
1. When they say you’re putting the cart before the horse they mean you’re doing things in the wrong order. You want to buy a wedding gown before your partner has proposed! Everything must follow a process. This is why the debate over the CCC “Congress” is misplaced and misdirected.
2. I’ve been searching for when the “Congress” became an issue of public debate. I took a break over Easter and I probably missed its genesis then. Back to the idiom: an event of the nature described as a “Congress” is the culmination of other foundational processes.
3. The nomenclature of “Congress” is a reflection of how ZANU PF discourse has shaped our political thinking. MDC simply copied &amp; pasted the language &amp; processes of ZANU PF. The organs were similar albeit with minor modifications such as “Youth Assembly” for “Youth League”
4. Where ZANU PF had a Women’s League, the MDC called it Women’s Assembly. For ZANU PF’s Politburo (Soviet-style political bureau) the MDC had the Standing Committee (SC). It’s here where there was a major difference. MDC’s SC was elected while ZANU PF’s Politburo was appointed.
5. But most may not realise that it wasn’t always like this in ZANU PF. The big changes giving the President powers to appoint Politburo members started at its Congress in 1984. It centralised power with Mugabe becoming not just the President but the First Secretary of the party. The Secretary-General role then held by the political maverick Edgar Tekere became redundant. Mugabe was not only centralising power but eliminating competition.
6. Therefore elected members gave way to appointees. The MDC’s National Council is the equivalent of ZANU’s Central Committee the difference again being in appointment and election. However, it’s important to note that the MDC had an appointed National Executive.
7. This digression is meant to demonstrate how the obsession with the discourse of “Congress” is rooted in a political culture established by ZANU PF and copied with some modifications by the MDC. Hence both ZANU PF and the MDC had a “Congress” serving similar roles.
8. It’s therefore perhaps less surprising that this same political discourse is being uncritically exported to the CCC. What if the CCC is reimagining how it is constituted, far away from this discourse? This is where that idiom of putting the cart before the horse comes in.
9. The organs of a party are creatures of its founding document, the Constitution or the “grund norm”. The roles, functions &amp; powers of these organs are set out in the party’s constitution which is adopted by a special gathering whose role it is to debate &amp; approve the grund norm
10. How this special gathering is constituted and its purpose is a matter for the founding members. Every organisation has founding members. After all, a party is a voluntary organisation with the liberty to make its own rules that best advance its interests and goals.
11. They can choose to have an interim constitution which establishes rules &amp; organs pending the adoption of the final constitution by the body of people given that role by the interim constitution. They might call it a “Congress” but they might decide to change this discourse.
12. It is therefore the proposed constitution of the CCC that will set this discourse. If therefore there’s a matter that should be a priority at this time, it is not what people are pre-occupied with regarding a “Congress” but the question of the party’s constitution.
13. So we return to that idiom: You cannot put the cart before the horse because that would be the wrong order. Once you deal with the constitutional question you will find that current issues are easily resolved because it is the document that will chart the path for the party.
14. I conclude by urging the CCC interim leadership to hasten the pace to establish the set of rules called the constitution, even on an interim basis. These debates and accompanying noises are a reflection of the unsureness that results from a constitutional void.
15. If the CCC wants to transform the political discourse, it has the great opportunity to do so via its constitution. Presently the discourse around “Congress” festers because that is what people are accustomed to from their days in ZANU PF and the MDC. That’s all they know.

Speaking in an interview with NewZimbabwe.com on Friday, CCC interim deputy spokesperson Gift Siziba said the party will have a people’s convention, and not a congress. Said Siziba:

Political commentator Pedzisai Ruhanya argued that CCC should focus on building party structures from the grassroots level before holding an elective congress. Ruhanya <a href="https://twitter.com/PedzisaiRuhanya/status/1517753073275387904">said:</a>

While CCC is solidifying its branches in communities, and rural hinterlands, the call for CCC congress is fundamentally an elite matter not a party grassroots-based matter.
[Nelson Chamisa’s] approach to have a process, structural driven party is the right way before congress.
The elites in CCC want congress now before CCC organised its structures, branches, and cells across Zimbabwe. First things first and [Nelson Chamisa] trajectory is correct.
CCC must have thorough grassroots networks, and structures that are functional and then call for that congress/convention.

CCC has been under pressure to hold a congress to elect substantive leadership. It is currently led by interim executives who were transplanted from the MDC Alliance.
