A senior citizen has been fined $30 000 by a magistrate or alternatively to spend six months in jail for using a fake COVID-19 certificate.
Paul Mpofu (66) of Morningside suburb, Bulawayo, was caught trying to use the bogus certificate at Joshua Mqabuko International Airport on his way to Canada.
He pleaded guilty to charges of fraud when he appeared before Bulawayo magistrate Steven Ndlovu.
Prosecuting, Evelyn Mutizirwa said on Wednesday, 28 July at around 4 PM, Mpofu presented the fake certificate to health personnel during the check-in process as he intended to travel to South Africa en route to Canada.
Mpofu said he was going to visit his family in Canada and asked the magistrate to feel pity for him as he is a senior citizen.
However, magistrate Ndlovu said such conduct was not expected from a senior citizen. He said:

This was not expected from a senior citizen as you were endangering yourself and the members of the public by leaving the country without a valid COVID-19 certificate.

He fined him $30 000 and if he defaults he will be jailed for six months.

Senior Citizen Fined $30 000 Over Fake COVID-19 Certificate

The government will produce COVID-19 vaccination certificates with improved security features to prevent the proliferation of fake ones.
Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa briefing the Press after the Cabinet meeting on Wednesday, said:
<blockquote>Government in liaison with Fidelity Printers and the Registrar Generals’ Office has strengthened security measures through designing a water-tight Vaccination Certificate Card.
The Card, to be printed by Fidelity Printers, will exhibit the following features: invisible coat of arms, which shines under UV Light; fluorescent numbering; water-marked security paper; micro text underground and guilloche pattern.</blockquote>
Mutsvangwa also announced that Treasury is set to release US$4.5 million to the Registrar General’s Office towards the clearing of a 256 000 passport backlog.
Passport fees were also increased, with an ordinary passport going out for US$60, a three-day passport costing US$200 and a 24-hour emergency passport being obtained for US$318.
On the issue of public examinations, Mutsvangwa said Cabinet resolved to suspend the Zimbabwe School Examinations Council June examinations for 2021.
She said the government will make arrangements to ensure that candidates who wanted to write in June are accommodated in November.

The Zimbabwe Police (ZRP) on Thursday arrested two men for making fake COVID-19 certificates for travellers at Chirundu Border.
National police spokesperson Assistant Commissioner Paul Nyathi said the duo was arrested following a tip-off from members of the public.
Nyathi added that they were found with, among other things, 334 blank stamped COVID-19 certificates and a COVID-19 test record register. Said Nyathi:
<blockquote>Simbarashe Tsetse (24) and Freddy Katamanga (31) were arrested on 3/12/20 for originating fake COVID-19 certificates for travellers at Chirundu Border.
The suspects were arrested after a tip-off from members of the public leading to the recovery of 334 blank stamped COVID-19 certificates, 2 tubes containing glass capillaries, two testing kits, 2 receipt books, 3 plastic capillaries, COVID-19 test record register, methylated spirit bottle and one packet of new needles in their office at Self-Med Complex.
The duo has no medical qualifications and had just received US$120 from two complainants who intended to go to Zambia.</blockquote>

Two footballers, Agrippa Murimba (Triangle United Football Club), and Raymond Uchena (Harare City Football Club), who are planning to join Morupule Wanderers, are among the people that have been stranded at Botswana’s Ramokgwebana border post for almost two days.
Denis Juru, president of the International Cross Border Traders Association of Zimbabwe, told VOA that on Tuesday alone, about 622 of the 6 338 Zimbabweans intending to cross the Beitbridge Border Post were turned away due to lack of proper documentation, including COVID-19 test certificates.
Juru said at least 230 people faced the same problem at Plumtree Border Post where 2 148 locals wanted to return home or visit Botswana.
At Forbes Border Post 531 people failed to produce proper documentation while 314 Zimbabweans were also stranded at Chirundu Border Post.
Nyamapanda and Victoria Falls border posts recorded 38 and 41 such cases, respectively.

Hundreds Stuck At Border Over 'Fake' COVID-19 Test Certificates

The Ministry of Transport and Infrastructure Development has drawn up a list of measures that must be adhered to, to ensure that the novel coronavirus does not spread when intercity travel resumes.
The new regulations include the drilling of boreholes at long-distance bus terminuses to provide the necessary water for washing.
Bus crews, including drivers, conductors and loaders, will not be allowed into Mbare Musika long-distance bus terminus before they produce a certificate showing they tested negative for coronavirus.
Further, buses will not be allowed to enter the terminus without displaying a thermometer, disinfecting gadgets and sanitisers.
Bus companies are also required to keep registers of visitors, sanitise passengers and disinfect vehicles after every trip.
It is now mandatory for bus windows to be kept open whenever possible and sick staff to stay at home, regardless of the presumed illness.
