The Democratic Alliance, an opposition party in South Africa has urged that country&#8217;s president, Cyril Ramaphosa and the leaders in the Southern African Development Community (SADC) region to rebuke Zimbabwe&#8217;s president Emmerson Mnangagwa for human rights violations.
We present DA&#8217;s statement in full below.
<blockquote>The Democratic Alliance (DA) calls for President Cyril Ramaphosa and Southern African Development Community (SADC) leaders to prevent, on a major scale, the erosion of human rights in Zimbabwe and any further decline in reputation and investment risk to the entire region.
The DA has deep concerns over recent alleged human rights violations in Zimbabwe. Zimbabwean President Emmerson Mnangagwa has failed the test for tolerance for the opposition and respect for the rule of law.
The propagated rumours of destructive forces within our neighbouring country taking bribes, and the subsequent announcement of the curfew and restriction on movement came as little surprise. When armed forces flexed muscle around Bulawayo and Harare it was clear that not only were the cities going to be eerily quiet, but the voices of the opposition were going to be oppressed.
The silence from President Ramaphosa, in his capacity as President of both South Africa and the African Union (AU), on this matter is of great concern as he has a duty to send a clear and stern warning to the Zimbabwean government to exercise restraint and to remind it the international community is watching.
President Ramaphosa has lost a great opportunity to show true statesmanship. It is therefore important internally, regionally and internationally that he makes an urgent, public statement condemning the human rights abuses and oppression of peaceful protest.
Zimbabwe has seen its fair share of trouble. It just about managed to survive the Mugabe-era of transitional justice that led to the collapse of the economy, harmed food security and put the quality of life of the average Zimbabwean into steep decline. The country might not survive President Mnangagwa using the cover of the Covid-19 pandemic as an opportunity to increase his power without fear of being called out by any of his peers.
Zimbabwe, and the whole SADC region, cannot afford for President Ramaphosa to sit on the sidelines as he is prone to do in South Africa with the likes of Minister Nkosazana Dlamini-Zuma. As AU chair he has an obligation to ensure stability in the entire region and cannot turn a blind eye when people are suffering gross injustices.
The DA urges Presidents Ramaphosa and Mnangagwa to engage with SADC partners, and that:
<ol>
<li>All leaders of the SADC region must condemn all forms of human rights abuses;</li>
<li>SADC should call for a cessation of all human rights abuses on individuals and political parties as well as the unfair restriction of their rights. This should be monitored by a SADC task team;</li>
<li>SADC leaders should assist the Zimbabwean government to negotiate a mediation agreement until the next elections; and</li>
<li>South Africa should institute measurables and sanctions against Zimbabwe unless certain terms are reached and abided by.</li>
</ol>
The DA on its part will partner with all parties in the various SADC countries that have democracy, human rights and prosperity in their manifesto to be more productive and active in the region.
As AU Chair and president of a SADC country, President Ramaphosa cannot turn a blind eye to the atrocities plaguing our neighbouring citizens once again. This situation requires urgent intervention, as is the President’s mandate. The longer the President remains a spectator, the worse the situation will be, and those atrocities will be added to his tally.</blockquote>

SA's Opposition DA Calls For Ramaphosa, SADC To Reprimand Mnangagwa Over Human Rights Violations

Former Mayor of Johannesburg Herman Mashaba says he joined the public service mainly to save South Africa from experiencing what happened to Zimbabwe under <a href="https://www.pindula.co.zw/Zimbabwe_African_National_Union_-_Patriotic_Front" target="_blank" rel="noopener noreferrer">ZANU PF</a> and the late former President <a href="https://www.pindula.co.zw/Robert_Mugabe" target="_blank" rel="noopener noreferrer">Robert Mugabe</a> who destroyed &#8220;the hope of Africa&#8221;.
Mashaba was responding to a Zimbabwean man, one Leslie Nyakura, on Twitter who had bemoaned the fact that Zimbabweans are scattered all over the world and unwanted everywhere they go.
Nyakura had urged Mashaba to protect South Africa from greedy looters. <a href="https://twitter.com/HermanMashaba/status/1200465325025832963" target="_blank" rel="noopener noreferrer">In response Mashaba wrote</a>:
<blockquote>The evil tragedy of Zimbabwe contributed to a large extent to my entry to public service. Zimbabwe used to be real hope for Africa. Mugabe and ZANU just destroyed it overnight.</blockquote>
Mashaba was mayor of Johannesburg for three years and resigned from his post and quit his party a few weeks ago over how it handles race.
He was the first non-ANC (African National Congress) mayor of South Africa&#8217;s biggest city since the end of white minority rule in 1994.

How ZANU PF & Mugabe 'Destroyed' Zimbabwe Pushed Ex-Jo'burg Mayor Into Politics

MDC leader <a href="https://www.pindula.co.zw/Nelson_Chamisa" target="_blank" rel="noopener noreferrer">Nelson Chamisa</a> said local authorities controlled by his party are failing service delivery due to the harsh economic environment prevailing in the country and the central government&#8217;s interference.
Addressing party supporters who had gathered at <a href="https://www.pindula.co.zw/Rufaro%20Stadium" target="_blank" rel="noopener noreferrer">Rufaro Stadium</a> on Saturday for the party&#8217;s 20th Anniversary celebrations, Chamisa rejected comparisons drawn between the MDC and South Africa&#8217;s largest opposition party, the Democratic Alliance (DA). He said:
<blockquote>Our commitment is to make sure that we make a difference in the local authorities but here is the dilemma, you cannot do miracles in an environment where you are not able to have a stable macroeconomic environment.
They compare us with DA but DA has a conducive environment for them to perform and in our situation, the economy is not performing. All procurement is done by the central government. The issue of tenders is also done by the central government.</blockquote>
The DA controls most of South Africa&#8217;s major urban local authorities, among them, Cape Town, Pretoria and Johannesburg.
Meanwhile, most urban councils in Zimbabwe are controlled by the MDC. However, urban service delivery has been deplorable over the past several years with <a href="https://www.pindula.co.zw/Harare_City_Council" target="_blank" rel="noopener noreferrer">Harare City Council</a> failing to provide water for over 2 million inhabitants.

Chamisa Rejects MDC, DA Comparisons

The Democratic Alliance (DA) of South Africa has said that former president of Zimbabwe will be remembered for his conflicting legacy characterised by liberating and oppressing the same nation. Solly Malatsi, DA National Spokesperson said:
<blockquote>The Democratic Alliance (DA) has noted reports confirming the passing of former Zimbabwean President, Robert Mugabe. He will be remembered for his conflicting legacy as a liberator towards independence and an oppressor of the democratic values he once fought for.
President Mugabe oversaw the rise of Zimbabwe as an independent and prosperous Republic but he also oversaw the decline of Zimbabwe into a tyrannical dictatorship which violently repressed opposition and brutalized civilians.
Zimbabwe and her people have suffered a great deal because of this decline.
The repressive regime that President Mugabe left behind is now being put to good use by his erstwhile proteges to continue denying Zimbabweans their fundamental human rights.
It is the Democratic Alliance&#8217;s (DA) hope that Zimbabwe will one day shine again as the Jewel of this continent and that her people will finally be governed by fair democratic principles, which enshrine the protection of human rights, including the right to freedom of speech and expression, without fear of coercive violence at the hands of those in power.
We convey our condolences to President Robert Mugabe&#8217;s family and loved ones.

"MUGABE Will Be Remembered For His Conflicting Legacy", As DA Mourn Ex-Zimbabwe President

South African political analysts have warned Democratic Alliance leader Mmusi Maimane not to undermine Zimbabwe&#8217;s sovereignty by interfering in the affairs of the country. In an interview with IOL News, Levy Ndou said:
<blockquote>The move by the DA is part of the political game. What they need to note seriously are the parameters of diplomacy and foreign policy. The responsibility of foreign policy lies with the presidency and Dirco.
Another point will be that Zimbabwe is a sovereign state, and because of that, you don’t just intervene. When you do so, you are undermining the existence of that state.
The situation in Zimbabwe, bad as it is, has a serious negative effect on South Africa.
These are the same Zimbabweans who will run, cross over to South Africa legally or illegally.
It will require South Africa, whether it is through SADC or the AU, to do something.</blockquote>
Maimane has castigated the government of Zimbabwe for unleashing the armry on protestors resulting in the death of at least twelve civilians. There are reports of women being raped as armed soldiers move form house to house at night looking for alleged protestors.

Mmusi Maimane Warned Against Undermining Zimbabwe's Sovereingty

South African opposition party, the Democratic Alliance’s leader Mmusi Maimane has hit back at President Emmerson Mnangagwa.
The Minister for Information and Publicity Monica Mutsvangwa denounced what he called “questionable supremacist politics’ of the DA. In a statement issued on Wednesday, Maimane said:
<blockquote>The Democratic Alliance (DA) notes a letter by the Zimbabwean government addressed to DA Leader, Mmusi Maimane, expressing its disappointment that the Party and the Southern African Partnership for Democratic Change (SAPDC), has taken such an “aggressive stance” towards the Zimbabwean government’s violence against citizens and protestors.
The Mnangagwa-administration expressed disapproval in our escalation of matters to the International Criminal Court and United Nations Human Rights Council.
The DA wishes to reaffirm once more that the unlawful actions of the Zimbabwean government against citizens merit immediate and strong action, not the quiet diplomacy President Ramaphosa has adopted.
The ANC’s silence on this matter does nothing but prolong the pain of Zimbabwean citizens and we cannot accept such poor regard for human rights.
The DA will continue to act on behalf of the people of Zimbabwe, in efforts to end their anguish. We will remain committed to ensuring peace and justice prevail in our neighbouring country. We will not be intimidated by ZANU-PF’s “disappointment.”</blockquote>
Maimane is expected to visit Zimbabwe in the near future where he will meet opposition leaders, Nelson Chamisa and Tendai Biti of the MDC Alliance.

SA Opposition Leader Mmusi Maimane 'Not Intimidated' By ZANU PF's Disappointment

In an interview with The Herald after paying a courtesy call on Vice President Constantino Chiwenga yesterday in Harare, South Africa’s ambassador to Zimbabwe Mr Mphakama Mbete urged Democratic Alliance leader Mmusi Maimane to stay out of Zimbabwe&#8217;s politics.
He also expressed surprise that Maimane wants to  approach the UN, International Criminal Court (ICC) and parliament over the political and humanitarian crisis in Zimbabwe. Mbete said:
<blockquote>We do not agree with what Honourable Maimane has been saying. We are very focused and we are clear about where we want to take the relationship between South Africa and Zimbabwe. He does not have the authority to interfere with the politics in other country. We are clear about that, as the ruling party, they do not have. We are actually surprised with such articulations.</blockquote>

The leader of South Africa&#8217;s main opposition leader Mmusi Maimane of the Democratic Alliance is set to visit Zimbabwe this week. Maimane is expected to see MDC president Nelson Chamisa and vice national chairperson Tendai Biti.
Maimane is seeking to gather support for a regional intervention in Zimbabwe. While addressing the media on Monday. Said Maimane:
<blockquote>I will pay a working visit to Zimbabwe this week. I will meet with the current opposition leader, Nelson Chamisa, and former Movement for Democratic Change (MDC) leader, Tendai Biti, among others.
The purpose of this visit is to seek practical solutions to the ongoing crisis and garner support across the region for much-needed intervention in Zimbabwe.
Widespread civilian suppression, military-led violence, and bloodshed have ensued, as (President) Emmerson Mnangagwa’s Zanu-PF government has implemented what can only be described as a dictator-like military clampdown on citizens, which has to date claimed the lives of at least 12 people.
Zimbabweans are fleeing their country, as we are told by border officials that over 130,000 people crossed the Zimbabwean/SA border in a single day in mid-January. The situation is dire.
There has been no advocacy for the citizens, no justice for the deceased, and no protection of civil liberties for those who are currently detained.</blockquote>

South Africa&#8217;s main opposition party, the Democratic Alliance (DA) says it will approach the UN, International Criminal Court (ICC) and parliament over the political and humanitarian crisis in Zimbabwe. While addressing the media in South Africa on Monday, the youthful DA leader Mmusi Maimane said:
<blockquote>Today, [Zimbabwe] finds itself on the verge of a humanitarian crisis.
Widespread civilian suppression, military-led violence, and bloodshed have ensued, as Emmerson Mnangagwa’s Zanu-PF government has implemented what can only be described as a dictator-like military clampdown on citizens, which has to date claimed the lives of at least 12 people.
Firstly, in my capacity as chairperson of the Southern African Partnership for Democratic Change (SAPDC), I will pay a working visit to Zimbabwe this week.
I will meet with the current opposition leader, Nelson Chamisa, and former MDC leader, Tendai Biti, among others. The purpose of this visit is to seek practical solutions to the ongoing crisis and garner support across the region for much-needed intervention in Zimbabwe.
Last week, the DA approached President Ramaphosa. For President Ramaphosa and his ANC, maintaining the brotherhood of ‘big man politics’ across the continent is more important than the dignity, livelihood and human rights of fellow human beings.
From Zimbabwe to Zambia, to the Democratic Republic of Congo (DRC) — the ANC has chosen oppressors over the oppressed. This is because Ramaphosa and Mnangagwa are cut from the same cloth.</blockquote>

South Africa&#8217;s main opposition party, the Democratic Alliance said that it will announce on Monday the next steps it will take in order to resolve Zimbabwe&#8217;s current crisis. A statement issued by the DA president Mmusi Maimane read in part:

South Africa's Main Opposition Party, DA To Reveal Next Step To Resolve Zim Crisis

South Africa&#8217;s Sunday Times reports Democratic Alliance (DA) president Mmusi Maimane has offered its support to the MDC Alliance ahead of next week‘s harmonised elections.
Maimane said while he is still to meet MDC Alliance presidential candidate Nelson Chamisa, he has spoken to several of his lieutenants and offered his support. Said Maimane:
<blockquote>We certainly stand with the opposition and hope that the election will produce a credible outcome. These are the conversations I also used to have with Tsvangirai, to say, ‘How can we help the people of Zimbabwe and have the economy working again. An unstable Zimbabwe is unstable for Sadc and also for South Africa.”</blockquote>

South Africa's Democratic Alliance Supports Chamisa

South African opposition party Democratic Alliance (DA_ has said that the resignation of Robert Mugabe as President of Zimbabwe is a step towards a new Zimbabwe but more work needs to be done.
The DA also said that what is left is for free and fair elections to remove ZANU-PF and bring a new beginning to Zimbabwe and stated that &#8220;As Africans, we must liberate ourselves from the liberators”. The Democratic Alliance (DA) notes the decision by Robert Mugabe to resign as President of Zimbabwe after 37 years in power. This is a victory for the people of Zimbabwe who have suffered greatly under the latter years of Mugabe’s reign.
The story of Robert Mugabe is not a unique one, and is all too familiar on our continent. A once liberator of his people, Mugabe brought division, instability, and economic ruin to Zimbabwe as he made the unfortunate transition from liberator to dictator.
While Mugabe’s resignation is the first step towards a new beginning for Zimbabwe, it is not the silver bullet that will fix the country. Mugabe may be gone, but the ruling ZANU-PF remains.
As is the case with liberation movements across the continent, ZANU-PF has become nothing more than a patronage network engulfed in fighting over access to power and state resources for those who are politically connected. Moreover, it is clear from the tense situation over the past few days that this was not a voluntary relinquishing of power by Mugabe, but a forced one.
ZANU-PF is complicit in each and every ill committed by the Mugabe regime, and as such cannot be trusted to bring a new beginning to Zimbabwe. History has taught us that failed liberation movements cannot and will not self-correct. The solution has to come from outside these movements
Therefore we maintain that a fresh mandate is required from the electorate, and the people of Zimbabwe must be given the opportunity to go to the polls and elect a new President. The only way forward for Zimbabwe is for fresh elections to be held immediately.
As Chairperson of the Southern African Partnership for Democratic Change (SAPDC), I have engaged with the opposition in Zimbabwe on a number of occasions, and it is clear that the only way forward is for free and fair elections to be held as soon as possible.
We call on the Southern African Development Community (SADC) to take the lead in ensuring an interim government is put in place, and that elections are held as soon as possible.
Today the will of the Zimbabwean people has prevailed as Robert Mugabe is no longer President of their country. It is now time for the Zimbabwean people to decide who ought to replace him as President, and for an election to be held at once.</blockquote>

"Mugabe may be gone, but the ruling ZANU-PF remains": DA reacts to Mugabe's resignation

The South African opposition party, the Democratic Alliance (DA) has told President Jacob Zuma&#8217;s African National Congress (ANC) that President Robert Mugabe is not welcome in South Africa. The DA stressed that Mugabe should not be granted political asylum after reports that Mugabe had agreed in principle to step down. According to an article in NewsDay, Mugabe is expected to go into exile in South Africa after he was ousted by the Zimbabwe Defence Forces on Wednesday.
Writing on their Twitter account, the DA said:
<blockquote>We firmly reject the prospect of the South African government granting Zimbabwean President, Robert Mugabe, access to the country on so-called &#8220;political asylum&#8221;.</blockquote>
The party added that Mugabe does not qualify to be granted refugee status as it is against the law and posted the following.

<blockquote>Handing Robert Mugabe asylum will be against the law
The Democratic Alliance (DA) firmly rejects the prospect of the South African government granting Zimbabwean President, Robert Mugabe, access into the country on so-called “political asylum”. We are of the view that this would be a violation of South Africa law, and as such President, Jacob Zuma must make a public statement rejecting such an outcome.
We are of the view that allowing Robert Mugabe into South Africa on political asylum, or “refugee status” would be in contravention of the Refugees Act (130 of 1998) – the empowering legislation.
Asylum is applied for in terms of Section 21 of the Act, and is defined as “refugee status”. Section 4 of the Act which deals with “exclusion from refugee status”, states as follows:
“(1) A person does not qualify for refugee status for the purposes of this Act if there is reason to believe that he or she –
<ol>
<li>has committed a crime against peace, a war crime or a crime against humanity, as defined in any international legal instrument dealing with any such crimes; or 
</li>
<li>has committed a crime which is not of a political nature and which, if committed in the Republic, would be punishable by imprisonment; or</li>
<li>has been guilty of acts contrary to the objects and principles of the United Nations Organisations, or Organisation of African Unity; or</li>
<li>enjoys the protection of any other country in which he or she has taken residence. (Emphasis Added)</li>

Robert Mugabe has, like many other leaders on the continent, turned from liberator to dictator, with human rights abuses and crimes against peace being committed under his watch. As such, he ought to be denied refugee status as per the law. As long as Mugabe would not face torture or death penalty in Zimbabwe, the South African government must exclude him from asylum.
It cannot be that under Jacob Zuma’s ANC, our nation’s borders are opened up to human rights violators like Robert Mugabe. This opposes the very spirit of our Constitution and is an assault on the dignity of the millions of fellow Africans who have suffered under the reign of Robert Mugabe. South Africa’s role must be to stabilize the transitional government, ensure prosecution of those who have broken the law, and ensure that free and fair elections take place.
We maintain that the only way forward for Zimbabwe is for fresh elections to be held immediately, and for Robert Mugabe to step down as President of Zimbabwe.</blockquote>

Mugabe Not Welcome Here, Don't Grant Him Political Asylum: South Africa's Democratic Alliance

South African opposition party the Democratic Alliance (DA) has said that it is seeking to join forces with other parties across the continent to fight for democracy and rule of law. The DA has accused the African Union (AU) and Southern African Development Community (Sadc) of turning a blind eye to regimes which trample on the rule of law and democratic principles.
Leader of the DA, Mmusi Maimane, in a statement said:
<blockquote>In this light, I will be making contact with African leaders, including Morgan Tsvangirai and Tendai Biti, in order to establish a plan of action on the way forward in entrenching democratic values and the rule of law in Africa. We must not cease in our efforts to liberate Africa from the stranglehold of “big man&#8221; politics.
Indeed, opposition parties have a role in realising this through cooperation</blockquote>
MDC-T secretary general Douglas Mwonzora said:
<blockquote>We identify with all those that are fighting for democracy, however, we have not had any formal discussion with the DA. While we agree with Maimane on the need to democratize our continent, we wish to state it clearly we have not had any formal discussion with them but we agree with his sentiments that right thinking political parties must fight the entrenchment of democracy within the continent. Africa is in need of a second liberation,</blockquote>
