The Government has financed the construction of a new primary school in Nemamwa, Masvingo using the devolution fund with over $20 million injected into the project to date.
The new school, Chirichoga Primary School, located at Nemamwa Growth Point, opened its doors in January last year and so far five classroom blocks housing Grades 1 to 4 have been completed.
The whole project is expected to be completed over the next 12 months, with more devolution funding expected from Government.
The new school has enrolled over 450 pupils, de-congesting surrounding schools such as Nemamwa, Sikato and Nemazuwa primary schools that were overpopulated with a runaway teacher-student ratio.
Masvingo Rural District Council chief executive Mr Martin Mubviro said to date, $20 million had been ploughed into the building of the new school. He told <a href="https://www.herald.co.zw/devolution-new-school-for-nemanwa/">The Herald</a>:

Work is continuing at Chirichoga where we have so far built five classroom blocks to cater for Grades 1 to 4.
We hope to finish the work in the near future with more funding expected under devolution.
</blockquote>
Mubviro said before Chirichoga was established, nearby schools like Nemamwa Primary had an enrolment of up to over 1 200 pupils as the local community grappled with a shortage of primary school places.

Govt Funds Construction Of New School In Nemamwa, Masvingo

The Zimbabwe Coalition on Debt and Development (ZIMCODD) has described the government’s devolution fund disbursed by Treasury to councils as an avenue for corruption.
In a report titled ‘Public Resources Management Situational’, which was released last week, ZIMCODD, a non-governmental organisation, said there were loopholes in the Act of Parliament on devolution of funds. 
According to the Constitution, the government is mandated to disburse 5% of the national purse to local authorities towards service delivery. One of the objectives of devolution of governmental powers and responsibilities to the provincial and metropolitan councils and local authorities is to ensure the equitable sharing of local and national resources, according to section 264(2)(e) of the Constitution
This is in line with the principle of equitable and geographical distribution of resources.
In this regard, section 301(1) of the Constitution stipulates that an Act of Parliament must provide for the equitable allocation of capital grants between provincial and metropolitan councils and local authorities; any other allocations to provinces and local authorities, and provision of any conditions on which those allocations may be made.
However, the status quo has created a lacuna that has become an avenue for corruption, embezzlement, misuse and misappropriation of devolution funds as there is no framework for implementing and accounting for devolution funds.

The report adds that Town clerks and other top council officials have been looting devolution funds.
Opposition Citizens Coalition for Change (CCC) controls the majority of local authorities and stands accused of misappropriating allocated funds.
Combined Harare Residents Association (CHRA) acting director, Ruben Akili concurred with ZIMCODD findings and added that Local Government Minister, July Moyo, must not dictate how devolution funds are expended.

ZIMCODD Says Devolution Funds Are An Avenue For Corruption

The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission">Zimbabwe Anti-Corruption Commission (ZACC)</a> is reportedly investigating several local government authorities for possible abuse of devolution funds.
Local government authorities are supposed to get “Not less than 5% of national revenue raised in any financial year” according to Section 301(3) of the Constitution.
ZACC spokesperson <a href="https://www.pindula.co.zw/John_Makamure">John Makamure</a> said there was an ongoing operation targeting local authorities over mismanagement of funds. He told NewsDay Zimbabwe:

There is an ongoing operation, which we call ‘review and compliance of proper procedures’ in local councils and other departments.
</blockquote>
ZACC has conducted six compliance checks on local authorities’ procurement processes and on how devolution funds have been used.
The local authorities include Mutoko Rural District Council, Norton Town Council, Umzingwane RDC and Umguza RDC.
Six councillors in Umguza have been suspended for trying to frustrate the ZACC probe. The commission said investigations into the matter have been completed while a report will be made to the public.
Meanwhile, calls are increasing for ZACC to investigate Local Government and Public Works Minister, <a href="https://www.pindula.co.zw/July_Moyo">July Moyo</a>, who has been in the spotlight recently over an unclear <a href="https://news.pindula.co.zw/2022/07/15/zanu-pf-mps-join-in-questioning-the-zimbabwe-belarus-firetrucks-deal/">firetrucks deal with Belarus</a> which Moyo said was a “government-to-government” agreement. 
It could cost the councils over US$32 million with each truck being sold at US$464 296 each. 
He is also been criticised for “superimposing” a US$340 million Pomona waste-to-energy deal between Geogenix BV and Harare amid allegations that he is set to<a href="https://news.pindula.co.zw/2022/07/14/norton-mp-claims-minister-july-moyo-got-10-commission-on-pomona-waste-energy-deal/"> get a 10 per cent commission</a> from it.
