ZIMFACT has said the citizenry does not need exemption letters to commute or move around during working hours under current COVID-19 measures. ZIMFACT said:

No. According to the government, only essential workers who need to move around after curfew are required to show exemption letters.
On Tuesday, the Government announced that there would be stricter monitoring of virus containment measures.
“The nation is advised that the exemption mechanisms which were used during the first lockdown in 2020 will be reactivated with immediate effect,” said Information Minister Monica Mutsvangwa the weekly Cabinet briefing.</blockquote>

According to Information Secretary Nick Mangwana: “The three hours between 3.30 pm when most businesses must close and 6.30 pm, when the curfew comes into effect, is seen as adequate for staff in the general economy to clear their workplace and get home. After 3.30 pm, only essential services as spelt out by the law are allowed to open.”

The Zimbabwe Republic Police (ZRP) has ordered the closure of some major companies which have been operating under the current COVID-19 containment measures but are not deemed essential service providers.
A memo by Officer Commanding Police Harare Province addressed to all officers commanding districts, reveals that Bata Shoe Company, Bhola Hardware, among other companies, were told to close with effect from last Monday.
Police officers manning security checkpoints were ordered to reject even bona fide exemption letters presented by employees of the named businesses. The memo read:
<blockquote>Some companies which are not in the category of essential services such as Bata Shoe Company, Bhola Hardware, Furniture and Clothing shops, are conducting business on the strength of letters issued by the ministry of industry.
Companies and businesses not in the category of essential service but operating should close. This is regardless of being in possession of exemption letters.
If a company or service for which an exemption letter has been issued is not exempted by law, the bearer should not be allowed to pass or operate, irrespective of who has issued that letter.</blockquote>
Vehicles which are not in the category of essential services will not be allowed to pass through roadblocks and funeral gatherings should be limited to the stipulated maximum number of 30 mourners, the memo further revealed.
Zimbabwe is currently under a 30-day Level 4 Lockdown which came into effect on 5 January 2021.

Some Businesses 'Lose' Lockdown Exemption Status

The Zimbabwe Republic Police will verify with various government ministries the authenticity of exemption letters in possession of commuters as movements into the Harare central business district has increased.
National police spokesperson Assistant Commissioner Paul Nyathi said police will ascertain the authenticity of exemption letters as they want to minimise the number of people moving around during the current lockdown. He said:
<blockquote>The volumes of vehicles and people who are getting into town are necessitated by the various Government ministries who are issuing exemption letters.
We want to verify with the various ministries over the authenticity of the exemption letters.
We want to verify the people that have been exempted for work as we seek to minimise the movement of people who are getting into town every day.</blockquote>
People have continued to defy the lockdown as in Harare CBD, some vendors were back in numbers as are some of the money changers.
At Magaba Complex in Mbare, it was business as usual with people selling their wares.
In other parts of the country, there are various levels of compliance, with low human traffic in observed Gweru and in Beitbridge, most shops selling essential goods are closing at 3 pm.
However, in Kariba, there are reports of people continuing to organise boozers matches at Chaminuka Stadium and other open spaces.

Police To Verify Authenticity Of Exemption Letters

Zimbabwe Republic Police (ZRP) national Spokesperson, Assistant Commissioner, Paul Nyathi has said exemption letters for workers in the essential services sector will now be issued by the Ministry of Industry and Commerce.

CLARITY ON ENFORCEMENT OF COVID-19 REGULATIONS BY POLICE WITH EFFECT FROM 5TH JANUARY 2021
Reference is made to the press statement issued by the Zimbabwe Republic Police this afternoon titled ‘Enforcement of COVID-19 regulations by Police with effect from 5th January 2021’.
Members of the public, entities in the essential services sector such as food distribution and retailers, mining, communication and telecommunication, agricultural production, security companies and companies as pronounced by the Government and the media are advised that after consultations with the COVID-19 Ministerial Task Force, movement and exemption letters will now be issued by the Ministry of Industry and Commerce.
May the relevant institutions and companies be guided accordingly.

Exemption Letters To Be Issued By The Ministry Of Industry & Commerce - Police Clarify

Thousands of people could be getting into the country’s main city centres using fraudulent exemption letters in violation of lockdown regulations.
An investigation by The Herald confirmed the existence of cartels who use letterheads of reputable institutions to produce counterfeit letters for fees of between US$5 and US$10 for a document.
Ordinarily, an exemption letter from an employer coupled with a company ID card in support is considered good evidence of a genuine letter. National police spokesperson Assistant Commissioner Paul Nyathi had this to say:
<blockquote>Letters produced by people at checkpoints are scrutinised for authenticity and checked against the particulars of the individual concerned.
Some members of the public have been turned back where law enforcement agents are not satisfied with the authenticity of the exemption letters produced.
The position of the police on fake letters is that offenders risk being arrested for violating the law.</blockquote>
Brian Kashangura, a private investigator, said police needed capacitation to be able to ascertain the genuineness of exemption letters. He said:
<blockquote>I suggest that the police should be capacitated. There is a need to ensure that at every checkpoint, there is at least a cell phone with airtime that can be used by officers to make calls to verify with relevant employers when they are in doubt.</blockquote>
The coronavirus-induced lockdown has been in place since March and most people have become fatigued with the restriction on movements.
Some would prefer to buy groceries in the city centre and this has led people to buy “exemption” letters.

Fake Exemption Letter Cartels Record Brisk Business

Information, Media and Broadcasting Services Minister Monica Mutsvangwa said citizens should take note that the country is still under lockdown, therefore, those travelling should produce exemption letters to prove that they provide essential services.
Mutsvangwa also reiterated that it is still mandatory for people to wear face masks when they venture outside as failure to do so is an offence which is liable to a fine or imprisonment. She said:
<blockquote>The government emphasises that the country is still under lockdown and, as such, exemption letters for essential services are still required for the movement of those concerned. Furthermore, failure to wear a face mask in public is an offence which is liable to a fine or imprisonment.</blockquote>
Mutsvangwa said the government has tightened security at quarantine centres countrywide following reports that 18 people escaped from Mkoba Teachers’ College Quarantine Centre in Gweru on Monday. She said:
<blockquote>Meanwhile, security at quarantine centres is being tightened in order to ensure that those returning from abroad do not escape. Local traditional leaders and local authorities are enjoined to report known absconders and illegal returnees to authorities.</blockquote>

'Exemption Letters Are Still Required'

After giving conflicting statements on exemption letters under Covid-19 lockdown Level Two guidelines announced by President Emmerson Mnangagwa on Friday, government spokesperson Ndavaningi Nick Mangwana has attempted to clarify the new official position.
In an interview with Sunday News, Mangwana said the exemption letters were not part of the law but police may ask for them for administrative purposes. Said Mangwana:
<blockquote>The exemption letters were not part of the law as such but what will prevail is that the police will ask people just to produce proof of where they are going.
For example, when people are going to a funeral, the police may ask for the proof, which is for administrative purposes but the policy will then be the number of people meant to attend a funeral.
The police may ask people to prove that they work under the category of industry and commerce. People can then produce these exemption letters, in some cases, this can take the form of company identification documents.</blockquote>
Meanwhile, the Deputy Minister for Information, Publicity and Broadcasting Services, Energy Mutodi has said members of the public who will venture into the Central Business District, shops or public places without masks will be arrested. He tweeted:
<blockquote>With effect from tomorrow Monday 4 May, police will arrest anyone seen without putting on a mask in the CBD, entering shops or any public places.</blockquote>
