Teachers who are reporting for work only three days out of five per week will be asked to give reasons for their absenteeism, a government official has said.
This follows reports that for the past week teachers at schools among them St Christopher’s and Jahunda Primary Schools in Gwanda town have been coming to work only three days per week.
As a result, parents are not sure whether to allow their children to go to school every day as there hasn&#8217;t been official communication from authorities.
But speaking in an interview with State media on Saturday, director of communications and advocacy in the Ministry of Primary and Secondary Education, Taungana Ndoro said teachers should report for duty every weekday. Said Ndoro:
<blockquote>We have instituted attendance registers on this one (absenteeism of teachers) meaning we have attendance registers in place and obviously one who does not report for duty will in future be asked to show cause as to why they did not report for duty.
Teachers must attend school daily as there is no Government directive to the contrary.</blockquote>
While some grades attend classes on certain days to ensure social distancing in schools, examination writing classes are required to attend school daily.
This is being done so that they catch up on lost time due to the closure of schools for the better part of the first term.

Govt To Strictly Monitor Teachers' Attendance

The High Court has ruled that nurses can continue working flexible hours despite the noting of an appeal by the government against an earlier High Court decision granting that permission.
High Court judge Justice Happias Zhou on Friday granted the Zimbabwe Nurses Association (ZINA) leave to execute a judgment granted in their favour to resume flexible time pending the hearing of an appeal filed by the government to the Supreme Court. Justice Zhou ruled:
<blockquote>Notwithstanding the noting of an appeal against the judgment of this honourable court dated November 20, the first to third respondents remain barred from implementing the directive by the third respondent on October 19.</blockquote>
On 20 November this year, High Court judge Justice Martin Mafusire ruled in favour of public sector nurses in their dispute with Vice President and Health and Child Care Minister Constantino Chiwenga over the termination of flexible working hours.
This was after ZINA had sued the Health Services Board, Health minister and Vice President Constantino Chiwenga, and permanent secretary in the Health ministry Jasper Chimedza for unilaterally terminating nurses&#8217; flexible hours.

High Court Checkmates Chiwenga In Dispute With Nurses

The Zimbabwe Professional Nurses Union (ZPNU) has condemned the decision by the government to cancel the Flexi arrangement for nurses.
This comes after Mashonaland East provincial medical director Simukai Zizhou advised nurses at Marondera Provincial Hospital that the arrangement has been cancelled.
Zizhou said the measure was taken because nurses were staying away from work on more days than they were supposed to and also the issue of their incapacitation has been resolved after they received COVID-19 allowances which are 55% of their salaries.
However, ZPNU secretary-general Douglas Chikobvu said Zizhou had blundered. He said:
<blockquote>The nurses have been shocked by the grave miscalculation on how we can combat this global challenge which is a highly infectious disease.
The memo totally doesn’t take into consideration that the 1-2 day per week working schedule is implemented countrywide at various institutions of care and is also meant to reduce exposure time to healthcare staff on possible COVID-19 cases, but someone just chooses to compromise the health of our fellow nurses.
Sadly, these institutions have close to nothing in terms of personal protective clothing but Zizhou seems unaware where we are coming from, where we are and where we are going.
This decision comes when nurses are haunted daily as they continue to discharge their duties without adequate PPE&amp;C [personal protective equipment and clothing].
We totally condemn the move at all costs and clearly state that the memo is absolutely impractical.
As a nurses union, we totally register our displeasure as administrative machinations take a toll and continue to be perpetrated against fellow nurses.</blockquote>

Nurses' Union Condemn Cancellation Of Flexi Agreement

The Health Services Board has reneged on its agreement with the unions representing nurses which allowed nurses to work two days a week.
This was revealed in a letter dated April 20 addressed to Marondera Provincial Hospital by the Mashonaland East provincial medical director Simukai Zizhou. The letter read:
<blockquote>To ensure that there is continuity in service provision and adequate coverage, the interim arrangement of flexible hours for all staff categories at your institution has been cancelled indefinitely.
Please be advised that all members of staff are supposed to return to work and resume normal duties with immediate effect.</blockquote>
On Tuesday Zizhou defended the move, telling NewsDay that the nurses at the hospital were not following properly the schedule of Flexi hours and also there was a need to have an adequate staff of qualified nurses to help fight the coronavirus.
The Flexi hours arrangement was entered into early this year to cushion nurses who had gone on an indefinite strike due to poor salaries eroded by inflation.
