Vice President Constantino Chiwenga, who is the Minister of Health and Childcare, said that the ongoing forensic audit at the Premier Service Medical Aid Society (PSMAS) will address all cases of corruption that have crippled the organisation and prejudiced hundreds of thousands of civil servants and pensioners.
The issue of PSMAS was raised by Members of Parliament in the National Assembly on Tuesday.
The MPs asked Chiwenga what the government was doing to curb corruption at PSMAS which has seen several of its hospitals and clinics shutting down.
Mkoba MP Amos Chibaya (CCC) pointed out that the closure of PSMAS facilities endangers the lives of members. He said:
<blockquote>
It is worrying that civil servants and other would-be beneficiaries are still paying PSMAS but are not getting any joy. PSMAS facilities are closing down and this is endangering people’s lives.
</blockquote>
Other lawmakers also gave accounts of the dire situation and urged the government to act.
In response, Chiwenga said the government was aware of the challenges at PSMAS adding a forensic audit was underway and results will be made public soon. He said:
<blockquote>
I think by now this august house should know the rot that was at PSMAS.
We could not allow the corruption to proceed and the PSMAS board was dissolved or it dissolved itself. We are putting up an interim board.
We know it has troubled our workers and those who have policies but we are addressing that.
There is a forensic audit underway and the issue is still being dealt with by the regulating authority so we cannot speak on how the situation got there. Money has been abused.
On timelines, I would want this to be done as soon as possible. We will ask the head of PSMAS who is working with our permanent secretary when this will be done.

According to Business Times, civil servants make up most of PSMAS’ 900 000 customers.
However, PSMAS policyholders have been struggling to obtain medical services as hospitals and pharmacies were refusing to honour the membership card, citing non-payment of claims submitted to PSMAS.

MPs Demand Action On PSMAS Decay

The government has initiated a forensic audit in the purchase of  COVID-19 materials and medical supplies, The Sunday Mail reports. The forensic audit which is being conducted by the Auditor General’s office has already started and they don’t have a timeframe as yet on when they will finish the audit.
The matter came to light first when President Mnangagwa told a POLAD meeting that they had initiated a special investigation into the scandal that rocked the Ministry of Health.
It was further confirmed by the Auditor General Mrs Mildred Chiri who spoke to the publication and said:
<blockquote>The forensic audit has started and we are using our own internal auditors. We are looking at the available documentation to see what was done right or wrong.
For now, it’s difficult to tell how long this process will take because new issues may arise from the documents as the investigation goes on. We might have to look at a lot of issues than expected, so we have to work on it first</blockquote>

Mildred Chiri last headlined sometime last year as her audit reports revealed that the government’s books were in total disarray, a report that caused a media frenzy for days.

Govt Initiates A Forensic Audit Into The Purchase Of COVID-19 Materials And Medical Supplies

Harare City Council is set to conduct a forensic audit to probe council operations into land sales, markets operations and employees’ skills from 2016 to date.
This was revealed by Harare Mayor, Councillor Herbert Gomba while addressing reporters at the town house on Monday. He said:
<blockquote>I have called this press conference to announce that my council is setting up a forensic audit into council operations from 2016 to 2019 on procurement of goods and services and other council operations.
… My council is going to engage the services of the auditor general to establish gaps and enhance service delivery.
The findings of the audit will help us chart the way forward while helping us to do away with practices and individuals that stand in the way of progress and ensure that we put in place robust systems that strengthen our service delivery mandate.</blockquote>

Harare City Council To Conduct Forensic Audit

Mutare City Council has been castigated over its failure to audit its finances on time, having last done so five years ago.
A forensic audit investigation report on land management from 2007 to March 2018 revealed that the last audit was for the financial year ending December 31, 2014. The report reads in part:
<blockquote>Financial statements for the year ended December 31, 2015, were still at draft stage and not audited.
This is a violation of section 305 (b) of the Urban Council’s Act Chapter 29:15 which require financial statements to be ready for audit by not later than 120 days after the end of each financial year.
The council might continue to receive qualified audit reports. Decision-making may become difficult in the absence of credible audited financial statements.</blockquote>
In January, United Mutare Residents and Ratepayers Trust (UMRRT) lost a High Court suit to demand that council present audited accounts.
The court ruling stated that residents have nothing to with how the council uses money once it has collected it.

Mutare City Council Shuns Forensic Audit For Five Years

Government yesterday sent Zimbabwe Manpower Development Fund (Zimdef ) Chief Executive Officer, Mr Fredrick Mandizvidza, and top management on forced leave to pave way for a forensic audit. Those that have been sent on forced leave are Principal Finance Director and Administrator Nicholas Mapute, the Human Resources Manager Mr Ignatius Noah Kajengo, the Corporate Legal Secretary Mr Servious Kufandada, the Chief Accountant Ms Ropafadzo Mukamba and the Senior Revenue Manager, Mr James Gombarago.
Higher and Tertiary Education, Science and Technology Development Minister Professor Amon Murwira confirmed the development and said the leave will start from 13 December 2017 to 31 January 2018. Engineer Sebastian Marume has been appointed the acting Chief Executive Officer. The decision to send Mandizvidza and top management on forced leave comes after former Higher Education Minister Jonathan Moyo and his deputy Godfrey Gandawa siphoned money from the institution.

Zimdef Bosses Sent On Forced Leave, Forensic Audit Ordered

A forensic audit into the National Railways of Zimbabwe (NRZ) has revealed that some of the parastatal’s bosses do not possess the qualifications for their posts. The forensic audit report also shows that the wage bill does not tally with the company’s current workforce which stands at 4 000 from the 20 000 it used to employ.
A source who spoke to The Chronicle revealed these findings but however NRZ public relations manager Mr Nyasha Maravanyika said they were yet to receive the forensic audit report. Last year Government approved a forensic audit after the NRZ board led by Mr Larry Mavima said that such an audit was necessary for the turning around of the company. NRZ owes workers $80 million in salaries.
