Zimbabwe’s Justice, Legal and Parliamentary Affairs Minister, <a href="https://www.pindula.co.zw/Ziyambi_Ziyambi">Ziyambi Ziyambi</a> has said arresting perpetrators of <a href="https://www.pindula.co.zw/Gukurahundi">Gukurahundi</a> would be a violation of the general amnesty declaration made by the late former President Robert Mugabe.
Ziyambi made the remarks last week while addressing the 107th session of the International Convention on Elimination of all forms of Racial Discrimination (ICERD) held in Geneva.
He also said the <a href="https://www.pindula.co.zw/National_Peace_and_Reconciliation_Commission">National Peace and Reconciliation Commission (NPRC)</a> would come up with a solution to appease the aggrieved families and victims. NewsDay Zimbabwe cites him as saying:
<blockquote>
Soon after independence, we had a commotion. I also lost relatives to dissidents. We cannot arrest the Gukurahundi perpetrators because the issue was dealt with when Robert Mugabe (the late former Zimbabwean President) declared a general amnesty. If we continue to arrest those that partook in the atrocities it would be a violation of the general amnesty declaration.
</blockquote>
He said ethnic minorities are not discriminated against, adding that the government had initiated programmes to provide civil registration documents to ethnic minorities.
Ziyambi, who led the delegation, also claimed that the Private Voluntary Organisation Amendment Bill is not discriminatory. 
Approximately 20 000 people were killed in Midlands and Matabeleland in the aftermath of independence when Mugabe deployed the North Korean-trained Fifth Brigade to “deal with” alleged dissidents. 
Victims have been demanding that perpetrators be brought to book, truth-telling and compensation.

Ziyambi Says Arresting Gukurahundi Perpetrators Is Violation Of Mugabe's General Amnesty Declaration

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi justified the government of Zimbabwe’s crackdown on protestors before the 40th session of the United Nations Human Rights Council (UNHRC) underway in Geneva, Switzerland.
Addressing the Council on Wednesday, Ziyambi said:
<blockquote>It is important to note that these protests were premeditated, pre-planned, masterminded and sponsored by external forces and local NGOs who were working with some civil society organisations and some workers unions, to make the country ungovernable and to effect regime change.
Government consequently deployed law enforcement agents to quell these protests and avert further loss of life and destruction of property.
It is a pity that the same groups have continued to propagate biased and misleading reports that are aimed at tarnishing the image of Zimbabwe yet they continue to get favourable attention.
This happens even when in cases where they are alleged to have incited the commission of crimes and violations of the rights of other citizens.
In order to protect their interests, their handlers continue to advocate for their release even at the expense of the proper administration of justice.</blockquote>

Ziyambi Justifies Govt Crackdown On Protestors Before UN

Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi has taken the fight against sanctions to the United Nations Human Rights Council (UNHRC).
The UNHRC is holding the 40th session in Geneva, Switzerland. While making his address before the Council on Wednesday, Ziyambi said:
<blockquote>As enunciated in the Vision 2030, which is aimed at attaining an Upper Middle-Income status by 2030, the Zimbabwean economy remains stable with growth projections for 2019 pegged at 3,1 per cent.
However, Zimbabwe’s economic transformation continues to be hampered by the illegal sanctions imposed by the West.
We, therefore, appeal to the international community to call for the unconditional removal of the sanctions, which have caused untold suffering on our people.</blockquote>
