<p>The Grain Millers Association of Zimbabwe (GMAZ), through its lawyers Winterton’s Legal Practitioners last Friday wrote a letter to <a href="https://www.pindula.co.zw/Andrew_Bvumbe" rel="noopener noreferrer" target="_blank">Andrew Bvumbe</a>, who heads the Zimbabwe Aid Debt Management in the Finance Ministry.</p>
<p>GMAZ demanded to know the reasons why only 9 out of 43 millers were registered to receive subsided maize from the government, a situation which has led to an acute shortage of mealie meal on the market.</p>
<p>Some millers are concerned that they will shut down if the maize is not availed soon, and have threatened to take legal action. Part of the letter reads:</p>
<blockquote><p>The citizens of Zimbabwe have the right to sufficient food as provided for in section 77 of the <a href="https://www.pindula.co.zw/Constitution_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Constitution of Zimbabwe</a>. Your actions have thus resulted in the infringement of the said constitutional right.</p>
<p>… We request you to supply your written reasons for your conduct by close of business on or before 2 January 2020.</p>
<p>If the reasons are not availed within the specified period we have standing instructions without further notice to institute legal proceedings against you on an urgent basis.</p></blockquote>
<p>Last month President Emmerson Mnangagwa ordered a reversal of the scrapping of subsidies on mealie meal which was announced by Finance and Economic Development Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> during his 2020 budget presentation.</p>

Millers Threaten Legal Action Over Roller Meal Shortages

<p>The Grain Millers Association of Zimbabwe (GMAZ) has warned the government that its members will revert to the old mealie meal prices if they are not paid the subsidy they were promised.</p>
<p>In a letter to Finance and Economic Developmet Minister <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> on Wednesday, GMAZ chairman <a href="https://www.pindula.co.zw/Tafadzwa_Musarara" rel="noopener noreferrer" target="_blank">Tafadzwa Musarara</a> wrote:</p>
<blockquote><p>As a gesture of goodwill, millers had already started to reduce prices. Unfortunately, our members are financially handicapped to continue selling at the subsidised prices in the absence of the subsidies be- ing paid upfront as agreed.</p>
<p>Accordingly, unless the said funds are provided today (yesterday), our members will have no choice but to revert to previous prices on Thursday, 12 December 2019.</p></blockquote>
<p>Last week, Ncube directed retailers to sell mealie meal at reduced prices, with a 10kg bag priced at $50. The directive followed a sharp price hike by retailers who were selling 10kg of mealie meal at $100.</p>

Millers Mull Hiking Price Of Mealie Meal, Again

<p>The price of mealie meal is expected to fall next week after millers started to receive maize at a subsidised price from the <a href="https://www.pindula.co.zw/Grain_Marketing_Board" rel="noopener noreferrer" target="_blank">Grain Marketing Board (GMB)</a>.</p>
<p>Grain Millers Association of Zimbabwe (GMAZ) Public Relations Manager, Garikai Chaunza had this to say:</p>
<blockquote><p>I would like to inform the nation that starting from next week the prices of roller meal will start to flop as a result of the agreement which was made by the government and GMAZ.</p></blockquote>
<p>In his 2020 national budget statement, Minister of Finance and Economic Development <a href="https://www.pindula.co.zw/Mthuli_Ncube" rel="noopener noreferrer" target="_blank">Mthuli Ncube</a> announced that grain products will no longer be subsidised by the government, with the price for a 10-kilogramme bag rising to $100 as a result.</p>
<p>However, a few days later, Ncube reversed the decision and announced that the price of the commodity should be slashed to $50.</p>

Price Of Mealie Meal To Fall Next Week - Grain Millers

<p>An advisory note purported to be from the secretariat of the Grain Millers Association of Zimbabwe (GMAZ) has revealed the new prices of mealie meal after the government scrapped subsidies on grain. The note read:</p>
<blockquote><p>The government of Zimbabwe has with immediate effect removed subsidies on grain, resulting in the price of <a href="https://www.pindula.co.zw/Grain_Marketing_Board" rel="noopener noreferrer" target="_blank"><strong>GMB</strong></a> maize to ZWL $4, 000/MT.</p>
<p><strong>1. ROLLER MEAL</strong></p>
<p>In light of the above price movement, the price of roller meal shall be circa RTGS89.96 per 10 kg bag.</p>
<p>The traditional margin for miller prices to retailers is 13%, thus giving a retail price of circa RTGS 101.66 per 10 kg bag.</p>

Grain Millers Announce New Price Of Mealie Meal

<p>Following the removal of government subsidies on GMB maize, gran millers have said that that a 10kg bag of roller meal will now cost about $100 in supermarkets.</p>

10kg Of Roller Meal To Now Cost $100

<p>A shortage of mealie-meal looms after the <a href="https://www.pindula.co.zw/Grain_Marketing_Board" rel="noopener noreferrer" target="_blank"><strong>Grain Marketing Board (GMB)</strong></a> cut maize grain supplies to millers by 40%.</p>
<p>This was revealed by Grain Millers Association of Zimbabwe (GMAZ) deputy chair, Masimba Dzomba, in-charge of the association’s southern region. He said:</p>
<blockquote><p>I can confirm that our maize supplies from GMB have been reduced by plus or minus 40% and this means that we will not be able to supply mealie-meal to all retail shops in our sphere of influence, not because we do not have the capacity but simply because we will not be having the raw material (maize) to mill.</p></blockquote>
<p>A severe drought during the 2018/19 summer season significantly reduced maize yields across the country.</p>
<p>Meanwhile, GMB recently increased the price of wheat by 67 per cent, a move likely to result in bread shortages or in an increase in its price.</p>

GMB Cuts Maize Supplies To Millers

<p>The Reserve Bank of Zimbabwe (RBZ) has released US$7 million for wheat payments as the shortage of bread persists in the country.</p>
<p>The money will cater for 19 000 metric tonnes of wheat bonded in Beira, Mozambique and will guarantee the availability of bread for two and a half weeks.</p>
<p>Grain Millers Association of Zimbabwe (GMAZ) chairman, Tafadzwa Musarara revealed this on Wednesday. He said:</p>
<blockquote><p>The 19 000 metric tonnes of wheat will cover the national flour requirements for the next two and a half weeks and the National Railways of Zimbabwe is in the process of loading the paid consignment which will start trickling into the country next week.</p>
<p>The situation is expected to improve the supply of flour starting next week.</p></blockquote>
<p>Musarara further revealed that there is another consignment of wheat bonded in Mozambique amounting to 60 000 metric tonnes. GMAZ is yet to reach an agreement with the Central Bank on the funding modalities for the wheat.</p>
<p>Zimbabwe is now a net importer of wheat following years of decline in local production as the sector has not yet recovered from the chaotic land reform programme at the turn of the millennium.</p>

RBZ Releases $7 Million For Wheat Procurement

<p>Grain Millers have revealed that the country is left with just one month’s supply of wheat.</p>
<p>The Grain Millers Association of Zimbabwe (GMAZ)said that a consignment of wheat is stuck at Beira port in Mozambique awaiting payment from the Reserve Bank of Zimbabwe (RBZ).</p>
<p>This was revealed by Masimba Dzomba, who is the GMAZ vice chair while speaking an engagement meeting with stakeholders in Masvingo on Thursday. He said:</p>
<blockquote><p>We are left with one month’s supply of wheat in the country. We are talking to the RBZ so that wheat stuck in Mozambique can be delivered to millers.</p>
<p>But at the moment, there are no bread shortages as we still have one month’s supply.</p></blockquote>
<p>Dzomba revealed that his organisation has agreed with retailers against hiking prices of its products. He continued:</p>
<blockquote><p>GMAZ agreed with retailers on a self-regulation model and we are officially dispatching price monitoring teams countrywide to ascertain if the retailers are sticking to the recommended pricing model.</p>
<p>If there are realistic prices for basic commodities, it ensures minimum interference from government.</p></blockquote>

<p>The Grain Millers Association of Zimbabwe (GMAZ) has increased its recommended prices with effect from 01 June 2019. In a letter to its members GMAZ laid out the news prices:</p>

FULL TEXT: MIllers Association Increases Prices Of Mealie Meal, Flour, Salt & Rice

<p>Grain Millers say that they want to maintain the current regime where the 10 per cent mark-up retail price on mealie meal is 10 per cent.</p>
<p>They also rejected selling their products in foreign currency, as has become the norm with some businesses and government departments.</p>
<p>Speaking at a joint meeting with retailers and wholesalers in Bulawayo on Thursday, Grain Millers’ Association of Zimbabwe (GMAZ) president Tafadzwa Musarara said:</p>
<blockquote><p>We have to work together. We came up with a Memorandum of Understanding where we agreed that from time immemorial, the margins for salt has been 10 per cent and in our case, it should be 10 per cent plus two per cent intermediary tax plus 1 per cent bank charges.</p>
<p>The margin for-mealie meal was 10 per cent, plus two per cent (intermediary tax), and 1 per cent (bank charges), rice has been a maximum of 20 per cent inclusive of the two per cent (intermediary tax) and 1 per cent bank charges, self-raising flour has been 20 per cent inclusive of two per cent intermediary tax and one per cent bank charges, the same with sugar beans.</p></blockquote>
<p>Musarara revealed that starting on Monday next week, GMAZ will send price monitors across the country to make sure that retailers adhere to the maximum mark-up of 10 per cent.<span class="Apple-converted-space"> </span></p>

Grain Millers Against Price Hikes & Selling Goods In Forex

<p>The Grain Millers Association of Zimbabwe (GMAZ), said that its members are struggling to access foreign currency on the interbank market forcing then to rely on the black market.</p>
<p>GMAZ general manager Lynette Veremu said that because of these developments, coupled with the government’s decision to increase wheat and maize producer prices, there will be a price hike for grain products. Said Veremu:</p>
<blockquote><p>The manufactures of packaging, which includes the government-owned Tregers are now demanding payment in foreign currency.</p>
<p>It is difficult if not impossible for millers to obtain the foreign currency on the interbank market for such a local transaction and consequently millers are now resorting to parallel market which has a premium rate currently at 1:8.</p>
<p>The milling industry is yet to adjust its prices as discussions with the Industry Ministry are being concluded.</p>
<p>New prices, indicating the maximum recommended retail prices, will be published in all major newspapers nationwide shortly. Our monitoring teams will be in the field to promote adherence.</p></blockquote>
<p>Veremu added that locally-produced wheat has been exhausted, meaning that millers are importing all the wheat required.</p>
<p>She called upon the government to consult widely with stakeholders before announcing new policies to avoid blaming business for price increases.</p>

Grain Millers Say Mealie Meal Price Hike Is Inevitable

<p>The Grain Millers’ Association of Zimbabwe (GMAZ) said that the sharp increase in the price of a standard loaf of bread was triggered by the government’s decision to raise producer prices for major cash crops.</p>
<p>Bakers were forced to hike the price of bread from $2.00 up to $3.50 by GMAZ’s decision to raise the price of flour by 50 per cent as well as the fall in the value of the RTGS dollar on the alternative market.</p>
<p>In a letter addressed to the Industry and Commerce Ministry on Tuesday, GMAZ chairperson Tafadzwa Musarara said:</p>
<blockquote><p>We welcome the recently-announced wheat and maize prices and marvel the government effort in balancing viable producer prices and affordable subsidy level.</p>
<p>Consequently, we wish to advise that the following maximum recommended prices of maize meal and bakers flour shall apply effective Monday, April 15, 2019.</p>
<p>Ten-kilogramme roller meal at ZWL$10,50 at a recommended retail price of ZW$11,85 and 50kg bakers flour at ZWL$83.</p></blockquote>
<p>However, the surge in prices has not been limited to grain products. Prices of goods increased across the board.</p>
<p>Speaking to Newsday, a vendor from Mabvuku had this to say:</p>
<blockquote><p>I was surprised in the morning when I went to buy bread only to discover that it had gone up by more than a dollar to ZWL$3,50.</p>
<p>I had thought that things were going to be fine, but it has turned out otherwise. I am calling on the government to address this situation because we are suffering.</p></blockquote>
<p>An economist, Brains Muchemwa said that the rise in the price of bread was inevitable as the product had been subsided by the government for many years. Said Muchemwa:</p>
<blockquote><p>The price of bread has for many years been subsidised by the government. The advent of austerity measures and the partial liberalisation of the exchange rate has opened up cost structures across the whole economic spectrum, including the bakeries industry.</p>
<p>It was inevitable that the general price levels would rise, and should rise further until the economy corrects the imbalance that exists between huge RTGS dollar balances that were being created over the last four years without tangible productivity on the domestic economy.</p></blockquote>
<p>Meanwhile, the government has since pleaded with bakers to reverse the bread price hike, to allow for consultations to take place.</p>

<p>The government recently announced new producer prices for grains and other crops.</p>
<p>Addressing the media on the sidelines of a meeting with Southern Region Millers in Bulawayo GMAZ chairman Tafadzwa Musarara said:</p>
<blockquote><p>There is going to be an increase, we can’t stomach 70%. Today’s meeting was to discuss the next maize meal prices.</p>
<p>We have agreed on the new prices and when we are going to increase it, but we cannot announce it to you before we inform the government about it.</p>
<p>South America gives us maize. We think South America is going to be our biggest source of maize coming this season. We are not quite sure of how much they will be able to export to us given the disturbances in Venezuela.</p>
<p>However, our first priority is the region so I will be leading a delegation to Zambia and South Africa to see how much maize we can get in the region. If there is any excess required then we will approach the Southern Americans.</p></blockquote>

Mealie Meal Price Hike Inevitable - Grain Millers

<p>The Grain Millers Association of Zimbabwe (GMAZ) says Zimbabwe is left with less than 30 days wheat supply.</p>
<p>GMAZ chairperson Tafadzwa Musarara called upon the Reserve Bank of Zimbabwe to quickly avail foreign currency before the situation gets worse.</p>
<p>Speaking to reporters soon after the GMAZ northern region meeting on Wednesday, Musarara said:</p>
<blockquote><p>On the wheat side, all milling companies have less than 30 days’ supply left. Hence we are calling on the Reserve Bank of Zimbabwe to quickly avail the much needed foreign currency before the situation worsens.</p></blockquote>
<p>Musarara also revealed that the price of mealie-meal is et to go up in response to the newly gazetted producer prices. He said:</p>
<blockquote><p>As you are aware, the government recently gazetted new prices that will be paid to farmers. The increase is by about 70 per cent and as millers, we cannot absorb the costs. So we have consulted our members and agreed on a new price structure.</p>
<p>However, we will be withholding the announcement on when the new price structure will be effected until we have consulted the government but we definitely can’t absorb the new producer prices.</p></blockquote>

Zimbabwe Has Less Than 30 Days Wheat Supply - Grain Millers

<p>Commercial wheat farmers are failing to access foreign currency from the interbank market needed for the upcoming winter season. Wheat farmers urgently require US$12 million for the 2019 season.</p>
<p>This was revealed by growers’ coordinator Graham Murdoch while addressing delegates at the Grain Millers Association of Zimbabwe (GMAZ) extraordinary meeting on Friday. Said Murdoch:</p>
<blockquote><p>Although we have secured the majority of the inputs required for the winter planting season which begins early next week, it is important to highlight that at this point in time we have not been able to secure foreign currency through the interbank system.</p>
<p>… We have also approached the relevant authorities on the matter and they have given us assurances that they are working on it.</p></blockquote>
<p>National Foods chief executive Michael Lashbrook revealed that the country’s wheat stocks will last only one month. He also warned that if foreign currency is not availed, flour will soon run out.</p>

Wheat Farmers Struggling To Access Forex On The Interbank Market

<p>A senior Grain Millers Association of Zimbabwe (GMAZ) official, Ringson Chitsiko, has revealed that the country is left with just seven months supply of grain.</p>
<p>Addressing stakeholders at a GMAZ extraordinary meeting on drought assessment Friday, Chitsiko said:</p>
<blockquote><p>It is not a secret that we probably have up to seven months supply of grain including the strategic grain reserve but you know that as a country we always want to be in a surplus position so that with or without a favorable season.</p>
<p>Our situation with regards to the grain situation must always be positive.</p></blockquote>
<p>MDC president Nelson Chamisa told former Nigerian President Olusegun Obasanjo that at least 7 million people are in need of food aid. Said Chamisa:</p>
<blockquote><p>President (Olusegun) Obasanjo, there is a programme in this country called Command Agriculture. It is meant to feed the people but the government has asked the international community to help feed at least seven million people.</p>
<p>Last year they claimed they have so much grain they were struggling for space but the same government now is crying out for help.</p></blockquote>
<p>Obasanjo was in the country to attend the launch of a book co-written by MDC deputy national chairman Tendai Biti, “Democracy Works”.</p>

Zim Left With Only 7 Months Supply Of Grain

<p>Reports indicate that about 100 truckloads of Zimbabwe’s wheat imports are stuck in Beira after Cyclone Idai damaged infrastructure and made most roads untraffickable.</p>
<p>This was revealed by Chairperson of the Grain Millers Association of Zimbabwe (GMAZ) Tafadzwa Musarara when he appeared before the Parliamentary Portfolio Committee on Lands and Agriculture. Said Musarara:</p>
<blockquote><p>I thought the purpose of the committee meeting was for me to give an update on the wheat situation as we are in another drought period.</p>
<p>Logistics wise, Beira is currently inaccessible with close to 100 trucks of wheat that are supposed to come to Zimbabwe stuck there. The wheat is now wet and we thought we were going to share this with the committee.</p>
<p>However, there is a ship with our wheat which will be docking in Maputo and the load will go through Chiqualaquala via Rutenga and then come to Harare.</p></blockquote>

100 Zim-bound Truckloads Of Wheat Stuck At Beira

<p>The Grain Millers Association of Zimbabwe (GMAZ), has written to the Competition and Tariff Commission (CTC) asking for permission to be allowed to set the prices of the goods that they produce.</p>
<p>GMAZ chairperson Tafadzwa Musarara said that if they are given the approval, the move will be in the best interests of consumers. Musarara said:</p>
<blockquote><p>The impact of the pricing of our products to the national inflation basket computation is significant, as they are necessities that every citizen has an inalienable constitutional right to their access and consumption.</p>
<p>The absence of a collective price review (mechanisms) will result in unrestrained price hikes, the creation of serious and severe inflationary pressures, food insecurity and<br/>
subsequently, social unrest.</p>
<p>The government makes subsidy interventions to stabilise the prices of maize meal and flour (by extension bread). In order to ensure that these subsidies benefit end consumers, it is imperative that the manufacturers collectively review their cost drivers and align their margins so that the final retail prices are not subjected to the vices of profiteering, especially in times of scarcity.</p></blockquote>

Grain Millers Apply For Approval To Set Price Of Bread

<p>The Grain Millers Association Of Zimbabwe (GMAZ) has assured the nation that there is enough wheat for the coming months. There is no need to panic-buy as there will be enough bread during the festive season. GMAZ chairman Tafadzwa Musarara said</p>
<blockquote><p>For the past six months or so, despite delays, we just want to acknowledge that the Reserve Bank of Zimbabwe is indeed making payments towards the importation of our wheat. We have come up with an arrangement to aggregate our requirements, we buy as one and then share according to the amount each member would have paid.</p>
<p>The market remains stable, the supply situation remains stable. Everyone has benefited from the Command Wheat and the arrangement that we have in getting wheat as an association does not bar any of us to make separate or independent purchasing arrangements, but everyone who is in the milling industry has benefited from the wheat that we have imported as GMAZ.</p>
<p>We are expecting a ship that is arriving next week. We had a ship that docked last month and all milling companies have got wheat from that ship which we bought using bond and RTGS. All milling companies have got that wheat as well as last year’s wheat… There are 130 000 tonnes of wheat just recently harvested so we can’t talk about a shortage.</p></blockquote>
