President Emmerson Mnangagwa has handed over the Doctorate for the late former Minister of Transport and Infrastructural Development Dr Joel Biggie Matiza to his family on Thursday morning at State House.
Matiza had obtained a Doctorate in Business Administration (DBA) from the Binary University of Management and Entrepreneurship, Malaysia, in collaboration with Chinhoyi University of Technology on December 15 last year.
Matiza’s wife, Lilian received the Doctorate on behalf of the family. President Mnangagwa described the late Dr Matiza as an intelligent man.
Matiza’s sons, Joel and Joseph and the Charge d’affairs of the Malaysian embassy in Zimbabwe Ms Tan Tsiu Yinn, also attended the ceremony.
Matiza died from COVID-19 on 22 January 2021, during the second wave of the pandemic in Zimbabwe.
His death came just two after fellow Minister Sibusiso Moyo had succumbed to the coronavirus.
Matiza was hospitalised a week before he died. He became the 4th minister to succumb to the respiratory illness.
The other two are Perrance Shiri (Agriculture) and Ellen Gwaradzimba ( Provincial Affairs and Devolution for Manicaland).

The late former prisons boss Paradzayi Zimondi and the late Minister of Transport Joel Biggie Matiza who succumbed to COVID-19 on Friday have been declared national heroes, ZBC News reports.
The development was reportedly communicated by Defense Minister Oppah Muchinguri who told the deceased’s families that the 2 have been conferred with a hero status according to ZBC which stated that:

Zimondi, Matiza Declared National Heroes

Transport and Infrastructure Development Minister and ZANU PF Mashonaland East Provincial Chairperson <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza" rel="noopener noreferrer" target="_blank">Joel Biggie Matiza</a> has died.
Matiza succumbed to COVID-19 this Friday, aged 60.
Permanent secretary in the Ministry of Information, Publicity and Broadcasting Services Nick Mangwana said that Matiza had been in hospital since last week.
He died this evening, hours after the demise of former Education minister and historian Aeneas Chigwedere due to the respiratory disease
Matiza becomes the third cabinet minister to succumb to the respiratory illness since July last year.
Foreign Affairs and International Trade Minister, Retired Lieutenant General Sibusiso Busi Moyo died of COVID-19 on Wednesday.
Meanwhile, Ellen Gwaradzimba, who was the minister of provincial affairs for Manicaland also succumbed to the viral disease on Friday last week and was buried at the National Heroes Acre yesterday.
Lands and agriculture minister Perrance Shiri, a former Air Force of Zimbabwe commander, was the first minister to succumb to COVID-19. Shiri died in July last year.
Matiza was one of the high ranking government officials who attended Information Minister Monica Mutsvangwa’s 60th birthday celebrations which were held in violation of COVID-19 regulations.

Critics dubbed the event a coronavirus superspreader but Mutsvangwa was quick to defend the bash then saying it was a private affair. She was quoted saying:
<blockquote>That was obviously a very personal dinner, a small gathering where a few friends were just there for dinner.
All controls were put in place including a walk-in booth for disinfecting. We are much concerned about reducing and containing the spread of this disease.</blockquote>
However, pictures from the event show there was no social distancing at the party while none of the guests wore the mandatory face masks in public gatherings.

Transport Minister Joel Biggie Matiza Succumbs To COVID-19

Zimbabwe’s Home Affairs minister, Kazembe Kazembe, Wednesday announced that festive season parties are prohibited in the wake of the coronavirus pandemic.
He made the remarks while officially launching the 2020 Festive Season Awareness Campaign at a joint press conference where he urged citizens to mark this year’s holidays responsibly to avoid loss of lives. He said:
<blockquote>We are not yet out of the Covid-19 woes but the country is in the second wave of the virus. Parties will not be permissible during the festive season.
However, weddings will be allowed but still with limited numbers. Police will be out in full force to enforce Covid-19 regulations and to make sure that they are being followed.</blockquote>
Meanwhile, Transport Minister, Joel Biggie Matiza warned motorists who are not registered with the Zimbabwe United Passenger Company (ZUPCO) from ferrying passengers saying there will be consequences. He warned:
<blockquote>All the motorists including kombis ferrying people without being registered with ZUPCO, you have been warned.
Police and VID will be on the roads with roadblocks 24/7 to make sure that no mistake is made including checking if vehicle papers are up to date and if the vehicle parts are functioning well.</blockquote>
This year’s festive holidays will be different considering the coronavirus regulations which regulate how the public gathers and the number allowed to assemble.
Moreover, it will be difficult to travel as ZUPCO buses and commuter omnibuses are already overwhelmed by the demand.

"Christmas Parties Won't Be Permissible" - Govt

The Minister of Transport and Infrastructural Development, Joel Biggie Matiza, has through Statutory Instrument 295 of 2020 announced a review of drivers’ licences and other issues governing motorists. Reads the SI:
<blockquote>IT is hereby notified that the Minister of Transport and Infrastructural Development has, in terms of section 81 of the Road Traffic Act [Chapter 13:11], made the following regulations:—
1. These regulations may be cited as the Road Traffic (Licensing of Drivers) (Amendment) Regulations, 2019 (No. 33).
2. Section 12 of the Road Traffic (Licensing of Drivers) Regulations, 1977, published in Rhodesia Government Notice No. 240 of 1997, is hereby repealed and substituted with the following—
“Prescribed fees
12. (1) A person applying in terms of section 8(2)(b) or (3) of the Act to an issuing officer for a tractor driver’s permit or duplicate tractor driver’s permit shall transmit with his or her application a fee of four hundred Zimbabwean dollars (ZWL$400,00).
(2) The fee to be remitted to the Registrar by a farmer or miner or his or her manager or a registering officer in terms of section 8(5) of the Act, shall be a fee of four hundred Zimbabwean dollars (ZWL$400,00).
(3) A person applying in terms of section 9(1) of the Act to an examiner for a learner’s licence shall transmit with his or her application a fee of one thousand Zimbabwean dollars (ZWL$1 000,00) for testing the applicant.
(4) A person applying in terms of section 10(1) of the Act to an examiner for a Certificate of Competency shall transmit—
(a) with his or her application a fee for testing the applicant in respect of a Certificate of Competency for—
(i) class 3 or 4 vehicles of one thousand seven hundred Zimbabwean dollars (ZWL$1 700,00);
(ii) class 1, class 2 or class 5 vehicles a fee of two thousand one hundred Zimbabwean dollars
(ZWL$2 100,00);
(b) upon the successful completion of the test, a fee of one thousand two hundred Zimbabwean dollars
(ZWL$1 200,00).
(5) A person applying in terms of section 14(1) of the Act to the Registrar shall transmit with his or her application for—
(a) a duplicate learner’s licence, a fee of one thousand two hundred Zimbabwean dollars (ZWL$1 200,00);
(b) an international driver’s permit, a fee of eight thousand three hundred Zimbabwean dollars (ZWL$8 300,00);
(c) search fees, a fee of four hundred Zimbabwean dollars (ZWL$400,00).
(6) An examiner receiving a fee referred to in subsection (3) or (4) shall issue to the applicant a receipt in form R.T.L.D. 8.
(7) A person applying in terms of section 19(1) of the Act to the Registrar for a driver’s licence shall transmit with his or her application, a fee of eight thousand three hundred Zimbabwean dollars (ZWL$8 300,00).”.
3. The Road Traffic (Licensing of Drivers) (Amendment) Regulations, 2019 (No. 32), published in Statutory Instrument 173 of 2019, are repealed.</blockquote>

Transport Minister Reviews Drivers' Licence Fees

The Zimbabwe National Roads Administration (Zinara) says it is now accepting US dollars and prepaid vouchers to ease congestion at tollgates during the festive season.
Speaking at a media briefing in Harare this Thursday, Transport and Infrastructural Development Minister, Hon Joel Biggie Matiza, said the move was a short term measure.
Motorists have been using the local currency, and electronic money – bank cards and mobile money.

WATCH: Transport Minister Matiza In Road Accident

The government has released an undisclosed amount of money towards the dualisation of the Harare-Bulawayo road, ZBC News reports.
The publication further reports that the funds are part of the ZWL$18 billion Covid-19 stimulus package which the government had pledged to disburse.
Commenting on the development, Transport and Infrastructural Development Minister Honourable Joel Biggie Matiza said the development shows that reliance on foreign contractors to develop the country’s infrastructure is unnecessary. He added:
<blockquote>These roadworks are being done by the local manpower in the Department of Roads which shows that there is extra capacity to do these roadworks. Local contractors are doing the Harare Beitbridge highway so this shows you that both Government and the private companies are capable of working together to develop the entire road network.</blockquote>
Project Overseer Engineer Martha Ndoro said they target to complete at least 8 kilometres of this highway before rains start.
Roadworks are also underway along the Harare-Beitbridge highway whose rehabilitation works are being undertaken by five local companies.
Several road projects have for long been on cards, including the dualisation of the Harare – Nyamapanda highway and Beitbridge – Bulawayo and Bulawayo – Victoria Falls highways.

Govt Releases Funds For Harare-Bulawayo Rd Dualisation

Zanu PF Women’s League from Mashonaland East on Friday reportedly held a highly charged secretive election and the provincial chairlady Nyarai Tsvuura was reportedly replaced by her deputy Lyn Gororo, The Standard.
According to a source that spoke to the publication:
<blockquote>They are saying Tsvuura was co-opted, hence the need for elections. It is confusing as she was reinstated by the politburo a few months ago, but today we are being instructed to conduct elections.
We are not sure whether it is a politburo directive as well. Tsvuura attended the meeting but she didn’t contest resulting in her deputy Lyn Gororo taking over.
We have some members who were co-opted into positions and we do not know when the elections for them will be held.</blockquote>
Tsvuura who at one point was suspended from the Zanu PF Women’s league for trumped-up charges which according to the publication includes gossiping was reinstated recently following Joe Biggie Matiza’s intervention. The Zanu PF Women’s league was also restricting her from accessing the party vehicle assigned to her.
When contacted for comment Matiza said he was aware of the meeting and said:
<blockquote>I am aware that they held a meeting in Marondera to discuss issues concerning them. However, I am yet to receive the report on what transpired on the day. The women’s league has the power to solve burning issues if need arises but like I said, I am ye to be apprised.</blockquote>

Mashonaland East Zanu PF Women’s League Holds A “Secretive” Election

The outgoing National Railway of Zimbabwe General Manager and 3 other directors are reportedly demanding hefty exit packages from the parastatal, the Chronicle reports.
Engineer Lewis Mukwada ( General Manager) Mr Misheck Matanhire (director corporate services), Mr Samson Bhuza (director operations) and Mr Elector Mafunga (director marketing) were relieved of their duties after the Transport minister Joel Biggie Matiza ordered the board to restructure the parastatal.
The quartet is reportedly demanding US $80 000 each and a Prado V8 for Mukwada and 3 Fortuners for the other 3 directors.
NRZ employees are reportedly fuming over the packages demands, one employee spoke to the publication and said:
<blockquote>As shopfloor workers within NRZ, we are saying these guys should not even leave with anything. They destroyed the NRZ and some of them have worked for over two decades but haven’t done anything worth their stay at NRZ.
We hear that they want to be given hefty exit packages of US$80 000 each or an equivalent of that amount in local currency. This is in addition to top of the range vehicles they bought themselves sometime this year.</blockquote>
Another NRZ Employee also said:
<blockquote>Most of our customers are complaining that we have got over 200 wagons grounded at NRZ stations dotted across the country and yet over US$300 000 that was sourced to repair the locomotives was diverted to buying the cars and its actually being selfish</blockquote>
When contacted for comment, NZR Public Relations Manager Nyasha Mataranyika said:
<blockquote>This is a policy issue to be determined by Government through the Ministry of Transport and Infrastructural Development as well as the Office of the President and Cabinet.
I am sure the Government will definitely not do things that will cripple NRZ because the shareholder’s thrust is to revive NRZ. We believe that it is in the hands of the ministry and the board. Remember there are laws, regulations and procedures to follow.
We believe the shareholder will do what would make NRZ tick and also if these people have worked to satisfaction, definitely Government will be obliged to ensure they are given exit packages that are in tandem with their contracts.</blockquote>

Outgoing NRZ General Manager, 3 Other Directors Demanding Hefty Exit Packages  - Report

The minister of Transport and Infrastructural Development Joel Biggie Matiza on Friday announced a new National Handling Services (NHS) board which he said was confident will contribute significantly to NHS.
The new board starts work this Monday taking over from the outgoing one that was appointed in 2012.
The board will be chaired by Mr Franklin Mukarakate founder and executive chairman of Corner Stone Group Africa, an investment company. Other board members are:

<li>Mr Gideon Mukorombindo,</li>
<li>Ms Lynn Mukonoweshuro,</li>
<li>Mr Christopher Dube and</li>
<li>Mr Douglas Khoza.</li>
</ol>

ZBC News reports that Mukarakate has vast experience in corporate governance, having served in organisations such as Air Zimbabwe and the Infrastructure Development Bank of Zimbabwe (IDBZ).

Transport Minister Announces New National Handling Services Board 

NRZ has announced it will bring back the passenger train soon, to help commuters that are having problems commuting since public transport is banned because of the lockdown, the Chronicle reports.
This was revealed by Transport minister Cde Joel Biggie Matiza while briefing journalists in Bulawayo when he said:
<blockquote>There is a lot that needs to be done in terms of ensuring that the trains are safe and that issues such as social distancing are implemented in our trains. That is why services were temporarily suspended. However, the trains are coming back and commuters will be relieved soon</blockquote>
Matiza also said they were aware of the transport crisis and were working hard to resolve the problem:

Passenger Train Coming Back Soon - NRZ

The government has announced it will extend provisional driver’s license’s mandatory 12 months before expiry with more months to compensate for the time student drivers could not utilise the provisional licenses during the COVID-19 lockdown, New Zimbabwe reports.
This was revealed by the transport minister Joel Biggie Matiza in an interview with the publication when he said:
<blockquote>People should not worry about their expired learners’ licences because the Vehicle Inspection Department will resume its services soon and they will be able to get their licences.
Those whom their licences expired during the lockdown period when the VID was out of office will be given a grace period of as many months as the lockdown took.</blockquote>
A provisional license is valid for 12 months and the country went into lockdown in March 2020 and some learner’s licenses expired during that time and the VID could not issue out licenses which means other leaners were not able to apply for driver’s licenses.

Govt Promises Provisional Drivers' Licence Holders More Time

American Company Railnet, which recently announced its <a href="https://news.pindula.co.zw/2020/03/10/railnet-plans-to-invest-11-billion-in-speed-trains-linking-zimbabwe-zambia-and-mozambique/">plans to construct a railway</a> joining Zimbabwe, Zambia and Mozambique and introduce speed trains to service the tri-states is yet to approach Zimbabwe, The Herald Reports.
This was revealed by the ministry of transport <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza">Joel Biggie Matiza</a> who spoke to the publication and said:
<blockquote>We have heard about that project but they have not yet come to us officially. We cannot say much at the moment until we have some discussions with them</blockquote>
According to Reuters, Railnet has started feasibility studies in Zambia after approaching the Zambian government about the deal.

The Transport ministry has appointed a transactional advisor to examine all business deals signed by the roads administrator, <a href="https://www.pindula.co.zw/ZINARA">ZINARA</a>, The Herald reports.
The appointment was confirmed by transport minister <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza">Joel Biggie Matiza</a> who said:

A picture circulating on social media has shown a huge contrast between Zimbabwean roads and those of its neighbour, Botswana.
The picture shows that as soon as one enters into Zimbabwe from the Botswana side, through Kazungula border post, they are welcomed by a potholes infested road.

The $153 Million expansion of the RGM Airport is progressing well, The Sunday Mail reports. The project that was contracted to a Chinese Company is reportedly 22% complete and the govt is said to be impressed by the progress.
Transport Minister <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza">Joel Biggie Matiza</a> spoke about the upgrade and said:
<blockquote>In August last year we started the upgrade of Robert Mugabe International Airport because it is the one that facilitates the movement of goods and persons tourists and investors among others. We were given a total 36 months to finish this project and so far we have covered the first year. To date we are on 22 percent and I can safely say that the project is running smoothly and we can surely meet the deadline.
They started by levelling the VVIP side. That side (the VVIP) will have two bridges for passengers and this means there will be no disturbances when travellers come in. After finishing the VVIP side, they will then move to the other side. A lot of work is taking place there. The car park is also being improved</blockquote>

RGM Airport Upgrade On Course

Six people have died on the spot after a commuter omnibus and a haulage truck collided this morning along Beitbridge road in Mwenezi.
ZBC News reports that the accident happened at Sosonye Bridge, 174 km peg along Beitbridge road.
Mwenezi District Development Coordinator, Mrs Rosemary Chingwe confirmed the accident adding that bodies of the diseased have been taken to Neshuro Hospital.
The Harare-Beitbridge highway which is in a poor state has recorded several accidents which claimed many lives.
Authorities have been postponing the rehabilitation of the road citing lack of financial legroom.
Recently, the Minister of Transport, Joel Biggie Matiza <a href="https://news.pindula.co.zw/2019/10/29/rehabilitation-of-beitbridge-harare-highway-commences/">announced that the rehabilitation of the road was now underway</a> after reaching an agreement with local contractors.

Six People Perish In Horrific Road Accident

The ruling ZANU PF party says its preparations for the forthcoming annual conference are 95 per cent complete.
Mashonaland East provincial chairperson <a href="https://www.pindula.co.zw/Joel_Biggie_Matiza" rel="noopener noreferrer" target="_blank">Joel Biggie Matiza</a> said that after the crushing victory over the MDC Alliance in a by-election held in Hwedza last weekend, the party was now focused on its indaba. He said:
<blockquote>We are past the election mode as we redirect our energy towards preparations for the annual conference to be held next month.
We are 95% through with the final preparations and on Wednesday (tomorrow), Rooneys will be on site to deal with the issue of pegging tents among other facilities.</blockquote>
ZANU PF will hold its annual conference at <a href="https://www.pindula.co.zw/Goromonzi_High_School" rel="noopener noreferrer" target="_blank">Goromonzi High School</a> in Mashonaland East province.
The venue has been changed twice as it was initially set to for Murape Secondary School, then later at <a href="https://www.pindula.co.zw/Mandedza_High_School" rel="noopener noreferrer" target="_blank">Mandedza High School</a>, both in Seke District.

ZANU PF Focuses On Conference Preparations

Zanu PF Mashonaland East leadership has said that the party’s candidate, Shorai Manjeya will certainly win the Wedza Rural District Council Ward 4 by-election set for this Saturday.
Speaking at a rally to mobilise support, one of the province’s leadership who is also a ZANU PF politburo member, led by Politburo, Dr Sydney Sekeramayi said:
<blockquote>Our candidate has already won, the elections are just a formality as evidenced by the high numbers of people attending this rally.</blockquote>
His remarks were echoed by Mashonaland East Chairman, Joel Biggie Matiza who assured the party of victory.
Meanwhile, analysts have been telling the opposition MDC to up its game for it to win in the rural areas which have been ZANU PF’s hunting grounds.

"Our Candidate Has Already Won," ZANU PF Speaks Ahead Of By-Election

The feasibility studies on the second phase of the Kazungula one-stop border post have started after the leaders of Botswana and Zambia agreed to include Zimbabwe into the project.
This was revealed by Transport and Infrastructure Development Minister Joel Biggie Matiza in a recent interview with The Sunday Mail. He said:
<blockquote>There was a technical team from the Ministry (of Transport and Infrastructure Development) which went to look at the integration of Zimbabwe into the existing program.
Then the Heads of States (of Botswana and Zambia) agreed that the two nations incorporate Zimbabwe into the project. After that, a feasibility study had to be carried out. That is what is in the process of being completed.
When we were brought into the programme. There was then need for a relook at the design so that it can include all the stakeholders.
They have already started so we want to quickly get this program done as soon as possible. Costs are going to be apportioned equally.</blockquote>
Under the project, a 900-metre long bridge is expected to be constructed at a cost of US$253 and set for completion next year.
When completed, the project is expected to boost trade and economic activities in the Southern African Development Community (SADC) region.

Zim Incorporated Into The Kazungula One-stop Border Post Project

ZANU PF youths reportedly confronted the party’s Mashonaland East chairperson, Joel Biggie Matiza, over the deteriorating economic situation and warned of social breakdown and chaos if the challenges are not urgently addressed.
Matiza met the ZANU PF youths who were drawn from Marondera Central, West and East at the party’s provincial offices in the town. One of the youths, who was visibly angry said:
<blockquote>We are having a torrid time explaining in areas where we live on how the Zanu PF government is going to address the economic crisis and we have no clue on how to.
Things are getting worse and there is no solution in sight. There is a possibility of violence if this issue is not urgently resolved.</blockquote>
In his address to the restive youths, Matiza, who is the Minister of Transport and Infrastructure Development, said:
<blockquote>President Emmerson Mnangagwa has not rested since he took office and is determined to restore the country’s socio-economic stability.
The price increases are just a passing phase, which will soon come to pass as many initiatives are being put in place to increase production.</blockquote>

ZANU PF Youths Challenge Own Minister Over Economic Meltdown

Diaspora Infrastructure Development Group (DIDG) has dismissed as false and misleading remarks by Transport minister, Joel Biggie Matiza that the US$400 million NRZ recapitalisation project was slow owing to the group’s lack of money.
The project which is between the National Railways of Zimbabwe (NRZ) and South African rail, port, and pipeline utility, Transnet, and its partner the Diaspora Infrastructure Development Group (DIDG) was publicly commissioned by President Emmerson Mnangagwa last year.
Responding to allegations that the group had no money, the DIDG said that It has obtained term sheets from leading South African, Zimbabwean, and Kenyan banks which are ready to provide close to US$1 billion to fund the project.
DIDG also said that it gave the Transport minister proof of funding during a stakeholders’ meeting on October 1, 2018. The minister, however, has argued that the term sheets are not binding. Meanwhile, DIDG insists that binding agreements setting forth the basic terms and conditions under which funding will be made will only be issued upon completion and signing of all the outstanding agreements for the project.
The group further argues that Mataiza and his colleagues, transaction and legal advisers are responsible for the prolonged negotiations.  There have been reports suggesting that Matiza and other officials no longer want the project in its current form.

Zanu PF offices at Mutoko centre were last week encircled by a group of angry war veterans who were protesting against local party leadership for sowing discord.

Zanu PF Mashonaland East provincial secretary for administration Kudzai Majuru confirmed the report but could not disclose more details.
A ZANU PF source who spoke to the NewsDay said:
<blockquote>Last week, a group of war veterans besieged the party offices and locked the main entrance, accusing local party leaders of bringing discord within the party as well as running parallel structures. The war veterans also accused some Zanu PF leaders in Mutoko of harassing the district administrator and other civil servants.
The war veterans had to re-open the offices following the intervention of party bigwigs at a no-holds barred meeting on Thursday. The outcome of the meeting and recommendations will be sent to provincial chairperson (Joel Biggie) Matiza. A lot is needed to be done in Mutoko for Zanu PF is in shambles.</blockquote>

Angry War Veterans Encircle ZANU PF Offices

Transport and Infrastructural Development minister Joel Biggie Matiza has promised that heads will roll at the Zimbabwe National Road Administration (ZINARA) following allegations of corruption involving senior management.
While appearing before the parliamentary portfolio committee on Public Accounts on Monday, Minister Matiza revealed that the police has been called to investigate the alleged misuse of funds. Said Matiza:
<blockquote>I have called in the police to investigate all the financial transactions at Zinara and this is what is happening and we shall be seeing action as we are seized with the matter. Heads are going to be rolling soon.</blockquote>
ZINARA management has been accused of abusing funds by awarding themselves obscene perks and benefits from funds collected from toll gates across the country.
Among other things, the Tendai Biti-chaired Parliamentary Committee noted that 10 tollgates under construction had taken long to be completed despite substantial investment amounting to $1 700 000 having been made towards the projects.
Construction on the 10 tollgates commenced in April 2014 and was supposed to be completed in December 2016.
Veteran journalist, Brezhnev Malaba said in a tweet:

Heads Are Going To Be Rolling Soon At ZINARA - Transport Minister

Reports indicate that the government will raise toll gate fees in the next few weeks due to the sharp increases in the price of road construction equipment and materials.
The Standard on Sunday quotes Transport and Infrastructure Development Minister Joel Biggie Matiza as saying:
<blockquote>Definitely, the government is planning to increase tollgate fees soon. We don’t have the figures yet because we need to do consultations with various stakeholders, and once we have done that, then the increase will be announced.
The money collected will go towards the road fund, and the increase is imperative because the prices of materials used for roads have increased, and even the price of bread is far much more than tollgate fees.</blockquote>
Tollgate fees are currently $2 for small vehicles, $3 for minibuses, $4 for buses, $5 for heavy vehicles and $10 for horse and trailer trucks.

Govt To Raise Toll Gate Fees Soon

Joel Biggie Matiza, minister of Transport and Infrastructural Development says at least 215 drums of bitumen meant for the dualisation of a 10-kilometre stretch along Harare-Beitbridge highway were stolen at a road construction site in Chivhu last week. It is reported that inestigations on the matter are already underway.
Matiza expressed concern over the theft considering that thefts of a similar nature had also occurred in the past in Hwedza and Gweru. The minister fumed:
<blockquote>I can confirm that 215 drums of bitumen worth RTGS$4 million were stolen in Chivhu last week.
The bitumen was part of a consignment meant to tar the 10km stretch which is part of the dualisation of the Harare-Beitbridge highway being undertaken by the Ministry in Chivhu. The manner in which the bitumen disappeared pointed to an organised gang of rogue workers bent on defrauding the Government. We are going to take stringent measures to decimate such racketeering and mafia activities.

The new dispensation inherited a system that was infested with warlords and safe havens meant to derail Government programmes through syphoning of resources meant for development.</blockquote>
In an endeavor to deal ruthlessly with corruption, Matiza said there are plans to institute an audit into the procurement and hiring of road equipment. The minister also indicated that the ministry would adopt tracking systems for all hired equipment.

Bitumen Meant For The Dualisation Of Harare-Beitbridge Highway Stolen

Minister of Transport and Infrastructural Development, Joel Biggie Matiza yesterday launched the Electronic Learner’s Licence System.
The system is expected to curtail corruption which is believed to be rampant at the Vehicle Inspection Department (VID).
