President Emmerson Mnangagwa appointed six non-constituency Ministers into his Cabinet, out of a possible seven from outside parliament. Some of the Ministers had lost their seats prior to the election.
In 2018, the non-constituency Ministers included individuals like Professor Mthuli Ncube (Finance), Professor Amon Murwira (Higher Education), <a href="https://www.pindula.co.zw/Kirsty_Coventry/">Kirsty Coventry</a> (Sports), Dr. <a href="https://www.pindula.co.zw/Obadiah_Moyo/">Obadiah Moyo</a> (Health), and <a href="https://www.pindula.co.zw/July_Moyo/">July Moyo</a> (Local Government).
The non-constituency Ministers for the period of 2023-2028 are Kirsty Coventry, Mangaliso Ndlovu, Mthuli Ncube, Ziyambi Ziyambi, Amon Murwira, and Anxious Masuka.

Mangaliso Ndlovu, former Tourism Minister, lost his seat as his previous constituency, Bulilima East, merged into a new constituency called Bulilima. The seat was won by Dingumuzi Phuti, who was the Member of Parliament for Bulilima West. However, Ndlovu has been given a new role. To accommodate him, President Mnangagwa split the old Ministry, appointing Barbara Rwodzi as the Minister of Tourism and Hospitality, while retaining Ndlovu as the Minister of Environment, Climate, and Wildlife. Tongai Mnangagwa, the President’s nephew and MP for Harare South, was named as Ndlovu’s deputy.
<h3><a href="https://www.pindula.co.zw/Anxious_Masuka/">Dr Anxious Masuka:</a></h3>
President Mnangagwa exempted Minister Anxious Masuka from constituency politics to focus on reviving the agriculture sector. Masuka and John Basera were recognised as top performers in the 2022 evaluation. Masuka will serve as a non-constituency legislator, according to Mnangagwa’s column in The Sunday Mail and Sunday News. He wrote:

I have released Minister Anxious Masuka from the distractions of constituency politics so his sole focus and sole politics relate to this one goal of transforming our agriculture for a food-secure Nation for all times.
He will be a non-constituency Member of Parliament, so he has enough time to live, think and dream of agriculture only. 
In 2022, Zimbabwe achieved a record wheat harvest as farmers delivered over 375 000 tonnes to the Grain Marketing Board (GMB).
Before last year’s output, the highest-ever wheat output since commercial production began in the 1960s was 325 000 tonnes realised in 1990.

<h3><a href="https://www.pindula.co.zw/Ziyambi_Ziyambi/">Ziyambi Ziyambi</a></h3>
Ziyambi Ziyambi was reappointed as the non-constituency Minister of Justice, Legal, and Parliamentary Affairs. Despite losing in the ZANU PF primary elections, attempts to save him through a rerun indicated his continued favour. Ziyambi’s history of pushing legislation to strengthen President Mnangagwa’s power is not surprising. He demonstrated his loyalty by criticizing observer reports. His deputy is lawyer Norbert Mazungunye, who won against <a href="https://www.pindula.co.zw/Fortune_Chasi/">Fortune Chasi</a> in the ZANU PF primaries.

Ncube retains the Ministry of Finance, now called Finance and Investment Promotion. He lost his constituency seat but was reappointed as a non-constituency Minister. Despite development initiatives, criticism remains for austerity measures, currency issues, and economic instability. Public scepticism lingers regarding his ability to address these concerns. Ncube’s experience and qualifications:
– Chief Economist and Vice President of the African Development Bank. 
– Expertise in finance, economics, investment, and public policy. 
– Entrepreneur and academic. 
– Professor at the University of Oxford, teaching economic development, public policy, and business in Africa. 
– HSBC Distinguished Professor of Banking and Financial Markets at the University of the Witwatersrand. 
– Founder and former CEO of Barbican Bank. 
– Lecturer in Finance at the London School of Economics. 
– Dean and Professor of Finance at Wits Business School. 
– Board member of the South African Financial Services Board. 
– Chairman of the National Small Business Advisory Council. 
– Chairman of the Board of the African Economic Research Consortium. 
– Minister of Finance and Investment Promotion in Zimbabwe since 2023.

Amon Murwira is another non-constituency Minister who was appointed by President Mnangagwa. He is an academic and was retained as Minister of Higher Education, Science, and Technology Development. He holds a PhD in Geo-Information Science and has expertise in GIS and Remote Sensing. Murwira worked as an ecologist in Zimbabwe’s Department of Natural Resources and is a Fellow of the Zimbabwe Academy of Sciences.

New Cabinet: President Mnangagwa's Non-Constituency Ministers

ZANU PF Matabeleland South provincial chairperson <a href="https://pindula.co.zw/Mangaliso_Ndlovu">Mangaliso Ndlovu</a> mocked the Nelson Chamisa-led opposition Citizens Coalition for Change (CCC) party and compared them to cockroaches, <a href="https://cite.org.zw/zanu-pf-mat-south-chair-mocks-ccc-labels-them-cockroaches/">reported CITE</a>.
Ndlovu made the remarks while welcoming President Emmerson Mnangagwa to the ZANU PF star rally on Saturday at Nyele Primary in Bulilima District.
He said ZANU PF was more organised than the CCC, whose candidate selection process resulted in dozens of members contesting as independents in protests over perceived unfairness.
Ndlovu, who is also the Environment, Climate, Tourism and Hospitality Industry Minister, publicly referred to the opposition party as “confused cockroaches.” He said:

Matabeleland South province is well organised, we don’t even have a single independent candidate here in ZANU PF while there are others who are confused.
We wonder if they are a Convention for Confused Cockroaches because what happened during nomination day shows you can’t give them a chance to lead a village, now what more if they are to lead a country?

Ndlovu said that Matabeleland South was under opposition control for 13 years, from 2000 to 2013, but they failed to make a difference in the province. He said:

We know how it is to be under opposition in various districts here in Matabeleland South.
Matabeleland South was fully liberated in 2013 and the development that has come under ZANU PF is astounding.
For the record, we challenge the opposition to say what it has done from 2002 to 2013 while we shall tell them that from 2013 to now, ZANU PF worked.
From 2018 to now, under Mnangagwa’s leadership, his works are evident.

Ndlovu urged voters in Matabeleland South to vote for ZANU PF in honour of the late nationalist, Joshua Mqabuko Nkomo of Matabeleland South who died on July 1, in 1999.

ZANU PF Official Mocks CCC, Labels Them Convention For Confused Cockroaches

Zimbabwe’s Environment, Climate, Tourism and Hospitality Industry Minister, Mangaliso Ndlovu, said the government will soon amend regulations that require foreign visitors and non-residents without a valid PCR test to self-quarantine for 10 days.
This comes after players in the tourism industry have raised concern over potential tourist booking cancellations due to current COVID-19 quarantine regulations.
Speaking to tourism players during a recent joint meeting, which was also attended by Finance and Economic Development Minister Mthuli Ncube in Harare, Minister Ndlovu said:
<blockquote>There will be some adjustment to the quarantine regime. It will be only those people coming from high-risk countries or transiting through high-risk countries into the country who would be subjected to the 10-day mandatory quarantine regime.
So, otherwise you will just need your valid 48-hour PCR test report before departure for Zimbabwe. And when you depart for Zimbabwe, you don’t go through any other country, that is to say, you don’t get your passport stamped en route, otherwise, that is when we start counting our 48 hours.
There has been an outcry on this. Some have been saying they’ve received cancellations and I hope this clarifies the matter. The SI will reflect this and it will come out in the next few days.</blockquote>
The joint talks with tourism players were meant to address issues affecting the sector.
Also in attendance were senior Government officials that include Zimbabwe Tourism Authority acting chief executive, Givemore Chidzidzi, Treasury secretary George Guvamatanga and his tourism counterpart, Munesu Munodawafa, Tourism Business Council president Wengai Nhau and other industry representatives.

Govt To Amend Tourist Quarantine Regulations

The Secretary for Environment, Climate, Tourism and Hospitality Industry, Mr Munesu Munodawafa,
The Acting Chief Executive of the Zimbabwe Tourism Authority, Mr Givemore Chidzidzi,
Directors and Staff in the Ministry,
The President of the Tourism Business Council, Ms Winnie Muchanyuka and all Captains of the Industry here present,
Distinguished members of the Fourth Estate, 
Ladies and Gentlemen.
We meet at a time when the whole world is trying to crawl back to life from the negative impacts of the COVID-19-induced economic shutdown and subsequent travel restrictions, which have disrupted travel global chains.
As you will all know, the impact of the pandemic on the Tourism Sector has been severe in our country, with many tourism companies on the brink of collapse.
The resilience of the sector has been tested to the limit over the last six months. It, therefore, comes as a very welcome decision that Cabinet has allowed all Tourism Activities that had remained shut down as part of the measures to contain the Coronavirus Pandemic to now resume full operations.
During the time when the sector was closed, my Ministry together with all stakeholders collaborated to develop Health and Safety Guidelines, which were approved by Cabinet, detailing protocols which need to be followed to allow the whole sector to reopen safely.
This was in keeping with the overall global policy thrust to strengthen the capacity of the sector to emerge stronger to operate under the new normal.
You will also recall that during this period, the Ministry led widespread consultations under strict social distancing conditions, which led to the development of the National Tourism Recovery and Growth Strategy.
This blueprint was approved by Cabinet and was subsequently launched by His Excellency, the President, Cde E.D Mnangagwa, in August 2020, in Victoria Falls.
I must mention that at the time of the launch, most tourism operators in Harare, failed to attend this function.
I must apologise that this decision was not intentional, but was arrived at in full consultation with your association leadership and in line with the restrictions on intercity travel, which existed at that time.
I am nevertheless convinced that, the launch of the National Tourism Recovery and Growth Strategy, leaves us with clarity as to what Government intends to do to deliver the sector from the current downturn.
This, however, can only be achieved with the active support of the private sector. Without doubt, one of the key questions which remained unanswered after this launch related to those Tourism activities deemed recreational and leisure which had remained closed.
I am therefore pleased to announce that following Cabinet approval, all Tourism activities can now resume operations.
These include but are not limited to game drives, bungee jumping, zip lines, helicopter rides, lion walks, elephant rides and all registered tourism activities.
For the avoidance of doubt, this also includes the resumption of boat operations on our lakes both for tourism and fishing (and other tourism-related activities), in strict compliance with Covid-19 Pandemic Guidelines which have been developed.
I mention this, particularly because in areas such as Kariba, the Boating Industry is a key anchor of their tourism industry for both leisure and fishing.
This decision by Cabinet is indeed welcome as it comes at a time when massive retrenchments were looming in the sector and such layoffs would have threatened the many lives that are dependent on tourism for survival.
As Government, we acknowledge that it has not been an easy journey for our sector and I am aware that most players had to send employees on forced leave.
Most employees were on half salaries, and in the worst-case scenarios, on unpaid leave. The negative impact of the Coronavirus induced shutdown was felt across the whole tourism sector and its value chains.
However, the impact was more severe in towns such as Kariba and Victoria Falls, which are predominantly tourism reliant cities.
We hope that with this decision to reopen, the sector will breathe life into the sector and allow us to pick up the pieces again.
I would also want the Tourism Players to note that as announced by Government, the opening of airports to both domestic and international travel is a decision which is under the active consideration of the government.
The same will be communicated as and when the decision is made at the appropriate time by the competent authority.
You will all appreciate that this decision has to be done in a phased, responsible and safe manner, which does not put in danger the well-being of both staff and travellers.
The decision compels us to meticulously examine and reexamine our airports and the whole tourism value chain to ensure that there is a robust Covid-19 support system to support this re-opening.
I wish to assure you that my Ministry continues to work closely with the Ministry of Health and Child Care and the Ministry of Transport and Infrastructure Development, to ensure that as a country we are ready to achieve this.
I also wish to appeal to all of us to contribute meaningfully by way of ideas and in whatever way you may, to strengthen our Health and Safety Protocols and systems in readiness for this decision.
We need to appreciate that this is a delicate balancing act between saving the economy and strengthening our response systems.
For now, all tourism players must go to their drawing boards and begin the process of reopening our facilities, ensure all our staff are tested prior to commencement and that the guidelines which were developed are religiously followed.
Industry must therefore invest in and ensure safe operations through protocols such as temperature checkpoints, contact tracing, recording on arrival of guests, physical distancing markings at their premises, deep cleaning and disinfection of the facility among many others.
On its part, Government will intensify compliance checks together with the relevant arms of Government to ensure players are fully compliant.
I wish to once again, thank the Tourism Industry for its resilience during this difficult time and assure you that we will surely bounce back as an industry and achieve our set goals for a US$5billion Tourism Economy by the year 2025.
Let us, therefore, continue to engage in dialogue so that brick by brick, we all join hands to re-build our industry and ensure we make it contribute more to the economic growth and prosperity of our beautiful Zimbabwe.

FULL TEXT: Tourism Minister's Statement On The Resumption Of Tourism Activities

The youthful tourism Minister Mangaliso Ndlovu has revealed that the COVID-19 hard-hit tourism industry is operating at 40% capacity since travel restrictions were imposed to curb spreading the pandemic worldwide, The Standard reports.
In an interview with the publication, Ndlovu said:
<blockquote>We have lost business in the first half of the year. As you know, most resorts are still pretty much closed. We are likely to shed to 40% in the worst-case scenario, although we hope business to improve in the last quarter of the year.</blockquote>
Ndlovu also spoke about the government’s response to the predicament that has befallen one of the country’s biggest industries and said:
<blockquote>We are launching the growth recovery strategy in the next two or three weeks. We want to look at the cost of tourism and put incentives.
Remember from the government side value-added tax (VAT) has been removed. VAT is 15%. In my view, it will be felt by tourism consumers. So business will now also need to meet government halfway to boost tourism.
Currently intercity movement is restricted. But we believe at some point it will be opened.</blockquote>
It is still not clear when travelling will resume but other countries like Kenya and Rwanda are already opening their airports to international travel.

Tourism Industry Now Operating At 40% Capacity - Mangaliso Ndlovu

The country’s largest tourist attraction, the might Victoria Falls will open its gates to local tourist this week as the government continue to ease lockdown restrictions which had shut down the resort town for over 3 months, Sunday News reports.
This was revealed by Environment, Climate, Tourism and Hospitality Industry Minister Cde Mangaliso Ndlovu who was quick to point out that even though the falls were going to open, inter city travel is still prohibited so the falls will be open to Vic Falls residents only:
<blockquote>National parks including the one in Victoria Falls which also houses Mighty Falls have been allowed to open but unfortunately still there is no inter-city travel so we are opening to locals for now.</blockquote>
The publication also spoke to Ms Shelley Cox, coordinator of the “We Are Victoria Falls” initiative and she said she was pleased by the development as it might lead to intercity travel and regional travel eventually:
<blockquote>The reopening of our National Parks and Rainforest for intra-district travel is a hugely positive and hopeful step forward and it is hoped this will lead towards reopening of inter-provincial travel and eventually regional and international tourism reopening and recovery.
Ultimately these progressive steps forward will assist the tourism sector to save livelihoods of the many who are employed within the tourism sector and will allow locals to once again be able to travel and experience the diverse array of natural heritage and landscapes which we as a population are blessed to have within our borders.</blockquote>
Meanwhile, Zimparks is setting safety measures in place in preparation to open the world’s largest waterfall.

Victoria Falls To Open To Local Tourists This Week

The President’s name has been dragged into the mud as he is accused of being aware of the $225 Million shady deal that stripped ZISCO Steel of its critical assets, The Standard reports.
The president was reportedly aware of the fact that his allies would benefit from the deal according to the publication.
According to the publication:
<blockquote>Last May, little-known ZimCoke, headquartered in Harare’s Ballantyne Park, paid only $1 as a transaction fee that helped it grab the multi-million dollar coke ovens and an array of other key assets from the integrated steel company.
ZimCoke negotiated directly with the Ministry of Industry and Commerce and no tendering was conducted, nor was there valuation of assets.
..The deal was later railroaded by Mnangagwa and signed last May when Mangaliso Ndlovu, who refused to comment on the matter, was Industry and Commerce minister, after a series of negotiations between government and the investor without the involvement of Zisco management.
Apart from grabbing the coke ovens, ZimCoke would also take over 400 housing units plus 15 executive houses, 48% shareholding in ZimChem (a strategic subsidiary of Zisco) all refractory materials, which were purchased by the steelworks when it was repairing the batteries, pipes and electrical equipment.
The asset strip would also see Zisco losing granulated slag, which accumulated over the years and is used mainly by cement manufacturing companies, chilled pool iron (pig iron) produced from the furnace and Zisco wagons at the Dabuka hump marshalling yard as well as over 3 000 hectares of land.</blockquote>

ED Sucked In The Shady $225 Million Deal Meant To Strip ZISCO Steel Of Its Critical Assets

The government has embarked on a programme to remove all illegal dumpsites across the country in a bid to keep the environment clean and prevent the outbreak of diseases such as cholera and typhoid.
This was revealed by Environment, Climate and Tourism Minister Nqobizitha <a href="https://www.pindula.co.zw/Mangaliso_Ndlovu" rel="noopener noreferrer" target="_blank">Mangaliso Ndlovu</a> during a national clean-up campaign spearheaded by President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa" rel="noopener noreferrer" target="_blank">Emmerson Mnangagwa</a> in <a href="https://www.pindula.co.zw/Kuwadzana" rel="noopener noreferrer" target="_blank">Kuwadzana</a>, Harare on Friday. He said:
<blockquote>Your Excellency, we want you to know that as a ministry we have embarked on a national programme to eradicate all illegal dumpsites in the country so that our nation becomes clean.
The programme will see all illegal dumpsites cleared and bins put at designated points so that we keep our towns and cities clean.</blockquote>
Ndlovu added that the clean-up campaigns will soon be devolved to all provinces.
On 5 December 2018, President Mnangagwa declared the first Friday of each calendar month, the National Environment Cleaning Day.

Zimbabwe will on Friday, September 27 join the rest of the world in commemorating World Tourism Day.
<a href="https://www.pindula.co.zw/Matobo_National_Park" rel="noopener noreferrer" target="_blank">Matopos</a> will host this year’s main celebrations with Maleme Rest Camp chosen as the venue.
In a statement, the Acting Minister of Environment, Tourism and Hospitality Industry, <a href="https://www.pindula.co.zw/Mangaliso_Ndlovu" rel="noopener noreferrer" target="_blank">Mangaliso Ndlovu</a> said:
<blockquote><a href="https://www.pindula.co.zw/Matobo_National_Park" rel="noopener noreferrer" target="_blank">Matopo National Park</a> is but one of the many tourist attractions in Matebeleland South Province, which also hosts Lumeme Falls near Mtshabezi Dam, Nsimbi Caves and other wildlife areas in public and private protected areas.
A lot of activities are lined up for the day, and this is again an opportunity for the industry and the public to interact and share ideas.
By taking the 2019 World Tourism Celebrations to <a href="https://www.pindula.co.zw/Matabeleland%20South%20Province" rel="noopener noreferrer" target="_blank">Matebeleland South</a>, our focus will be on how best to grow the tourism economy in that province.

World Tourism Day Commemorations To Be Held In Matopos

The government, through the Ministry of Industry and Commerce, plans to review the design, implementation and impact of Statutory Instrument 122 of 2017.
SI 122 of 2017 restricts the importation of products that can be produced locally and was meant to protect the local industry from unfair competition posed by imported goods.
Some of the goods that were restricted include cooking oil, cement, dairy products among others.
In a Government Gazette published on Friday, the Ministry of Industry and Commerce said:

Govt To Review Regulations Restricting Imports

Zimbabwe’s Minister of Industry and Commerce, Mangaliso Ndlovu has blamed “sharks” for sabotaging the government’s plans to migrate to an interbank market.
He said these were the very same people who previously benefitted from the Reserve Bank of Zimbabwe (RBZ) system of forex allocation.
Speaking to delegates to the Bulawayo Zanu-PF Youth League one-day conference, Ndlovu said:
<blockquote>We have sharks that are thriving on the black market and are doing all within their powers to suppress a smooth migration into a formal trading system where companies can access foreign currency from the interbank market.
These are the same big guys who were big beneficiaries of the Reserve Bank of Zimbabwe system of forex allocation.
They are now seeing a situation whereby everyone is equal in the market and all that one needs is his or her RTGS money to buy foreign currency on the interbank market.
This is the reason why they are now resorting to putting spanners in the works so that the system fails.</blockquote>
Ndlovu castigated the private sector for their hypocrisy and double standards for calling for the liberalisation of the exchange rate, and then work against it.
Ndlovu accused private companies of hiking prices of goods so that people will revolt against the government.

Minister Accuses Business Of Hypocrisy & Double Standards

The Minister of Industry and Commerce, Mangaliso Ndlovu has castigated the private sector for hiking prices of goods without justification.
Ndlovu was addressing ZANU PF youth during an inter-district youth conference held in Bulawayo. He said:
<blockquote>After dollarisation, Zimbabwe became the fish pond for US dollars that saw other countries coming to open shops here and take the US dollar. The other issue is the pricing of the private sector.
No matter how the private sector increases prices or charge in US dollar, they don’t increase the salaries of their employees.</blockquote>

Minister Ndlovu Slams Private Sector For Double Standards

The Minister of Industry and Commerce, Nqobizitha Mangaliso Ndlovu on Wednesday chided businesses for constantly raising the prices of goods, saying such a habit will eventually cause people to revolt.
Addressing a Bulawayo provincial investment conference at the Zimbabwe International Exhibition Centre, Ndlovu said:
<blockquote>They are pushing consumers to revolt… We want to have candid discussions around this issue, which is killing our economy.</blockquote>
Ndlovu berated businesses for pushing prices up citing the fall in the value of the RTGS Dollar against the United States Dollar. Said Ndlovu:
<blockquote>I don’t know whether our economy is a foreign exchange market or what, but this does not make sense.</blockquote>
National Consumer Rights Association (Nacora) advocacy and campaign adviser Effie Ncube told Southern Eye that the government should convene an all-stakeholders forum to deal with the cost of living. Said Ncube:
<blockquote>This rise in the cost of living cuts a deep wound in the lives of people, harming the young and old, employed and unemployed, in a profound way, even for people accustomed to pain in recent years.
We call upon the government to urgently convene a cost-of-living forum in which government, business and workers and consumers will be represented. It must be remembered that not all consumers are workers, so the unemployed consumer must have a seat at the table as well.</blockquote>

Businesses Pushing Consumers To Revolt - Minister Ndlovu

Deputy Minister for Agriculture, Vangelis Haritatos has revealed that the local wheat production declined from 186 243 metric tonnes in 2017 to 160 600 metric tonnes last year.
The decline in production has resulted in the country increasingly relying on imports to make up for shortfalls and meet wheat demand, estimated at 400 000 metric tonnes annually. Said Haritatos:
<blockquote>Last season, the country produced 160 660 metric tonnes of wheat. Payments to farmers are up to date except for the price adjustments to wheat deliveries as the producer price has been increased from $500 per metric tonne to $621,50 per metric tonne.
Our national wheat requirement has increased from between 300 000 metric tonnes in the 1990s to 400 000 metric tonnes currently.</blockquote>
The Minister of Industry and Commerce, Mangaliso Ndlovu said that Zimbabwe was losing $100 million annually to wheat imports due to failure by farmers to produce enough stocks.

Local Wheat Production Falls

Minister of Industry and Commerce, Mangaliso Ndlovu, said that the government is wary of introducing price controls even though suppliers of goods and services have a tendency of profiteering.
In an interview with CITE, Ndlovu said that price controls do not work and are not sustainable. Said Ndlovu:
<blockquote>We are quite concerned really about the prices, well the temptation to put control as much as it might be there is something that we have been clear it is not sustainable, it doesn’t work so the other belief we have as we continue to stabilize the economy. The increase in prices is a reflection of a problem elsewhere.
We hope our economic stabilisation process will eventually address the issue of prices, we need to deal with the supply side as well and as supply increases, we hope prices would stabilise. But we also want to urge retailers to desist from profiteering.
It’s rampant as it stands now and we want to discourage that kind of behaviour. They are actually pricing their goods out of the market it really doesn’t make business sense in my view.</blockquote>

Price Controls Don't Work - Minister Ndlovu

The government is dismayed by the adoption of the three-tier pricing system by several businesses in recent weeks.
Chicken Inn adopted the practice a few weeks ago and Delta Beverages has followed suit. On Wednesday Delta Beverages announced that starting this Friday, it will be selling its products in US dollars.
The three-tier pricing system is when businesses charge different prices for the same product or service depending on the mode of payment the customer is using. Goods are thus priced differently in US dollars, bond and electronic transfer.
This practice is illegal. The government through the Ministry of Information and Publicity said:
<blockquote>Regarding the unlawful persistent use of a three-tier pricing system by some businesses, the Minister of Trade &amp; Commerce who is also the Acting Minister of Information, Publicity &amp; Broadcasting Services Hon Nqobizitha Mangaliso Ndlovu will issue a statement.</blockquote>

Govt To Issue Statement On The 'Illegal' Three-tier Pricing System

The Minister of Industry and Commerce, Mangaliso Ndlovu said that the government is considering adopting  stern measures against some manufacturers who get foreign currency from the Reserve Bank of Zimbabwe (RBZ) but wantonly increase their prices. The RBZ provides foreign currency to some manufacturers of basic commodities on the 1:1 rate with local currencies, the RTGS and the bond note. Minister Ndlovu had this to say
<blockquote>When it comes to most of the basic commodities that’s where we have a big say because for those ones we are supporting the manufacturers in terms of foreign currency, who then unscrupulously go on to increase prices or give the impression that they are not supported.
… We are discouraging businesses from wanton price increases and we are aware of the unscrupulous activities they are employing with a lot of them trying to beat the system. We are working around issues so that we come up with a proper system of curbing that. We know that there are businesses that are increasing prices even when they are getting allocations.
We are working on something and Government will not tolerate that kind of exploitation of the people.</blockquote>

Govt To Deal With Profiteering Manufacturers Who Get Forex From RBZ: Industry Minister Warns

Minister of Industry and Commerce, Nqobizitha Mangaliso Ndlovu said Government is working on a policy to screen all second hand vehicles to make sure they meet minimum standards before they can be imported into the country.
He revealed this during the official opening the Motor Industry Association of Zimbabwe (MIAZ) annual congress here on Wednesday. Ndlovu said the proposed policy will be in place early next year as part of efforts to revive the motor industry. Said Ndlovu:
<blockquote>In terms of standards we need pre-inspection of pre-owned vehicles. We’re seriously considering introduction of inspection in the first quarter of 2019 to see if they meet minimum local standards.</blockquote>

ndustry and Commerce Minister Mangaliso Ndlovu told manufacturers and retailers yesterday that Government will not impose price control measures, but will implement a number of strategies to ensure commodity prices are stable and that there will be adequate supplies.
Minister Ndlovu said Government was aware of challenges the productive sector was facing. Said Ndlovu:
<blockquote>I have said it before that as Government, we will not be tempted to go back to price controls, but when we are talking of liberalism, we need to be more responsible and discipline ourselves. Therefore, as a ministry, our hope is that we can develop internal peer monitoring mechanisms that will ensure that consumers at the end of the day are not left worse off.</blockquote>

Minister of Industry and Commerce Mangaliso Ndlovu has said that the government is not out to punish businesses which are profiteering and that the government has no intention to introduce price controls. The Minister said that the government will only introduce a price monitoring system to identify people “sabotaging” the economy. Said Ndhlovu,

Price control are not on the table, Government has not taken that position and it will not take that position. We have made it quite clear that it’s not coming…Certainly, Government will not consider doing that and I like the fact that you put it clear as a punitive measure, we don’t believe anyone has to be punished for anything, this is a situation that we all have to collectively deal. So far, interactive platforms have worked and we believe we can do more through such platforms.</blockquote>

Govt Has No Intention To Punish Profiteering Businesses Or Introduce Price Controls - Industry Minister

Minister of Information, Publicity and Broadcasting Services Monica Mutsvangwa has said that the government is introducing a system to monitor the pricing system along the production chain to identify businesses fueling price increases. This follows reports by some manufacturers that they had not increased their prices.  Manufacturers of cooking oil, in particular, have blamed retailers for the price increases. Addressing the after a cabinet meeting, Mutsvangwa said,
<blockquote>Cabinet resolved that action be taken against those value chain players found to be fuelling unjustified price increases, thereby imposing hardship on the citizens for wanton profiteering.</blockquote>
Industry and Commerce Minister Mangaliso Ndlovu added,
<blockquote>There is a peer monitoring system among suppliers and retailers. “We will be able to track where the sources of price increases are. We want to urge those who are profiteering that we will take measures against them…In terms of the peer review system, we will start by cautioning the deviants and it might end in the withdrawal of the support that the RBZ is giving to most of the entities.</blockquote>

Women in business should engage the country’s trade promotion body, ZimTrade to come up with solutions which will enable them to participate in international markets, the new Industry and Commerce Minister Mangaliso Ndlovu has urged.
Speaking at a women in enterprise conference last week Minister Ndlovu highlighted the need for local women in business to tap into the export markets.
Said Ndlovu:

There is need to increase exports of our goods, I call upon women entrepreneurs to also work with ZimTrade in searching for the export markets.
