The Government of Zimbabwe has gazetted Statutory Instrument 81 of 2020 which pegged the minimum wage at an equivalent amount of US$100.
The development is likely to heighten tensions between the government and workers who have been calling for the increment of salaries to at least US$200.
The SI which sets the minimum wage threshold, however, does not include agriculture and domestic employees. It reads in part:
<blockquote>The minimum wage of $2 549 applies to all workers other than domestic and agricultural employees, for which alternative provision will be made.</blockquote>
This comes when the latest Poverty Datum Line for a family of five currently stands above $5 000 according to official figures.
The government also recently gazetted a Statutory Instrument which allows citizens and businesses to use foreign currency for domestic transactions, a move that was viewed as re-dollarisation.
In response to SI 81, Peter Mutasa, the ZCTU president, said that the government made a unilateral decision as they had not found common ground.

Govt Gazettes SI 81 Of 2020 Which Sets Minimum Wage Threshold For Employees

The Public Service Commission has announced that it “will struck off the payroll” all members who did not comply with the government’s directive for them to verify their names in the biometric register.
The commission also revealed that the registration process is still ongoing and will be closed on the 28th of February this year.

Below is a Statutory Instrument (SI) 37 of 2020 which guides the payment of domestic workers’ wages. The SI retains the <a href="https://news.pindula.co.zw/2019/09/21/picture-new-toilet-paper-price-enough-to-pay-4-domestic-workers/">minimum wages range that was announced in September last year.</a>
It, however, adds weekly, daily and hourly sections adding that every hour and a fraction of it must be paid for as a complete hour.

FULL TEXT: Domestic Workers' Wages As Per The New Labour Statutory Instrument

The National Social Security Authority (NSSA) has increased monthly pension payouts. Retirement pension was raised to ZWL$200 from ZWL$80 per month, while the funeral grant is now ZWL$2,000, from ZWL$300 previously. We present NSSA’s statement in full below.

FULL TEXT: NSSA Increases Monthly Pension Payouts

The government of Zimbabwe has said that it was failing to meet demands by workers due to other financial obligations preoccupying it right now. Therefore, “a review of the cost of living was definite in 2020”.
The Cabinet observed that among other things, the government lacked the financial legroom due to:
<ol>
<li class="p2">Intended annual bonus payment (November and December) that will take a significant portion of resources. </li>
<li class="p2">The need to import grain to supplement grain reserves;</li>
<li class="p2">The need to support the Presidential Inputs Support Scheme by providing vulnerable households with agricultural input;</li>
<li class="p2">The government was subsidising on transport through ZUPCO and the recent purchase of 15 additional Public Service buses;</li>
<li class="p1">The budget cycle which is coming to an end making it difficult to get additional resources from the current budget.</li>
</ol>
Meanwhile, the government shall continue to cushion workers from the extra burden imposed on them by the deteriorating economy.

Cabinet Speaks on Civil Servants Salaries Ahead Of Demo

Former Tourism Minister, Priscah Mupfumira is said to have paid back NSSA funds which therefore means that she did not prejudice the authority as earlier reported.
An unidentified source who claimed Mupfumira had paid back the money, is accusing the Zimbabwe Anti Corruption Corruption of arresting her without making investigations first. The source said:
<blockquote>If ZACC does not know that Mupfumira had Cabinet authority allowing her ministry to get that loan and, more than that, the loan was repaid four years ago resulting in no prejudice to NSSA or pensioners, it begs the question if any investigation was conducted.
You keep hearing that she (Mupfumira) stole US$95 million but when you look at the specifics, there is no indication that she took any money; instead, the allegation is that she encouraged bad investments, a point that is equally disputed.</blockquote>
Mupfumira who was recentpy granted bail is facing corruption charges after she allegedly abused her office as the minister of Labor and Social Welfare.
Her actions are said to have <a href="https://news.pindula.co.zw/2019/07/26/priscah-mupfumiras-charge-sheet-reveals-massive-corruption/">prejudiced the association about US$95 million</a>. President Emmerson Mnangagwa dismissed Mupfumira from her ministerial post following her arrest.
