The <a href="https://wiki.pindula.co.zw/African_National_Congress">African National Congress</a>, the ruling party in South Africa, has said the country is not pulling out of the International Criminal Court (ICC) <a href="https://zero.pindula.co.zw/south-africa-to-pull-out-of-icc-ramaphosa/">as earlier announced</a> by President Cyril Ramaphosa. 
In a statement seen by Pindula News, the party said pulling out of the International Criminal Court was discussed by the ANC’s National Executive Committee (NEC) as a last resort action, not something that was to be done immediately. Reads the statement issued a few hours after President Ramaphosa’s announcement:

<h2>CLARIFICATION OF ANC POSITION ON THE ICC</h2>
The African National Congress’s Secretary-General presented the discussions and decisions of the National Executive Committee to the public at a press conference earlier today. 25 April 2025. This presentation covered discussions and decisions of the National Executive Committee (NEC) on international relations issues including ANC’s position on the International Criminal Court (ICC).
Members of the NEC discussed the unequal and inconsistent way international law is applied and this includes the often-selective application of international criminal law by the ICC.
The NEC discussions highlighted the need to revitalize the Malabo protocol which would establish a continental criminal court that would complement the ICC as a court of last resort.
The NEC also discussed options to amend national legislation that would domesticate the Rome statute in manner reflects all the articles of the Rome Statute. This includes provision of article 98 of the statute that requires a waiver of immunities for persons charged by the ICC from third-party countries where there is no referral by the United Nations Security Council.
There are several jurisdictions across the world which were used as a benchmark for this approach for instance the United Kingdom domesticated the Rome Statute to incorporate the provisions of article 98.
The ANC’s post-NEC statement reflects the discussions of the NEC in this regard.
At the press conference, the Secretary-General provided a reflection on the NEC discussion to the extent that a withdrawal from the ICC was also raised. Importantly, it was raised as a measure of last resort that would arise if- and only if- the other options outlined above do not yield the desired results of fairness and consistency in the administration of international law.
In outlining this broad context of discussion, an unintended impression may have been created that a categorical decision for an immediate withdrawal had been taken. This is not so. We reiterate the resolution of conference remains our policy position until such a point where its implementation does not yield the required result. 
On the International Criminal Court, the NEC noted its 55th National Conference Resolution that the ANC and the South African government must rescind the withdrawal from the ICC Court and intensify its lobby for the ratification of the Malabo Protocol”.
The NEC aligns itself with a report of Amnesty Internationals Annual Report of 2022 which exposes double standards throughout the world on human rights and the failure of the international community to unite around consistently applied human rights and universal values.

ANC Says South Africa Is Not Pulling Out Of International Criminal Court

The president of South Africa, Cyril Ramaphosa, has said he can only be removed from power through the ballot amid calls by the opposition EFF for him to relinquish his post.
The Economic Freedom Fighters (EFF) led by Julius Malema plan to lead a national shutdown on Monday 20 March 2023 over the electricity crisis and to force Ramaphosa to step down.
President Cyril Ramaphosa said law enforcement officials have been briefed to ensure no anarchy and disorder are permitted on the day.  
Ramaphosa warned the red berets he can only be removed through the ballot adding “regime change … can’t come about through anarchy or disorder in the country“.  
He made the remarks at the Union Buildings during a state visit by Tanzanian President Samia Suluhu Hassan, <a href="https://www.news24.com/news24/politics/political-parties/eff-shutdown-only-way-to-get-me-out-of-office-is-by-a-vote-not-anarchy-and-disorder-says-ramaphosa-20230316">News24</a> reported.
Ramaphosa added while the right to protest was enshrined in the Constitution, it did not give the EFF the right to infringe on the rights of the rest of the citizenry. He said:

The right to protest is deeply embedded in our Constitution and is a right that we as South Africans fought for and won so that South Africans can protest against what may be concerning issues, but that right is not absolute. It is a limited right not underpinned by violence. We met with our security cluster yesterday, and they will defend our people from any planned attempts to destabilise the country. 
It is [the protest] aimed at the president, the energy crisis must be resolved, and the cost of living is too high … our politics is fractious, we are divided, and this is also an issue of us into the elections next year.  
Many parties, when we go to an election, start positioning themselves because they want to win the vote and position themselves in a way that is completely different from the governing party.
But what I would like to say is that the rule of law governs South Africa, we are a constitutional democracy. The right to protest is not underpinned by violence. We will not allow anarchy…

His utterances come after EFF leader Julius Malema reiterated on Wednesday his party would go ahead with its planned protest, which he said would be conducted in an orderly manner.  
On Wednesday, ANC sectary-general Fikile Mbalula said EFF leaders should be held personally liable for any deaths or destruction on Monday.

Ramaphosa Says He Can Only Be Removed Via Ballot

President Cyril Ramaphosa has announced that he will reshuffle his Cabinet tonight Monday 6 March 2023 at 7 pm.
Ramaphosa’s spokesperson Vincent Magwenya said the president was still having a persistent cold that started last week when he hosted his counterpart from Uganda, Yoweri Museveni.
Magwenya said although there had been reports on the reshuffle there was no set date for Ramaphosa to do it. <a href="https://www.iol.co.za/news/politics/ramaphosa-to-announce-cabinet-reshuffle-tonight-at-7pm-6887481c-297b-4575-913c-74b5b9e8ee8b">IOL</a> cites Ngwenya as saying:

We have clarified this matter. There was never any set date for the president to announce the reconfiguration of the national executive and there was never any deadline. But contrary to media coverage and speculation on social platforms, there was no plan for the president to announce changes to Cabinet on Thursday, the 2nd of March. As a result, there was no postponement or cancellation of such an announcement. On Friday the 3rd of March, President Ramaphosa honoured an engagement of the Ntaba Nyoni Cattle Stud. This was a dinner preceding an annual auction. The dates for these events were scheduled a number of months ago. In view of his discomfort, the president made a brief stop at Friday’s dinner – to greet guests. President Ramaphosa did not attend the auction itself the following day as his cold persisted and required that he should rest.

He added that Ramaphosa had been in consultation.
He also dismissed claims that Ramaphosa was derelict in his duties when he attended the auction at his Phala Phala farm by the Ankole society when the nation was waiting for the Cabinet reshuffle.
Paul Mashatile, who was elected deputy leader of the ANC, is expected to be announced as the country’s number two.
This was after David Mabuza quit his job as the country’s deputy president last week.
This followed his earlier announcement that he had resigned, but Ramaphosa had asked him to stay on.

South Africa: Ramaphosa To Reshuffle Cabinet Tonight

South Africa’s former President Jacob Zuma says his urgent court application to block <a href="https://zero.pindula.co.zw/ramaphosa-gives-jacob-zuma-until-monday-to-withdraw-private-prosecution-summons/">his private prosecution</a> of President Cyril Ramaphosa will test “whether Lady Justice has removed her blindfold in South Africa“.
Zuma made the remarks in his replying affidavit to Ramaphosa’s court application to avoid appearing in the criminal court on Thursday, January 19. <a href="https://www.iol.co.za/sundayindependent/news/africa/zuma-dares-judges-to-apply-double-standards-52c098f1-dc6b-4fb3-9689-1f229a13b443">IOL</a> cites him as saying:

There cannot be one law for Zuma and another law for Ramaphosa if the rule of law and equality before the law are still the guiding principles of our justice system.
</blockquote>
He also said:

1). Even the late former president Nelson Mandela was hauled before a court for cross-examination when it was then unprecedented for a head of state. 
2). Ramaphosa was capable of obtaining effective relief in due course before the scheduled criminal trial. 
3). There is no reason to give [Ramaphosa] preferential treatment over other accused persons, simply because he happens to be president adding “There is no separate law for presidents (or even former presidents) and another law for ‘ordinary’ people.”

Zuma is accusing the president of being an accomplice in breaching provisions of the National Prosecuting Authority (NPA) Act after the authority allegedly unlawfully leaked his medical records to the media.

Zuma said he was determined to ensure that Ramaphosa faced the might of the law.
The offence for which Ramaphosa is charged carries the possible heavy penalty of 15 years imprisonment.

South Africa’s president Cyril Ramaphosa will not face an impeachment process after a majority of MPs voted against the adoption of the Phala Phala report.
Only 148 members of parliament voted in favour and 214 voted against, while two MPs abstained from the vote. 
In the end, National Assembly Speaker Nosiviwe Mapisa-Nqakula ruled that the Section 89 process would not proceed.
Earlier, ANC president aspirant Nkosazana Dlamini-Zuma was one of only five ANC members of Parliament to vote in favour of proceeding with a full inquiry into the impeachment of President Cyril Ramaphosa.
Eliciting heaps of criticism from fellow ANC MPs in the National Assembly on Tuesday, Dlamini Zuma said: “As a disciplined member of the ANC, I vote yes,” <a href="https://www.news24.com/citypress/politics/dlamini-zuma-shocks-voting-yes-for-phala-phala-report-20221213">City Press</a> reported.
The ANC occupies 230 of the 400 seats in the National Assembly.
ANC MPs Tandi Mahambehlala, Supra Mahumapelo, Mosebenzi Zwane and Mervyn Dirks also voted yes.
Ramaphosa is being accused of <a href="https://zero.pindula.co.zw/south-africa-ppsa-speaks-on-allegations-of-violation-of-ethics-code-against-ramaphosa/">misconduct and potentially violating the oath of office</a> after large sums of foreign currency were found hidden at his private game farm. South Africa: Ramaphosa Evades Impeachment As MPs Vote Against Adopting Phala Phala Report

South Africa’s International Relations Minister Naledi Pandor has said she’s confident president Cyril Ramaphosa will still be president in 2023 but warned that Ramaphosa needs to deal with the matter swiftly.
She made the remarks in reaction to the Section 89 report into the <a href="https://zero.pindula.co.zw/eff-criticises-gangster-ramaphosa-for-taking-parliament-to-court-over-phala-phala-farm-saga/">Phala Phala farm theft</a> scandal, <a href="https://www.enca.com/news/pandor-confident-ramaphosa-will-still-be-president-next-year">eNCA News</a> reported. She is quoted as saying:

We won’t have a different president in 2023, I think it will remain President Ramaphosa unless something unexpected occurs.
In my own limited analysis, I believe he will remain president in 2023.
On my reaction to report, I think it’s really a matter that President Ramaphosa has to deal with since he is the person that is the subject of the report and he’s acted in terms of the law and the Constitution by following the steps of taking report on review.
One or two colleagues have called… they’re more interested in is South Africa stable, is there a problem, should we anticipate that there will be some kind of conflict emerging which will harm the stability and I’ve assured them, even when te temperature appears very high in South Africa, we remain a stable democracy.

Meanwhile, the ANC has expelled former NEC member Carl Niehaus who is also the spokesperson of the disbanded MKMVA.
Niehaus was found guilty of six counts of misconduct for contravening the ANC constitution, according to <a href="https://www.enca.com/news/anc-expels-carl-niehaus">eNCA</a> News.
Charges against Niehaus included comments about the law being used to fight ANC factional battles.
The party’s National Disciplinary Committee found that Niehaus, like all other members of the ANC, was bound by the code of conduct of the organisation.

The Economic Freedom Fighters (EFF) is disgusted and appalled by the decision of the rogue President of South Africa Cyril Ramaphosa, to take Parliament to court in order to review the findings of the Section 89 Independent Panel.
The decision to take his own Parliament to court in order to prevent it from exercising its duty of oversight and accountability, is a confirmation of Ramaphosa’s guilt and arrogance in the face of damning findings of his violation of the Constitution of South Africa.
If Ramaphosa is truly innocent, he would not be threatened by a process to examine whether he has committed ernes on Phala Phala Farm. because it is this very impeachment process which will investigate the matter and exonerate him if he is innocent.
The question all South Africans should ask themselves is why is Ramaphosa reluctant to allow an open and transparent process to proceed. and allow Parliament to conduct its work and practice its duties as enshrined in the Constitution” Why is Ramaphosa and the ANC so determined to stall the progress of investigating the crimes which happened at and are related to Phala Phala Farm?
The money laundering President of South Africa has confirmed that he has no regard for the Constitution and wit fight tooth and nail to prevent transparency and accountability. His actions are those of a guilty man, who has no respect for the people of South Africa and will go to great lengths to cover up his criminality.
Ramaphosa has now turned to his ally and confidant in the Constitutional Court. Raymond tondo to reverse the credible, sound and concise findings of the Section 89 Independent Panel. The fact that Ramaphosa has not even applied for the review on an urgent basis shows that his sole Interest is to cast doubt over the report and delay its processing by Parliament until he has emerged in the conference of the ANC. Ramaphosa so disrespects the political parties in Parliament that he has not even cited them as interested parties in his application. This is despite knowing that it is the norm and that parties have released many statements on the issue in the past few days in particular the EFF and UDM which even made submissions to the panel.
It is a shallow and petty tactic by a gangster who has become accustomed to using the judiciary to hide his corruption.
The EFF re-affirms its support of the findings of the Independent Panel and will defend the report in public and in the courts. Ramaphosa’s continued use of the courts to hide his corrupt activity. namely with regards to the CR17 Bank Statements and now the Phala Phala Report must not be tolerated. Ramaphosa must and will be impeached for his grave violation of our constitution. and no amount of delay tactics will assist him.

EFF Criticises "Gangster" Ramaphosa For Taking Parliament To Court Over Phala Phala Farm Saga

United States Senate Foreign Relations Committee member Jim Risch has responded to South Africa’s claims that sanctions imposed on Zimbabwe were negatively affecting the SADC region.
This came after President Cyril Ramaphosa last Thursday called for the lifting of sanctions imposed on Zimbabwe, which he said were exerting enormous pressure on his country. Ramaphosa said:

South Africa has always been very open to the inflow of people from various parts of the continent but, with the economic challenges that our people are now facing through unemployment and inequality, the pressure becomes even greater, not only on Zimbabwe’s economy, but also on a number of countries in the Southern Africa Development Community (Sadc) region.
They are also having a negative effect on us because as the sanctions weaken the Zimbabwean economy, Zimbabweans migrate to our country and others in the sub-region – to Botswana, South Africa, Namibia, and they exert enormous pressure on us.

In response, Risch blamed South Africa for failing to provide leadership in the region, and its failure to hold Zimbabwean leaders to account. Said Risch on Twitter:

SADC designated October 25 as a day for solidarity against sanctions imposed on Zimbabwe by the United States (US) at the turn of the millennium following the fast-track land reform during which reports of human rights violations were made. 
The United Kingdom imposed sanctions on five individuals and the Zimbabwe Defence Industries and has claimed that the measures do not affect trade or economic development.

USA Responds To President Ramaphosa's Claims That Sanctions On Zimbabwe Hurt Africa

The president of South Africa, Cyril Ramaposa has backed underfire medical doctor, Phophi Ramathuba after she remarked that foreigners were overburdening the country’s health sector.
Ramathuba who is a Member of the Executive (MEC) of health for Limpopo Province told a bedridden Zimbabwean patient that she won’t be discharged due to outstanding medical bills adding that <a href="https://zero.pindula.co.zw/south-africa-doctor-tells-zimbabweans-to-get-medical-treatment-in-zimbabwe/">Zimbabweans ought to get medication in Zimbabwe.</a>
The remarks attracted varying responses from people of all walks of life with fellow medical practitioners saying Ramathuba had violated the profession’s ethics.
Meanwhile, Ramaphosa agrees with Ramathuba that Zimbabweans flocking to South Africa for Health care were worsening the country’s health crisis. He said:

The MEC of health in Limpopo has raised an important issue how service provision is affected by migration, that is an important issue that is on the top of minds of many South Africans and indeed it is part and parcel of having to deal with the whole issue of a framework around migration and not only on our continent but elsewhere as people move around the world.
One of the issues they are asked is are you able to make provision for any service that might have to be offered to you in any shape or form so that is part of that whole process of having to deal with migration so the MEC has raised an important issue which is currently under debate.
Of course she raised it in the presence of a patient and I guess such an important issue could have been raised another way but that as it may, it has been raised and it has evoked debate not only in our country but also in Zimbabwe and also the rest of the continent.
It is a matter that is going to enjoy quite a lot of attendance even as we meet at head of states level to discuss what precisely the movement of people should really entail, what should accompany that in the form of services, health issues criminality and the rule of law, so all those matters are matters that are germane to the whole process of migration.

The Constitutional Court dismissed his application for leave to appeal, explaining that there is no reasonable prospect for success.
Magashule wanted his suspension declared unlawful invalid and unconstitutional. He also wanted the courts to validate a<a href="https://news.pindula.co.zw/2021/05/05/full-text-suspended-magashule-suspends-ramaphosa/"> suspension letter he had issued against ANC president Cyril Ramaphosa</a>.
<a href="https://news.pindula.co.zw/2021/05/05/anc-suspends-secretary-general-ace-magashule/">In a letter</a>, drafted on 3 May, 2021 deputy secretary-general Jessie Duarte informed Magashule that he was temporarily suspended with effect from 3 May 2021, until the final outcome of his court proceedings.
Magashule is out on R200 000 bail and charged with corruption, fraud and money laundering related to a Free State asbestos tender.
Duarte told Magashule that, as part of his suspension, the latter may not carry out his duties and responsibilities as the secretary-general; he may not represent the organisation publicly, and he cannot make public pronouncements nor can he mobilise ANC structures. 
He remains suspended from the organisation.
Last year, Magashule told Eyewitness News that he was committed to issuing an apology to the party for trying to suspend Ramaphosa if all three courts rejected his bid to have his own suspension declared invalid.

Magashule Loses Final Legal Bid To Get His Suspension As ANC's SG Overturned

South African President Cyril Ramaphosa turned to the private sector in a bid to end a 14-year-old power crisis that the government has failed to resolve.
Companies will be allowed to build power plants of any size without a license to meet their own needs and to sell it to the grid, he said.
Ramaphosa in a televised address on Monday also announced the doubling of an upcoming power supply tender and said the owners of buildings and houses will be able to sell power from rooftop solar panels to the grid. He said:

We will in the meantime waive or streamline certain regulatory requirements where it is possible to do so within existing legislation. This includes reducing the regulatory requirements for solar projects in areas of low and medium environmental sensitivity.

This, according to the ANC leader, will enable Eskom, South Africa’s power utility, to expand power lines and substations without needing to get environmental authorisation in areas of low and medium sensitivity and within the strategic electricity corridors.
South Africa has experienced load-shedding since 2007 but the current outages are the worst in the country’s history, according to local media. 
In April 2022 alone, 1 054 gigawatt-hours of power got cut nationwide, compared to 2 521 gigawatt-hours cut for all of 2021.
Sometimes it only happens once a day, for two hours. On other days, rolling blackouts can last eight hours or more, crippling economic activity and disrupting life in a nation of 60 million people, which is still struggling to get back on its feet following Ovid-19  the pandemic.

South Africa: Ramaphosa Turns To The Private Sector To End A 14-year-old Power Crisis

The Public Protector of South Africa (PPSA) has responded to media enquiries with regards to an investigation into allegations of a violation of the Executive Ethics Code against President Cyril Ramaphosa. Pindula News presents a statement issued by PPSA on the matter:

<h2>Subject: Response to media enquiries regarding an investigation into allegations of a violation of the Executive Ethics Code against the President of the Republic of South Africa his excellency Mr MC Ramaphosa</h2>
The Public Protector South Africa (PPSA) has received several media enquiries pertaining to its investigation into allegations of a violation of the Executive Code of Ethics against the President and finds it prudent to update the public as follows due to the public interest on the issue.
We confirm that the President had until July 18, 2022, to respond to the allegations letter of June 07, 2022, after his previous request to have the initial return date of June 22, 2022, extended. A request for a further extension has instead been filed. The request for a further extension has been denied and was communicated to the President on July 18, 2022. 
The Public Protector Rules, 2018 as amended (the Rules), which set out response protocols and timeframes in respect of investigations, provide in Rule 23(2) (b) that where a state institution receives correspondence from the PPSA, including a request for information in respect of investigations of alleged breaches of the Executive Code of Ethics, the institution concerned must submit a written reply or written substantive reply within 14 days, except where the Public Protector specifies otherwise, as per the extension granted in this matter until July 18, 2022. 
Rule 23(3) of the Rules provides that: ‘Where the state institution has failed to submit a reply within the timeframes referred to in sub-rule (2) above, the Public Protector may direct the state institution concerned to submit a substantive reply, which reply must be received not later than seven days from the date of the directive.”
The PPSA will therefore be invoking its subpoena powers in line with section 7(4) (a) of the Public Protector Act 23 of 1994, read with section 5 thereof. Section 7(4) (a) provides that: “For the purposes of conducting an investigation the Public Protector may direct any person to submit an affidavit or affirmed declaration or to appear before him or her to give evidence or to provide any document in his or her possession or under his or her control which has a bearing on a matter being investigated, and may examine such person”.
Section 7(5) state thus: “A direction referred to in subsection (4) (a) shall be by way of a subpoena…” The PPSA would like to reassure the public that the matter remains ongoing and that other investigative tools and methods are being employed to establish the veracity of the allegations that gave rise to the investigation. No further public comments pertaining the matter will be made in an effort to protect the integrity of the investigation. This is because investigating such matters in the glare of the public carries with it the risk of jeopardizing investigations.

South Africa: PPSA Speaks On Allegations Of Violation Of Ethics Code Against Ramaphosa

South Africa’s inflation rate rose more than expected and breached the central bank’s target range for the first time in more than five years.
Statistics South Africa said annual inflation accelerated to 6.5 per cent in May, from 5.9 per cent a month prior.
In a statement on its website on Wednesday, Statistics South Africa said this was the highest level since January 2017. Reads the statement seen by Pindula News:

Transport and food and non-alcoholic beverages (NAB) accounted for just over half of the annual rate, with sharp price increases recorded in both categories. Fuel, in particular, continues to be a major contributor: if the impact of fuel is removed from the CPI reading in May, the headline rate falls to 5.1% from 6.5%.
Diesel prices jumped by 8.1% between April and May, taking the annual rate to over 45%. The average price of a litre of diesel in May 2021 was R16,20 – meaning it cost R729 to fill a 45-litre tank. Twelve months later, with the average price at R23.67 per litre, filling the same tank cost R1 065.
Petrol prices moderated between April and May, edging lower by 0,7%. Despite this decline, petrol is almost 27% more expensive than it was in May 2021.
<h2>Cooking oil prices continue to soar</h2>
Prices for food and NAB jumped by 2.1% between April and May, representing the largest monthly increase since February 2016 when the monthly rise was also 2.1%. At that time the country was experiencing a severe drought.
The oils and fats product group continues to witness sustained levels of high inflation.

With Zimbabwe importing most of its commodities from South Africa, it means it is also importing inflation.

South Africa's Inflation Rate Jumps To A 5-year High

The president of South Africa, Cyril Ramaphosa on Thursday eased Covid-19 restrictions to the lowest level citing the decrease in coronavirus infections.
In a televised address, Ramaphosa announced the country would move down one level in a five-tier system of restrictions, where five is the highest, to an “adjusted level 1.” He said:

The current trends in the progression of the pandemic mean that a number of the restrictions in place can be eased.
</blockquote>
Ramaphosa also relaxed a curfew, now in place from midnight to 4 AM.
He announced that the maximum number of people permitted to gather outdoors will increase to 2 000 from 500, while the maximum number of people allowed at funerals could double to 100.
However, with local government elections set for November 1, Ramaphosa urged people to get vaccinated to help prevent a resurgence of infections, as vaccine hesitancy crimped an inoculation programme that has struggled to get out of the starting blocks.
Ramaphosa also indicated that around 8.6 million people, or more than one-fifth of all adults, have been fully vaccinated
South Africa’s third wave appears now officially over, with new cases falling from over 20 000 a day during the wave’s peak to an average of just over 1 800 per day over the last seven days.
South Africa set itself a target of administering between 300 000 and 400 000 doses a day but has been averaging around 150 000 daily in recent weeks. 
Ramaphosa also said the government would introduce a national vaccine certificate, possibly giving notice that businesses, places of worship and bars and restaurants might soon require a vaccine certificate for entry.

South African president, Cyril Ramaphosa yesterday said that the South African Reserve Bank, saying its mandate has not been expanded. This followed the public spat over the role of the central bank.
His remarks also come as there were contradicting public statements over the role of the central bank by senior ANC officials. ANC secretary-general Ace Magashule announced during a media briefing on Tuesday that the ANC NEC lekgotla had resolved to “expand the mandate” of the central bank. The contradiction is said to have prompted a meeting of the ANC top yesterday.
Ramaphosa disclosed that the meeting resolved that the policy of the ANC on the central bank remained unchanged. He said:
<blockquote>The officials emphasised the policy positions of the ANC on the independence and role of the SA Reserve Bank as set out in the constitution of the Republic of South Africa.
The constitution . . . sets the role of the Reserve Bank as protecting ‘the value of the currency in the interest of balanced and sustainable economic growth.
It further states that this mandate must be exercised in regular consultation with government, through the cabinet minister responsible for national financial matters. This policy has not changed.
It is our desire for the SA Reserve Bank to be publicly owned. However, we recognise that this will come at a cost which, given our current economic and fiscal situation, is simply not prudent.</blockquote>
