Local Government and Public Works Minister, Daniel Garwe, has promised civil servants free Wi-Fi and residential stands while defending his push for an extension of President Emmerson Mnangagwa’s term beyond 2028, when his current term ends, reported <a href="https://bulawayo24.com/index-id-news-sc-national-byo-250906.html">Bulawayo24</a>.
Garwe, a strong advocate of the ED2030 agenda has repeatedly compared Mnangagwa to the biblical Moses, claiming he was divinely chosen to lead Zimbabwe’s transformation.
Speaking recently in Mahusekwa, Mashonaland East Province, Garwe pledged to provide free Wi-Fi to youthful civil servants, who are expected to purchase homes within a proposed 250,000-unit, high-end gated community by businessman Phillip Chiyangwa.
Chiyangwa, who attended the event, boasted about his company, Pinnacle Property Holdings, securing a deal with the government to offer civil servants the opportunity to live in his development before eventually owning the properties outright.
Garwe further claimed that Mnangagwa holds the sole right to continue leading the country, even beyond 2030. He said:

From a government perspective, on this programme alone, we are delivering about five policy stations. The first one being human settlement policy that we must provide citizens with well-planned and well-governed settlements.
Settlements with properly designed and constructed road networks, sewer reticulation, water reticulation and other services including electricity and Wi-Fi now. 
It is going to be a gated community and obviously, people especially the younger generation (Civil servants) cannot survive where there is no Wi-Fi and we have accepted that semadhara (as old people serving in government), and that is policy station number 1.
The second policy station is to ensure that we obliterate the existence of an animal called land baron by providing people with well planned, well services and well governed settlements where people (once start paying for their respective stands) they are rest assured that they are going to have title to that piece of land.
The third is that we are now speaking to the regularisation policy as we move forward as a country, let’s build better forward which is being experienced here under the mantra, Nyika inovakwa nevene vayo.

Garwe said the project will allow civil servants and ordinary Zimbabweans to own land, while also eliminating land barons. He said:
<blockquote>
What we talk about is what we do and what we do is what we talk about. Number five is the policy on no one and no place is left behind.
Two hundred and fifty thousand stands, (residential, commercial, industrial and upstairs) so civil servants, here is an opportunity to own land, ordinary Zimbabweans, here is an opportunity to own land, urban land in terms of stands that have no issues with respect to land barons, stands with papers since you have title deeds once to make payments.
Manyame is not going to be left behind and the entirety of civil service or ordinary Zimbabweans. These are all the policies coming from the Head of State, Dr Emmerson Dambudzo Mnangagwa.
To go further, this is the reason why we are saying, President, why can’t you take us to 2030 so that all those areas where we still have gaps, they will be developed in terms of you driving your Vision as Head of State, driving the mission, objectives of that Vision that Zimbabwe will be developed and must be developed.

Chiyangwa said that both civil servants and ordinary citizens could purchase units in his gated community and fully own the properties once they met the agreed terms and conditions. He said:

As you can see for yourself, we said we are providing 250,000 units. When I say units, I mean stands as well as flats and other business centres, so we have the Minister here putting up a statement on the availability of other stands because we have these stands which we are supposed to supply the whole nation including both civil servants and ordinary people.

Garwe Promises Free Wi-Fi And Housing For Civil Servants

The new ZIFA board has pledged to fulfil a promise made nine years ago to reward the Mighty Warriors, Zimbabwe’s women’s senior football team, with 30 residential stands for qualifying for the 2016 Rio Olympics and the Africa Women’s Cup of Nations.
ZIFA president Nqobile Magwizi made the during a presentation to the Sports and Recreation Commission (SRC).
Back in 2016, then-Minister of Sport and Recreation Makhosini Hlongwane had promised the stands as a reward for the team’s remarkable achievement. Said Magwizi (via <a href="https://www.chronicle.co.zw/zifa-revisit-mighty-warriors-stands-promise/">Chronicle</a>):

When the women went to the Olympics in 2016, they were promised some stands. Am I correct?.
So, we are going to come to you with that issue. We want to follow it up. That’s what we want. These national team players, who raised our flag high at that time, were given that promise.
So, I hope you will be able to enlighten us on that matter because it is a very important issue. It sets the right tone and attitude, even for us as an administration, to be able to fulfil our obligations.

In 2016, the Mighty Warriors made history as the first football team from Zimbabwe to qualify for the finals of a major global tournament—the Olympic Games.
Their stunning achievement came after they triumphed over continental heavyweights Cameroon in the final qualifier the year before.
But their success didn’t stop there. The team also secured a spot in the finals of the Africa Women’s Cup of Nations, defeating Zambia in the final qualifying round.
Their hard-earned victories were celebrated with a dinner where, amid the festivities, then-Sports Minister Makhosini Hlongwane made the promise to the team.
Hlongwane said that the government could not offer cash rewards, but would provide 30 housing stands in Harare as a token of recognition.
Since that moment, the Mighty Warriors have made several attempts to follow up on the promise, but their efforts have been in vain.
SRC chairman Gerald Mlotshwa agreed with Magwizi that any public promise should be kept.
SRC Commissioner Nigel Munyati lamented the ongoing neglect of women’s football, saying the Warriors often receive preferential treatment over the women’s teams. Said Munyati:

It’s actually reminding me of something about football and women. There has been a tendency to view women’s football as a lower-tier institution, with more attention given to the Warriors than the Mighty Warriors. They don’t receive the same level of support.
But something we should all remember is that the most significant achievements in Zimbabwean football have actually come from women’s football.
They made it to the Olympics in 2016 – the men haven’t gotten that far. So, we must appreciate that. I think this is an area that needs to change.

The Mighty Warriors are gearing up for a crucial battle as they prepare for the CAF Women’s Africa Cup of Nations 2026 qualifiers against Angola later this month.
The team is currently in camp, training hard with one goal in mind: to secure a spot in the tournament.
Their journey will begin on 20 February in Luanda, where they’ll face Angola in the first leg.
But with Zimbabwe lacking a CAF-approved stadium for international matches, the Mighty Warriors will return to their adopted home, Lucas Moripe Stadium in South Africa, to host Angola for the return leg.
If the Mighty Warriors can conquer Angola, they will advance to face the winner of the Malawi vs. Congo match.

Magwizi Pledges To Fulfill 9-Year-Old Promise To Mighty Warriors

The government has urged home-seekers to be cautious when buying residential stands or houses to avoid falling victim to land barons and having their properties demolished.
National Housing and Social Amenities Minister Zhemu Soda urged buyers to make sure that land acquisition applications are legitimate.
He made these comments during a media session focused on improving communication between journalists and Cabinet ministers, facilitated by Information, Publicity, and Broadcasting Services Minister Jenfan Muswere. Said Soda (via <a href="https://www.herald.co.zw/govt-warns-home-seekers-against-short-cuts/">The Herald</a>):

Whenever that is done irregularly, obviously the arm of the law will take its course. We want to encourage all home-seekers, despite their desperation, that the acquisition of stands and houses must be done properly.

Soda said the government is currently addressing the issue of regularising dysfunctional settlements that arose from previous irregular constructions.
These settlements were created by peple who built homes without adequate support services such as roads, schools, and shopping centres. He said:

We are grappling with that correction. We don’t want to repeat what happened previously.
Let us not construct where the stands would not have been acquired properly. Let’s desist from dealing with land barons. We must conduct thorough due diligence when acquiring land for construction.

Government Urges Homeseekers To Exercise Due Diligence When Buying Residential Stands Or Houses

Bulawayo residents who bought residential stands in Magwegwe West and Pumula are contemplating taking legal action after the Bulawayo City Council (BCC) demanded that they top up the money they paid for the stands in foreign currency.
Residents bought the housing stands in 2016 and are still waiting for the areas to be serviced.
Bulawayo Progressive Residents Association (BPRA) secretary for administration Thembelani Dube told <a href="https://newsday.co.zw/southerneye/local-news/article/200022036/bulawayo-council-residents-at-loggerheads-over-us-top-fees">Southern Eye on Sunday</a> that the council was changing goalposts. Said Dube:

The top-up violates the initial agreements that the buyers had with the local authority during the time the stands were available. Any deviation from that calls for legal action.
</blockquote>
He said BPRA was waiting for feedback from the Government after it submitted a petition on the council’s demands.
BCC is demanding as much as US$6 000 depending on the size of the stand in top-ups.
The local authority is also threatening to repossess the land over failure to pay the fees.
Dube said the council had done nothing to develop the stands in Magwegwe West and Ntemba in Pumula, among other areas.
Bulawayo, like many urban areas in Zimbabwe, sells unserviced housing stands to desperate home-seekers due to a huge housing backlog.
Due to the unavailability of proper roads, running water and sewer systems, the quality of life for residents is compromised.

Bulawayo Council, Residents Clash Over US Dollar Top-up Fees

The Municipality of Chitungwiza has warned residents against engaging in illegal development of stands without following due process.
In a public notice, Chitungwiza Acting Town Clerk Japson Nemuseso advised residents and land seekers to seek authority from the Council before carrying out developments on land. Reads the notice:

DEVELOPMENT CONTROL IN TERMS OF SECTION 24 OF THE REGIONAL, TOWN AND COUNTRY PLANNING ACT (CHAPTER 29:12)
The Municipality of Chitungwiza has noted with great concern the proliferation of illegal development of stands in its area of jurisdiction without following due process.
Members of the Public are being warned to desist from such practices forthwith and are advised to seek authority from the Council in the form of development permits or approved building plans.
You are further reminded that to carry out any development, the stand beneficiary/owner should be in possession of the following documents:-
1. Offer letter
2. Signed Lease Agreement or Valid Proof of Ownership
3. Valid Service Clearance Certificate
4. Approved Site Plan
5. Signed Survey Diagram by a Registered Surveyor or General Plan Approved Civil Works designs by the Council
6. Approved Civil Works Designs by the Council
7. Approved and valid building plan
8. Copy of peg form
9. Copy of a Stage Form (Indicating inspected stages by Council)
Every structure under development should have a compliance file on site containing the documents listed above, including the Identification Document (I.D.) of the artisan registered with the Council.
Artisans are thus implored to come and register with the Council to avoid any inconveniences. After completion of construction stages, inspection and approval by the Council, a Certificate of Occupation is issued.
Please take note that any development done outside these guidelines risks being demolished and Council shall not be liable to pay any costs or compensation.
Members of the Public are being further warned against purchasing properties within the Chitungwiza area of jurisdiction without first verifying with the Council.
Further, be warned that Section 24 (4) of the Regional, Town and Country Planning Act (Chapter 29:12) criminalizes carrying out any development without an approved development order/permit/approved building plan and such offense attracts a fine not exceeding level seven or to imprisonment for a period not exceeding six months or to both such fine and such imprisonment.

Chitungwiza Warns Residents Against Illegal Occupation, Development Of Stands

The City of Harare has only managed to allocate 56 housing stands since January this year, while the waiting list is above 11 000 active members.
In his first quarter report on Wednesday, Harare mayor Jacob Mafume described the situation as “sad”. He said:

We managed to allocate only 56 stands since January and this is sad as the housing waiting list is standing at 11 282 active members as of December 31, 2022.
The city is finalising the human settlement policy which is coming as a review of the current housing policy.
We will then unveil the new housing models that the city will implement going forward particularly as we seek to address the outstanding issues in the pay schemes that are operational in Harare.
Going forward the city will not allocate unserviced land because this has created a lot of problems and has promoted the mushrooming of illegal settlements.

The ever-rising housing waiting list has resulted in land barons taking advantage of desperate home-seekers by illegally percelling out State land.
It has also resulted in the sprouting of illegal settlements lacking basic amenities such as piped water, refuse collection and sewerage reticulation.

City Of Harare Allocates 56 Stands In Five Months

An elderly woman from Chigodora communal lands in Manicaland Province recently appeared at Headman Chigodora’s court for selling State land to desperate home-seekers.
<a href="https://www.sundaymail.co.zw/specialist-hospital-to-open-in-august">The Manica Post</a> reported that Idah Kaserera allegedly subdivided and sold residential stands in the Chitakatira area of Mutare to eight land seekers for US$1 000 each.
She also pocketed US$200 more from each land seeker to create access roads to their stands.
The community court heard that all in all, Kaserera pocketed $9 600 from the land seekers.
In justifying her actions, Kaserera told the court that the land belongs to her family and therefore she could dispose of it as she pleases. She said:
<blockquote>
I sold my land after we gathered that the council wanted to repossess the land for residential purposes since it is in a peri-urban area.
I did nothing wrong and went on to charge the road fee as is the norm in all urban settlements.
The land is paid for in urban settlements, while residents have to pay for their roads to be serviced.
It was not fair for me to peg the road without receiving anything from the land seekers.
</blockquote>
Some of the land seekers claimed that Kaserera sold them land that belongs to her sons, Evson and Walter Kaserera, who now want their land back.
Headman Chigodora fined Kaserera US$2 400 for selling State land and also ordered her to reimburse the eight land seekers their money by 30 June 2023. Said headman Chigodora:
<blockquote>
This is State land and should never be sold. If you felt that you no longer wanted the land, you should have surrendered it back to Government through the village head and traditional leadership. Instead, you sold it to unsuspecting land seekers.
It is either you pay the fine or reimburse the land seekers their money and let them stay for free on that land.
If you opt to pay the fine and evict them, you still have to reimburse them the money they paid for the land and the expenses they incurred in developing the land.
</blockquote>
She said she would inform her children about the court ruling and decide on the next course of action.

Rural Woman Fined US$2 400 For Selling State Land

Hundreds of civil servants, among them teachers, were left counting their losses after failing to get residential stands despite paying the National Housing Delivery Trust (NHDT) for the stands.
The civil servants, who paid subscriptions to buy stands from NHDT in 2012, are now desperate to get to the organisation’s offices after they did not get their residential stands.
<a href="https://masvingomirror.com/where-are-you-national-housing-delivery-trust/">The Mirror</a> reported that NHDT directors allegedly disappeared with thousands of United States dollars of civil servants’ money.
The offices of the organisation disappeared and the directors can no longer be located and stands were not delivered.
The victims of the “scam” told The Mirror that one of the NHDT directors is Goromonzi West MP and aspiring Bikita South MP, Energy Mutodi (ZANU PF) who was the chairperson.
Mutodi, however, said he left the organisation and no longer has anything to do with it. Said Mutodi:

I left that company in 2011. I was the chairperson, but I no longer work for it. As you are aware I am a Member of Parliament and therefore am not allowed to partake in such. The director of that company is Tendai Hangadya. You can contact the person.

He referred the publication to Tendai Hangazha whom he said is now the owner of the organisation.
The Mirror reported that repeated efforts to get through to Hangazha’s number were futile as the number was either on voicemail or went unanswered.
The letter of allocation in the hands of The Mirror indicates the directors as Alma-Louise Gordon, B Chikono, B Chifamba, E. Mutodi, K Bhotsha and OZ Gumbo who are also listed as executives.
Tawonga Musina, a lawyer said that the clients can approach the registrar’s offices for verification of the company’s registration and thereafter file a Police report.
Some of the duped civil servants have reportedly given up after trying for many years to get their money back
According to civil servants who spoke to The Mirror on condition of anonymity, the stands sold by NDHT were mainly in Masvingo and Bulawayo.
Zimbabwe Teachers’ Association (ZIMTA) spokesperson Daisy Zambuko confirmed the “scam” but said most of those affected got their money back through the courts.
She, however, did not reveal the number of teachers from her organisation who were affected.
One of the affected teachers told The Mirror that he lost US$1 150 after paying US$100 monthly subscriptions from 2011 for a stand in Riverside.
He said the NHDT offices were at Masvingo Post Office along Emmerson D. Mnangagwa Street but the organisation left without giving any notice to clients in 2014.

Hundreds Of Civil Servants Duped In Residential Stands Deal

The Zimbabwe Republic Police (ZRP)’s Commercial Crimes Unit arrested two more suspects in the Rusape Town Council stands corruption scandal.
Some senior employees in the local authority’s housing department had already been nabbed over the scandal.
Some Rusape Town Council staff members and their associates allegedly defrauded the local authority and individuals of over US$500 000 through illegal residential stands deals.
The <a href="https://www.manicapost.co.zw/rusape-stands-racket-sucks-two-more/">Manica Post</a> reported that last week, Criminal Investigations Department (CID) officers arrested two former interns who were allegedly working with former housing clerk, Jacob Chiraswa, who is on the run.
The trio allegedly duped two individuals of US$18 000 after fraudulently selling them the local authority’s stands.
The two suspects, Simbarashe Machemedze (27) and Tafadzwa Nyakuwanikwa (27) appeared separately before Rusape magistrate, Annie Ndiraya.
They were granted $50 000 bail each and remanded to 6 March.
Prosecutor, Marlon Makamba, alleged that Machemedze, working in cahoots with Chiraswa, sold a residential stand to Simbarashe Matunga after misleading him that it belonged to him (Machemedze). Said the prosecutor:

Sometime in December 2021, Mr Matunga was looking for a residential stand in Rusape and got information that Machemedze was selling a stand.
When Mr Matunga approached him, Machemedze told him that he was selling his stand along Nyanga Drive in Rusape.
Machemedze allowed Mr Matunga to view the stand and asked for US$10 500 for it. 
Machemedze told Mr Matunga that he would facilitate the change of ownership of the said property once the whole amount was paid.
Machemedze then connived with Jacob Chiraswa and manipulated the Rusape Town Council’s filling system.
The two registered the stand into the complainant’s name to make Mr Matunga believe that the transaction was genuine.

The matter only came to light when Matunga was about to develop the stand and was told that the stand was fraudulently transferred into his name.
He then reported the matter to the police leading to Machemedze’s arrest.
Makamba told the court that Nyakuwanikwa and Chiraswa allegedly used the same method to dupe Egypt Mashiri. He said:

Sometime in April 2021, Nyakuwanikwa connived with Chiraswa to defraud unsuspecting home-seekers.
Chiraswa identified Stand Number 4184, Crocodile, which was among stands reserved for the council.
Nyakuwanikwa approached Mr Mashiri and advised him that Rusape Town Council was selling the said stand for US$8 000. 
Nyakuwanikwa told Mr Mashiri that the stand would be transferred into the buyer’s name immediately after the payment of the purchase price.
The complainant sourced US$7 500 from his South Africa-based brother, Mr Misheck Mashiri.
He supplied his brother’s details to the Nyakuwanikwa who then took them to Chiraswa who fraudulently changed the stand details in the council’s system into Mr Misheck Mashiri’s name.
Nyakuwanikwa and Chiraswa did not issue a receipt to Mr Mashiri and converted the money to their own use. Mr Mashiri began to construct a house on the stand.
He approached Rusape Town Council for the third stage approval of his proposed house and that is when he was advised to stop any further developments since the stand had been fraudulently issued.

Two Interns Implicated In Rusape Residential Stands Corruption Scandal

Radar Holdings Limited – a property development and management firm – says it seeks to service close to 9 000 residential and commercial stands in Bulawayo to reduce the housing backlog which currently stands at 120 000 in Zimbabwe’s second-largest city.
In a presentation during the Africa Infrastructure and Construction Conference held in Bulawayo last Friday, Radar Holdings Limited’s finance director, Walter Zimunya, said the project also includes 14 private schools and hospitals. He said:

Bulawayo is battling a housing backlog of 120 000 and Kings City seeks to help in reducing the housing shortage in accordance with Government’s economic blueprint, NDS 1.
Kings City is a 2 100-hectare premium mixed-use development in Bulawayo, about 8km outside of Bulawayo City Centre.
The project will see up to 9 000 residential stands available to the market, augmented with up to 430 light industrial stands, several shopping centres, and 14 private schools, hospitals and other facilities.
</blockquote>
Zimunya claimed that Radar Holdings has already started selling 500 fully serviced low-density residential stands whose size ranges from 2 000 to 4 000 square metres. He said:

In 2023, a further 900 stands will be released with sizes ranging from 600-1 500 square metres.
The high development standards in Kings City remain a key driving factor in their value proposition.
The outlook is to continue to create a new standard for real estate in the country that matches international criteria and competes at the same level, which in turn assures investors and customers alike high property values and long-term returns regardless of their reason for purchase.

Radar Holdings Targets Servicing 9 000 Stands In Bulawayo's "City Kings"

Rusape Town Council risks losing several essential vehicles after they were put on notice of attachment early this week by a magistrate after the local authority failed to avail residential stands to residents who had paid for them.
Two residents, Herbert Makani and Tanaka George dragged Rusape Town Council to court for allegedly selling them non-existent stands.
On Tuesday, the Messenger of Court identified the local authority’s two refuse compactors, a grader, an NP300 truck, an Isuzu truck and a Foton double cab for attachment.
Makani and George appeared separately before Rusape magistrate Rufaro Mangwiro.
The magistrate ordered Rusape Town Council to allocate the duo their stands.
In separate applications at the Rusape Civil Court, Makani and George, through their lawyer Taurai Khupe, said the council has failed to allocate them the stands despite receiving full payment in 2008.
In its defence, Rusape Town Council argued that the two did not buy the stands but paid some money for them to be added to the housing waiting list.
However, the receipts produced in court revealed the stand numbers that had been allocated to Makani and George.
Mangwiro, who presided over the case ruled in Makani and George’s favour.
Rusape Town Council acting Town Secretary, Faniseni Shuwa told The Manica Post that council property would not be attached, saying they are complying with the court order.
Shuwa, however, disputed the US$19 000 that Makani and George are each demanding for their stands. Said Shuwa:

We have legacy issues pertaining to the issue of stands dating back to 2007. We are complying with the court ruling and we are in the process of identifying stands for Mr Makani and Mr George.
We have up to May 29 to settle the matter. Council is in the process of compensating all the people who were not allocated their stands. We are also dealing with the issue of double allocation of the stands.
Our lawyers are engaging the two, especially on the issue of the US$19 000 they are demanding per each stand. Our property will not be attached as we are complying with the order.
There are a lot of people with similar cases which emanated from Magamba Extension which was oversubscribed. Council failed to allocate a stand to every applicant.
People must be patient with us as we have run out of land for expansion. We are negotiating with Government for more land and the few stands we have are simply not enough for everyone.

Zvimba Rural District Council chief executive Mr Peter Hlohla told a full council meeting at Murombedzi Growth Point yesterday that Government has directed them to allocate residential stands to war veterans .
Said Hlohla:
<blockquote>We have received a letter from the Ministry of Lands, Agriculture and Rural Development directing us to allocate stands to our national liberators. War veterans and war collaborators were categorised into two, those who benefited and those who never benefited. Those who had been left out are going to be considered for stands allocation in Murombedzi, Banket, Nyabira and Darwendale.</blockquote>
He said war veterans will be given stands measuring 300 square metres.

War Veterans To Be Given Stands

A residents lobby group called Residents Forum has filed a lawsuit at the High Court where it is seeking to have, Zanu-PF’s giving out of stands to its members as happened at in the Norton October 2016 by-election, declared illegal and discriminatory.
Denford  Ngadziore, a member of Residents Forum said in the application:
<blockquote>“Sometime in April this year at a Zanu PF rally in Mbare, the 1st respondent Kasukuwere offered 1 500 hectors of land to Zanu PF youths. The land was specifically offered to Zanu PF youths through their leadership. Most of the members of the applicant are not affiliated to Zanu PF. Therefore in respect to these members, the 1st respondent is acting unconstitutionally and in a discriminatory manner.”</blockquote>
