Opposition politicians have said President Emmerson Mnangagwa’s <a href="https://zero.pindula.co.zw/president-mnangagwa-delivers-sona-in-china-built-parliament-building/">State of the Nation Address (SONA)</a> delivered on 23 November 2022 failed to address critical issues affecting Zimbabwe.
In his address aired on national television, Mnangagwa urged legislators to finalise laws relating to the Criminal Law (Codification and Reform) (Amendment) Bill, 2022; the Public Interest Disclosure (Protection of Whistle-blowers) Bill, 2022; the Electoral (Amendment) Bill, 2022; the Witness Protection Bill; the Zimbabwe Human Rights (Amendment) Bill; and the Legal Aid (Amendment) Bill must all be tabled during this session. The Electoral (Amendment) Bill.
He also urged political players, seeking to be elected during the upcoming 2023 elections to “maintain and consolidate the peace, unity, harmony and love that we have built under the second republic. Violent confrontations have never been part of our culture.” 
He said the economy was performing well and highlighted various interventions that his government had undertaken to control runaway inflation and the local currency’s decline.
Mnangagwa also called for the unconditional removal of sanctions, which he claimed had constrained the country’s socioeconomic growth for decades.
However, Citizens Coalition for Change (CCC) Mbizo legislator Settlement Chikwinya said Mnangagwa failed to address issues affecting long-suffering Zimbabweans. Chikwinya told NewsDay:

The Sona presented by President Mnangagwa remains empty rhetoric devoid of addressing issues as expected by citizens especially now towards elections where the electorate needs electoral reforms that address outstanding issues that have always made elections to be disputed.
We as the CCC condemn the intention of government to smuggle the Patriotic Bill through amendment of the Criminal Law (Codification and Reform)  Act. The proposed legislative agenda is not practical considering the length of the Fifth Session which is due to end by June (next year).

Harare East legislator and CCC vice-president Tendai Biti said Zimbabwe is divided, it is too polarised yet the issue of common identity was not addressed in the SONA. He added:
<blockquote>
 If you do not address the issues of nationhood in a state of the nation address, the state of the nation address becomes hollow.
The issue of corruption, which is tearing the country apart was not addressed. If you can’t address that you are not addressing the crisis in Zimbabwe.

Norton legislator Temba Mliswa (Independent) echoed Biti’s remarks saying the issue of corruption was not spoken about. He added:

On violence, it starts with the political parties. They are the ones who are the perpetrators of this.

Opposition Politicians Say President Mnangagwa's SONA Failed To Address Critical Issues

The opposition Citizens’ Coalition for Change (CCC) has condemned the move by the government to charge border access fees in either US dollars or South African rand for all commercial vehicles passing through Beitbridge Border Post with effect from 1 December 2022.
According to Statutory Instrument 192 of 2022, the new regulation will apply to both foreign and local registered vehicles.
In a statement, CCC Parliamentary Spokesperson on Transport and Infrastructure Development, Settlement Chikwinya (MP), said the new policy shows that the government has no confidence in the Zimbabwe dollar.
Chikwinya said the move is also illegal as it is against the Principles of the Reserve Bank Act Chpt 22:15 that establishes the Zimbabwe Dollar as a legal tender.
He said CCC will challenge the legality of Statutory Instrument 192 of 2022 gazetted by the Minister of Transport and Infrastructural Development in the courts. Read Chikwinya’s statement below:

We strongly condemn the forced USD Toll fees at Beitbridge Border Post that will come into effect on the 1st of December 2022.
On 11 February 2022, the government of Zimbabwe gazetted SI 192/2022 which states that toll fees for Commercial vehicles at Beitbridge Border Post are payable exclusively in USD and SA Rands irrespective of the vehicle’s country of registration.
This means that even vehicles registered in Zimbabwe and owned by Zimbabweans will have to pay toll fees in USD or SA Rands.
CCC views this irrational move by the Min of Transport &amp; Infrastructure Hon Felix Mhona as not only illegal but very insensitive considering that the majority of Citizens in Zimbabwe who earn a legitimate income are earning ZW$ especially the C/Servants &amp; most working class.
The latest punitive action by the government on the motoring public that intends to use the B/B remains illegal in that it goes against the Principles of the Reserve Bank Act Chpt 22:15 that establishes the Zimbabwe Dollar as a legal tender and a currency of choice for Zimbabweans.
It remains illogical and very much so illegal for the same government that in February of 2019 promulgated SI33/2019 introducing the RTGS electronic transactions platform and further in June 2019 enacted SI142/2019 firmly introducing back the Zimbabwe Dollar to the market.
The same government now disregards the same Zimbabwe dollar and RTGs for toll fees exclusive to Beitbridge Border Post, how a national piece of legislation will apply to one border post and not others in a country with 8 border posts remains baffling.
In SI192/2022, the Minister of Transport and Infrastructure Development completely ignores the intention of Parliament in enacting the Reserve Bank Act as read together with various Statutory Instruments that seek to establish the multi-currency regime.
The Minister of Transport further contradicts his counterpart, the Minister of Finance and Economic Development Prof Mthuli Ncube.
On 27 June 2022, Ncube addressed the nation and said, “The Market’s lack of confidence in Multi-currency is causing us problems, but I am here to assure you it will remain in place for the next five years.” (APANews).
Hon Mhona further rubbishes his boss’ powers who through the use of Presidential Powers ( Temporary Measures ACT) enacted SI 118A/2022.
The act establishes the Multi-Currency regime and provides for penalties to anyone or entity that refuses to trade in the currencies defined in the Multi-Currency basket with the Zimbabwe Dollar included.

All the Minister of Transport is showing is a lack of confidence in the Zimbabwe Dollar and policies by his government and ruling party Zanu-PF and its leader Emerson Mnangagwa.
The Citizens Coalition for Change views the introduction of the exclusive USD payment for toll fees payment as an increase in the cost of doing business at B/Boarder Post that will result in most commercial vehicles avoiding this Border Post &amp; using other ports of entry.
Foreigners have already begun shunning Beitbridge Border Post in preference for Kazungula Border Post en route to Zambia and DRC. This will definitely affect business in the expanding town of Beitbridge.
The new Policy by Government at Beitbridge Border Post does not come as a surprise as the main Contractor who was awarded the tender to rehabilitate the Border Infrastructure is Mr Glynn Cohen with his Company Zimborders.
Mr Cohen, born in Zimbabwe now resides in Monaco, a tax haven island on the offshores of Italy and obvious all the USD payments are now being looted and shipped to the tax haven island.
Mr Cohen intends to quickly recoup his money before the 2023 general Elections, a move borne out of a lack of confidence in ZANU PF  winning the next election. The Citizens Coalition for Change condemns this illegal looting of public funds through such lawfare.
The Citizens Coalition for Change will definitely put SI 192/2022 to a challenge in the courts of Law fully confident that a fair and reasonable court will outlaw this piece of unjust legislation.
Once in government after the 2023 elections, a Citizens Coalition for Change government will facilitate a conducive business environment at all Border Posts for ease of doing business for cross-border commercial traders and the general motoring public.
We shall instill confidence in our local currency through increased production and good governance in all sectors of the economy through committed respect for the rule of law.

CCC Condemns New Policy On Border Access Fees, Vows To Challenge Law In Court

Mbizo MP, Settlement Chikwinya (CCC), has urged the government to hasten the deployment of ambulances at toll gates to ensure that accident victims are ferried to hospitals quickly.
In May last year, the World Health Organisation (WHO) donated 10 ambulances to the government for deployment to tollgates but the vehicles are nowhere to be seen.
In a statement, Chikwinya, who is the party’s transport and infrastructure parliamentary spokesperson, noted that victims of road traffic accidents continue to lose life with the government sitting on ambulances.
He urged Vice President Constantino Chiwenga, who is the Minister of Health and Childcare, to immediately release the ambulances so that they serve their purpose. Said Chikwinya:

Recently the Insurance Council of Zimbabwe donated four more ambulances for the same purposes as Zimbabwe intends to raise the figure of Ambulances to be stationed at toll gates to twenty but still, none of these has been deployed with no explanation from Chiwenga.
Ambulances at toll gates arrive much faster at accident scenes because they do not have to weave through the high traffic volume that characterises our city centres, especially during peak hours.
This service, if properly implemented, as per the recommendations of the World Health Organization will definitely save many lives and we call upon Hon Chiwenga the Minister of Health to immediately release the available Ambulances for work so that we minimise any further loss of life.

CCC Urges Govt To Deploy Ambulances At Tollgates

Mbizo legislator Settlement Chikwinya (CCC) has called on the Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi to bring a Bill to Parliament that will address the age of consent to sexual activities.
A few weeks ago, the Constitutional Court ruled that 18 years was the age of consent to sexual activities, not the 16 years which was in place.
Such a Bill will align the age of sexual consent with the legal age of majority which is set at 18 years in the new constitution.
Speaking in the National Assembly recently, Chikwinya said sexual activities for children under the age of 18 years should be criminalised. He said:
<blockquote>
I take cognisance of the fact that the Constitutional Court recently passed a landmark judgement in which it moves the age of sexual consent from 16 to 18 years.
I, therefore, call upon the Minister of Justice, Legal and Parliamentary Affairs to come to Parliament with a bill that actualises the provisions but criminalises the involvement of sexual activities for children under the age of 18 years so that at least we make it a reality for us to protect these children who are below the age of 18.

Speaking on the same matter, Harare East legislator Tendai Biti (CCC) said the Justice Minister must come up with a comprehensive bill for protecting children. Said Biti:

The implicit ruling by the Constitutional Court is that the Child Protection Adoption Act must also be revisited.
It still sets the age of a child at 16 and does not offer sufficient protection, particularly for those children between 16 and 18.
Also, children still face discrimination from the inheritance point of view. So, I have a daughter called Zoey, she cannot inherit from my own estate, which is why the Constitutional Court says the government must come up with a comprehensive bill protecting children in their entirety, including child labour.
Children are working in farms, tobacco, cotton in Gokwe and so forth. This bill must protect children.

Chikwinya Calls For A Bill To Actualize New Age Of Consent To Sex

Finance and Economic Development Minister Mthuli Ncube said that the Government is currently engaged in negotiations with unions representing civil servants over a salary adjustment.
Ncube revealed this while responding to Mbizo MP Settlement Chikwinya (CCC) who had asked to know what the Government was doing to ensure civil servants are paid living wages.
In his question directed at Ncube during the question and answer session in the National Assembly on Wednesday, Chikwinya said:

In view of the dwindling levels of the quality of life where poverty is on the increase, is the government able to provide solutions with regard to the current economic challenges which we are facing in the country?

In his response, Ncube said the existing salary structure of US dollars and Zimbabwe dollars being used by the Government would continue. He said:
<blockquote>
We have pursued largely a two-pronged strategy for salaries only, the monetary benefits. We have a ZWL component and we have a USD component.
We introduced the USD component in order to manage the inflationary pressures that civil servants are facing.
The first thing we did was to introduce the USD75 amount as part of the COVID-19 risk allowance measures and then we added USD100 per person.
As I speak, we are seized with discussions with the leaders of the civil service in terms of the union to agree on a new package.
We are working hard on it and will also be beneficiaries of those discussions.

Meanwhile, the Zimbabwe Professional Nurses Union (ZPNU) has advised the Health Services Board that its members would go on strike next Monday next week citing “incapacitation”.

Mbizo legislator, Settlement Chikwinya (CCC), has dedicated his victory in the 26 March by-elections to Mboneni Ncube, a party supporter who was stabbed to death by ZANU PF members.
Violent ZANU PF youths descended on a CCC rally at Mbizo Shipping Centre, Mbizo, Kwekwe, a few weeks before the March 26 by-elections.
Ncube was among several CCC supporters who were stabbed during the attack as he fled from the marauding thugs.
The assailants were arrested but released under unclear circumstances by the police. Said Chikwinya:

Mbizo is the only constituency in the country where we gained victory through bloodshed because we lost one of our supporters, Mboneni Ncube, during the campaigns.
ZANU PF thinks by intimidating and killing people, people will be discouraged, but that’s not the case.
People are prepared for change and they are prepared for that change even if it means death by voting for the CCC.

CCC Mbizo MP Dedicates By-election Victory To Murdered Party Supporter

Some former Ziscosteel workers might get less than US$10 in pensions if their gratuities are paid at a US$1: ZW$1 rate as the Government indicated earlier.
In his submissions in Parliament, Mbizo MP, Settlement Chikwinya (CCC), requested Industry and Commerce Minister Sekai Nzenza to come before parliament and state the roadmap for the revival of Ziscosteel.
Speaking in a recent interview with NewZimbabwe.com, Chikwinya urged the Government to consider the welfare of Ziscosteel pensioners who are suffering following the closure of the company several years ago. Said Chikwinya:

Parliament, government, Ziscosteel’s former workers and more importantly, the Kwekwe community want to understand and know when this national institution, in our economic recovery programme, is going to begin production.
They want to know when are the outstanding pensions of former Ziscosteel employees going to be paid off.
There is currently a standoff between the ex-Ziscosteel workers, who the government wants to pay in RTGS at a rate of US$1: ZW$1 for their pensions, which they accrued in US dollars.
It is very unfair, it is very cruel and it is very inhumane for someone who had US$30 000 in 2017 now to get paid ZW$30 000, which is less than US$10 in today’s value.
So we want the Minister to come to parliament and tell us how they expect Ziscosteel pensioners to survive and why the government wants to pay them in RTGS.

The Government recently approved Ziscosteel’s takeover by the Kuvimba Mining House company, a company linked to Kuda Tagwirei, a controversial businessman linked to ZANU PF.
Redcliff MP, Lloyd Mukapiko (MDC Alliance), said that Ziscosteel’s former employees should have been paid their gratuities in 2016. He said:

The issue of the Ziscosteel pension payout is a disturbing story. Ziscosteel workers were retrenched in 2016 according to the Pensions and Providence Funds Act.
Ziscosteel employees should then have been given their pensions within three months or 90 days of retrenchment.
They should have been paid their pensions in December 2016, but up to now, they have not been settled.
We received information through the FML Board of trustees indicating that the government, through the ministry of finance, had deposited $39 million in the FML account to disburse to beneficiaries in December 2021.
Considering that over 3 000 workers are supposed to have benefited, it means that each worker would have been given US$70 in pensions, which is quite sad.
There was an uproar and the money was not disbursed.

Former Ziscosteel Workers May Receive Less Than US$10 Pensions

Mbizo MP Settlement Chikwinya (CCC) has challenged President Emmerson Mnangagwa to disband terror groups in Kwekwe, particularly Al-Shabaab which has allegedly committed numerous acts of violence in the Midlands city over the years.
Chikwinya claimed that the ZANU PF-linked terror groups commit politically-motivated violence with impunity and the police have no power to arrest their members.
During the run-up to the 26 March by-elections, Mboneni Ncube, a CCC member, was stabbed to death during a rally in Mbizo by suspected members of a ZANU PF-linked terror group. Speaking to The NewsHawks, Chikwinya:
<blockquote>
We have fought a brutal fight, a very unrepentant violent system anchored on the violent antics of the Al-Shabaab crew. It is well known and protected by senior ZANU PF officials.
Since 1999, we have documented a number of people who have been murdered and tortured. The murders continue with the latest one being that of Mboneni Ncube.
The tortures continue with the individuals identified as perpetrators receiving impunity and even if they are partially arrested, they are quickly released from prison and come back to continue the atrocities.
The police cannot do much as long as their hands remain tied like this and as long as these people get protection from these senior officials.
</blockquote>
Chikwinya said as long as Mnangagwa is involved in politics in Kwekwe, the terror groups will continue to have impunity. He added:
<blockquote>
We know the guys involved and if you walk around Kwekwe and ask who the Al-Shabaab people are, they will tell you.
The Ncube murder perpetrators are known and the witnesses are now being threatened.
Now they can’t speak and they are trying to distort the whole story by threatening witnesses.
The next thing they will begin to blame CCC to say it was stage-managed and perhaps they will arrest people from CCC and manufacture witnesses. We are not ruling that out.
For it to come to an end, we have to remove the influence of Mnangagwa and former State Security minister Owen Ncube from politics around Kwekwe and that will bring peace to Kwekwe.
As long as these individuals are there, the perpetrators will continue to have a home where they can launch these attacks.

Meanwhile, suspected ZANU PF activists who allegedly murdered Ncube r<a href="https://zero.pindula.co.zw/suspected-zanu-pf-activists-kidnap-murdered-ccc-activists-sister/">ecently kidnapped his sister, Judith Ncube, and threatened to kill her</a> if she continued demanding answers into Mboneni’s murder.
Mboneni was stabbed twice with a spear at a CCC rally held at Mbizo shopping centre and died on admission to Kwekwe Central Hospital.

ZANU PF's Al-Shabaab Should Be Disbanded - Chikwinya

A Zanu PF official Allison Stambuli who contested in the 2018 local council election for Ward 11 in Mbizo in Kwekwe reportedly lost his life after an altercation with persons yet to be identified over parking space at Shebeen in Mbizo, New Zimbabwe reports.
It is still not clear if the culprits were apprehended and details about what really transpired till Stambuli lost his life are still sketchy. However, MDC MP for the is Settlement Chikwinya condemned the illegal drinking joints and said they should be shut down by the police.
Said Chikwinya:
<blockquote>The continued murders through various violent acts including knife stabbing in Mbizo remains a cause for concern. Last week, two people were murdered at illegal drinking places and the suspects are yet to be apprehended.
As the MP for the area, I implore the police to increase patrols this festive season in order to protect lives. Illegal bars that harbour criminal elements must be closed and drinkers must purchase alcohol at designated areas. Police must increase surveillance especially around Mbizo 4 shopping centre at night.</blockquote>
Shebeens have mushroomed in many spots country wide after the government prohibited bars and night clubs from operating in order to contain the coronavirus which has killed 318 people in Zimbabwe so far.

MDC Alliance Member of Parliament for Mbizvo, Settlement Chikwinya has exposed the deplorable conditions at Kwekwe Remand Prison.
Chikwinya spent two weeks in remand prison after he was arrested for public violence during the January riots.
In an interview with Southern Eye soon after being freed on bail by Bulawayo High Court judge Justice Martin Makonese, Chikwinya spoke at length about the conditions at the prison. He said:
<blockquote>The prison infrastructure is dilapidated and dehumanises one to the level of an animal. Kwekwe Prison is overcrowded, currently holding 217 inmates against a holding capacity of 120.
Remember, Kwekwe Prison is, by design, a remand prison but currently, convicts are also being held and serving from that institution.
Inmates have to contend with water shortages, coupled with very poor diets and overcrowding in holding cells.
The complaints are largely to do with food. The diet comprises of sadza, beans or some vegetable they call Boko Haram. The beans are normally not well-cooked.
The Boko Haram is some weed normally found at some cattle pens or along riverbeds, one with purple leaves [Amaranth]. I grew up using the weed to feed rabbits. The inmates want a change of that situation.
The institution needs a borehole in order to facilitate irrigation for normal household vegetables like covo or rape. Currently, the borehole is malfunctioning and the few times it works, it cannot cope.</blockquote>
