ZANU PF has condemned the CCC-dominated Harare City Council over the manner in which City Parking has been enforcing traffic by-laws in Harare’s central business district which has resulted in chaos and inconveniences to motorists.
Some motorists have threatened to sue the local authority after clashing with City Parking marshals.
ZANU PF secretary for Local Government and Devolution Supa Mandiwanzira urged Harare City Council to ensure that its marshals treat people with dignity. <a href="https://businesstimes.co.zw/zanu-pf-seethes-over-harare-chaotic-parking-system/">Business Times</a> quoted Mandiwanzira as saying:

We are very concerned with the way motorists in Harare and elsewhere are being treated by city fathers, particularly the parking marshals.
The people are being abused and there have been skirmishes between citizens and marshals. This is not the way to treat people.
I call the Mayor and his CCC officials to make sure people are not harassed. My message to the city fathers is ityai Mwari, musada mari.

ZANU PF Condemns City Of Harare Over Parking Chaos

<a href="https://www.pindula.co.zw/Reward_Kangai">Reward Kangai</a>, a former chief executive officer of <a href="https://www.pindula.co.zw/NetOne_Zimbabwe">NetOne</a>, a government-owned telecommunications company, says it is public knowledge that bigwigs are involved in most of the corruption cases that have affected Zimbabwe’s economy.
He made the remarks in response to a Pindula News article in which the chairperson of the Zimbabwe Anti-corruption Commission, Justice <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Loice Matanda-Moyo</a> bemoaned the <a href="https://zero.pindula.co.zw/zacc-losing-highly-skilled-workers-justice-matanda-moyo/">departure of skilled personnel from the commission. </a>
Kangai said those leaving the anti-graft organisation are afraid of being victimised for targeting political elites. Said Kangai:

<div>The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission" title="Zimbabwe Anti-Corruption Commission">Zimbabwe Anti-Corruption Commission</a> commissioner <a href="https://www.pindula.co.zw/Goodson_Nguni" title="Goodson Nguni">Goodson Nguni</a> announced in January 2018 that Mandiwanzira had been cleared by the ZACC investigations and that instead, they wanted to arrest Kangai himself. </div>
<div>Kangai was subsequently arrested on 10 January 2018 but was released on bail the same month.
In 2019, ZACC investigated him for possible abuse of office, allegations which stemmed from a forensic audit conducted in 2016 by the Auditor General.</div>

Ex-NetOne CEO Kangai Says "It’s An Open Secret Bigwigs Are Involved In Most Corruption Cases"

The Reserve Bank of Zimbabwe’s (RBZ) <a href="https://www.rbz.co.zw/index.php/publications-notices/publications/quarterly-reports-mfis/37-quarterly-industry-report/1158-quarterly-microfinance-report-june-2022">Quarterly Microfinance Report for Q2, 2022</a> revealed a decline in active bank accounts in Zimbabwe.
The report notes that as of March 2021, the total number of Bank Accounts was 9.06 million while the number of low-cost accounts was 5.82 million.
In June of the same year, the total number of bank accounts fell to 7.17 million while the number of low-cost accounts dropped to 4.41 million.
In September 2021, the total of bank accounts further dropped to 6.69 million whereas the number of low-cost accounts went up to 4.45 million.
As of December 2021, the total number of bank accounts went up to 8.17 million while the number of low-cost accounts went up to 4.78 million.
In March this year, the total number of bank accounts dropped to 7.76 million while the number of low-cost accounts went up to 4.83 million.
In June 2023, the number of bank accounts went down to 6.96 million while the number of low-cost accounts went down to 4.22 million. See the table below:
The total number of active registered bank accounts fell by 2.11 million since March 2021 while low-cost accounts also saw a gradual fall over the quarters.
According to the RBZ, the decline was attributed to the “withdrawal and/or closure of branches in some service centres across the country by some banking institutions as part of the branch rationalisation process contain costs.“
Meanwhile, there has been over <a href="https://www.pindula.co.zw/EcoCash">EcoCash</a>, Zimbabwe’s largest mobile phone-based money transfer, financing and microfinancing service, <a href="https://www.techzim.co.zw/2022/10/ecocash-has-lost-3-1m-customers-since-2020-what-who-is-to-blame/" rel="noreferrer noopener" target="_blank">lost 3.1 million subscribers</a> since 2020.

The trend shows that the number of financially included people is going down compared to previous years. It also suggests that:
<blockquote>
i). Many are likely travelling long distances to make cash transactions.
ii). Many no longer have money to put into their accounts which eventually become dormant. 
iii). Many cannot easily access money which means they live in poverty. 
</blockquote>
Since around 2016, the government of Zimbabwe and its regional counterparts has been pushing to ensure that everyone, including those in the remotest parts of the country, is financially included.
Speaking at one of the regional Financial Inclusion workshops hosted by ZIMPOST in Harare, then Minister of ICT, Postal and Courier Services, Supa Mandiwanzira said an inclusive financial sector can have a huge contribution to the overall socio-economic development of the country. 
While the government is convinced that mobile finance phone-based money transfers will increase the number of financially included people, the central bank in 2019 ordered the closure of Ecocash, and NetOne agent lines accusing them of fueling money laundering. This made it difficult for users to fund their wallets.

RBZ Q2, 2022 Report: Active Bank Accounts Decrease, Ecocash Subscribers Go Down

Saturday, 15 October was a sad day at Nyanga District Hospital mortuary in Manicaland Province as heartbroken parents collected the bodies of their children who died in a bus accident on Friday night.
Police said a Tynwald High School bus veered off the road and overturned at the 75km peg along Rusape-Nyanga road near Pine Tree Hotel around 7 PM on Friday.
Six pupils, five females and one male were killed in the crash, with several others injured.
The injured were admitted to Nyanga District Hospital and Victoria Chitepo Hospital in Mutare.
Speaking in an interview with <a href="https://www.newsday.co.zw/thestandard/local-news/article/200002068/school-bus-accident-claims-lives">The Standard</a> on Saturday, Nyanga South MP Supa Mandiwanzira (ZANU PF) expressed sympathy with the bereaved parents. He said:

I was there in the morning at Nyanga District Hospital where a lot of kids who were in the hospital were being collected by their parents.
Parents were still milling around at the mortuary at the Nyanga District Hospital. It was a tragic sight, very heart-breaking for parents who came to take the remains of their loved ones
Twenty-four hours earlier they did not think that they would take their young kids in coffins; no parent should go through that.
I want to express my deepest condolences to the children who also lost their friends and classmates.
</blockquote>
National police spokesperson Assistant Commissioner Paul Nyathi said they were investigating the cause of the accident.
However, according to a leaked internal police memorandum, the driver, Chamunorwa Machimbidzofa (43), was speeding and failed to negotiate a sharp curve resulting in the crash.
The memo also revealed that Machimbidzofa was yet to produce his driver’s licence to prove that he was certified to drive a bus.
The dead are; Anesuishe Hove (14) of Bluffhill in Harare; Beyonce Guyo (15) of Madokero, Harare; Anita Manyuka (16) of Tynwald Harare; Destiny Dziva (14) of Avondale Harare; Kimberly Tarisai Mutusva (15) of Chitepo Heights, Harare and Craig Madanhire (age unknown), a male juvenile.
Police said Beyonce, Anita, Destiny, Kimberly and Craig died on the spot, while Anesuishe died upon admission at Nyanga District Hospital.

Reports say a bus carrying Tynwald School pupils was involved in a road accident in Juliasdale, Nyanga on Friday evening.
The children were on a school trip. Five pupils are reported to have died on the spot, while one died upon admission to the hospital.
Pictures of an overturned Tynwald School-branded bus have been circulating on social media platforms since Friday evening.
Nyanga South MP, Supa Mandiwanzira, confirmed the accident late on Friday night.
Posting on Twitter, Mandiwanzira expressed gratitude to the Nyanga District Hospital staff for attending to the accident victims. <a href="https://twitter.com/SupaCollinsM/status/1581015900123435008">He wrote:</a>

Six Pupils Perish In Nyanga Bus Accident

Zimbabwe’s former minister of Information Communication Technology, Postal and Courier Services, Supa Mandiwanzira has been acquitted of criminal abuse of office charges.
The Nyanga South legislator was being accused of having appointed his personal assistant, Tendai Chinembiri on the board of the Postal Telecommunications Regulatory Authority of Zimbabwe (POTRAZ) board when he was not a government employee.
The state, however, withdrew the the case after it provided a contract, at Mandiwanzira’s instigation, that confirmed Chinembiri was a government employee thereby collapsing its case.
Representing the state, George Manokore said prosecutors had “underestimated the issues” they were supposed to deal with before preparing the charge sheet therefore they had no choice but to withdraw charges. He added before Magistrate Chivasa acquitted Mandiwanzira:
<blockquote>As the state Your Worship, we have no problem with the accused person being removed from remand</blockquote>
The state was also accusing Mandiwanzira of illegally engaging Megawatt Energy to investigate corruption at NetOne, a government parastatal under the oversight of the ICT Ministry, without going to tender.
Nevertheless, the charge was cancelled in 2019 by the then High Court Judge, Justice Nicholas Manthonsi.

Magistrate Hosea Mujaya has moved the trial of former ICT minister Supa Mandiwanzira to July 16 for trial pending High Court determination on the State’s application for rescission of the judgment.
Mandiwanzira is accused of fraudulently appointing his personal assistant to the Postal and Telecommunications Regulatory of Zimbabwe (Potraz) board.

Mandiwanzira had also complained in court that he has not committed any crime, saying the charges against him were a result of political persecution. He had also told trial magistrate Elijah Makomo that he had done everything with the authority of his principals.

Supa Mandiwanzira Gets Long Remand

The trial of former  Information Communication Technology and Courier Services Minister Supa Mandiwanzira for criminal abuse of office failed to kick off yesterday after the defence team said it was not ready. The case was rolled over to today. Mandiwanzira is accused of appointing his unqualified personal assistant to the board of the Postal and Telecommunications Regulatory Authority (Potraz).
Advocate Thembinkosi Magwaliba, Mandiwanzira’s lawyer argued that he had not been informed about the trial date.
Mandiwanzira’s application for the release of his passport was opposed by prosecutor Michael Chakandida. Mandiwanzira had indicated that business and health were in jeopardy. The prosecutor, however, opposed it saying that the application was not in good faith since there were no confirmed dates on which Mandiwanzira would be visiting China. Chakandida argued:
<blockquote>For the accused to seek a passport basing on engagements that are pending simply shows how the application was made in bad faith.
The State is doubting the authenticity of the document. It has not been furnished with the original by the accused used or the lawyer.
The State fears that if the passport is released the accused will flee from justice.</blockquote>
Mandiwanzira is among several other former top government officials to have been arrested when ascended to the presidency. Some analysts have however argued that the arrests were only targeted on perceived members of the G40 faction. They also said that no imprisonment has been done since the arrests began.

Nyanga South MP, Supa Mandiwanzira appears before the High Court today for allegedly breaching the Procurement Act.
The former ICT minister is facing charges of criminal abuse of office after he allegedly engaged  Megawatt Energy, a South African based consultancy, to audit a deal between Net One and Huawei Technologies. The deal was worth US$218 954 843.00.
He is opposing trial magistrate Mr Elijah Makomo’s ruling which dismissed his application to be exonerated from charges of breaching procurement regulations.
Magistrate Makomo found out that Mandiwanzira could not have acted on behalf of NetOne which has its own directors and workers. Mandiwanzira argues that Net One was not a procurement entity.

Supa Mandiwanzira Fraud Case In Court Today

Supa Mandiwanzira’s bail conditions have been relaxed. Mandiwanzira is facing criminal abuse of office charges.
Mandiwanzira’s charges relate to his engagement of a South African company, Megawatt, to do consultancy work for NetOne and appointing his allegedly unqualified personal assistant to the Postal and Telecommunications Regulatory Authority (Potraz) board. As part of bail conditions, Mandiwanzira was ordered to surrender his passport, report to Borrowdale Police Station twice a week, provide surety in the form of title deeds amounting to $100 000 and continue residing at his given address.
Regional magistrate Elijah Makomo ruled that Mandiwanzira reports once on the first Monday of each month. Makomo deferred ruling on Mandiwanzira’s application for the temporary release of his passport to enable him to travel to China on a business trip. Mandiwanzira had offered to surrender an additional property worth $100 000 in a bid to convince the courts that he does not intend to skip trial if granted his application. Makomo deferred the matter till after April 27 in anticipation that Mandiwanzira’s High Court application for review would have been set down.

Minister of ICT and Cyber Security Supa Mandiwanzira has issued a statement warning against the publication “on the Internet of the voters roll which includes addresses and phone numbers of the voters” saying that it is a cyber security breach.
His statement does not address the sending of personalised text messages to registered voters by his fellow Zanu-PF colleagues. Below is the full statement by Mandiwanzira:

A traditional leader, Chief Victor Saunyama, of Saunyama Village in Nyanga, has been accused of campaigning for the ruling Zanu-PF party. This comes after the chief called on his subjects to for Zanu-PF and Minister of ICT and CyberSecurity Supa Mandiwanzira in the upcoming 2018 harmonised elections. Said Chief Saunyama

We are now going for election in the next few months and it vital that we preserve our tradition. I would want to assure the MP (Nyanga South Member Of Parliament Supa Manidwanzira ) that victory is certain, We make sure that Zanu-PF wins.
Our headmen and all those we lead will be told that this country was won by bloodshed and that needs to be defended…It is surprising to note that there are people who think Chiefs should not be involved in politics, we are there to uphold our traditional setup and that is where I will make sure that all the areas in Nyanga vote for Zanu-PF.</blockquote>
Chiefs have in the past faced criticism for disregarding the Constitution and endorsing Zanu-PF candidates as well as former president Robert Mugabe and his successor, Emmerson Mnangagwa.

Vote For Supa, Zanu-PF: Traditiional Chief Tells Subjects

Loveness Susan sister to Minister of Information, Communication Technology, Postal and Courier Services Supa Mandiwanzira has passed away. She was 44. She succumbed to pancreatic cancer at her home in London on Saturday. She was a nurse by profession and was working in the United Kingdom. Her family is working on repatriating her body and expect to bury her in Zimbabwe. She is survived by her husband Edwin Kadzirange and three children Ruvarashe, Violet and Vongai.
Mourners are gathered at number 631, Short Road in Waterfalls.
