While giving oral evidence before a Parliamentary Portfolio committee on Defence and Home Affairs chaired by Makokoba MP Tshinga Dube (Zanu-PF) on issuance of primary documents, Registrar General Tobaiwa Mudede refused to reveal his age saying that it is a personal question.

Said Mudede:
<blockquote>It is a highly personalised question. If you want to know the age of the RG, you might as well go to the whole Government. The RG is highly competent to the extent that the African Union has come to get information on our system, even the United Nations has come to my office. That speaks volume of the RG. If you want to know the competence of the RG, just visit my office. It is not about age. It is my right and I do not need to answer that question. The fact that I am an RG and not an MP does not mean that I should be put in an awkward position.</blockquote>

Tobaiwa Mudede Refuses To Reveal His Age, Says It's A Personal Question

Chairperson of the Parliamentary Portfolio Committee on Defence, Home Affairs and Security Services, Retired Colonel Tshinga Dube said next week they will question Registrar General (RG) Tobaiwa Mudede on why Zimbabweans continue to face difficulties in obtaining national documents at his offices.
Dube said it was unfortunate that people were finding it hard to get national documents. Said Dube:
<blockquote>The citizenship registration is a burning issue in our country and I must assure the House that our Portfolio Committee is seriously addressing it. It has always been like a favour for someone who wants to get identification documents, which include birth certificates, identity cards, passport or even a marriage certificate. I appreciate that our Registrar General Mr Mudede has been in this office since 1980 and that is a long time. So, it might be that he didn’t change his mindset from what he adopted when he got the job. Our parliamentary Portfolio Committee will invite him next week to come and answer a few questions to clarify some of the issues that are of concern to the citizens of Zimbabwe. I would say that we adopted this as a culture from the colonial days. During the colonial era, the native commissioner usually had some junior officers who handled this and made sure that before you could get your identity document you had to struggle.</blockquote>

MPs To Grill Mudede Over National Documents

Registrar General Tobaiwa Mudede said that non governmental organisations are sending pictures of impoverished people to get funding. Mudede says that people are not poor as portrayed by the NGOs.
Said Mudede:
<blockquote>We want Africa to solve its own problems in its own eyes. We know of some NGOs that are sending pictures of impoverished people purporting our people are poor knowing pretty well that this is not true.</blockquote>
Mudede was making a contribution during a meeting of the taskforce on the establishment of a committee of African Registrar-Generals (RGs), which is underway in Victoria Falls. He said that Governments must fund their civil registration system through the African Development Bank (AfDB) and move away from being financed by outside donors.

Africans are not poor as portrayed by NGOs: Mudede

Registrar General Tobaiwa Mudede was quoted by ZBC News as saying that old metal identity cards will not be accepted for voting in next year’s elections. Mudede is quoted as saying that the old metal identity cards will not be accepted for voting as they cannot be read by a biometric machine. 
However, The Herald quotes Mudede as saying that the plastic cards will be used for biometric voter registration and that the metal identity cards cannot be read by biometric scanners. Said Mudede:
<blockquote>They (metal identity cards) are not biometric. Our system has been biometric since 2010. Our cards will be requiring signatures, fingerprints and we have machines to take the images. People are also advised to come in better attires, with their heads and ears not covered. We want proper identification. That is international. People are encouraged to take this opportunity to obtain identity documents and also correct errors. It is our stand that everyone should be registered and it will not be possible for anybody to go to elections next year without the documents and argue that she or he was never allowed to register. You will never be allowed to vote without these documents. I am sure the Zimbabwe Electoral Commission (Zec) will be coming behind us so that there will be verification at the same time.</blockquote>
