The ZIFA leadership, which is not recognised by FIFA, has commended the government for availing over ZWL$1 billion for the renovation of sporting facilities including the National Sports Stadium (NSS).
The Government has set aside ZWL$1.2 billion in the 2023 National Budget for upgrading sporting facilities across the country.
The National Sports Stadium is the main venue for hosting international matches but was banned by CAF as it does not meet the required standards.
Acting ZIFA president Gift Banda said the renovation of NSS should be expedited so that it meets international standards when ZIFA’s suspension by FIFA is lifted. Banda said:

The emphasis on Zimbabwe’s return to international football has been that when we do so we go back having sorted our issues, having structures and infrastructure in place.
We’ve also been working on mending relations with key stakeholders and Government is one such key stakeholder.
It is good to note that the Government is serious about getting the National Sports Stadium to the required standards.
This means when our suspension is lifted we’ll defend our pride right within our borders.
Hopefully when we return to international football the National Sports Stadium will be ready for us to play international football competitively.

ZIFA Wants National Sports Stadium Rehabilitation Expedited

The Zimbabwe Football Association (ZIFA) will hold its Annual General Meeting (AGM) on 28 January 2023.
The ZIFA Executive Committee met in Harare this Friday where it set the date for the AGM and suspended secretary-general Joseph Mamutse, among other resolutions. Here are the six resolutions that came out from the meeting:

1. The Association will partner with the Ministry of Primary and Secondary Education for the training of coaches. This is meant to capacitate schools with the requisite expertise, and it will go a long way in developing the beautiful game.
2. The Executive Committee resolved that the Annual General Meeting be held on the 28th of January 2023.
3. The Executive Committee has resolved to appoint an ad hoc committee consisting of 3 members to scrutinise matters arising from the forensic audit report and make recommendations.
4. The Executive committee has resolved to embark on the National Division league in line with section 10 of the ZIFA constitution. Modalities of its implementation will be made public in due course.
5. The Executive Committee has noted with concern that Central Region, Southern Region, and Mashonaland Central province are not participating in ZIFA activities and meetings. The Executive committee is seized with the matter.
6. The Executive Committee has resolved to suspend the General Secretary, Mr Joseph Mamutse for failing to report for duty when he was lawfully called upon to do so and also to facilitate investigations on issues arising from the forensic audit report.

ZIFA Suspends Secretary-General Joseph Mamutse

Football stakeholders have criticised the opposition-dominated City of Harare for “dragging politics into sport” after Sakunda Holdings, a company owned by a ZANU PF benefactor Kuda Tagwirei, formally withdrew its proposal to upgrade Rufaro Stadium, the so-called ceremonial home of football.
Zimbabwe Football Association (ZIFA) interim president Gift Banda, who is coincidentally a former deputy mayor of the City of Bulawayo, accused the Harare City Council of letting politics get in the way of football. Said, Banda:

What Sakunda had done was the right way. There is nothing political in sport. Politics should not be dragged into sport and football in particular.
Sakunda would have helped us to get Rufaro to become a CAF and FIFA-accepted stadium. “In any case, how much revenue is Harare City making at the moment from that stadium vis-à-vis what they are spending on maintenance?
City of Harare was supposed to try and assist in coming up with a solid contract that was beneficial to everyone and not close out a corporate that is trying to assist.

Rufaro has been condemned by the Confederation of African Football (CAF) and the stadium last hosted Premiership matches in 2019.
Premier Soccer League (PSL) chairperson Farai Jere argued that the refurbishment of Rufaro Stadium would have benefited local football in the long run. He said:

This was a very important investment in football and it was going to benefit generations to come, and this is something we need to look at from that perspective.

Northern Region Soccer League (NRSL) Division One chairperson Martin Kweza also expressed disappointment over Sakunda’s withdrawal from the partnership with Harare City Council. Said Kweza:

I am heartbroken, to say the least. I was already envisaging a new Rufaro in the mould of FNB Stadium (South Africa’s World Cup stadium) on completion.
I could see the appetite of football people to come back to the home of football, particularly when we hosted the Axis Super 8 cup final.
A refurbished Rufaro was going to bring a new dawn for Zimbabwean football, and now this?
I sincerely hope the two parties will find each other and resolve the issues currently obtaining for the sake of Rufaro Stadium, the rich history that it carries and soccer-loving Zimbabweans.

Football Stakeholders Criticise Council Over Rufaro Stadium Deal Collapse

Former ZIFA president Felton Kamambo and other suspended executive members have advised interim ZIFA president, Gift Banda, against distributing football equipment purchased using FIFA funds.
Kamambo and fellow board members Philemon Machana and Bryton Malandule recently wrote a letter to Banda warning him that distributing the equipment will strain future relations between ZIFA and FIFA.
The letter, which was written by the lawyers representing the suspended board members, Rubaya and Chatambudza, reads:

It has come to our clients’ attention that at a meeting dubbed “The ZIFA EGM” you arranged and attended together with your colleagues and subsequently resolved to distribute football equipment purchased using FIFA funds strictly for FIFA-sanctioned programs despite previous communications from FIFA and CAF that you are to desist from utilising their financial resources.
Having previously helped yourselves to an amount equivalent to US$108 000 before you were directed through a letter by CAF and FIFA, we are at a loss as to why you and your grouping would proceed to agree to share the equipment from a donor (FIFA) who has not authorised you to do so and who has previously stated that they do not recognise you as the legitimate leaders of ZIFA and directed times without number that you should not utilise their resources.

The Kamambo-led ZIFA executive was suspended by the Sports and Recreation Commission (SRC) in November last year over allegations including misappropriations of public funds.
Banda and his team were appointed in the interim but FIFA rejected the move and demanded the reinstatement of the suspended board members.

Kamambo Warns Interim ZIFA President Gift Banda

The family of Thadeous Machawira has castigated the Zimbabwe Football Association (ZIFA) for allegedly failing to help the late administrator, who died last week.
Machawira, who is the founding ZIFA Eastern Region Administrator, and served the association for two decades, died after a long battle with an undisclosed illness spanning over two months.
ZIFA reportedly neglected him during his time of need leaving his family to cover his medical bills.
Family spokesperson and son, Tichaona told <a href="https://www.newzimbabwe.com/shameless-zifa-abandoned-veteran-administrator-family-disappointed-by-lack-of-support/">NewZimbabwe.com</a> that ZIFA contributed just ZW$$120 000 towards his medical bills and another ZW$300,000 towards funeral expenses. Tichaona said:
<blockquote>
Assistance during his illness was ZW$160,000 and, by that time, it was equivalent to around US$120.
They would just say they don’t have money, the region is constrained etc when we called them.
Surprisingly, soon after his demise, ZIFA issued a statement claiming he was one of them, but in times of need, they were nowhere to be seen.
… and (when he died) the same region which claimed to be penniless called asking what we needed for the funeral and they sent ZW$300 000.
So far, there are no commitments to assisting the family left behind and no talk of his legacy yet.

However, Eastern Region Vice Chairman Wisdom Simba claimed that ZIFA assisted Machawira in various ways. He said:

As a region, we have been assisting Machawira in so many ways.
We took care of some of his medical expenses and, before his death, we paid for all the tests.
We also contributed quite a substantive amount which went towards funeral costs.
As for the surviving spouse, if resources permit, we will assist whenever we can.

ZIFA Abandoned Veteran Administrator, Machawira Family Alleges

Warriors midfielder Marshall Munetsi says members of the country’s government-appointed Sports and Recreation Commission (SRC) know nothing about football and got their posts through political connections.
The SRC suspended the Zimbabwe Football Association (ZIFA) board in November 2021 on allegations of sexual harassment of female referees by technical staff and fraud.
FIFA responded to the move by SRC to suspend the Felton Kamambo-led ZIFA board suspending Zimbabwe from all international football competitions.
Munetsi, who plays for French club Stade de Reims, told <a href="https://www.bbc.com/sport/africa/63215817">BBC Sport Africa</a> that the FIFA suspension has negatively affected the growth of Zimbabwean footballers. He said:
<blockquote>
The thing is that they never communicate with the players.
These are people who are just in positions because they maybe know someone in government. They don’t know anything about football.
For us, it hurts us a lot because this is our life. This is football and it’s something that can change a nation, that can change a lot of fortunes for the country.
They have to ask us about certain things because, if you hear the accusations, it’s something that doesn’t have anything to do with football – it’s all politics.
FIFA has a say on it, but they also have to communicate with us.

Meanwhile, the SRC refuted Munetsi’s claims, saying its officials are not in power because of government connections but because they have gone through “a robust selection process”.
Munetsi said he supports the SRC’s quest to clean up the governance of the game in Zimbabwe but also wants the Commission to engage players. He said:
<blockquote>
This is one thing I can say to the people that are in charge: they have to communicate with the players that are involved because we have so many big players playing in Europe.
It will be a good opportunity for them to sit down and talk with us so that we can all find a way forward.
</blockquote>
But the SRC shot down Munetsi’s request saying it cannot talk to players directly as this is against the law. The SRC said:
<blockquote>
As guided by the SRC act, the SRC does not engage players directly as this is under the purview of the National Sporting Associations, who relay any key positions and updates from the SRC to their athletes.

SRC Officials Know Nothing About Football, Says Munetsi

France-based Warriors midfielder Marshall Munetsi has implored the Zimbabwean government “to do the right thing” so that FIFA’s suspension of the country from international football is lifted.
FIFA banned Zimbabwe from global football in February because of governmental interference in the running of the game, which is contrary to FIFA statutes.
The suspension came after the government-appointed Sports and Recreation Commission (SRC) suspended the Zimbabwe Football Association (ZIFA) board in November 2021.
SRC suspended the ZIFA executives because of alleged sexual harassment of female referees by technical staff and allegations of fraud.
Speaking to <a href="https://www.bbc.com/sport/africa/63215817">BBC Africa</a>, Munetsi said the FIFA ban has stunted the growth of football in the country and that of its players. He said:
<blockquote>
This ban has affected young players who have the ambition to be like me by coming to Europe.
It’s playing for the national team which gave me the opportunity to play against big countries and big players. It’s something that is sad and frustrating for us as a country, and for players.
It’s a very complicated topic and I just hope the people involved can solve this because FIFA puts these rules [in place] to protect football.
If our government doesn’t respect this, then we don’t deserve to play. I just hope the government can do the right thing and make sure we are able to play in the coming games.

Meanwhile, the SRC says the suspension is unlikely to be lifted before April 2023.
Zimbabwe was excluded from qualifiers for the 2023 Nations Cup because of the ban.

Munetsi Implores Govt "To Do The Right Thing" For FIFA Ban To Be Lifted

The Sports and Recreation Commission (SRC) has urged football stakeholders to wait for the official ZIFA forensic report which is set to be signed off “shortly” by the auditors.
This comes after a draft ZIFA Audit Report done by BDO Zimbabwe Chartered Accountants was recently leaked on social media.
The partial audit, which covers the period between December 1, 2018, and November 21, 2021, revealed that almost US$2 million and $112 million were spent in a manner deemed improper.
In a statement, the SRC called on football stakeholders and the public to wait until the report is presented to the ZIFA Congress at the end of this month. SRC said:

There are certainly very significant sums of money received by ZIFA that cannot be accounted for during the review period of 1st December 2018 to 30th November 2021.
The auditors have not signed off on the draft forensic audit report. They will do so shortly.
The ZIFA Audit Report, once formally and procedurally presented to the restructuring committee that commissioned it, is ultimately intended for the benefit of the members of ZIFA to consider during their general meeting slated for the end of October 2022.
Accordingly, we advise stakeholders and the public alike to exercise reasonable caution in drawing any conclusions at this point.

According to the leaked report, the ZIFA executive committee led by Felton Kamambo received US$100 000 in unexplained payouts.

SRC Speaks On Leaked ZIFA Audit Report

The Zimbabwe Football Association (ZIFA) Executive Committee led by acting president Gift Banda met on Friday 14 October 2022, in Harare and deliberated on a number of issues affecting local football.
The ZIFA Executive Committee resolved to hold an Extraordinary General Meeting (EGM) on the 29th of October 2022.
ZIFA Acting General Secretary Xolisani Gwesela said the agenda of the EGM will be the Executive Committee Report, the ZIFA Executive Committee and Congress tenure and the Forensic Audit Report. He added:

The Executive Committee deliberated on improving the standards of refereeing in the country citing that professional refereeing preserves the sacrosanct values of the game.
The executive committee applauded the referees’ committee and referees for improving refereeing standards through the continuous capacity development of referees, commissioners and referee assessors.

Meanwhile, ZIFA is still suspended from international football by FIFA following the November 2021 suspension of the elected ZIFA board that was led by Felton Kamambo by the Sports and Recreation Commission (SRC).
Recently, <a href="https://zero.pindula.co.zw/parliament-gives-minister-coventry-ultimatum-to-ensure-src-reverses-suspension-of-zifa-board/">members of Parliament gave Sports Minister, Kirtsy Coventry, a 31 October 2022 ultimatum</a> to ensure that the SRC reinstates the Kamambo-led ZIFA board.

ZIFA To Hold Extraordinary General Meeting On 29 October

The Sports and Recreation Commission (SRC) has reiterated that it is not their priority to lobby for the lifting of Zimbabwe’s FIFA suspension.
In a statement released on Saturday, 10 September 2022, SRC said its focus is on the implementation of far-reaching fundamental reforms in local football which include the crafting of a new ZIFA constitution in December and the holding of elections in 2023. Pindula News is publishing the SRC statement below:

<h2>TRIPARTITE MEETING WITH THE SPORTS AND RECREATION COMMISSION, ZIMBABWE FOOTBALL ASSOCIATION AND THE ZIFA FOOTBALL RESTRUCTURING COMMITTEE.</h2>
On the 7th September 2022, the Sports and Recreation Commission (“SRC”), the Zimbabwe Football Association (ZIFA) and the ZIFA Restructuring Committee (“Restructuring Committee’) met for the first time since the suspension of the ZIFA Executive Committee by the SRC in November 2021.
The purpose of the meeting was, in the first instance, to receive an update from ZIFA regarding the implementation of certain conditions to which the lifting of the suspension of the ZIFA Executive Committee on 8th June 2022, was subject to.
Secondly, the meeting provided an opportunity for BDO Chartered Accountants to provide a progress report on the forensic audit that they are presently carrying out on the financial affairs of ZIFA.
Lastly, the Restructuring Committee gave an update on the progress it has made in discharging the tasks forming a part of its terms of reference.
For its part, the SRC outlined its expectations for parties to start to put into place an agreed framework populated by specific tasks and deadlines (‘Implementation Matrix’) regarding matters agreed as requiring reform.
In this respect, it was noted and agreed in principle that: –
1. The BDO forensic audit report will be availed at the end of September 2022. Presently, certain of the current and former members of the ZIFA Executive Committee, as well as the General Secretary, have been asked by BDO to provide clarity and insight into certain transactions relating to the finances of ZIFA. These responses are the main outstanding issues before the report is finalized.
2. Likewise, the Restructuring Committee expects to complete its findings and final recommendations to the SRC within a period that will allow ZIFA members in a general meeting to consider the same for adoption. The recommendations will form the basis of the implementation Matrix; it being noted that the Restructuring Committee submitted its preliminary findings to the SRC in August 2022
3. Upon the submission of the final BDO forensic audit report as well as that of the Restructuring Committee, ZIFA shall convene an extraordinary general meeting (EGM) of its members to consider the same. It is the expectation of the SRC that this EGM takes place in the month of October 2022.
4. Thereafter, the issues adopted during the EGM will form the basis of the Implementation Matrix (with times and deadlines for the discharge of agreed reform goals). This matrix will be made available to FIFA and CAF.
5. The same Implementation Matrix as well as the full details of the BDO forensic report and the findings and recommendations of the restructuring committee will be made available to the public in line with the SRC’s previous undertaking in this respect.
6. A key component of the Implementation Matrix is the adoption of a new constitution by the members of ZIFA in December 2022, after which and subject to the provisions of the new constitution, the holding of new elections from grassroots structures to the Executive Committee level in early 2023.
7. SRC reiterated that it was not the Commission’s priority to lobby for the lifting of ZIFA’s suspension as a member of FIFA. Its focus was on the implementation of far-reaching fundamental reforms in the administration of football in Zimbabwe.

Lifting Of FIFA Sanctions On Zimbabwe Not A Priority - SRC

The Zimbabwe Football Association (ZIFA) Executive Committee held a meeting at the ZIFA offices in Harare this Friday and deliberated on a number of issues.
Among other things, the ZIFA Executive Committee deliberated on the state of referring in the local game and also welcomed the sanctions imposed on former referees committee Secretary General, Obert Zhoya, by FIFA for sexual harassment.
A statement issued by ZAIFA Acting Chief Executive Officer Xolisani Gwesela after the meeting reads in part:
<blockquote>
1. The Executive Committee deliberated on problems bedevilling refereeing in Zimbabwe and resolved to come up with a code of conduct, rules and regulations, and a policy document that will assist in improving refereeing standards in the country and preserve the sacrosanct values of the beautiful game.
2. The Executive committee noted and welcomed the penalty imposed by FIFA on former referees committee Secretary General, Obert Zhoya, for sexual harassment. The Executive Committee reiterated zero tolerance for sexual harassment and all forms of malpractices in football and urged all victims of such malpractice to report such incidents.
3. The Executive Committee discussed the strategic plan and appealed to all stakeholders to fully participate in order to ensure football development and proper structures in the administration of the game
4. Dates for the Annual General Meeting to be announced after consultation with all relevant stakeholders.

ZIFA Welcomes FIFA Ban On Former Referees Committee SG Obert Zhoya

Former Zimbabwe Football Association (ZIFA) administration director Lazarus Mhurushomana has won a long-standing legal battle with ZIFA over thousands of US dollars owed to him in salary arrears.
Since his retrenchment in 2004, Mhurushomana has been demanding salary arrears owed to him by ZIFA, which have accumulated interest.
The salary amounts to US$235 029,34 and US$22,320 in allowances for telephone and fuel for the period covering 2004 to 2009.
He also added US$18 000 as his annual salary from July 2010 and December 2017 at a rate of US$1 500 per month.
ZIFA was ordered to pay Mhurushomana his salary and benefits from March 2004 until an agreement was reached on the retrenchment package.
The dispute spilt into the courts after previous ZIFA administrations failed to honour the debt.
Mhurushomana was awarded US$518 331 with interest, which had not been worked out in the warrant of seizure which was issued on 2 September. The writ of execution reads in part:

You are required and directed to attach and take into execution the movable goods of Zimbabwe Football Association (ZIFA) the above-mentioned defendant of ZIFA House, Number 53 Livingston Avenue Harare and of the same cause to be realised the sum of US$518 331,18 which plaintiff recovered by order of this court dated September 13, 2013, in the above-mentioned suit, and also other costs charges of the plaintiff in the said suit hereinafter duly taxed according to law, besides all your costs hereby incurred.
</blockquote>
Meanwhile, the Gift Banda-led ZIFA executive was ordered by CAF to stop using any funds received from the continental body and FIFA as ZIFA is still under sanctions.

The Warriors yesterday had a dispute with ZIFA over their accommodation, with the senior team rejecting a move to house them at the ZIFA Village in Mt Hampden.
Despite the facility having undergone some renovations, the Warriors said the village was still not up their expectations and chose to remain at Rainbow Towers where they checked into on December 27. Speaking to The Herald, ZIFA spokesperson Xolisani Gwesela said they will continue to engage the players on the accommodation issue. Said Gwasela:
<blockquote>We would like to assure the football loving nation and fans that there is no standoff between ZIFA and the players. Preparations are going on smoothly and training sessions will continue until we depart for Gabon. The team is at Rainbow Towers at the moment, but we would like to have them at ZIFA Village, we will continue to engage the players and the technical team until a win-win situation is reached.</blockquote>

A <a href="http://www.pindula.co.zw/Zimbabwe_Football_Association_(ZIFA)">Zifa Assembly</a> resolution passed on Saturday evening concluded that four teams will be promoted and demoted at the end of this season with only two rounds of games to be played. When the season began every club was officially informed that this year only two teams would be relegated and that and a similar number of teams from the four regional first divisions.
Zifa president <a href="http://www.pindula.co.zw/Phillip_Chiyangwa">Phillip Chiyangwa</a> was reported to have been against the idea to reverse the resolution and stood in the PSL’s corner, even giving the <a href="http://www.pindula.co.zw/Zimbabwe_Premier_Soccer_League">PSL </a>chairperson Peter Dube a platform to defend his constituency. However, Dube is said to have infuriated councillors when he said the PSL was not in a position to assume the costs of the national playoffs by itself as it relies on sponsorship from other companies.
Then 16 councillors, who are clearly all the PSL club representatives, voted for the idea to have two teams relegated. Unfortunately their vote could not carry the day as 24 councillors voted against the idea to relegate two teams but to revert to last year’s set up. 13 councillors abstained from the voting process, while five councillors were absent from the indaba, this did not affect the day’s proceedings making the resolution binding with the Zifa Assembly adopting it.
The Chronicle reports that Chiyangwa could not be reached for comment while the PSL chairman Dube said he cannot comment on a Zifa meeting.
Soccer24 managed to contact ZIFA spokesperson Xolisani Gwesela regarding the situation and he said,
