Zimbabwean President Emmerson Mnangagwa has appointed <a href="https://www.pindula.co.zw/Patrick_Mutasa/">Patrick Donald Mutasa</a> as Deputy Director-General of the Central Intelligence Organisation (CIO). This decision is believed to be an attempt to increase his control over the intelligence agency.
Mnangagwa’s grip on the CIO is essential to his efforts to consolidate and retain power, particularly with the upcoming elections and the possibility of internal sabotage.
Mnangagwa’s relationship with CIO Director-General Isaac Moyo is reportedly deteriorating, and some of the agency’s top officials are viewed as ineffective or compromised by political factionalism, according to The News Hwaks.
Mnangagwa’s appointment of Mutasa, who previously served as the director of administration, is reportedly aimed at taking away some of the responsibilities from those who have fallen out of favour and assigning them to loyalists.
According to The News Hawks, there are rumours within the Zimbabwean intelligence community that CIO Director-General Isaac Moyo is viewed with suspicion by President Emmerson Mnangagwa, despite his loyalty to the president. This suspicion reportedly stems from Moyo’s recent support of Zimbabwe Electoral Commission Chairperson Priscilla Chigumba, with whom Mnangagwa allegedly has a strained relationship.
Mnangagwa and his allies allegedly wanted to sabotage the delimitation process, leading to a fallout between the president and Chigumba.
The CIO, police, and army play a critical role in Zimbabwean elections and have previously played important roles in ZANU PF’s election campaigns.
Mnangagwa has also assigned retired Brigadier-General Walter Tapfumaneyi to lead Forever Associates of Zimbabwe (Faz), an alleged underground operational unit campaigning for Mnangagwa and ZANU PF in the August general elections.

President Mnangagwa Appoints Mutasa As Deputy Director Of The CIO

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> has received ZW$77 billion from the Ministry of Finance and Economic Development to organize this year’s elections. This amount is 40% less than the $128.6 billion that ZEC had requested in its bid.
ZEC chairperson Justice <a href="https://www.pindula.co.zw/Priscilla_Chigumba">Priscilla Chigumba</a> told the joint Thematic Committee on Peace and Security and the Parliamentary Portfolio Committee on Justice on Wednesday, that the allocated funds will be used for various activities such as voter registration, delimitation, voter education, inspection, nomination courts, and accreditation. She said:

The commission’s bid has been $128,6 billion. The Treasury normally supplements the budgets to meet the gaps created by inflationary factors and price increases. Currently, the commission is driving towards procuring election materials. The commission is happy that the Treasury is forthcoming in support of all these activities when the elections require resources.

She added that the commission is currently working on procuring both sensitive and non-sensitive election materials. They are prioritizing early procurement because some items need to be purchased from outside the country and require foreign currency.
Chigumba stated that the procurement of election items such as ballot paper, indelible ink, marking pens, and tents takes a long time, so they need to start the procurement process early. The provinces have already submitted their requirements for consolidation, and most of the deliveries are expected to arrive by the end of June 2023 to prepare for the elections. Elections are scheduled to be held sometime between July 26 and August 26.
The Japanese government donated US$1.4 million to ZEC through the United Nations Development Programme to support the general elections, while in November 2022, the European Union also donated US$5.9 million for the polls.

ZEC Gets ZW$77 Billion For 2023 Elections

The UK and its allies are prepared to monitor and observe Zimbabwe’s harmonised elections scheduled to be held sometime between 26 July and 26 August this year, if they are invited to do so.
Lord Goldsmith of Richmond Park, a UK Conservative member, confirmed that they are working with international partners to support election observer missions. This was in response to a query by Lord Boateng, a Labour Party member. Goldsmith said:

However, as is standard practice, invitations for observation missions will not be issued by the government of Zimbabwe until the election date is announced. Alongside a small British embassy Harare electoral monitoring mission, we hope to see larger electoral missions from the African Union, Southern African Development Community, European Union, Commonwealth and other non-governmental organisations.

In 2018, Western observers were permitted to monitor the African nation’s first elections since the ousting of Robert Mugabe. The observers generally praised the peaceful nature of Zimbabwe’s 2018 elections. However, there were concerns about irregularities in the electoral process, including voter intimidation and vote rigging. The European Union’s observation mission noted some improvements but also raised concerns about the independence of the electoral commission and the misuse of state resources during the election campaign.
While the UK says it is ready, President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa">Emmerson Mnangagwa</a> has, however, hinted at a strict selection process for international election observers for the upcoming harmonised elections. Writing in his weekly column in the state-controlled newspaper, <a href="https://www.sundaymail.co.zw/peaceful-primaries-set-right-tone-for-free-elections-president">The Sunday Mail</a>, Mnangagwa said only those nations who invite Zimbabwe to observe their elections in future will also be invited to do the same.
He said the theory and practice of election observation must be based on equality and reciprocity among nations. The president added that Zimbabwe’s history of colonisation does not justify any false sense of superiority, and there are no current international rules that legitimize such supremacy.

UK, Allies Ready To Monitor, Observe Zimbabwe's Elections

The <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a> is being criticised for allegedly sharing voters’ mobile phone numbers with the ruling ZANU PF party. This is not the first time this has happened, as ZEC was accused of the same thing before the 2018 elections.
Electoral watchdogs are questioning how ZANU PF obtained these numbers and are concerned about unsolicited campaign messages being sent to voters, which even specify their constituency. Zimbabwe is set to hold elections in July or August.
One of the messages seen by this reporter read:

Team Pachedu, a group of data analysts, criticised ZEC for sharing voters’ phone numbers with ZANU PF. In a Twitter post seen by Pindula News, Team Pachedu demanded that ZEC and the <a href="https://www.pindula.co.zw/Postal_and_Telecommunications_Regulatory_Authority_of_Zimbabwe">Postal and Telecommunications Regulatory Authority of Zimbabwe (POTRAZ)</a> explain how the ruling party attained the electorate’s phone numbers:

ZEC has illegally leaked the new voters roll with phone numbers to ZANU-PF. Voters are now receiving unsolicited ZANU-PF messages including those in new constituencies. The Data Protection Act and multiple laws have been violated. We demand an explanation! @ZECzim @Potraz_zw. Zec must be sued for violating the Data Protection Act by sharing phone records with Zanu PF. Econet and NetOne must also be sued for illegally facilitating unsolicited bulk SMSs for Zanu PF. Zec and Zanu PF must not be allowed to break our laws wantonly.

Takunda Tsunga, a legal and advocacy officer at the Election Resource Centre, has stated that the Zimbabwe Electoral Commission (ZEC) needs to explain how ZANU PF obtained its voters’ numbers. Tsunga is concerned about unsolicited text messages from political parties and questions about where they obtained the voters’ information. He believes that if the electoral commission was involved in leaking the electorate’s information, it would compromise free and fair elections by giving one party an unfair advantage. Therefore, ZEC needs to provide clarity on this matter.
Andrew Makoni, the chairperson of Zimbabwe Electoral Support Network, questioned the compliance with the Data Protection Act regarding the source of phone numbers used to send voters messages. He called for clarity on the database used to access the phone numbers and raised concerns about unsolicited consent. Makoni noted that there is no opt-out option for recipients of the messages, and it is up to individuals to handle the situation if they do not wish to receive them.
ZEC deputy chairperson Rodney Simukai Kiwa told NewsDay that the commission had not availed a voters roll with the electorate’s phone numbers to ZANU PF.

ZEC Criticised For Sharing Voters' Phone Numbers With ZANU PF

<a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> leader, <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a> has said the nomination of candidates kicks off on Wednesday the 5th of April 2023.
He said the selection process is citizen-centric amid criticism that the party’s leadership intends to handpick its representatives in the harmonised elections scheduled for later this year.
This comes as its main rival, the ruling ZANU PF party, is currently polishing up its <a href="https://zero.pindula.co.zw/zanu-pf-primary-elections-slated-for-25-march/">primary elections process after conducting the internal plebiscite last week.</a>
Chamisa said the <a href="https://zero.pindula.co.zw/ccc-ditches-primary-elections-communities-to-select-candidates/">CCC is abandoning the “old fashioned” primary election candidate selection</a> approach in favour of a system anchored on citizens’ consensus.
He told <a href="https://www.newzimbabwe.com/interview-chamisa-outlines-citizenocratic-candidate-selection-says-nomination-process-kicks-off-this-week/">NewZimbabwe.com</a> on Sunday that the selection process is called citizenocratic. Chamisa said:

It is a brand new candidate selection process; it’s fresh.
It’s novel and it’s modern and places the citizen at the centre of the process. Citizenocracy is government by the citizens. It’s a citizenocratic selection process.
Citizens want candidates to be selected on merit, integrity, dignity, suitability and accountability. Citizens prefer representatives who are visible, accessible and available.
Those leaders who regularly report back to constituencies and communities to get instructions and progress on policies and national priorities of public interest.
All these are going to be considered through a rigorous vetting panel that looks at these critical tests.
In the event that we have more candidates nominated, citizens caucuses are convened. A citizen caucus is constituted by those who have subscribed to citizen philosophy and ideology in the constituency or in a particular ward.
The process also involves wide consultation with stakeholders in that particular constituency or ward.

Chamisa said the new process is also going to be complemented by the introduction of  Townhall Debates on policy issues as well as Constituency Citizens Debates which are a first of its kind.
He said the Democratic Community Consensus System involves a panel of independent citizens who will oversee the selection of candidates for the community. The citizens will question the nominees through a process called “manifesto pitching,” and then democratically select their candidates through consensus.
When asked about who will lead the programs in the absence of party structures, he replied that citizens are the structures across the country, which is the strongest structure. He also said that there are safeguards in place to ensure citizens’ safe participation, including internal systems and external structures such as the police, despite reports of disruption of meetings by ruling party supporters.
Chamisa added that the nomination of CCC candidates starts on Wednesday, and it’s different from other parties because they don’t require a CV. Instead, they look at a person’s contributions to the community as their qualification for nomination. The CCC is looking for people who are loyal to the country, the people or constituency, and God. These are the three attributes they are considering for nomination.

Chamisa Speaks On The Nomination Of CCC Candidates

<a href="https://www.pindula.co.zw/Ziyambi_Ziyambi">Ziyambi Ziyambi</a>, the Minister of Justice, Legal and Parliamentary Affairs, has said Zimbabwe’s upcoming harmonised elections are scheduled to take place sometime between July 26 and August 26 of this year.
President Emmerson Mnangagwa is expected to proclaim the election date soon.
Preparations for the polls are, however, at an advanced stage, Ziyambi told <a href="https://www.sundaymail.co.zw/2023-poll-dates-the-die-is-cast">The Sunday Mail</a>. He said:
<blockquote>
The preparatory work for holding this year’s harmonised general election is at an advanced stage.
The next step that awaits the electorate is the announcement of the election date, through a proclamation by His Excellency, President Mnangagwa.
It is anticipated that the elections will be held between July 26 and August 26.
This is in line with Section 158 (1) of the Constitution, which provides that a general election must be held so that polling takes place not more than 30 days before the expiry of the five-year period upon swearing in of the President and/or Parliament.
Consequently, this will result in the dissolution of Parliament at midnight on the day before the first polling day.
As you are aware, the Government has budgeted $76 billion for the 2023 harmonised elections, to which $53 billion is earmarked for the elections.
We urge ZEC to utilise the available resources set aside for it in order to ease the burden on the taxpayer. With that said, Treasury will try its best to mobilise adequate resources for the process.

Treasury was presently mobilising additional resources for the <a href="https://www.pindula.co.zw/Zimbabwe_Electoral_Commission">Zimbabwe Electoral Commission (ZEC)</a>, which has tabled a $130 billion budget, Ziyambi said.
The last harmonised elections were held on July 30, 2018, with President Mnangagwa being sworn into office on August 26.
The government is pushing to pass the Electoral Amendment Bill before Parliament ends. The Bill has several objectives, including prohibiting driver’s licenses as proof of identity for voting, electing 10 young people to the National Assembly, and increasing women’s representation in government. It is currently being reviewed by the National Assembly and will move to the Senate for debate once it passes there.
Once Parliament completes its review, the Electoral Amendment Bill will go to the President for approval. The government is giving the Bill the attention it deserves since it is crucial for the upcoming elections. Minister Ziyambi expressed contentment with the electoral reforms made since the last elections.
He said the <a href="https://www.pindula.co.zw/POLAD_(Political_Actors_Dialogue)">Political Actors Dialogue (POLAD)</a>, which includes the majority of political parties from the 2018 elections, has helped involve various stakeholders in the reform process.
Minister Ziyambi also mentioned that:
1). Citizens have had opportunities to express their views on electoral reforms through parliamentary consultations.
2) The government has also incorporated input from civil society organizations like ZESN, ERC, and ZLHR. Furthermore, there have been discussions among POLAD, ZESN, ERC, and ZLHR about creating a simplified bill on elections.
3). The government has also engaged in political dialogue with the European Union to consider issues related to electoral reforms.
4). Zimbabwe’s ratification of the African Charter on Democracy, Elections, and Governance demonstrates the country’s commitment to democratic electoral processes.
5). The government will follow the Electoral Act when inviting and accrediting election observer missions. The Act requires that observer applications be submitted no later than four days before the election. There is no limit or requirement for invitations, as the law allows for open participation in the electoral process.
Last week, ZEC concluded the final national biometric voter registration but indicated that registration is ongoing at the commission’s provincial and district offices.
