The Zimbabwe Nurses Association (ZINA) has said the government withheld nurses&#8217; verification letters despite paying US$300 each in 2020.
During a Parliamentary Portfolio Committee on Health meeting, it was revealed that thousands of registered nurses who applied for Certificate of Good Standing and Confirmation letters to the Nurses Council of Zimbabwe may have been defrauded of US$3.4 million over the past two years. 
These letters, also known as &#8220;verifications,&#8221; confirm that a nurse has completed a diploma course and are used for work applications outside Zimbabwe. Lucas Sharara, ZINA Harare chairperson said:

A lot of nurses have paid verification fees but are yet to receive the letters since 2020.
They paid USD300 each but nothing has materialised. Three-quarters of nurses in this building today have written the English test and are just waiting for the verifications.
Once they get that document, they are leaving Zimbabwe.
The Nurses Council was issuing the document but we are being told the verifications were transferred from the Nurses Council to the Health Ministry’s head office.

According to the representative body for nurses, between 11,000 and 11 600, nurses paid for verifications in the past two years.
Another nurse stated that the government continues to accept payment for verifications, despite the Nurses Council being aware that the verifications will not be issued by the Health Ministry. The nurse requested that Parliament investigate why the government is accepting payments for verifications without delivering the service.
The chairperson of the Health Committee, Ruth Labode, encouraged the nurses to write to Parliament, as there are concerns that the money may have been misused.

Nurses in Zimbabwe earn a salary of 45 000 RTGS before allowances, and the verification letters would allow them to work in the United Kingdom and Australia.
The USD component of the nurses&#8217; salaries, paid as a COVID-19 and donor allowance, can be withdrawn at any time by the government, according to ZINA. The Nurses Council of Zimbabwe has also been accused of charging USD50 for the collection of diploma certificates.
Many Zimbabwean health workers, including nurses, doctors, and other medical professionals, have been leaving the country to work abroad in large numbers. The reasons for this include low salaries, poor working conditions, lack of resources, and political instability.
Some observers say the government introduced strict measures in recent years to block more health caregivers from going abroad as the brain drain has had a significant impact on the healthcare system in Zimbabwe, leading to shortages of medical personnel and a decline in the quality of care.

Government Withholds Nurses' Verification Certificates Since 2020

Nurses have notified the government that their salaries would have to be pegged at ZW$203 332 if the government insists on paying them in the local currency.
They speak as the government has urged workers who are demanding for restoration of October 2018 salaries or payment in United States dollars <a href="https://zero.pindula.co.zw/be-realistic-govt-tells-workers/" rel="noopener noreferrer" target="_blank">to be “realistic.”</a>
In the letter dated July 14 to acting Health minister Amon Murwira, the Zimbabwe Nurses Association (Zina) said RTGS salaries were making the lives of workers unbearable as the economy is dollarising under the watch and sanction of the government. The letter reads in part:
<blockquote>If we are to negotiate for an RTGS amount … our salaries will be pegged at $203 332, which by merely looking at it, is unrealistic.
We are aware that there have been efforts to misrepresent the position of the nurses by some quarters. We do not see it necessary to comment on this but we would want to factually bring you into our confidence as to why our members are demanding payment in US$ …</blockquote>
ZINA president Enoch Dongo vowed to continue with the ongoing industrial action adding withholding of some nurses’ salaries is a cause for concern.
The soaring inflation is eroding workers’ salaries.

"Our Salaries Must Be Pegged At ZW$203 332" - Nurses

Senior nurses in Zimbabwe have joined their junior colleagues in the industrial action over poor wages and working conditions.
Junior nurses have for more than three weeks now been on strike citing incapacitation as the soaring inflation has continuously eroded their salaries.
Announcing the job action through a Friday letter by their representative Zimbabwe Nurses Association (ZINA), senior nurses said:
<blockquote>We note with concern the lack of urgency by the employer in addressing issues raised by Zimbabwe Nurses Association (ZINA).
The ongoing incapacitation has not been doing any good to the patient care in this period of Covid-19 pandemic period.
After consultations, and deliberations, we hereby notify that we are withdrawing our services with immediate effect until the employer takes the nurses grievances seriously by way of fruitful negotiations.</blockquote>
They also observed that the sacrifices they are making, putting their lives on the line, were not commensurate with efforts by the employer.
Workers are demanding to be paid in United States dollars or equivalent as per their agreement with the employer in 2018 when the value of the local currency was at par with the U.S. dollar.
Meanwhile, the state has urged workers <a href="https://news.pindula.co.zw/2020/07/11/be-realistic-govt-tells-workers/">to be &#8220;realistic.&#8221;</a>

Senior Nurses Join Strike Citing Incapacitation

Doctors and nurses demonstrated on Tuesday <a href="https://news.pindula.co.zw/2020/07/07/watch-zimbabwean-nurses-being-taken-to-court-for-asking-for-a-living-wage/" target="_blank" rel="noopener noreferrer">over the arrest of 13 nurses at Parirenyatwa Hospital</a> for demonstrating over paltry salaries and poor working conditions.
They are demanding salaries in United States dollars or equivalent as per the 2018 agreement when the local currency was at par with the US dollar.
They were granted bail of $1 000 each by Mbare magistrate, Stan Mambanje.

The president of the Zimbabwe Nurses Association (ZINA), Enoch Dongo has said nurses in public health institutions are incapacitated to execute their duties and responsibilities hence the protests.
Health caregivers have for two weeks now been on industrial action to force authorities to review up their salaries and they declared that they were withdrawing all the services completely.
Speaking to NewZiana, Dongo cited Parirenyatwa Hospital where nurses were being evicted from the institution’s hostels after refusing to be at work to show that some public health institutions were, unfortunately, victimising the striking nurses. He said:
<blockquote>All nurses have embarked on a nationwide withdrawal of labour due to incapacitation. The salary that they got in June was eroded by inflation and it cannot take them a month.
So nurses are severely incapacitated and they have exercised their democratic right to withdraw their labour.</blockquote>
The protests followed an announcement by the government last month that it had increased salaries for civil servants, including nurses in public health institutions, by 50 percent, and offered an additional US$75 allowance which is yet to be paid.
Workers said the increment was a non-event given the inflationary nature of the economy. A family of five people, as of May, needed $8000 per month to be deemed not poor, the Zimbabwe National Statistics Agency (ZIMSTAT) said.
Meanwhile, the salaries of the majority of government workers are below the poverty datum line.

Nurses Have Depleted Their June Salaries - ZINA

The Zimbabwe Nurses Association (Zina) has urged a its members to withdraw all the services they have been rendering to the government saying they are incapacitated.
The association accused the government of lacking the will to address the issues affecting health caregivers in the country. In a memo to its members, Zina said:
“Having discussed this with the association’s executive, we hereby call upon every nurse in Zimbabwe, from those 
working at a rural clinic in the most remote parts of the country all the way up to those working at the central hospitals to immediately do the following:
<blockquote>For those who have not been going to work, continue withholding your labour. To those who have been subsidising our employer by going to work, mostly because you may have an alternative source of income, we call upon you to reconsider this and withdraw your labour as well.”</blockquote>
The memo added that the new auction system introduced by the Reserverve Bank of Zimbabwe suggests that for every US$100, a person would legally get $5 730 but in reality, the majority of workers are being far less than that.
Workers have been engaging the government to have the value of their salaries restored to what they were earning in 2018 before the introduction of the real-time gross settlement (rtgs) dollar.
