Prominent lawyer and advocate Thabani Mpofu has written a letter to the Chairperson of the Zimbabwe Electoral Commission (ZEC), Justice Priscilla Chigumba, challenging her to publicly refute the claims made by Lieutenant General Anselem Nhamo Sanyatwe regarding the military’s ability to impose “command voting.”
Last month, the Zimbabwe National Army (ZNA) commander, Lt. General Sanyatwe, was quoted as stating that the army will employ “command voting” in elections and that the ruling ZANU PF party would “rule forever.”
In a letter dated July 12, 2024, Mpofu demanded that Chigumba issue a firm public statement refuting Sanyatwe’s claims and providing assurances that ZEC is not beholden to or influenced by the army’s directives.
Mpofu has given Chigumba a seven-day deadline to address Lt. General Sanyatwe’s assertions about the military’s ability to manipulate the electoral process to ensure ZANU PF’s perpetual rule in Zimbabwe. Wrote Mpofu:

I am writing to bring to your attention concerning remarks made by General Sanyatwe, the Commander of the Zimbabwe National Army about elections in Zimbabwe. I have in my possession videographic evidence of him uttering words to the following effect:
“… Zanu (PF) shall rule until donkeys grow horns, whatever your stated and expressed wishes. I am now speaking as the Commander of the Army. We shall use what is called Command Voting. . . Do we understand each other?”
In these remarks, General Sanyatwe not only wades into issues beyond his constitutional remit but also asserts, his as well as the army’s preparedness to undermine the vote and not respect its sanctity. Your Commission’s ability to deliver a credible election has been put in issue by remarks that suggest its complicity in undermining the popular will.
I wonder whether there is any truth to the sting of General Sanyatwe’s assertion.
If you consider this assertion false, I kindly request that you publicly refute it with a firm assurance that your commission is not on the army’s back and call.
If you choose reticence, I kindly request that you account for it, the statement considered. General Sanyatwe’s statement undermines the trust and confidence of the electorate in the electoral process. This as you are aware, has been no small issue.
A clear and prompt refutation of this assertion will help to maintain the integrity of the electoral process and reassure the public that the Electoral Commission is committed to upholding the sanctity of the vote.
Your attention is drawn to sections 155(1), 156(c)(i), 233 and 239 of the Constitution of Zimbabwe, 2013 and to the obligations that have been triggered by this tainted tale.
The failure to call out this constitutional delinquency most indubitably has consequences.
I would appreciate your attention to this grave matter within 7 days.

On July 3, 2024, Mpofu wrote to Sanyatwe demanding an unequivocal withdrawal of his previous remarks regarding the military’s ability to employ “command voting” to ensure ZANU PF’s perpetual rule.
Mpofu stated that Sanyatwe’s comments violated Zimbabwe’s national constitution, the Defence Act, and the Electoral Act, and he gave the military leader a seven-day deadline to retract his claims.
Today, Mpofu has reiterated his demand, clarifying that he is giving Sanyatwe a full seven days, excluding weekends, to publicly retract his statements.

Human Rights Watch has condemned Zimbabwe’s army commander’s open declaration that the country’s security forces intend to play a partisan political role, threatening future elections and those participating in them.
Last month, the Zimbabwe National Army commander, Lt. General Anselem Sanyatwe, was quoted as saying the army will use “command voting” and that the ruling party, ZANU PF, would “rule forever.”
Allan Ngari, Africa advocacy director at Human Rights Watch said Zimbabwe’s security forces need to uphold the country’s Constitution. <a href="https://www.hrw.org/news/2024/07/10/zimbabwe-army-commander-threatens-election-integrity">Said Ngari</a>:

The Zimbabwe military commander’s open endorsement of the ruling party not only threatens the fairness of elections but opens the door for security force abuses against voters, the opposition, and civil society organisations.
Zimbabwe’s security forces need to comply with the country’s laws and regulations that uphold its international human rights obligations to ensure that elections are free and fair.

For decades, Zimbabwe’s military and other state security forces have interfered in the nation’s political and electoral affairs in violation of citizens’ civil and political rights.
Zimbabwe’s constitution states that no member of the security services in exercising their functions may act in a partisan manner, further the interests of any political party, or cause or violate anyone’s fundamental rights or freedoms.
However, senior members of the security forces have routinely ignored these provisions with impunity.
Human Rights Watch has urged the government of Zimbabwe to take urgent steps to end the military’s participation in partisan politics, including by disciplining or prosecuting military officers who violate laws and regulations that prohibit the security forces from directly supporting any political party.
According to Human Rights Watch, election periods in Zimbabwe, especially in 1985, 1990, 2000, 2002, 2005, and 2008, were characterized by widespread political violence, committed mainly by ZANU PF, its allies, and government security agencies, including sections of the army.
These problems were particularly evident during the 2008 elections when the army was credibly implicated in numerous systematic abuses that led to the killing of up to 200 people, the beating and torture of 5,000 more, and the displacement of 36,000.
The 2017 coup against President Robert Mugabe further entrenched the military in its partisanship with the ruling party and interference in civilian affairs.
The military leadership and some sections of the army have, since the coup, taken highly visible steps that adversely affect the political environment. Added Ngari:

Security force commanders need to speak and act in a manner that reflects a strictly neutral political position in accordance with Zimbabwe’s constitution and international law.
Authorities should take appropriate disciplinary action against officers in the security forces, regardless of rank, who violate laws and regulations prohibiting partisan conduct.

Zimbabwe Army Commander Comments Threaten Election Integrity - Human Rights Watch

The Crisis in Zimbabwe Coalition (CiZC) has formally requested Zimbabwe National Army Commander Lieutenant General Anselem Nhamo Sanyatwe to retract his recent statements regarding the use of “command voting” to ensure continued rule by the ruling party, ZANU PF.
While addressing a political gathering in Nyanga on June 30, 2024, Sanyatwe employed a metaphorical analogy involving donkeys to convey his message that ZANU PF will rule forever.
Sanyatwe stated that “ZANU PF will rule until donkeys grow horns,” implying that the ruling party intends to remain in power forever, as the prospect of donkeys developing horns is impossible.
CiZC argues that Sanyatwe’s remarks violate Zimbabwe’s constitution, as well as regional and international human rights standards.
Through their legal representatives at Mbidzo, Muchadehama and Makoni, CiZC has issued a 10-day ultimatum for the retraction of these statements.
Failure to comply will prompt CiZC to seek legal recourse through the High Court of Zimbabwe. The letter reads in part:

Our client advised us that on or about the 30th of June 2024 at or near Nyanga you are reported as having addressed what appeared to be a political gathering or rally. At the gathering, you are alleged to have said the following:
Tiri kunzwanana…saka Zanu (PF) ichatonga kusvika madhongi amera nyanga… muchida musingade. Apa ndiri kutaura sa Commander Army tichashandisa inonzi command voting. Ehe.., Ehe..tiri kunzwanana. Yah Nyaya yemasabhuku, varidzi vemusangano, ticharvigadzira. Tiri kunzwanana….. tiri kunzwanana. Pamberi ne Zanu (PF), pamberi neZanu (PF), pamberi na ED Munangagwa pasi nemahandu… saka PC mukuru wemauto ndini… Pamberi neZanu (PF)….pasi nemhandu.”
Meaning:
‘Are we together…. so Zanu [PF] will rule forever…. whether you like it or not. I am saying this as Commander of the Army. We will use what is called command voting. Yes. Are we together. Yes.. As for the Headmen the owners of the party we will sought that out. Are we together, are we together. Forward with Zanu [PF] Forward with Zanu [PF) Forward with ED Mnangagwa. Down with enemies. So the Chief PC of the Army is me. Forward with Zanu (PF). Down with the enemies..’
Our client contends that your alleged utterances are wrongful and unlawful in a number of ways among them the following:
1. Violation of Section 207 (2) of the Constitution which prescribes that the Defence Forces must subject themselves to the authority of the 
Constitution.
2. Section 208 (1) of the Zimbabwean Constitution which prescribes that the conduct of the members of the Security Services must be in accordance with the Constitution and the law.
3. Section 208 (2) (a) of the Constitution which prevents members of the security services from acting in a partisan manner.
4. Section 208 (2) (d) of the Constitution violating the fundamental freedoms of any person.
5. Section 208(3) of the Constitution which prevents the security services from being active members of any political party or organization.
6. Section 211(3) of the Constitution which prescribes that the Defence forces must respect the fundamental rights and freedoms of all persons and 
to be non-partisan.
7. The First Schedule to the Defence Act [Chapter 11:02] which stipulates that members of the Defence Forces must not conduct themselves in disgraceful and scandalous conduct unbecoming of an officer and at gentleman.
8. In addition the alleged conduct and utterances are in violation of various Regional and International Conventions and Human Rights norms.
We are instructed to demand as we hereby do that you forthwith and in any event no later than ten days from the date of this letter unreservedly and publicly withdraw the said utterances ascribed to you.
Should you elect to be uncooperative our instructions are to approach the High Court of Zimbabwe for appropriate relief without any further recourse to your good self.

Lt Gen. Sanyatwe Given 10 Days To Retract "Command Voting" Remarks

The Crisis in Zimbabwe Coalition (CiZC) has called upon the Zimbabwe Defence Forces to uphold their constitutional mandate and refrain from advancing partisan interests.
The appeal comes in response to recent remarks by Zimbabwe National Army (ZNA) commander Lieutenant General Anselem Nhamo Sanyatwe at a ZANU PF rally in Nyanga.
In a widely circulated video, Sanyatwe is heard saying that ZANU PF will rule forever, with the military prepared to use force to ensure voters support the party.
Addressing the gathering, Sanyatwe also said that the military would use ‘command voting’ to ensure their support for ZANU PF.”
In a statement released on Wednesday, 3 July 2024, CiZC said that Sanyatwe’s declaration that the army will use “command voting” to ensure ZANU PF’s continued stay in power is deeply concerning. Reads the statement:

The Crisis in Zimbabwe Coalition urges the country’s Defence Forces to adhere to their constitutional mandate and refrain from serving partisan interests.
We are disturbed by the reckless utterances made by Zimbabwe’s Army Commander, Lieutenant General Anselem Nhamo Sanyatwe.
His declaration that the army will use “command voting” to ensure ZANU PF’s continued stay in power is deeply concerning.
Sanyatwe made these statements while addressing a ZANU PF rally in Nyanga North Constituency, where his wife is a Member of Parliament.
He further declared that ZANU PF will not be removed by the ballot and will continue ruling until donkeys grow horns.
His utterances demonstrate a complete disregard for the Constitution, which directs the defence forces to serve national rather than partisan interests.
Zimbabwe’s Constitution under Section 211 (3) directs the army to respect the fundamental rights and freedoms of all citizens and be non-partisan in their conduct.
The Coalition emphasizes that the Constitution of Zimbabwe is a sacrosanct document that should never be abused for selfish political gains.
The Constitution guarantees fundamental rights, including the right to elect political leaders, and this constitutional provision should not be overturned by the army whose conduct is guided by the same document.
Zimbabwe’s constitution has been under threat due to numerous amendments by the ruling party, ZANU PF, which has used its parliamentary majority to introduce draconian laws aimed at entrenching its political power and further closing the democratic space in Zimbabwe.
The militarization of key institutions and the determination to create a one-party state also present a significant obstacle to the attainment of an independent and democratic state in Zimbabwe.
General Sanyatwe’s sentiments underscore the need to address the military factor in Zimbabwe’s politics, thus our continued call for a SADC-facilitated all stakeholders’ dialogue.
The continued involvement of the army in Zimbabwe’s politics leads to the subversion of the will of the people and the entrenchment of authoritarianism.
Furthermore, it’s important to remember that the current government in Zimbabwe is a product of a military coup that deposed long-time ruler, Robert Mugabe, in November 2017.
Following the military coup, the army led a violent campaign in Zimbabwe’s capital, Harare, resulting in the deaths of an estimated 6 unarmed civilians during protests over the delayed release of Presidential election results.
The government of Zimbabwe has yet to act on recommendations from the Motlanthe Commission of Inquiry regarding the army shootings.
In January 2019, an estimated 9 civilians were also shot by the army following protests over fuel price hikes.
The Coalition calls upon the defence forces to uphold the constitution and allow the people of Zimbabwe to enjoy their fundamental rights, including the right to choose their leaders.
It is ironic that the same army, which deposed Mugabe for surrounding himself with criminals and betraying the values of the liberation struggle, has developed dictatorial tendencies similar to the late ruler.
The army should be obligated to serve national interests, and in the current context, one would expect the army to speak out against the looting of national resources by political heavyweights and their cronies
In light of General Sanyatwe’s recent statement, the Coalition will engage Parliament and independent institutions established to promote democracy in Zimbabwe as part of our advocacy efforts to protect the constitution and promote constitutionalism in Zimbabwe.
At the regional level, our work will focus on harnessing regional solidarity in light of the continued shrinking democratic space in Zimbabwe
A national dialogue remains the solution to unlocking the multi-faceted crisis in Zimbabwe.

Crisis In Zimbabwe Coalition Criticizes Sanyatwe's "Reckless Utterances"

The Zimbabwe National Army (ZNA) commander, Lieutenant General Anselem Nhamo Sanyatwe, recently declared that the ZANU PF party will remain in power forever, adding that the military will use force to ensure voters cast their ballots for ZANU PF.
At a recent ZANU PF campaign rally in Nyanga North constituency, where his wife Chido is the Member of Parliament, Sanyatwe said the party will enforce a system of “command voting.”
Under this system, voters will be instructed on who to vote for, and if they do not comply, the election results will be manipulated.
Sanyatwe, who used the donkey analogy, said that ” ZANU PF will rule until donkeys grow horns”, adding that he was speaking as the army commander. He said:
<blockquote>
ZANU PF will continue ruling until donkeys grow horns. Whether you like it or not.
Now, I am speaking as the army commander, we are going to use what is called command voting.
</blockquote>
He concluded his remarks by leading pro-ZANU PF chants and denouncing what he characterised as “enemies,” an apparent reference to the political opposition.
Commenting on Sanyatwe’s remarks, award-winning journalist Hopewell Chin’ono posted on X:

What the General said is unconstitutional, but it is our lived reality. Elections are rigged, and we don’t have a strong opposition that can fight back!
The General’s statements basically confirm what many of us have said for years, that Zimbabwe’s elections are a farce, a theatre production where the script and the ending have been written in advance by the ruling party.
A production where the ruling party candidate has the election results in his pocket before the date of the election.

Then a Brigadier General, Sanyatwe was commander of the Presidential Guard, deployed in central Harare on 1 August 2018 to deal with demonstrations following the July elections. Six protesters and bystanders were shot dead during the operation.
During his testimony to the Motlanthe Commission of Inquiry on 12 November 2018, Sanyatwe asserted that soldiers under his command did not bear responsibility for the deaths resulting from the events of August 1, maintaining that they did not fire at the crowds. 
Responding to a commissioner who had asked if any dead bodies were recovered from the area where the kneeling soldier was firing, Sanyatwe said:

No, sir. if you watch that video closely, that soldier who took a kneeling position whilst firing; if you check properly [with] military experts, that rifle was being fired at an angle of 45 degrees in the air, and not directly to the [people].

Following the incidents of violence, Sanyatwe received two promotions from President Emmerson Mnangagwa. He eventually left the military, holding the second-highest rank, and was subsequently deployed as Zimbabwe’s ambassador to the United Republic of Tanzania.
Sanyatwe returned to the military from his foreign service assignment on October 20, 2023, and was promoted to the position of Zimbabwe National Army commander.
The Zimbabwean constitution prohibits serving soldiers from affiliating with any political party or engaging in partisan activities.
However, Zimbabwe’s military has a reputation for interfering in politics, particularly during election periods.
In 2002, General Vitalis Zvinavashe, then commander of the Zimbabwe Defence Forces (ZDF), stated during a press briefing that the army would only endorse political leaders committed to upholding Zimbabwean values. He said:

We wish to make it very clear to all Zimbabwean citizens that the security organisations will only stand in support of those political leaders who will pursue Zimbabwean values.
We will therefore not accept, let alone support or salute anyone with a different agenda…
Let it be known that the highest office on the land is a “straight jacket” whose occupant is expected to observe the objectives of the liberation struggle.
Any change designed to reverse the gains of this revolution will not be supported.

Zimbabwe Army Commander Declares ZANU PF Will Rule Forever, Threatens Voter Coercion

President Emmerson Mnangagwa has appointed Lieutenant General <a href="https://pindula.co.zw/Anselem_Sanyatwe">Anselem Nhamo Sanyatwe</a> to the position of Commander of the Zimbabwe National Army (ZNA), with immediate effect.
In a press statement released this Friday, 20 October, the Chief Secretary to the President and Cabinet Martin Rushwaya, said the appointment follows the retirement of the outgoing Commander of the ZNA, Lieutenant General David Sigauke. He said:

His Excellency the President of the Republic of Zimbabwe and Commander-in-Chief of the Zimbabwe Defence Forces, Cde Dr. Emmerson Dambudzo Mnangagwa has, with immediate effect and in terms of section 216(2) as read with sections 89 and 110(2)g of the Constitution of Zimbabwe Amendment (No. 20), appointed Lieutenant General Anselem Nhamo Sanyatwe to the position of Commander of the Zimbabwe National Army.
The appointment follows the retirement of the outgoing Commander of the Zimbabwe National Army, Lieutenant General David Sigauke.

Lieutenant General Sanyatwe is a former commander of the Presidential Guard. In 2018, then Brigadier Sanyatwe was the tactical commander of the force deployed on 1 August to deal with election-related demonstrations in central Harare.
In December 2018, Sanyatwe was promoted to the rank of Major General.
He left the ZNA on 29 May 2019 to become Zimbabwe’s Ambassador to Tanzania.
Lieutenant General Sanyatwe is married to Chido Sanyatwe, a ZANU PF Member of Parliament and the Deputy Minister of Home Affairs.

President Mnangagwa Appoints Lt Gen. Anselem Sanyatwe As Army Commander

President Emmerson Mnangagwa has congratulated Lieutenant General (Rtd) Anselem Sanyatwe and his wife Chido Machona-Sanyatwe following the renewal of their wedding vows at a ceremony held at Regina Coeli Mission in Nyanga on Sunday.
Addressing the gathering, Vice President Constantino Chiwenga said the Sanyatwes had set a good example that should be copied by the youths. He said:

The President really wanted to be here but due to pressing commitments, he could not and that is why he sent me to represent him and convey his message.
He congratulates the Sanyatwe family as well as the Nyanga North family for this achievement.
A wedding is a gift from God and we really need to applaud the effort made. It sets a very good example for the young, most of whom are now being wasted by drugs.
We are grateful to the churches that raised these two (the Sanyatwes) and it is evident that when children are raised in the church, they get the proper upbringing they need because they obtain good teachings from the church and the family as well. Our youths should emulate this. Let God bless this union.

In an interview with The Manica Post on the sidelines of the wedding, Lieutenant General (Rtd) Sanyatwe said:

We are really excited about this. We had our wedding years back in court but we have decided to do this before God.

I attended school here, hence it feels good to be back here with my wife. Everyone in the family and colleagues is happy that we have done this. I urge people from different walks of life to emulate this.

ED Congratulates Sanyatwes On The Renewal Of Their Wedding Vows

Former Presidential Guard commander, retired Brigadier-General Anselem Sanyatwe will tie the knot with Nyanga North MP Chido Sanyatwe (ZANU PF) on Saturday, 06 August.
President Emmerson Mnangagwa has been invited to be the guest of honour at the wedding which will take place at the Roman Catholic Church’s Regina Coeli Mission.
Chido confirmed the wedding when contacted for comment by NewsDay. She said:

Yes, the wedding is on tomorrow and I am encouraging drivers to be cautious on our roads. Preparations are at an advanced stage.

Sanyatwe, who is Zimbabwe’s Ambassador to Tanzania, flew into the country this week from Dar es Salaam ahead of the wedding.
Top army officials and ZANU PF bigwigs are set to attend the wedding.
Sanyatwe married Chido under traditional custom in 2000 before having a court wedding in 2004.
Both are members of the Roman Catholic Church and according to the rules of the church, they need to have a white wedding in the church.
<h2>1 August 2018 army shootings</h2>
As commander of the Presidential Guard, Sanyatwe was the tactical commander of the force deployed on 1 August 2018 to disperse protestors who were demonstrating over the perceived delay in announcing the results of the 30 July elections.
The soldiers used live ammunition on fleeing protestors and innocent bystanders resulting in the death of six and injuries to dozens.
In February 2019, Sanyatwe retired from the military and was appointed ambassador to Tanzania in the same month.
In 2020, the United States imposed sanctions on Sanyatwe and on former State Security minister Owen Ncube, accusing them of human rights abuses.

The Zimbabwean Government has slammed the US for extending sanctions to Sanyatwe and Owen Ncube and said human rights violations allegation needed to be backed by proof otherwise any other approach is surely in itself a violation of those individuals’ human rights, The Herald Reports.
Foreign Affairs and International Trade Minister <a href="https://www.pindula.co.zw/Sibusiso_Moyo">SB Moyo</a> released a statement which reads in part:

It also reports that Chiwenga has already lined up his incoming cabinet and is going to retain some of his key allies including Zimbabwe Defence Forces (ZDF) Commander, General Philip Valerio Sibanda; Lands and Agriculture minister, Rtd Air chief marshal Perence Shiri; Foreign affairs minister, Sibusiso Busi Moyo; Zimbabwe’s Ambassador to Mozambique, Lt. Gen. (Rtd) Douglas Nyikayaramba; Zimbabwe’s Ambassador to Tanzania, Lt. Gen. (Rtd) Anselem Nhamo Sanyatwe, among others.
These reports come when president Mnangagwa recently urged members of the ruling ZANU PF during a politburo meeting to be united as 2023 elections are approaching.
Others, however, believe the reports are Mnangagwa’s strategy to keep the nation hoping that ZANU PF was finally falling apart.

The government of Zimbabwe has summoned US Ambassador to Zimbabwe, Brian Nichols over the sanctions his country recently imposed on Anselem Sanyatwe and his wife, Ms Chido Machona.
The <a href="https://news.pindula.co.zw/2019/08/01/just-in-august-1-shootings-army-commander-placed-under-us-sanctions/">US government imposed sanctions on former Presidential Guard Commander Anselem Sanyatwe</a> for allegedly orchestrating the August 1, 2018 shootings. The incident left seven people dead of gunshots whilst scores of civilians sustained gunshot wounds.
Secretary for Foreign Affairs and International Trade Ambassador, James Manzou, met Ambassador Nichols at his Munhumutapa offices where he expressed Government’s displeasure over the imposition of sanctions on Sanyatwe and his wife.
The meeting was confirmed by the spokesperson of the Ministry of Foreign Affairs and International Trade spokesperson, Mr Shepherd Gwenzi in a statement on Friday night. Mr Gwenzi said:
<blockquote>The Ministry of Foreign Affairs and International Trade on 2 August 2019 summoned the Ambassador of the United States of America to Zimbabwe His Excellency Mr Brian Nichols. He met the Secretary for Foreign Affairs and International Trade Ambassador James Manzou.
The purpose of the summons was to express the displeasure of the Government of the Republic of Zimbabwe over the public designation of His Excellency Lieutenant-General (Rtd) Anselem Sanyatwe, current ambassador designate to the United Republic of Tanzania and former Commander of the Zimbabwe National Army’s Presidential Guard Brigade by the US Secretary of State, Mr Michal Pompeo under Section 7031 (c ) of the FY 2019 Department of State, Foreign Operations and Related Programs Appropriation Act (Div FPL 116-61) allegedly for gross violations of human rights related to the August 1 2018 post election incident.</blockquote>

Zimbabwe Summons US Ambassador Over Sanctions On Sanyatwe & Wife

The government of Zimbabwe has expressed displeasure over <a href="https://news.pindula.co.zw/2019/08/01/just-in-august-1-shootings-army-commander-placed-under-us-sanctions/">USA’s imposition of sanctions on former Presidential Guard Commander Anselem Sanyatwe</a> who is said to have orchestrated the August 1, 2018 shootings.
The Secretary for Information, Publicity and Broadcasting Services, Mr Nick Mangwana said that the development undermined Zimbabwe’s sovereignty at the same time creating divisions amongst Zimbabweans.
He also said that sanctions on Zimbabwe’s Ambassador-designate to Tanzania do not promote the spirit of the <a href="https://news.pindula.co.zw/2019/03/08/ed-appoints-motlanthe-commission-report-special-inter-ministerial-taskforce/">Kgalema Motlanthe Commission</a> that was instituted to investigate into the shootings. In a statement, Mangwana said:
<blockquote>It is no doubt that President Mnangagwa marshalled the country through this tragic but fleeting phase, with long-term benefits of peace that no one today can deny.
We, therefore, take serious umbrage at the posturing of some foreign powers who have taken it upon themselves to invoke actions that are clearly out of sync with the spirit and letter of the Commission whose work was public and credible.
These powers have arrogated themselves power beyond our processes and in this context, a Zimbabwean diplomat and his family has been placed under sanctions for ostensibly violating human rights in relation to the events of August 1, 2018.</blockquote>
<a href="https://news.pindula.co.zw/2018/12/19/kneeling-soldier-who-shot-at-civilians-on-august-1-should-be-punished-motlanthe-report/">August 1 marks a year after</a> the army reportedly shot and killed seven civilians in Harare following a protest over an alleged election rigging plot by the Zimbabwe Electoral Commission in connivance with the ruling ZANU PF.
During the Motlanthe Commission public hearings, the army denied ever killing civilians.
Meanwhile, the deceased and several others were reported to have gun wounds.

Zimbabwe Govt Castigates USA For Imposing Sanctions On Army Commander Implicated In August 1 Shootings

Anselem Nhamo Sanyatwe, former head of the Presidential Guard finally handed over the post to Brigadier-General Fidelis Mhonda three months after he was moved. NewsDay reports that Sangatwe is yet to be retired from the army despite the announcement in February.

Rumours have been circulating since then suggesting that there was a fallout between president Mnangagwa and vice president Chiwenga over the top commanders’ retirement. Speaking during the hand over take over ceremony yesterday, Sanyatwe said:
<blockquote>I am very pleased this morning and I feel greatly humbled to stand before you officers, men and women of this formation to officially hand over the brigade to Brigadier-General Fidelis Mhonda; a brigade, Presidential Guard brigade, that is intact, formidable, highly trained and loyal to the Commander-in-Chief and our great nation as a whole as per all the standards expected of the guards.</blockquote>
Sanyatwe urged his successor to keep the troops busy to avoid mischief. He also advised the army not to be carried away by social media propaganda, disinformation and subversion.

Former Head Of Presidential Guard Finally Vacates Office

Major-General Anselem Nhamo Sanyatwe is set to give up the command of the Presidential Guard elite army unit after his promotion by President Emmerson Mnangagwa recently. Santaywe gained notoriety in 2017 when his unit allegedly took centre stage in the putsch that pushed President Mugabe out of power.
In 2018, it was the Presidential Guard which was deployed in central Harare on August 1 to put down post-election protests. The army shot and killed six civilians on the day, and wounded dozens more.
According to a ZimLive report, Major General Sanyatwe and his counterpart, Military Intelligence Commander Thomas Moyo who was also recently promoted, will relinquish their posts.
<blockquote>Major General is a secretarial job in our military structure, so Sanyatwe and Moyo have effectively relinquished command of their brigades.</blockquote>

August 1 Shootings Commander To Discontinue Command Of Presidential Guard Unit - Report Claims

President Emmerson Mnangagwa promoted to the rank of Major-General Presidential Guard commander Brigadier-General Anselem Nhamo Sanyatwe. The General commanded the elite military unit on August 1 that allegedly shot and killed at least six civilians (among them protestors and passers-by) in the Harare Central Business District.
The army had been called in to reinforce police deployments that had been overwhelmed by protestors, some of whom had become violent and were engaging in acts of arson and vandalism.
The Presidential Guard is considered to have played a major role in the November 2017 military putsch that brought to an end former President Robert Mugabe’s 37-year reign.
Brigadier Sanyatwe and commander Military Intelligence Department Brigadier General Thomas Moyo were both promoted to the rank of Major-General.
In recommending the promotion of the two commanders, General Sibanda wrote
<blockquote>In terms of Section 15 (1) (b) (2) of the Defence Act Chapter 11:02, His Excellency the President and Commander-in-Chief of the Zimbabwe Defence Forces (Emmerson Mnangagwa) may promote or temporarily appoint an officer to a higher rank.
The Commander Defence Forces considered potential brigadier-generals suitable for promotion to the rank of major-general. His Excellency the President and Commander-in-Chief of the Zimbabwe Defence Forces consented and consequently was pleased to promote you, Brigadier-General Anselem Nhamo Sanyatwe to the substantive rank of major-general with effect from December 8, 2018.</blockquote>
