Herman Mashaba, the leader of ActionSA, has expressed his concern over the state of the Beitbridge Border Post, which connects South Africa and Zimbabwe. After visiting the border, Mashaba described it as dysfunctional and highlighted the challenging conditions faced by law enforcement and border management personnel, according to <a href="https://www.iol.co.za/the-star/news/porous-beitbridge-border-could-be-fixed-if-there-was-political-will-says-actionsa-2c54b96c-ff91-4fa8-a951-17a8c439620e#:~:text=News-,Porous%20Beitbridge%20Border%20could%20be%20fixed,was%20political%20will%2C%20says%20ActionSA&amp;text=ActionSA%20leader%20Herman%20Mashaba%20has,neighbour%2C%20Zimbabwe%2C%20on%20Monday.">The Star</a>. He criticised the lack of political will to address the issue of porous borders in South Africa.
During his visit, Mashaba witnessed inefficiencies and corruption allegations at the border post, despite recent upgrades. He also noted the presence of gaps in the border fencing, which allowed for illegal border crossings and the smuggling of goods and drugs into local communities. Mashaba said:

The dysfunctional state of the Beitbridge Border Post between South Africa and Zimbabwe, where the Border Management Authority (BMA) was hastily launched without receiving adequate funding or the transfer of relevant personnel, is emblematic of the lack of political will to tackle porous borders in South Africa.
This morning (yesterday) when I visited the Beitbridge Border Post, alongside ActionSA Limpopo premier candidate Kgoshi Letsiri Phaahla, I saw first-hand the dysfunctional state of the facility which, despite having recently been upgraded, is still plagued by inefficiencies and corruption allegations. 
  
Only a few metres from the border post are gaping holes in the border fencing which easily allows people to cross the border illegally, and for goods and drugs to be smuggled into our communities.

Mashaba blamed the ruling African National Congress (ANC) for failing to address the decay in border and immigration management, stating that the poorest South Africans are most affected by the consequences of porous borders. Mashaba said the problems lie with how immigration laws are implemented by state agencies and the failure to secure borders. ActionSA called for comprehensive reforms in the laws and within the Department of Home Affairs. Mashaba suggested streamlining visa and work permit processes, combating corruption, and ensuring the enforcement of the law by all government officials.
He said instead of hastily launching new entities to tackle the ongoing problems, strengthening existing entities, providing training for personnel, and ensuring that all levels of government enforce the law without bias should be prioritised. Mashaba emphasised the need for politicians to be held accountable and not exempt from the rule of law.
South Africa is considered one of the strongest economies, not just in Southern Africa but in the whole of Africa. Many people from neighbouring countries like Zimbabwe, Malawi, Mozambique, and as far as Nigeria come to South Africa in search of jobs and business opportunities. However, some of them do not have the required documents and end up crossing the border illegally at unofficial points. Some officials claim that the large number of migrants entering South Africa has negatively affected the country’s economy. They argue that undocumented migrants compete with locals for resources, leading to tensions.

Action SA Leader Mashaba Concerned Over State Of South African Side Of Beitbridge Border Post

President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a> has said South Africa is much more than a neighbour as its “strong relationship” with Zimbabwe is based on “trust and cooperation.” He recently conducted a joint tour of the <a href="https://www.pindula.co.zw/Beitbridge/">Beitbridge</a> Border Post with his South African counterpart, Cyril Ramaphosa, to enhance their bilateral ties. The tour was proposed when they met at the United Nations General Assembly.
During the tour, they discussed upgrading border facilities and services to facilitate the movement of goods and people. The <a href="https://www.sundaymail.co.zw/well-harness-post-poll-goodwill-president">Sunday Mail</a> quotes the president as saying:

The purpose of that joint tour was to ensure we lay the infrastructural basis for seamless port operations to promote efficient movement of people, goods and services. South Africa plans to revamp and upgrade its border facilities at the Musina Border, which is the busiest port in Africa. Both countries aim to establish a one-stop border post to improve the efficiency and integration of port services.

President Mnangagwa Says South Africa Is Much More Than A Neighbour

The <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> has said it is taking steps to automate its systems in order to reduce income leaks and corruption. Tax evasion, commercial misinvoicing, and corruption at border posts have led to substantial revenue losses for the taxman.
Manual processes create opportunities for corruption hence the move towards automation, the <a href="https://www.newsday.co.zw/thestandard/business/article/200017389/zimra-moves-to-plague-revenue-leakages">Standard</a> reported citing ZIMRA Commissioner <a href="https://www.pindula.co.zw/Regina_Chinamasa/">Regina Chinamasa</a>. Speaking during the annual conference of the Chartered Governance and Accountancy Institute in Zimbabwe on Thursday, Chinamasa said:

We want to ensure that as an organisation we are fully accountable because with manual processes, we are creating opportunities for corruption. So, automation of systems is one of the drivers we are implementing to ensure we optimise revenue collection, our organisation is strengthened and ensure facilitation of trade.
We are putting in place technological initiative intervention to mitigate revenue leakages and we are also looking at the single window which is going to ensure all border stakeholders pay and log in.
This is to enable faster clearance of border processes. We are going to be launching drone projects where we will be doing surveillance at our borders which have been deemed porous and we agree they are porous. This will enhance revenue mobilisation and protection of our civil society.

She added that ZIMRA is preparing to launch a tax revenue management system next month to enhance the strength of its taxation system. The new system will have the ability to interface and integrate with other institutions to streamline data collection and reduce redundancy. Chinamasa believes that this system will be a game changer, benefiting tax consultants and public officers while improving the ease of doing business. Strengthening the institution is seen as crucial for achieving the government’s Vision 2030 and aligning with the National Development Strategy 1 (NDS1).
Chinamasa added that ZIMRA is actively seeking feedback from stakeholders to improve client satisfaction and address the concerns faced by taxpayers and accountants. The focus is on providing low-cost services, transparency, and administrative tools that facilitate compliance with fiscal laws.

ZIMRA Taking Steps To Automate Systems And Reduce Leaks - Chinamasa

The South African Revenue Services (SARS) recently fixed a technical glitch that had seen transporters of commercial cargo face long delays at the <a href="https://www.pindula.co.zw/Beitbridge/">Beitbridge Border Post</a>.
SARS spokesperson, Mr Siphithi Sibeko, yesterday said they were working on ensuring a flawless passage for traffic. He said:
<blockquote>
 You will note that we don’t have a major challenge besides the fact that our online system is a little slower.
However, we are working on it and things will get better in the shortest possible time.
</blockquote>
The delays occur a few months after SARS officials went on strike demanding a 12% pay rise, while their employer offered to review salaries by 1.7%, resulting in a stalemate. However, negotiations between the employees and the revenue collector later resolved the matter. 
Slow-moving queues of freight trucks had become a common occurrence on the Zimbabwean side of the border, but following the upgrade of the Beitbridge Border Post, Zimbabwe no longer causes any delays to transporters of commercial cargo. The Zimbabwean side has been clearing an average of 900 trucks daily since the transformation of the border post.
Zimborders Consortium, responsible for managing the facility under a Build Operate Transfer (BOT) concession with the government, aims to clear at least 80% of freight within three hours by the second quarter of next year.

SARS Fixes Technical Glitch Causing Delays At Beitbridge Border Post

Border agencies at the <a href="https://www.pindula.co.zw/Welcome_to_Pindula">Beitbridge</a> Border Post Wednesday said they were ready to handle increased traffic during the Easter Holidays that run from April 7 and April 11.
During holidays, there is usually a lot of traffic at the Beitbridge border due to many people travelling between South Africa and Zimbabwe. This can cause long queues and delays, so it’s important to plan ahead and make sure travel documents are in order.
Authorities say the number of travellers has been averaging 8 000 off-peak and 20 000 at peak since COVID-19 travel restrictions were lifted last year.
Zimborders Consortium chief executive officer, Mr Francois Diedrechsen, said they will use the same systems as those they carried out in December. <a href="https://www.herald.co.zw/beitbridge-border-readies-for-easter-traffic/">The Herald</a> quotes him as saying:
<blockquote>
We are ready to enhance a seamless flow of traffic through the port of entry again,” he said.
Basically, we will be running the same programmes we used in December last year and these were effective.
You will note that traffic has been separated and there are now more service points at the border, so we don’t anticipate any challenges.
</blockquote>
He said traffic flow was normal at the moment and they there busy putting the final touches post-construction of all three terminals – for freight, buses and private vehicles and pedestrians.
The freight terminal was completed under Phase One in October 2021, the bus terminal in June last year and the private cars terminal in November last year.
The regional immigration officer in charge of Beitbridge, Mr Joshua Chibundu, said they have adequate manpower to clear traffic at all three terminals at the border during the Easter holidays.
Joshua Chibundu’s advice to travellers:
He warned travellers against the use of third parties to carry out processes with border agencies saying that arrangement can be costly; we don’t have agents. 
People should be cleared physically to avoid inconveniences.
He added that their compliance and enforcement team would be working with other security agents at the border to minimise and combat rent-seeking activities and irregular migration at the border.
The upgrade and modernisation of the Beitbridge Border Post automated most services to minimise the human interface between travellers and border agencies.
Previously, human interface and limited infrastructure were seen as the main causes of long delays during peak periods at the border.
Clearance at the border:
Beitbridge is a border town located in the southern part of Zimbabwe, near the South African border. 
To pass through the Beitbridge border, travellers will need:
<blockquote>
1). a valid passport, 
2). possibly a visa, 
3). vehicle documents if driving, 
4). a health certificate if required, 
5). cash or credit card, and 
6). to declare any items they are bringing into the country.

COVID-19 Guide:
<blockquote>
i).  Fully vaccinated travellers need to present proof of vaccination on entry to Zimbabwe and on exit. No PCR test is required. “Fully vaccinated” means complete doses of a vaccine, i.e., two doses of a two-dose regiment or a single dose of the Johnson &amp; Johnson vaccine.
ii). Partially vaccinated travellers will need to follow the same rules as unvaccinated travellers (as below).
iii). All partially vaccinated and unvaccinated travellers are required to present a negative PCR COVID-19 Clearance Certificate obtained within 48 hours of boarding.
iv). On departure, a negative PCR test taken within 72 hours is required.
v). Travellers under 12 years old are exempt from vaccination and PCR test requirements.

Beitbridge Border Post Agencies Say They're Ready To Handle Traffic During Easter

A Chief Executive Officer of a Harare-based company has been sentenced to six months in prison for assaulting a female safari tour guide while on holiday in the Beitbridge.
<a href="https://www.zbcnews.co.zw/company-ceo-viciously-attacks-safari-operator/">ZBC News</a> reports that Mr Pascal Masavaya, the Chief Executive Officer of Hilmax Engineering Company, also attracted the wrath of the Beitbridge community which says his behaviour is a departure from national aspirations of having a gender-based violence-free society. 
Masavaya is said to have taken days from his Harare-based company to be on vacation at a Beitbridge tourism facility but landed in hot soup after pounding a female safari operator for alleged poor service. ZBC News quotes an anonymous Beitbridge resident as saying:

We expect better from people with high social standing like this CEO, leaders are expected to be exemplary, but this one is setting a very bad precedence which should be condemned in the strongest terms.
I am personally appalled by this incident, those struggling with emotional issues should seek counsel than erupting and abusing people around them.

Masavaya has since appeared before Beitbridge Resident Magistrate Takudzwa Gwazemba who handed him a six months sentence but converted part of the verdict to 210 hours of community service at Courtney Selous Primary School in Harare.
He had pleaded guilty to the assault charge.

Company CEO In Trouble For Assaulting A Female Tour Guide In Beitbridge

Beitbridge Border Modernisation Project Technical Engineer, Steven Rupiya has said a 14.5 mega-litre water reservoir is being built as part of the US$300 million Beitbridge off-port border modernisation project.
The water reservoir has a floating deck and a concrete and steel wall of about a hundred centimetres.
Rupiya says the structure has attracted the attention of the international community including engineers and architects from the region. <a href="https://www.zbcnews.co.zw/14-5-mega-litre-reservoir-to-solve-water-challenges-in-beitbridge/">ZBC News</a> cites Rupiya as saying:

This is not an ordinary water tank, we out-sourced architectural knowledge to come up with not only a huge water reservoir, but a uniquely designed structure.
Apart from its undoubted durability which will last centuries to come, the top of this reservoir was lifted up by hydrological pressure and does not require power to pump water to consumption points.
</blockquote>
The reservoir, which is positioned on a mountain top, is premised on ensuring efficient water provision in the border town.
Beitbridge Mayor Councillor Munyaradzi Chitsunge said “this modern facility”, has been completed at a time when the local government authority has taken water provision rights from the Zimbabwe National Water Authority (ZINWA). 
He predicts that Beitbridge residents will have excess water which will be enough to export even to Musina.

Beitbridge Gets 14.5 Mega-litre Water Reservoir Allowing Exportation To Musina

Travellers using the Beitbridge Border Post Wednesday commended the Government for lifting restrictions on non-essential travel through land borders.
Two weeks ago, the Cabinet approved the re-opening of land borders to fully vaccinated travellers.
However, the border could not immediately re-open since there was no supporting law, until last Friday when General Notice 421 of 2022 was issued by Home Affairs and Cultural Heritage Minister, Kazembe Kazembe.
In separate interviews, citizens told The Herald that the move is refreshing. Ms Charmaine Chapo, an informal trader said:

I am grateful, I can now travel freely to stock products for sale from other countries by road.
At the peak of the lockdown, procuring goods became expensive since the few who were able to travel were charging exorbitant prices for transportation.
You will also note that some people who were crossing borders illegally were risking their lives. It is gratifying that we can start travelling safely again via the formal crossing points.

A Beitbridge-based transporter Mr Lloyd Mufunga said they were looking forward to business peaking in the next few days when many people start travelling between South Africa and Zimbabwe.
Acting Immigration Officer in charge of Beitbridge Border Post, Mr Trustworthy Manatsire, said: “As of between Monday (6 am) and Tuesday (6 am), we processed 1 879 arrivals and 935 exits, which is not out of the ordinary.
South Africa hosts millions of Zimbabweans who have been in the neighbouring country for some ten years or more years following the collapse of the Zimbabwean economy.

Travellers Using Beitbridge Border Post Speak On Re-opening Of Land Borders

Some prison officials have been implicated in the escape of Jabson Shonhe, a 39-year-old armed robber who was serving 52 years at Khami Prison in Bulawayo. He was re-arrested the same day along 6th Avenue in Bulawayo.
Shonhe, branded a dangerous armed robber, escaped yesterday afternoon according to an internal memo.
His escape is said to have trembled some police officers stationed in Beitbridge after the convict promised to come back and revenge against those who arrested him.
Shonhe who owns trucks in Kempton South Africa was arrested after committing a series of armed robberies both inside and outside Zimbabwe including shooting and killing a woman on a Smart Express Bus.
He killed the woman in Smart Express at Mapai Turnoff near Beitbridge after firing shots inside the bus. Shonhe was involved in armed robberies since 2016.
The internal memo suspects that Shonhe’s escape is an inside job since Khami has tight security. Reads the statement:

So terrifying, this is a very dangerous criminal.  Even our security as Detectives (sic) is endangered here. Zvaitaura ava kuenda kujeri hanzi will come back stronger be careful.

Shonhe who comes from Gadza Village, Chief Mukoka, Gokwe was last seen at 315pm yesterday and his escape was discovered by Chief Superintendent Dumbura during prisoners counting 30 minutes later at  345pm.
Shonhe had been arrested in an Urban Connect Bus in Beitbridge when he was on his way with Augustine Sibanda to commit crimes in Harare. He was found with a pistol (revolver flywheel) on him and a stolen passport.

Prison Officers Implicated In Escape Of "Dangerous" Armed Robber

A Beitbridge resident has written an open letter to the Zimbabwe Republic Police and National Army seeking their intervention at the backdrop of increasing cases of crime in the border town. Pindula News presents the resident’s letter:

Open Letter To Police And Army In Beitbridge As Crime Intensify

The Ministry of Health and Child Care (MoHCC) has issued a statement on the new COVID-19 guidelines. Pindula News presents a statement that was issued by Health Secretary, Dr RF Mudyiradima:

Following the enactment of Statutory Instrument 267 of 2021: Public Health (COVID-19 Prevention, Containment and Treatment) (National Lockdown) (No.2) (Amendment) Order, the Ministry of Health and Child Care wishes to advise returning residents, visitors and members of the public to be guided as follows; 
1. All returning residents and visitors shall be subjected to mandatory PCR testing (notwithstanding that they present a PCR negative test result from elsewhere). 
2. Those found to be negative will be quarantined at their own cost for 10 days. Those in quarantine will be retested after 5 days.
3. Those who are found to be PCR positive or have signs and symptoms will be isolated.
4. Returning residents and visitors who have been outside the country for more than 14 days found to be PCR negative will be subjected to a mandatory ten-day quarantine at designated public or private COVID-19 quarantine facilities at their own cost, while those that have been outside the country for a period less than 14 days may be allowed to self-quarantine at their respective homes. However, home quarantine will be granted prior to inspection and approval of the facilities.
5. Diplomats, VIPs and VVI Ps visiting the country on official Government business will be handled through usual diplomatic channels.
6. Booster doses for frontline workers, those with chronic diseases and the elderly to commence with immediate effect.

UPDATE On Zimbabwe's New COVID-19 Guidelines

A senior police officer, Inspector Elias Mawomba (47), and his subordinate, Assistant Inspector Dickson Siakwimbi have been jailed for an effective 15 months for diverting two vehicles from offloading smuggled goods inside the Beitbridge Border Post. 
Mawomba and Siakwimbi who were deployed to Beitbridge to conduct security and anti-smuggling duties to the country’s border with South Africa under operation “No to Cross-border Crimes’’ <a href="https://news.pindula.co.zw/2021/07/26/senior-police-officer-under-fire-over-smuggling/">were arrested in July.</a> 
The state told the court that the duo was on 18 July assigned to escort two vehicles carrying an assortment of smuggled goods that had been intercepted along the Limpopo River soon after smuggling the goods from South Africa.
The contraband included, 250 boxes of MAQ washing powder and 57 boxes (12 by 400ml) Nivea body lotion creams at Panda Mine security checkpoint some 60km east of Beitbridge town. 
The two police officers connived with the drivers to offload part of the contraband in a bushy area near the Zinwa water treatment pump. 
Some members of the public spotted them and informed border security officials leading to their arrest soon after offloading 175 boxes of washing powder and 53 others of Nivea body lotion.
Insp Mawomba of the ZRP Support Unit Mike Troops Buchwa was immediately arrested, while Siakwimbi disappeared. It’s not clear how Siakwimbi was eventually arrested.

The Zimbabwe Republic Police is appealing for information which may assist in the investigation of robbery cases which occurred in Harare, Masvingo, Bulawayo and Beitbridge between 26 and 28 September 2021. 
In the first case, Police in Harare are investigating a robbery case which occurred on 26 September 2021 at Agricorn Equipment, along Coventry Road. Eight unidentified suspects armed with unknown number of pistols attacked two security guards who were manning the premises before tying their hands and legs with shoelaces. The suspects stole US$43 000 cash from the finance director’s office after they broke the locking system of the cash safe using two angle grinders which they took from the workshop. 
In a related case, Police in Masvingo are investigating a case of robbery which occurred on 27 September 2021 at Chigwanga Supermarket and Mai Tina General Dealer shop, Neshuro Growth Point Mwenezi. Two unidentified suspects pounced on employees of Chigwanga Supermarket and stole a cellphone, US$400 as well as ZAR 20 000 cash from the till points. One of the suspects shot the security guard who was manning the supermarket and seriously injured him on the hand and abdomen. 
After the incident at Chingwanga Supermarket, the suspects went to Mai Tina General Dealer shop where they robbed the shop owner and her shop attendant ZAR 1000 and a cellphone. 
Meanwhile, Police in Bulawayo are investigating a case of robbery which occurred on 27 September 2021 at two CSC Compound Cement Side houses. Three unidentified suspects who were armed with an unknown pistol, machete and axe pounced on the complainant at his homestead and stole US$155 cash as well as three cellphones. The suspects left the first complainant’s house and went to the second complainant’s house where they broke the main door using stones to gain entry. They ransacked the house and stole US$680, ZW$2700, laptop and three cell phones. 
In another case, Police in Beitbridge are investigating a robbery case which occurred on 28 September 2021 at New Medium Density suburbs. Eight suspects who were armed with an unidentified pistol, metal bar and button sticks attacked the complainant at his house before stealing US$1500, ZAR 2500 cellphone, two pairs of shoes, power pack and wristwatch. The suspects went on to steal ZAR 300 and US$20 from the complainant’s cousin who was also at the house. 
Another robbery case, occurred at Medium Density suburb, Beitbridge on 28 September 2021, where seven unidentified suspects pounced on four complainants at their house and broke a built-in cash safe before stealing US$2500, ZAR 5000, laptop, cellphone as well as various jewellery valued at ZAR 10 000. 
The Zimbabwe Republic Police warn robbery syndicates that operations to account for all suspects are in full swing and will ensure that all criminals involved in robbery cases are brought to justice.

Police Speak On Spate Of Robberies In Harare, Bulawayo, Masvingo, Beitbridge

Smugglers have resurfaced in Beitbridge and are using new routes to get entry into and out of the country after going low in the last four months.
They scaled down their operations when both Zimbabwe and South Africa beefed up security and increased patrols along the Beitbridge Border to curb the smuggling of goods in January this year.
The two countries closed the border to non-essential human traffic while allowing trucks to move cargo a move that is said to have inspired the rise of smuggling cases.
Since then, smugglers have created new lucrative illegal crossing points and have even opened a taxi rank at the Old Beitbridge Border Post and near Pagomo Lodge (Zimbabwe) and near Gateway Trucks stop (South Africa).
Although they are being rounded up by the police, some still find their way through by allegedly bribing officials on both sides of the border.
Some smugglers have become more daring and operate 500 meters east of the main border post and under the Old Limpopo Bridge.
Some of the smugglers told Chronicle that their operations are very risky as they are always running away from or bribing security forces manning the border. Said a cargo career commonly known as Ma Zalawi:
<blockquote>_It’s hectic my brother, at times we get rounded up and at times we manage to pass through without being detected. We keep shifting entry points,” said a cargo career is commonly known as Ma Zalawi._</blockquote>
Chronicle crew observed people coming into the country using several footpaths and carrying all sorts of goods including fuel, groceries, and electrical gadgets, and blankets.

Security officials from Zimbabwe and South Africa have been rounding up an average of 300 people weekly along the river during joint border patrols.
Between February and March, Zimbabwe’s national security task force intercepted a total of 55 intercity buses carrying goods smuggled into the country through various points along the Limpopo River.
Zimbabwe is losing millions of dollars through smuggling and illicit trade as goods find their way in or out through the country’s porous borders.

Nine notorious armed robbers who were part of the gang led by Musa Taj Abdul have been convicted of illegally possessing a firearm and ammunition.
The robbers, Musa Taj Abdul, Liberty Mupamhanga, Prince Makodza, Godfrey Mupamhanga, Charles Lundu, Rudolph Kanhanga, Innocent Jairos, Tapiwa Mangoma and Carrington Marasha were convicted after a full trial.

The nine who were also facing other armed robbery cases which are still pending at the court were convicted despite denying the charges when they appeared before magistrate Mrs Barbra Mateko.
Convicting the nine, Mrs Mateko said it was clear that they were acting in common purpose when they were arrested.
The gang, and Musa Taj Abdul, commonly known as Salim Rahman (46), haves on the police’s wanted list for nearly two decades.
They were arrested in Beitbridge in August last year together with a serving police officer who was sheltering them following a tip-off.
The gang had carried out several armed robberies and other crimes around the country.

Musa Taj Abdul Gang Convicted Of Illegally Possessing Firearm, Ammunition.

Some Zimbabweans returnees have regretted ever coming back home saying the lockdown has made their lives unbearable.
They observe that life in quarantine centres is tantamount to torture as they are made to sleep on the floor surviving on small portions of food while the closure of the informal sector has made their post quarantine life even harder.
One returnee who spoke to Zim Morning Post said he was contemplating returning to South Africa as he has now become a burden to his family. He said:
<blockquote>… from the onset, when we came here the conditions at quarantine centres were squalid, after our release we had nowhere to start.In South Africa, I was surviving on carpentry and here the informal sector is shutdown
I have become a burden to my brother who is also married and I’m complicating life for him, so I would rather jump the border and go back to SouthAfrica, kusiri kufa ndekupi. (Risks associated with crossing the border illegally are comparable to the suffering experienced if he chooses to stay.)</blockquote>
Zim Morning Post reports that border jumpers and smugglers are now going through the border, with the help of a well-knit syndicate comprised of officials from ZIMRA, Immigration Department, Zimbabwe and South Africa police and army personnel for a fee not less than R2000.
The publication also reports that those wishing to cross into South Africa enlist the services of truck drivers who provide them with exemption letters to travel to Beitbridge where they then introduce them to agents who have strong connections to officials on either side of the Limpopo.

Returnees Regret Ever Coming To Zimbabwe, Contemplate Going Back, Illegally

The Zimbabwe Revenue Authority (Zimra) says the volume of traffic at Beitbridge Border Post has doubled 
in the last few days, a development that has been attributed to variations in the strategies used by countries in the SADC region to combat the coronavirus.
Speaking to NewsDay on Thursday, Zimra spokesperson Francis Chimanda confirmed the increase adding that about 
500 vehicles and 10 000 travellers are passing through the port daily. In a statement, Chimanda said:
<blockquote>The increase has been largely attributed to the different COVID-19 testing protocols implemented by different countries in the region, which have seen transporters diverting their trucks from some routes to and from South Africa and transiting through Zimbabwe, resulting in the increase in the flow of traffic through Beitbridge.
This has imposed an unanticipated strain on both border infrastructure and human resources for Zimbabwe and neighbouring country border stakeholders.</blockquote>
He added that as a result, the authority was engaging various stakeholders in order to find ways of addressing the challenges through collaboration and teamwork.
Chimanda added that it was of much vitality to maintain a balance between facilitation, revenue collection, enforcing controls, being mindful of the coronavirus and safety measures to reduce exposure for clients, employees and other stakeholders.

Volume Of Traffic Doubles At Beitbridge Border Post

President Emmerson Mnangagwa on Monday announced a cocktail of measures which are premised at reducing the spread and transmission of the novel coronavirus.
He also introduced strict border controls which shall result in a reduced number of vehicles passing through the country’s borders. In a statement, the president said:
<blockquote>We have decided to ban all non-essential traffic and travel, both inbound and outbound, except for the movement of cargo.</blockquote>
Zimbabwe is the link between South Africa and the rest of the SADC region therefore vehicles from the region to South Africa and vice versa pass through Zimbabwe.
These strict measures were introduced following the death of a 30-year-old journalist Zororo Makamba the son of James Makamba a business tycoon and former member of the ruling ZANU PF.

Zimbabwe Introduces Strict Border Controls As Journalist Succumbs To Coronavirus

Zimbabwe Revenue Authority has revealed that individuals are importing vehicles into the country using the three months temporary import permits so as to avoid taxes at the border posts.
Zim Morning Post has learnt that some ZIMRA officials have been facilitating the importation of the vehicles which would be later sold within Zimbabwe for very high prices.
The publication further reports that ZIMRA officials simply forge registration documents for the foreign registered vehicles.
The reports are consistent with earlier ones which suggested that <a href="https://news.pindula.co.zw/2019/10/03/zimra-official-in-trouble-for-fraudulently-registering-50-cars/">Norest Ushe, a Zimra official allegedly allegedly forged customs documents to facilitate the smuggling of 50 cars into the country.</a>
Analysts have often claimed that the country’s borders are a major soft spot for revenue leakage as individuals always find loopholes in the system to evade taxes.

Elongated Queues At Beitbridge Border Post

Zimbabwe Revenue Authority (ZIMRA) officers stationed at the Beitbridge border post have reportedly gone into panic mode following <a href="https://news.pindula.co.zw/2019/11/17/zimra-releases-list-of-vehicles-imported-under-unclear-circumstances-check-yours/">the release of a list of vehicles which are alleged to have been fraudulently imported</a> into the country.
The News Day reports that there are ZIMRA officials who, together with some fraudulent shipping agents connive to rob the taxman so that owners retain some money which they would share.
The alleged panic came after ZIMRA released a statement urging owners of cars listed in a statement to visit ZIMRA offices for verification purposes. The statement which was followed by a list of the vehicle registration numbers, chassis numbers, vehicle type and its owner’s name read:
<blockquote>The Commissioner-General of the Zimbabwe Revenue Authority is hereby notifying the owners of vehicles listed below to visit Zimra loss control offices at ZB Centre corner First Street and Kwame Nkrumah in Harare for vehicle registration verification. The vehicle owners are instructed to bring the vehicle together with all customs clearance documents pertaining to their vehicles not later than 23 November 2019.</blockquote>
