The Permanent Secretary in the Ministry of Information, Publicity and Broadcasting Services, Nick Mangwana, has dismissed allegations by the Media Institute of Southern Africa (MISA) Zimbabwe that the new TV Licence holders are either linked to the ruling ZANU PF or the government.
MISA Zimbabwe made the allegations after the Broadcasting Authority of Zimbabwe had awarded six companies free-to-air national commercial television broadcasting service licences.
<a href="https://news.pindula.co.zw/2020/11/20/misa-new-tv-licence-holders-are-linked-to-zanu-pf/" rel="noopener noreferrer" target="_blank">The institute alleged that there was no diversity</a> adding that “the new TV licence holders either already hold print or broadcasting licences or are linked to the government or the governing party.”
Responding to the allegations, Mangwana suggested that the process of granting licences was done objectively. He said:

BAZ received fourteen applications earlier this year but approved only six (6) saying the other eight (8) had failed to meet the minimum requirements.
This comes amid increased calls for Zimbabwe to implement genuine media reforms.
The granting of new licences to many players was premised at ending decades-long monopoly by the state broadcaster, the Zimbabwe Broadcasting Corporation (ZBC).

The Media Institute of Southern Africa (MISA) Zimbabwe has bemoaned the lack of diversity in the granting of six (6) new free-to-air national commercial television broadcasting service licences by the Broadcasting Authority of Zimbabwe. 5his comes as some had thought the development would bring an end to ZBC’s decades of monopoly. We present the institute’s statement issued after <a href="https://news.pindula.co.zw/2020/11/20/full-text-baz-statement-on-6-new-tv-licences/" rel="noopener noreferrer" target="_blank">BAZ announced that it had given 6 out of the 14 companies that had applied.</a>
<blockquote>While the decision to license more television stations is a welcome development, MISA Zimbabwe is worried at the lack of diversity in the granting of the TV licences.
The new TV licence holders either already hold print or broadcasting licences or are linked to the government or the governing party.
With this scenario, the country risks having a homogeneity of news and views, an anathema to democracy.
If Zimbabwe is to have a truly diverse media, there is a need for more players from different backgrounds to be granted licences.
MISA Zimbabwe notes that the BAZ will soon start the process of licensing community radio stations and is worried that if this trend continues, only players with links to the government will be granted licences, yet again.
MISA Zimbabwe, therefore, calls for the genuine liberalisation of the airwaves, where diversity and pluralism are the guiding principles in the granting of licences.</blockquote>

MISA: New TV Licence Holders Are Linked To ZANU PF

The Broadcasting Authority of Zimbabwe (BAZ) this Friday announced that it had granted six (6) new free-to-air national commercial television broadcasting service licences. We present below the authority’s statement in full.
<blockquote>FREE TO AIR NATIONAL COMMERCIAL TELEVISION BROADCASTING SERVICE LICENSING, 20 NOVEMBER 2020 
The Broadcasting Authority of Zimbabwe wishes to advise members of the public of the process of licensing new Television Services ha been completed. The Authority invited applications for the provision of Free-to-air National Commercial Television Broadcasting Service licences in February 2020 and received a total of fourteen (14) applications. The Authority processed the applications in terms of the requirements of the Broadcasting Services Act [Chapter 12:06] including conducting public inquiries to determine Applicant’s suitability to be issued with Broadcasting Service licences. The Authority has completed the processing of the applications and the final adjudication thereof.
The Broadcasting Authority of Zimbabwe advises that the following six Applicants have been awarded Free-to-air National Commercial Television Broadcasting Services licences:
i. Jester Media (Pvt) Ltd trading as 3K TV;
ii. Zimbabwe Newspapers (1980) Limited trading as ZTN;
iii. Rusununguko Media (Psi) Ltd trading as NRTV;
iv. Acacia Media Group (Psi) Ltd trading as Kumba TV;
v. Fairtalk Communications (Psi) lid trading as Ke Yona TV; and
vi. Channel Dzianbahwe (Pvt) Ltd trading as Channel D.
The new licensees shall have eighteen (18) mouths to roll out their plans and go on air, in line with section 1117) of the Broadcasting Services Act [Chapter 12:06]. In the twist of failure to broadcast, the licences will be availed to other aspirants through a similar process. The Broadcasting Authority of Zimbabwe would like to express appreciation to all those who showed interest and indeed the general public for actively participating in this historic process of facilitating the opening up of broadcasting airwaves for multiplicity in television services. Congratulations Zimbabwe for this milestone!

FULL TEXT: BAZ Statement On 6 New TV Licences

The Broadcasting Authority of Zimbabwe (BAZ) has granted six (6) new free-to-air television licences, a move that is expected to end decades of monopoly by the public broadcaster, the Zimbabwe Broadcasting Corporation (ZBC).
Fourteen companies had applied for the licences but BAZ alleges that only six of the applicants met the minimum requirements.
Announcing the development on Friday morning, BAZ chairman, Mr Charles Sibanda said:
<blockquote>The Broadcasting Authority of Zimbabwe wishes to advise the public that the process of licencing new television services has been completed.
The authority processed the applications in terms of the requirements of the Broadcasting Services Act [Chapter 12:06} including conducting public inquiries to determine applicant’s suitability to be issued with broadcasting services licences.
The new licensees shall have eighteen (18) months to rollout their plans and go on air, in line with section 11 (7) of the Broadcasting Services Act [Chapter 12:6].
In the event of failure to broadcast, the licences will be availed to other aspirants through a similar process.</blockquote>
The six companies awarded the licences are:

The development which is in fulfilment of the 2013 Constitution comes as Zimbabwe is implementing the long overdue media reforms.

BAZ Grants 6 New Television Licences

Ousted Ntabazinduna traditional leader, Chief Felix Nhlanhlayamangwe Ndiweni has said that the government should open up more media space through licensing of new radio and television stations that would help cater for all the country’s 16 official languages.
He makes these remarks when the <a href="https://zero.pindula.co.zw/govt-to-issue-6-tv-licences-to-independent-players-mangwana/">government has through </a><a href="https://www.pindula.co.zw/Broadcasting_Authority_of_Zimbabwe">Broadcasting Authority of Zimbabwe</a><a href="https://zero.pindula.co.zw/govt-to-issue-6-tv-licences-to-independent-players-mangwana/"> has offered licences to 6 TV stations, </a><a href="https://zero.pindula.co.zw/6-tv-29-radio-stations-offered-licenses-by-baz/">10 Community radio stations and 19 campus radio stations.</a> In a statement, Ndiweni said:
<blockquote>We are advancing the notion of a liberised media within the country with respect to the digital airwaves. This means that we can carry hundreds of television channels and radio stations throughout the nation.
We are asking for many new stations that would be allowed to speak only their native language on radios and television. Our country is a nation of nations, everyone must be allowed to breathe fresh air in this country of ours.</blockquote>
His remarks also come when there are strong calls for the country to implement media reforms which are said to be essential in enhancing democracy.
Zimbabwe has one television station and several radio stations that have often been criticised of being partisan and they are broadcasting predominantly in English, Ndebele and Shona.

BAZ Bans Enzo Ishall And Rachel J's NGORO From Radio Over "Inappropriate Lyrics"

Finance Minister, Professor Mthuli Ncube has said that the government shall be funding operations of the Zimbabwe Broadcasting Corporations. He said:
<blockquote>We gave ZBC some money to clear their arrears in terms of employee salaries and other obligations to employees that has really given the company relief. Going forward, we will be providing more funding to ZBC but also to make sure that every programme where you are invited to ZBC, government is able to budget properly.</blockquote>
Ncube added that the government was designing a plan which would shall be used to finance the 24-hour news channel once it is established.
His remarks come after ZBC told the prebudget seminar recently that it needed the government to fund its operations since it was incapacitated to cover some key events.

"Going Forward, We'll Be Providing More Funding To ZBC" - Min Of Finance

Secretary for Information, Publicity, and Broadcasting Services Mr. Nick Mangwana has divulged government plans to license 24 television channels. Mangwana was speaking at a media stakeholders meeting in Harare.
Mangwana added that the channels will be open for both public and private players. He said:
<blockquote>The Government will diversify ownership. Licences will not be issued on partisan lines, but it will be open for everyone.
The licences will be issued in a transparent manner, but the Zimbabwe Broadcasting Corporation (ZBC), as a public broadcaster, will have a fair share.</blockquote>
Mangwana also revealed that the government is now awaiting the appointment of the Broadcasting Authority of Zimbabwe (BAZ) board members so as to open community radios.
Analysts and opposition political parties have often criticised state-owned media houses for “showing favoritism to the ruling party”. Resultantly, media reforms have been one area causing a lot of controversies particularly shortly before elections.

Govt Set To License 24 TV Stations

State-owned telecommunications company NetOne has applied to the Broadcasting Authority of Zimbabwe (BAZ) for a broadcasting licence in order to setup Video on Demand (VoD) services. Rival mobile network operator Econet was granted three broadcasting licences earlier this year and has launched Kwese and Kwese Iflix.  Telone was also granted a licence and has and has launched its video on demand service called Digital Entertainment on Demand (DEOD).  Trevor Ncube’s Alpha Media Holdings has also been granted three broadcasting licences.
In a notice placed in the state-owned daily newspaper The Herald, people have been invited to air their views on the matter. Said the notice,

TAKE NOTICE that the Applicant has applied for a Broadcasting Service Licence in terms of Section 10 of the Broadcasting Services Act (Chapter 12:06).
