<a href="https://www.pindula.co.zw/Winston_Chitando/">Winston Chitando</a>, the Local Government and Public Works Minister, has informed the Bulawayo City Council about the expulsion of 12 <a href="https://www.pindula.co.zw/Citizens'_Coalition_for_Change/">Citizens Coalition for Change (CCC)</a> party councillors from the local government authority. The decision was made based on instructions from <a href="https://www.pindula.co.zw/Sengezo_Tshabangu/">Sengezo Tshabangu</a>, who claims to be the party’s interim Secretary-General. In Bulawayo, the 12 councillors that were recalled by Mr Tshabangu, include;

On October 18, 2023, Minister Chitando sent a letter to the town clerk, Mr. Christopher Dube, stating that the city’s local authority must now inform the Zimbabwe Electoral Commission about the recalls so as to prepare for upcoming by-elections in the area, according to the <a href="https://www.sundaynews.co.zw/minister-chitando-notifies-bcc-of-ccc-recalls-as-councillors-meet-to-elect-acting-deputy-mayor/">Sunday News</a>. Reads the letter:

I wish to inform you that I am in receipt of a letter from the Citizens Coalition for Change, stating that the following councillors have ceased to be members of the Citizens Coalition for Change political party. In terms of Section 121 of the Electoral Act, please proceed to inform the Zimbabwe Electoral Commission of these vacancies.

Today, the councillors met to choose an acting deputy mayor as a replacement for the recalled Mabutho. 
Bulawayo Mayor, <a href="https://www.pindula.co.zw/David_Coltart/">David Coltart</a>, criticised the recalls and stated that the Minister’s actions are a significant violation of section 68 of the Constitution, which guarantees the right to administrative justice. He said:
<blockquote>
The Minister was required to ascertain whether the person purporting to act on behalf of the party was authorised to do so. He was also required to act in a procedurally fair manner, which includes the right of the Councillors affected to be heard before he acted. But the greatest breach is the moral breach – all of these Councillors have recently been voted into office by the overwhelming votes (over 80% majorities in most cases), directly or indirectly, of the citizens of Bulawayo. This is a total negation of democracy- it is an outrage. 
</blockquote>
Coltart said that ZANU PF is the only party benefiting from these actions and is likely responsible for them. He said although this undermines the work of the <a href="https://www.pindula.co.zw/Bulawayo_City_Council/">Bulawayo City Council</a>, they will keep working hard to improve the city. Coltart said they will also take legal and diplomatic actions to challenge this “unjust behaviour.”

Local Government Minister Chitando Informs Bulawayo City Council About Expulsion Of 12 CCC Councillors

The City of Bulawayo has appointed Sikhumbuzo Mangisi Ncube as the Director of Engineering Services.
In a statement released on Sunday, Town Clerk Christopher Dube said Ncube’s appointment is effective from 01 April 2023. Reads the statement:

The City of Bulawayo is pleased to announce the appointment of Engineer Sikhumbuzo Mangisi Ncube to the position of Director of Engineering Services with effect from the 1st of April 2023.
Eng. Ncube is a holder of an Executive Master of Business Administration Degree (2009 – 2011) and a Bachelor of Engineering (Hons) Degree in Civil and Water Engineering (1998-2003) from the National University of Science and Technology.
He also holds numerous professional and academic certificates from various courses and training.
He began his professional career as Student Engineer with Stewarts and Llyods – Bulawayo Office in 2002.
He then joined the Zimbabwe National Water Authority after his graduation where he worked as a Projects and Planning Engineer, and Water Supplies Engineer (2004 – 2006).
He also worked with Proplastics, a Division of Murray and Roberts as a Design and Sales Engineer and Acting Regional Sales Manager (2006-2007).
He thereafter joined World Vision Zimbabwe where he held several roles such as Water Sanitation and Hygiene (WASH) Engineer and Water and Sanitation Coordinator.
Eng Ncube joined the City of Bulawayo as a Senior Engineer – Waste Water in 2010 and also worked as a Senior Engineer – Water Distribution before his promotion to Principal Engineer – Strategic Planning (2015-2018).
He was further promoted to the position of Deputy Director of Engineering Services (Water and Sanitation) in February 2018 and has been Acting Director in the Engineering Services Department from January 2022 till his appointment.
Sikhumbuzo Ncube is a dynamic Engineer with demonstrated history and substantial experience in all aspects of civil engineering and water and sanitation project planning, implementation and management.
He has worked on a number of flagship projects including the Bulawayo Water and Sewerage Services Project (BWSSIP) funded by the African Development Bank as Coordinator and Technical Specialist, Local Coordinator with the Netherlands-funded WaterWorx project, Climate Change Expert, Nyamandlovu Aquifer construction, rehabilitation of earth dams and establishment of irrigation schemes and has represented the City in other national projects.
He has a lot of expertise in feasibility studies and proposal writing, project planning design and stakeholder participation and involvement for sustainable WASH Solutions.
He also has experience in contract management, project administration and exposure with different funding institutions.
Eng Ncube is a Corporate Member of the Zimbabwe Institute of Engineers, Professional Engineer with the Engineering Council of Zimbabwe, Committee Member of the Matabeleland Chapter (ZIE) (2017-2022), Committee Member of Bridge Building and Water Network Competition for National High Schools under Matabeleland ZIE (2017-2022), Former member of the Zimbabwe Emergency Response Team (ZERT) with World Vision (2008-2009) and Standards Association of Zimbabwe (SAZ) Committee Member (2018-2019). He is also a board member of various organisations and institutions.
Sikhumbuzo is married to Eng Mercy Ncube and together they have three children.
The City of Bulawayo congratulates Eng. Sikhumbuzo Mangisi Ncube on his appointment and wishes him well in the execution of his duties.

City Of Bulawayo Appoints New Director Of Engineering Services

Bulawayo Town Clerk, Christopher Dube, on Wednesday suspended the city’s health services director, Dr. Edwin Sibanda, over alleged incompetence.
Sibanda is blamed for deteriorating environmental standards in the Central Business District.
Bulawayo mayor Councillor Solomon confirmed the suspension saying council will deal with the matter once it is furnished with the relevant reports. Solomon Mguni:

There has been public discontent with the manner in which the Environmental Health Branch; under the City Health Department has been performing.
Garbage has been accumulating in the Central Business District and shopping centres.
In keeping with his supervisory role over Heads of Departments; the Chief Executive Officer has exercised his prerogative and instruments of power. We take note of this development.
We also respect the rights of the affected employee. Due process will kick in; once council is furnished with the relevant reports.

Bulawayo Health Services Director Suspended For Incompetence

The City of Bulawayo has announced its intentions to clear the streets of all informal traders, those washing cars, plying illegal pick-up and drop-off points, and push carts next week on Wednesday.
In a notice, the Town Clerk Christopher Dube gave the illegal operators until Tuesday next week to stop their activities. He said:
<blockquote>
The City of Bulawayo would like to advise all stakeholders that it will be conducting an exercise to rid the City of all unauthorized activities with effect from Wednesday, 11 January 2023.
All persons conducting unauthorized informal trading on undesignated sites in the City of Bulawayo (on the streets, pavements, roadways), washing of cars, repairing of vehicles, illegal pickup points by private vehicles, commuter omnibuses and buses, delivery of farm produce and other products onto the streets, push carts, heavy commercial vehicles into the Central Business District, illegal throwing and dumping of garbage or litter… are given up to Tuesday, 10 January 2023 to cease their illegal activities.
With effect from Wednesday, 11. January 2023, the City of Bulawayo will be conducting an exercise to eliminate ALL illegal activities so as to restore order and cleanliness.

Dube said informal traders should register with the city council for them to get licences to operate from designated sites. He said:
<blockquote>
All those who are interested in trading in the authorised sites are advised to visit the City of Bulawayo Vending Offices at the former Dugmore Clinic Offices along Basch Street for registration and licensing.
The City encourages trading at designated sites in terms of Municipal by-laws.
This fosters peace, cleanliness and control of all informal trading activities through the associations which have Memoranda of Understanding (MOUs) with the City.

Bulawayo City Council Vows To Eliminate Illegal Vending Next Week

Bulawayo City Council and its partner Tendy Three Investments Private Limited (TTI) have reviewed the smart parking pricing model following consultations with stakeholders.
In a statement on Wednesday, Town Clerk Christopher Dube said motorists are now allowed to transfer parking minutes to other bays within an hour.
Previously, motorists’ parking tickets expired once they moved from their parking bay even if they parked for a few minutes. Said Dube:

The City of Bulawayo and Tendy Three Investments Private Limited (TTI) have reviewed the smart parking pricing model with immediate effect.
Motorists will now be able to transfer their paid parking time to different parking bays during the time that they would have paid for with effect from the 10th of August 2022.
For example, a motorist can purchase a US$1 per hour, or its equivalent pegged at the ongoing bank rate of the RBZ auction Rate, parking at Bay A and can move to Bay B or Bay C etc within their hour without being charged parking fees during the one (1) hour that they would have purchased.
The system will deduct minutes as the motorists park in different bays in the one hour.
The pricing adjustment follows extensive consultations with stakeholders and recognises the prevailing harsh economic environment.
The City remains committed to ensuring that motorists have access to parking bays through the deployment of state-of-the-art global technological systems.
Payment methods are also being strengthened so that all the parking fees are remitted to designated company accounts.
The project bankers are seized with perfecting a transparent and accountable banking system supported by a robust Information Technology solution.

Bulawayo Council Reviews Parking Pricing Model

The City of Bulawayo has announced the temporary closure of Hillside Road from 14th Avenue to 23rd Avenue / Burns Drive intersection and Samuel Parirenyatwa Street from 12th Avenue to 14th Avenue on Friday, 29th April 2022 between 7 AM and 5 PM.
In a notice, Bulawayo Town Clerk Christopher Dube said the closure of the road is to facilitate the official opening of the Zimbabwe International Trade Fair (ZITF). Read the notice:

The City of Bulawayo would like to advise members of the public of a temporary closure of Hillside Road from 14th Avenue to 23rd Avenue / Burns Drive intersection and Samuel Parirenyatwa Street from 12th Avenue to 14th Avenue on Friday, 29th April 2022 between 07:00 hours and 17:00 hours.
This is to facilitate the official opening of the Zimbabwe International Trade Fair (ZITF).
The diversion routes between the 23rd Avenue /Burns Drive and 12th Avenue intersections will be signposted via the Matopos Road and 12th Avenue Extension.
Each junction off the Hillside Road between 23rd Avenue and 12th Avenue will be closed during the Official Opening and manned by Traffic Management Team.
If you approach the Hillside Road within the closure area to travel east or west, the Traffic Management Team will ask you to turn around and use the diversion route.
If that is not possible, or if you need to access another junction or a property within the closed area, the traffic management team will guide you safely through the closure.
Every effort has been made to ensure disruption to traffic, businesses and residents is kept to a minimum.
However, the road closure will inevitably cause some disruption, and for this, the City of Bulawayo wishes to apologise in advance.
The motoring and the general public are advised to exercise extreme caution when entering and leaving the said locations and observe all warning signs and follow the instructions of the Zimbabwe Republic Police.
The City of Bulawayo wishes to apologise for any inconvenience caused.

ZITF: Bulawayo Announces Temporary Closure Of Hillside Road

Newly-elected Citizens Coalition for Change (CCC) councillors in Bulawayo are reportedly planning to remove the city’s mayor Councillor Solomon Mguni and Town Clerk, Christopher Dube.
The councillors recently held a caucus at their provincial party offices, which was chaired by the former deputy mayor, Tinashe Kambarami and former Bulawayo Senator, Matson Hlalo.
Kambarami is no longer a sitting councillor after he was recalled from Council by the Douglas Mwonzora-led MDC-T.
The former Ward 3 councillor is, however, challenging his recall in the courts and as a result, the Zimbabwe Electoral Commission could not conduct by-elections in the ward.
Eight candidates from the CCC won the by-elections that were held on 26 March, namely Clr Edwin Ndlovu (Ward 8), Clr Donaldson Mabuto (Ward 9), Alderman Lilian Mlilo (Ward 12), Clr Concilia Mlalazi (Ward 18), Clr Christopher Dube (Ward 19), Ald Earnest Rafomoyo (Ward 20), Clr Tinevimbo Maposa (Ward 21) and Clr Mpumelelo Moyo (Ward 26).
The Sunday News reported sources as saying the caucus took place at the party offices and was also attended by Ward Two councillor Joyce Ndlovu, who was voted into office under an MDC Alliance ticket. Said the source:

The caucus took place on Wednesday, chaired by Kambarami and Senator Hlalo and among other things it was agreed that they push for the ouster of the Mayor and the Town Clerk. This will be done through a motion of no-confidence against the duo.
However, the possible hold up was the issue of raising the numbers since they are a minority.
Kambarami chaired the caucus and he made it clear that the councillors’ mandate was to get rid of Clr Mguni and also reverse a number of policies, including the parking management system contract.

The party’s caucus secretary, Clr Mabuto denied the allegations, saying CCC’s focus is focused on advancing the aspirations of the Bulawayo residents. He said:
<blockquote>
We had a meeting, that I can confirm, but I cannot say it was a caucus, it was more of a celebration meeting by the eight winning councillors and other party members.
Further, I must dismiss the speculation that is going around that we want to oust the mayor or deputy or town clerk, that is not true, we are not going to council to cause turmoil.
All that we are focusing on is pushing for development and creating reconnecting council and the residents.
We also want to raise pertinent questions on issues such as the parking management system tender, our colleagues should give us answers on this issue.
</blockquote>
Kambarami also refuted allegations that they were pushing for the ouster of Clr Mguni and Dube. He said the issue was never discussed.
He said the meeting was for congratulating the newly elected councillors and giving them direction on how they will conduct council business going forward.

CCC Councillors Plotting Bulawayo Mayor, Town Clerk Ouster | Report

The Zimbabwe Anti-Corruption Commission (ZACC) has cleared Bulawayo mayor, Councillor <a href="https://www.pindula.co.zw/Solomon_Mguni">Solomon Mguni</a> and the Town Clerk, Christopher Dube, of any wrongdoing regarding corruption allegations that were levelled against them.
In 2020, Bulawayo residents questioned Clr Mguni’s leasing of a 3.5-hectare piece of land at Lower Rangemore under a 25-year lease at $165 per month rent.
The local authority had received 24 objections where a total of 33 different issues were raised from residents regarding the lease.
Residents argued that the mayor had used his privileged access to information to make an application for the said property.
They also claimed that this was an illegitimate deal that promoted clientelism, patronage and capture.
Meanwhile, Dube was on the radar of the anti-graft body over his purchase of a commercial stand, in Selborne Park as part of his proposed conditions of service.
The Town Clerk already had another stand adjacent to the one he was being offered.
In a letter dated 5 October 2021, ZACC chairperson, <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Justice Loice Matanda-Moyo</a> noted that all the resolutions were done above board.
She said that the commission had held a rapid compliance spot check on the allocation of stands following the issues that were raised between 14 and 18 September last year. Wrote Matanda-Moyo:

The findings were that the council resolved to offer a commercial stand for which the Town Clerk was expected to pay the full price.
Furthermore, the council was to purchase a new vehicle which the Town Clerk was to buy at 25 per cent net book value.
With regards to the mayor’s 25-year lease for 3.5-hectare agriculture land at Lower Rangemore, the findings were that the mayor is allowed to apply for urban agriculture land like any other Bulawayo resident and be subjected to the same rentals which are prevailing in that area.

The ZACC chairperson said the body will soon be carrying out a comprehensive compliance and systems review at the Bulawayo City Council, after which they will now be carrying quarterly monitoring and evaluation.

ZACC Clears Bulawayo Mayor, Town Clerk Of Corruption Allegations

Two Bulawayo councillors (MDC Alliance), were on Tuesday acquitted of charges of assaulting the Town Clerk, Christopher Dube, for lack of evidence.
Councillor Tinashe Kambarami, who is also the deputy mayor, and Ward Four Councillor Silas Chigora pleaded not guilty to joint charges of having assaulted Dube while serving him with a letter of suspension in July this year.
In his ruling, Bulawayo magistrate, Tinashe Tashaya, acquitted the two councillors of assault charges, saying that the complainant’s testimony could not be relied upon as it was not credible and truthful. He said:
<blockquote>It is clear and not disputed that the evidence by the two State witnesses was damaging to the State case as they contradicted the complainant’s version.
Clearly, their testimonies did not corroborate with the evidence of the complainant, which in itself was not credible and reliable.
In light of the above, the State has failed to prove a prima facie case against the accused persons and I hereby retain a verdict of not guilty and accordingly, they are acquitted.</blockquote>
