The opposition CCC says its parliamentarians will push for electoral reforms in time for a fresh election.
Members of Parliament from ZANU PF and CCC were sworn in last Thursday, with ZANU PF candidates elected Presiding Officers in both the National Assembly and the Senate of the 10th Parliament.
Speaking to <a href="https://www.newsday.co.zw/thestandard/news/article/200016477/ccc-vows-to-frustrate-zanu-pf-in-parliament">The Standard</a>, CCC spokesperson Promise Mkhwananzi said opposition legislators will push for the advancement of progressive policies. He said:
<blockquote>
Using our numbers, youth energy, and intellect, we will prevail through robust debate and progressive policy advancement as guided by the objectives of the party. Our focus is on electoral reforms in time for a fresh election.
</blockquote>
ZANU PF acting party information director Farai Marapira told The Standard that nothing would stop bills sponsored by the ruling party from sailing through Parliament. He said:
<blockquote>
These laws are not for ZANU PF or the CCC. They are for the whole of Zimbabwe and the betterment of the country. We still expect bills to sail through.
We expect everyone to see the reason and logic behind the laws, their relevance, and how they align with the Constitution.
So we are not concerned. We believe that what is good for the country will sail through.

ZANU PF has a total of 173 legislators, while the CCC has 103. This includes those directly elected and proportional representation MPs.
In the 9th Parliament, ZANU PF used its majority to pass contentious Bills such as the Criminal (Codification and Reform) Bill, the so-called Patriotic Bill, and the Private and Voluntary Organisations Bill.
Political analyst Eldred Masunungure said it will not be constitutionally possible for ZANU PF to amend the Constitution as it failed to secure a two-thirds majority in the 2023 Harmonised Elections. He said:
<blockquote>
In light of the underperformance of the ruling party in failing to achieve a two-thirds majority, it is constitutionally impractical to amend the Constitution to remove the two-term limit.
It’s only possible if some CCC Members of Parliament (MPs) can cross the line to support ZANU PF.
</blockquote>
An alleged faction within ZANU PF is reportedly plotting to push for a constitutional amendment to allow President Emmerson Mnangagwa to run for a third term in office.
The current Constitution, which was introduced in 2013, limits a president’s tenure in office to two five-year terms.

CCC To Focus On Electoral Reforms In Parliament - Mkhwananzi

CCC leader Nelson Chamisa has been urged to insist on electoral reforms before any new elections are held to break the cycle of disputed elections.
The Zimbabwe Electoral Commission (ZEC) announced President Emmerson Mnangagwa as the winner of the presidential race but Chamisa rejected the results, alleging rigging.
Political analysts who spoke to <a href="https://www.newsday.co.zw/thestandard/news/article/200016159/calls-for-election-reforms-grow-louder-after-august-23-fiasco">The Standard</a> said the electoral environment in the lead-up to the 2023 Harmonised Elections was tilted in favour of ZANU PF.
Maxwell Saungweme, a political analyst, said the 2023 elections were a repeat of the 2018 elections as the playing field was uneven. He said:
<blockquote>
It’s a big lesson for 2028 that without reforms there is no way we expect free and fair elections.
There is nothing new in this election, the electoral field was uneven, there were no electoral reforms, and the Zimbabwe Electoral Commission is still not independent.
Chamisa and his party entered the election in such an environment; they knew the race was uneven.
Chamisa actually said there was no room for rigging and we heard this in 2018. So it’s just a repeat of the same.
</blockquote>
Saungweme added that it doesn’t make sense for Chamisa to order CCC MPs and councillors not to take up their positions. He said:
<blockquote>
The councillors and MPs invested a lot in these elections because the party was poorly funded.
They see going to parliament and council as an opportunity to recover the expenses they incurred during the campaigns.
</blockquote>
Political scientist Fanuel Kaseke said the courts will not overturn the election results if Chamisa chose the legal route. Said Kaseke:
<blockquote>
Any court attempt will just be theatrics that will not overturn the August 23 sham election.
The best course of action is to challenge the process, not the results.
It is a public secret that the elections were flawed, chaotic and marred with intimidation, ZEC manipulated the figures.
</blockquote>
He said Chamisa’s hope is on SADC putting pressure on Mnangagwa but if regional leaders uphold the disputed poll, that would be “the end of the road for Chamisa.” Said Kaseke:
<blockquote>
If SADC countries acknowledge Mnangagwa as president, as they have been doing, it is indeed the end of the road for Chamisa.
His ally Zambian president Hakainde Hichilema who is the Sadc chairperson of the organ on politics, defence and security cooperation has already been demonised as a Western puppet by the so-called revolutionary parties, with South Africa’s ANC joining the party.
His influence alone might not be sufficient to favour Chamisa’s desire for a rerun.
</blockquote>
CCC spokesperson Promise Mkhwananzi said their members would take up their seats in Parliament “and claim more seats that were stolen”.
CCC won 73 National Assembly seats while ZANU PF got 136 seats out of the 209 contested seats.
A by-election will be held in Gutu West after one of the candidates, Christopher Mutonhori Rwodzi, died in a car accident after the sitting of the Nomination Court on 21 June.

Chamisa Should Insist On Reforms Before Fresh Elections - Analysts

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa has reiterated his call for what he calls a Pre-Elections Pact on Reforms (PREPARE) to ensure that the 2023 general elections are held in a peaceful environment that will produce an uncontested outcome.
Chamisa said that Zimbabwe should break the cycle of disputed elections by implementing genuine reforms that create an environment for free and fair polls. He said:
<blockquote>
There are no genuine reforms in the Zpf/government proposed electoral reforms by cabinet.
A pre-election pact on reforms by all parties, civil society, and stakeholders is key.
Any unilateral political decision will produce a disputed and discredited national leadership.
</blockquote>
In October this year, Cabinet approved the Electoral Amendment Bill which seeks to incorporate 30 percent of women in local authorities and introduce a youth quota system in the National Assembly.
Announcing the development while delivering the 29th post Cabinet briefing in Harare last month, Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa:
<blockquote>
In terms of the constitution of Zimbabwe, one has to be a citizen in order to qualify as a voter.
Accordingly, only a valid Passport or National Identity Card will be required as proof of identity.
… Once the Electoral Amendment Bill; 2022 is enacted into law, it will assist in ensuring that only citizens are able to vote in an election; that proper candidates are allowed to contest in an election; providing clarity on when and how a candidate can withdraw their candidature in an election so as to afford ZEC sufficient time to make changes to the design of the ballot; and advising the electorate of any changes to the candidature in an election.

Chamisa Reiterates Call For “Pre-Elections Pact On Reforms” With Stakeholders

A CCC senior official, Welshman Ncube, has called for the urgent implementation of electoral reforms on voter registration, transparency of the voter’s roll, and the right of political parties to freely campaign.
Zimbabwe is only a few months away from holding general elections which are scheduled for 2023 but opposition political parties claim the political field is tilted in ZANU PF’s favour.
Ncube made the comments following the launch of CCC’s Pre-Election Pact on Electoral Reforms (PREPARE), which calls for electoral reforms before the next elections. Said Ncube:
<blockquote>
As provided in the constitution, voter registration must be continuously accessible to people.
This thing of saying that outside the outreach programme, you can only register at the Zimbabwe Electoral Commission (ZEC) offices like in Bulawayo is wholly unacceptable.
It means people have no effective access to voter registration.
</blockquote>
Ncube also claimed that the delimitation of constituencies has not been done openly whilst time is running out.
He warned that going into an election without implementing electoral reforms will result in disputed results. Said Ncube:
<blockquote>
The moment you have disputed elections you will have legitimacy issues. If ever you are a government where the majority of people don’t believe it is there by virtue of their sovereign right or that they put that government there, that government will never have the moral and political authority to lead effectively.
Hence you continue to have the characteristics of a failed state, a failed economy, politics and a failed everything.
No one will be convinced about the outcome and resultantly the government is never going to be able to change the fortune of the country.
So it is important for all parties to recognise that it might be late but there is an urgent need for genuine sincere dialogue over some of these issues.
It is important to talk about these things, time is of the essence.

Time Running Out For Electoral Reforms - Welshman Ncube

Political analysts have described CCC leader Nelson Chamisa’s recent plea to the Southern African Development Community (SADC) to ensure that Zimbabwe holds free and fair elections as purely symbolic.
In the past, SADC has been accused of doing nothing to end Zimbabwe’s cycle of disputed elections, especially since the emergence of the MDC in 1999.
University of Zimbabwe political science lecturer Eldred Masunungure told <a href="https://www.newsday.co.zw/local-news/article/200000218/opposition-loses-hope-on-reforms">NewsDay</a> that SADC has no “appetite” to intervene in Zimbabwe. Said Masunungure:
<blockquote>
I do not think those regional bodies have much appetite to involve themselves in the Zimbabwean situation.
Such calls for solidarity can be made symbolic so that at least they can say they did something in their call for reforms.
</blockquote>
SAPES Trust director Ibbo Mandaza said although SADC could play a role in resolving the problems Zimbabwe is facing, Parliament should play its role. He said:
<blockquote>
Appeals to SADC and the regional bodies are also important, but historically, SADC did little or nothing about the Zimbabwean situation given the declining influence and status of the regional organisation, more than a graphic illustration of the sordid conditions in which Zimbabwe finds itself, economically, politically and socially.
Parliament is one key institution which can be used to resolve the problem. We have opposition MPs in Parliament. What are they doing to push for electoral reforms in that House?
</blockquote>
On Thursday, Chamisa pleaded with SADC for the regional organisation to push for electoral reforms in Zimbabwe ahead of the 2023 elections.
In an open letter to SADC, Chamisa said regional countries will continue to carry the burden of Zimbabwe’s crisis until the governance issues are resolved. Wrote Chamisa:
<blockquote>
Zimbabwe has been a burden to her neighbours for far too long. It is time we changed this.
This all starts with solving the governance crisis, once and for all. We need reforms. We must prepare and have a pre-election pact on electoral and political reforms.
Our call to our neighbours is this; we appreciate your benevolence and patience, but you should not have to carry this burden any longer than you already have.
Help us to hold credible elections. We are encouraged that President Cyril Ramaphosa has said the immigration crisis will be discussed at regional level.
Now, more strongly than ever, SADC must demand reforms. We do not ask for anything new; only that Zimbabwe holds elections that meet already existing SADC guidelines.
This, more than shaming the innocent victims of misrule, is what will solve the crisis.

Chamisa's Appeal To SADC Purely Symbolic - Masunungure

CCC has written to the Zimbabwe Electoral Commission (ZEC) requesting dialogue on the need to address what the opposition party says are electoral malpractices.
In a letter dated 27 July 2022, addressed to ZEC chief elections officer Uitloile Silaigwana, CCC secretary for elections Ian Makone accused ZEC of ignoring ZANU PF’s alleged rigging tactics such as vote buying, bussing of voters and intimidation of voters in the recent by-elections. The letter reads in part:
<blockquote>
Be that as it may, CCC has drafted the attached document citing instances where ZEC through its direct and indirect conduct created election process vulnerabilities that consequently presents/present opportunities for election manipulation.
CCC looks forward to your response on this matter and on the proposed dialogue process to address the stated concerns.
</blockquote>
CCC spokesperson Fadzayi Mahere told NewsDay that the party will pursue various remedies to ensure that ZEC addresses its concerns. She said:
<blockquote>
The secretariat of ZEC is militarised and partisan. It continues to take orders from the ‘powers that be’ instead of being independent.
Stakeholders are not being consulted sufficiently and the CCC is being excluded from the few consultations that took place. The electoral law needs to be aligned with the Constitution.
State media remains partial to ZANU PF. Political violence takes place with impunity.
There has been no transparency on the census and delimitation processes. Voter education is highly ineffective.
These issues need to be addressed to ensure we do not have another disputed election.

CCC Seeks Dialogue With ZEC Over Electoral Reforms

MDC Alliance Petition on Urgent Electoral demands
Date: 11 July 2018
We, the MDC alliance as the largest representative of the working people of Zimbabwe note the following:

1.That Section 239(a) of the Constitution of Zimbabwe obliges the ZEC to conduct elections , efficiently, Freely, fairly, transparently and in accordance with the law.
2.That ZEC satisfies the Zimbabwe’s electoral law regional and international standards which also demand that elections are held efficiently freely fairly and transparently.
3.That ZEC has been subjective partial dishonest and incompetent in the manner it has run the 2018 election process to date.
4.That contrary to the provision of the law the Zimbabwe Electoral Commission has:
a).Refused consensus and full disclosure, the Source, Security , Traceability and openness of the BALLOT PAPER.
b).Has refused to provide a voter’s roll as defined in terms of the law with pictures in searchable and analyzable form.
c).Has granted full and open access to its database to Zanu PF contrary to the law.
d).Continued denial to equal access to the media as required by law section 61(4) (C) as well as the electoral law.
We therefore make the following demands which if not availed will threaten the holding of the election scheduled on the 30th of July 2018:
i. The urgent release of A COMPLETE Biometric Voters Roll, in searchable and analyzable form with requisite biometric features.
ii. The independent auditing of the said Biometric voters roll by agreed independent and impartial external auditors.
iii.The immediate cessation of the printing of the ballot paper pending agreement of observation by stakeholders.
iv. Agreement on and full disclosure of the printing, the quality the status, the traceability, transmission and distribution of ballot paper and election material.
v. Transparency around the remaining stages of the electoral process including effective observation by stakeholders of the printing, storage and distribution of all electoral materials.
vi. The unquestionable impartiality and professionalism on the part of ZEC in compliance with the Electoral Law, the Constitution of Zimbabwe, the SADC Guidelines and Principles for Democratic Elections.
vii. An independent forensic audit of the contacts-gate scandal where Zanu PF accessed voter information that was supposed to be in the sole custody of ZEC.
viii. Equal access to public media by political players.
Unless these issues are addressed there cannot be any chance of a free, fair, credible and legitimate election taking place on the 30th of July 2018.

Full Text: MDC Alliance Petition On Urgent Electoral Demands

International rights body, Human Rights Watch (HRW) has said that Zimbabwe’s July 30 harmonised elections are unlikely to be free, fair and credible because President Emmerson Mnangagwa’s government has failed to implement electoral reforms. In a recently released report, Human Rights Watch says,
<blockquote>The Zimbabwe government’s failure to carry out legal and electoral reforms threatens the credibility of national elections scheduled for July 30, 2018. Despite President Emmerson Mnangagwa’s repeated promises that elections will be free and fair, the ability of voters to freely choose their leaders is in serious doubt.
Human Rights Watch research in May, including interviews across the country, found that security force involvement in the electoral process, abusive laws that remain in effect, and violence and intimidation by the ruling party all contribute to an environment that is not conducive to free and fair elections.</blockquote>
Dewa Mavhinga, Southern Africa director at Human Rights Watch added,
<blockquote>As Zimbabwe’s elections draw close, the government needs to ensure that conditions are right for people to vote for candidates of their choice in an environment that is free of intimidation, fear, and violence. President Mnangagwa should act to ensure credible, free, and fair elections.</blockquote>

Zimbabwe Still Lacks The Reforms To Ensure A Fair Election: Human Rights Watch

MDC Alliance presidential candidate Nelson Chamisa has said that the electoral reforms that the MDC is demanding are purely administrative and not parliamentary in nature. Addressing thousands of supporters at the Africa Unity Square protest demanding electoral reforms, Chamisa said,
<blockquote>We have already won the election and Mnangagwa knows that we will beat him in free and fair election, especially in rural areas because people have now awoken.
We know there is a baboon which wants to reap where it did not sow. We are setting a trap for the baboon; we want reforms now because they are not parliamentary but administrative and require political will to resolve such issue…We need an independent audit of the BVR registration and if I lose fairly, I should be able to congratulate the winner; but I know that I can’t congratulate myself so Mnangagwa must congratulate me.</blockquote>

Electoral Reforms Are An Administrative Not Parliamentary Issue: Chamisa

In an interview with The Herald, Secretary for Information, Media and Broadcasting Services George Charamba confirmed President Emmerson Mnangagwa has no problems with demonstrations as such rights are enshrined in Section 59 of the Constitution.
Said Charamba:
<blockquote>Yes, His Excellency the President underlined to security structures that Section 59 of the Constitution which allows the right to demonstrate must be respected and that its provision in the supreme law of the country guarantee a right whose enjoyment cannot be optional except in terms provided for under the same Constitution. To that end, he impressed on the security structures that in the absence of any real good reasons that would justify abridgement of that right to demonstrate, the request by the opposition should be honoured.</blockquote>

Mnangagwa Has No Problems With Demonstrations: Charamba Comments On MDC Alliance Demo

In an interview with The Herald, Constitutional law expert and opposition politician, Professor Lovemore Madhuku said according to Section 157 Sub section 5, no reform can take place after proclamation of an election date.
He said this makes the call for the amendment of the Electoral Act after proclamation of an election date unconstitutional. Said Madhuku:
<blockquote>It terms of Section 157 Sub section 5, it is correct that the Constitution does not allow any amendment to the Electoral Law after proclamation. That cannot be done, to do that you have to amend the Constitution. So for now it cannot be done legally. In terms of the law as it stands, that can no longer be done. Even Parliament cannot change the law now until the election has been done. That clause in the Constitution is a clause that was inserted into the Constitution at the insistence of the MDC, those are the things that they were saying when they were urging people to vote YES. It was among the things that they were saying are good about the Constitution.</blockquote>
Prominent Harare lawyer and Zanu-PF politician Mr Jonathan Samkange also said what the MDC Alliance wants to be done is illegal.He questioned why MDC Alliance had not changed the law in 2008 when they had the majority of MPs.

MDC Alliance's Call For Electoral Reforms Unconstitutional: Lawyers

ZBC News reports that President Emmerson Mnangagwa has said the MDC Alliance demonstration proves that democracy is at play in Zimbabwe.
Mnangagwa said this while addressing  journalists after holding talks with visiting President of the Saharawi Arab Democratic Republic, Mr Brahim Ghali at State House on Tuesday evening. Mnangagwa said MDC Alliance is now enjoying the reforms he signed into law recently which allows them to exercise their democratic rights without hindrances.

Mnangagwa Comments On MDC Alliance Demo, Says It Proves Democracy Is At Play In Zim

Zanu-PF spokesman, Simon Khaya Moyo, yesterday issued a statement on the electoral reforms  demonstration by the MDC Alliance saying “Zimbabwe is experiencing the most peaceful pre-election moments in the post-independence history of Zimbabwe.”
Said Khaya Moyo:
<blockquote>Following the ushering in of the new dispensation, the country is currently experiencing the most peaceful pre-election moments in the post-independence history of Zimbabwe and the prevailing peace and tranquillity which are the anchors for the conduct of free, fair and credible elections. In fact the claims being made by Chamisa and crew are bare and not ground on the position of law. What comes out abundantly clear is that the MDC-T is a violent and retrogressive party whose existence thrives on chaos and suffering of people hence the utterances cannot come as a surprise.</blockquote>
Khaya Moyo also said Chamisa clearly knows that MDC Alliance is in shambles hence not ready to face Zanu-PF in the pending elections.

The Zimbabwe Republic Police has approved opposition MDC-T’s planned demonstration which is scheduled for tomorrow. <a href="https://news.pindula.co.zw/2018/06/01/mdc-t-calls-for-national-demonstration-over-electoral-reforms-says-voters-roll-contains-suspicious-100-year-olds/" rel="noopener" target="_blank">The opposition called the demonstration in order to protest the issue of electoral reform</a>s ahead of the July 30 elections.
We publish the letter from the ZRP in full below
<blockquote>RE: NOTIFICATION OF AN MDC-T MARCH FOR ELECTORAL REFORMS.
1. The above subject matter is pertinent.
2. Your notification letter to hold a march on the 05., of June 2018 at Africa Unity Square, from 1000hours to 1430hours has been noted. The march shall start from Africa Unity Square then proceed along Jason Moyo to the intersection of Harare Street and Jason Moyo. Less than 5 people will proceed to hand over a petition at Zimbabwe Election Commission. After handing over the petition, you shall proceed along Harare Street turn right into Samora Machel, turn right onto First Street, turn left into Nelson Mandela and back to Africa Unity Square.
3. Please confine your march to the above-stated venue, route and time outlined. Police will Monitor.
4. Your co-operation with the Police and other Government agents will be greatly appreciated.
5. The provisions of section 29 of the Public Order and Security Act Chapter 11:17 will be invoked if any of the conditions stated above, is violated.
6. Thank you in advance for your co-operation.

Full Text: ZRP Approves MDC-T's Demo Over Electoral Reforms, Says We Will Be Watching

Home Affairs Minister Obert Mpofu told NewZimbabwe.com on Friday that MDC Alliance must stay away from President Emmerson Mnangagwa’s Munhumutapa offices in Harare when they hold their march over electoral reforms next Tuesday.
Mpofu’s comments come after Tendai Biti told journalists during a press conference that MDC Alliance protesters will first gather at Africa Unity Square, before marching to ZEC offices where we will present a document and then proceed to Munhumutapa building. However Mpofu warned MDC Alliance that their march cannot be labelled as peaceful if they march to Munhumutapa building. Said Mpofu
<blockquote>We have clearly stated that we will not tolerate any undue behaviour from any quota while we prepare for the elections. How can a demonstration that is targeting the Head of State’s office be said to be peaceful? If it is true that they want to march to the president’s office, that cannot be viewed as peaceful and we appeal to them not to do that. It’s time for campaigns and they should actually do their organisation in a peaceful manner.</blockquote>

Stay Away From Mnangagwa's Offices: Mpofu Warns Chamisa, MDC Alliance

The Nelson Chamisa led MDC-T has called for a national demonstration on June 5 to force President Emmerson Mnangagwa to agree to electoral reforms.
MDC-T spokesperson Thabita Khumalo told NewZimbabwe.com on Wednesday that her party is not happy with amendments to the Electoral Act which were recently signed into law by Mnangagwa. She said MDC-T wants to know who is printing the ballot papers. Khumalo also added that her party is being denied access to the voters roll which she says contains suspicious 100 year old people born on the same day. Said Khumalo
<blockquote>Of course we are not happy; there are still grey areas. However our major bone of contention is the issue of the voters roll and the identity of the company printing the ballots. The Zimbabwe Electoral Commission is playing the same game that (Registrar General Tobaiwa) Mudede played in 2013 of denying us access to the voters roll.</blockquote>

MDC-T Calls For National Demonstration Over Electoral Reforms, Says Voters' Roll Contains Suspicious 100 Year Olds

Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi has claimed that the opposition MDC-T is grandstanding with regards to participating in the 2018 harmonised elections. This comes after Chamisa has repeatedly threatened that the<a href="https://news.pindula.co.zw/2018/04/05/elections-wont-be-held-until-there-are-reforms-insists-chamisa/" rel="noopener" target="_blank"> MDC-T would not participate in the polls unless electoral reforms are implemented</a>. Said Ziyambi,
<blockquote>I am surprised that they are going all out to the Press to cry foul. It is clear that they are grandstanding. But we will continue to follow due processes and deliver a free and fair election in line with what President Mnangagwa has constantly said.
I actually do not understand what they mean by electoral reforms. It’s high-sounding language that they are using to gain attention.There is also the Code of Conduct for elections which all the parties have signed and agreed to….What we are now working on is to focus on the penalties for political parties do not abide by the Code of Conduct.</blockquote>

Chamisa, MDC-T Grandstanding On Electoral Reforms: Justice Minister

In an interview with VOA on Tuesday, Justice Minister Ziyambi Ziyambi said Zimbabwe’s laws need no reform.
He said the laws were compliant with the guidelines of the African Union and the regional bloc Sadc and there is no need to change the legislation. Said Ziyambi:
<blockquote>Everything that they are complaining about is clearly covered within our constitution and our laws. Our constitution clearly stipulates that ZEC is an independent body not subject to the control of anyone. In so far as we are concerned, we believe that we should not just waste resources doing cosmetic changes to the legislation that are already materially covered by the existing legislation.</blockquote>
Regarding the prisoner and diaspora vote, Ziyambi said the government is awaiting a court decision that is expected later this month.

No Electoral Reforms Necessary: Ziyambi Ziyambi

About 20 members of the <a href="http://www.pindula.co.zw/Tajamuka/Sesjikile_Campaign">Tajamuka/Sesijikile</a> pressure group yesterday defied a <a href="http://www.pindula.co.zw/Statutory_Instrument_101a">police ban on public demonstrations</a> and approached the premises of the Registrar-General’s Office in Highfield, Harare, demanding the speedy implementation of electoral reforms.
Tajamuka spokesperson, <a href="http://www.pindula.co.zw/Promise_Mkwananzi">Promise Mkwananzi</a>, who led the demonstrators, said their demands included a localised voter registration process to allow youths to register,
<blockquote>We are saying people should be allowed to register at local level, so that they don’t incur transport costs in going to register to vote in town. However, we have realised that in most high-density areas, officials are refusing to let people register and they are telling them to go to town. To us, this shows that the Zimbabwe Electoral Commission (Zec) hasn’t reformed at all.</blockquote>
He went on to say that Tajamuka will not allow an election to take place without the said reforms,
<blockquote>As Tajamuka, we will not allow an election to take place under such circumstances. We can’t allow a situation, where unemployed youths and others are forced look for money to go into town to register to vote, yet there are some sub-offices in their localities, where the same can be done. Things must change and we will be amplifying the demonstrations at different offices.</blockquote>
Nera has been staging demonstrations in Harare and others parts of the country calling for Zec to level the electoral playing field.
