A senior government official has said opposition CCC party leader Nelson Chamisa will not get equal coverage with President Emmerson Mnangagwa from State-controlled media because the latter is the Head of State, <a href="https://www.newsday.co.zw/local-news/article/200015349/govt-scoffs-at-chamisas-demands-for-fair-media-coverage">reported NewsDay</a>.
Speaking during a workshop on elections and the media in Bulawayo last week, Information, Publicity, and Broadcasting Services deputy minister Kindness Paradza said CCC should wait until it takes over power to enjoy unfettered public media coverage. He said:
<blockquote>
Accept reality. We cannot equate President Mnangagwa and Mr Chamisa. He is the Head of State and government and we should not expect ZBC to treat them equally.
In the unlikely event that he (Chamisa) will become the next government, you will see what I am talking about.
So can you just relax until you are in government and you will see what we are talking about?
</blockquote>
The workshop was organised by the Ministry of Information and attended by journalists and representatives from CCC, MDC-T and ZANU PF.
Information Ministry director for media services George Chisoko said:
<blockquote>
The question here is about Mnangagwa being a president of ZANU PF doing ZANU PF work and being the Head of government.
Now there are stories we see on television where President Mnangagwa is doing government business, there is no way we can ignore that he is doing government business and, therefore, he will be covered.
</blockquote>
The state-owned television channel, ZBC TV has been providing live coverage for Mnangagwa’s campaign rallies while Chamisa has been denied the same opportunity.
Section 155 of the Constitution stipulates that State media must provide all political parties and candidates contesting an election with fair and equal access to electronic and print media.
Meanwhile, Paradza said public broadcasters have denied CCC airtime because opposition party leaders instigate hate speech. He said:
<blockquote>
ZBC charges for the outside broadcasting, the live broadcasting that you are talking about. If you want you can approach ZBC and you pay for that.
If you want your rallies to be covered as live events you can approach ZBC they will tell you the charges.
But this is an election period, and the charges have been reasonably reduced.
But, language, because some of you in the opposition especially the CCC, munongoita basa rekutuka chete… (all you do is utter hate speech).

However, CCC deputy secretary for elections Ellen Shiriyedenga, dismissed claims that the party fuelled hate speech.

ZBC Won't Treat Mnangagwa, Chamisa Equally - Govt

The Government has said opposition political parties in the country are reluctant to utilise free airtime that the Zimbabwe Broadcasting Corporation (ZBC) provides them to reach out to potential voters, reported <a href="https://newziana.co.zw/2023/07/24/opposition-parties-not-taking-up-free-broadcast-air-time/">New Ziana</a>.
Deputy Minister of Information, Publicity and Broadcasting Services, Kindness Paradza said that ZBC has slots such as the Ballot, the Candidate, the Manifesto, and the Constituency Indaba for all political parties on all four radio channels and television stations to deliver their messages free of charge.
Paradza made the remarks while addressing diplomatic missions accredited to Zimbabwe and observer groups on the country’s preparedness for the upcoming harmonised elections. He said:

However, let me tell you esteemed ambassadors and also observers, most of the opposition political parties don’t want to utilise this free airtime, they refuse.
I am sure you ambassadors have watched television news and where reporters are saying please we need to interview you the parliamentary candidates, local authority candidates, come and say out your manifesto, but they have refused some of them, and only a few have come forward.

Paradza urged opposition political parties to come forward and utilise the free airtime as ZBC was a national and public broadcaster.
He also claimed that through its radio and television stations, Zimpapers had also come up with free airtime slots for the benefit of all political parties.

Govt Says Opposition Parties Refusing To Utilise Free Broadcast Airtime On ZBC

War veteran, diplomat, and former Broadcasting Authority of Zimbabwe CEO Ambassador Thomas Mandigora has died from a stroke suffered last month.
His youngest daughter Rufaro said the gap left by her father is irreplaceable adding that he was her pillar of strength. She said:
<blockquote>
I am failing to express my father’s attitude towards myself and the whole family. He provided everything for the family. He was a jovial man who understands and committed to his family.
</blockquote>
He served as Ambassador to Botswana for 12 years, working to strengthen bilateral cooperation between Zimbabwe and Botswana. He also worked for ZANU during the war and joined the Zimbabwe Broadcasting Corporation after the war, serving in various capacities before becoming CEO of BAZ.
He held a Masters in Business Administration degree and a post-graduate diploma in Business Administration. 
Deputy Minister of Information, Publicity and Broadcasting Services, Kindness Paradza, described Ambassador Thomas Mandigora as a trained journalist who worked well with others in the media and had a jovial personality. He said:
<blockquote>
He was a director of news and current affairs at ZBC. He was our mentor and we worked very well.
He was a loving friend and a mentor who has a passion for his job. Our hearts bleed because we lost a hero.
</blockquote>
His colleagues have requested a hero status for him.

Ambassador Thomas Mandigora Has Died

Information, Publicity and Broadcasting Services deputy minister Kindness Paradza, who is Makonde MP, said that the government will ensure that journalists operate in a free and safe environment.
Paradza made the remarks while speaking at the Zimbabwe Community News Awards ceremony in Harare on Friday. He said:

Zimbabwe under the Second Republic has made the safety of journalists an issue of high priority.
We do not condone any acts of violence against journalists.
Government under the able leadership of President Emmerson Mnangagwa is committed to providing a safe operating media environment and ensuring that media practitioners exercise their duties freely without any harassment from anyone or any court.
Government has achieved major milestones in enabling an environment for the media and this includes repealing some laws and crafting new pieces of legislation.

You’re aware that we repealed the Access to Information and Protection of Privacy Act and replaced it with the Freedom of Information Act.

Govt Prioritising Safety Of Journalists - Paradza

The government says it is considering amending the Broadcasting Services Act to enable investment in the sector.
Speaking during the launch of KeYona TV station in Bulawayo on Saturday, Information and Broadcasting Services deputy minister Kindness Paradza, said:

We have decided to amend the Broadcasting Services Act. It prevents investment in the broadcasting services sector.
In terms of those who wish to start up provincial radio stations we are going to issue them and for those who wish to start community television stations we will give them.
</blockquote>
He said the government planned to allow foreign investors to hold 40% as well as 40% directorship of media companies. Said Paradza:

Out of the 14 community radio stations given licences half of them are from Matabeleland.
From 2018 we are in a marathon to catch up with those countries with many radio and television stations.

Govt Says It Will Open Airwaves

Information deputy minister <a href="https://www.pindula.co.zw/Kindness_Paradza">Kindness Paradza</a> has said the government will not give in to <a href="https://www.pindula.co.zw/Citizens%27_Coalition_for_Change">Citizens Coalition for Change (CCC)</a> leader <a href="https://www.pindula.co.zw/Nelson_Chamisa">Nelson Chamisa</a>’s demands for electoral reforms.
In September this year, the CCC released a document containing <a href="https://zero.pindula.co.zw/ccc-seven-key-electoral-reform-pillars/">seven (7) electoral reform pillars</a> saying it was essential for the pillars to be implemented before the 2023 elections. 
Responding to Chamisa’s Twitter post that a 2023 pre-election pact is the only way to go for the country to avoid a disputed poll outcome, Paradza said CCC must push for reforms through Parliament. He told NewsDay Zimbabwe:
<blockquote>
If Chamisa wants electoral reforms, he has to work through Parliament. If the [Electoral Amendment] Bill goes to Parliament, it will go for public scrutiny through public hearings where, if he wants to make any submissions, he can do so through his Members of Parliament and supporters.
That is democracy in our view. But it does not have to be a demand because we do not succumb to demands. We are the ruling party and have been in power for 42 years and we do not succumb to demands from the opposition.

Chamisa, a former Minister of ICT, Postal and Courier Services during the <a href="https://www.pindula.co.zw/Government_of_National_Unity">Government of National Unity (GNU)</a>, said there are no genuine reforms in the ZANU PF government’s proposed electoral reforms by the Cabinet. He added:
<blockquote>
A pre-election pact on reforms by all parties, civil society and stakeholders is key. Any unilateral political decision will produce a disputed and discredited national leadership.
</blockquote>
The government last month announced that Cabinet had approved the principles of the Electoral Amendment Bill 2022.
Electoral stakeholders, including the opposition, say they were not consulted on the draft of the Electoral Amendment Bill 2022.
The Bill is silent on demands by the opposition and other independent election watchdogs.

Govt Responds To Chamisa-led CCC's Demands For Electoral Reforms

Deputy Minister of Information, Publicity and Broadcasting Services, <a href="https://www.pindula.co.zw/Kindness_Paradza">Kindness Paradza</a> Tuesday asked legislators to help <a href="https://www.pindula.co.zw/Zimbabwe_Broadcasting_Corporation">Zimbabwe Broadcasting Corporation (ZBC)</a> reporters with fuel and lunch.
Paradza was responding to questions by MPs on why the public broadcaster’s reporters always cite the shortage of fuel when asked to cover activities in the provinces. Said Paradza who is also a former journalist:
<blockquote>
On the issue of fuel, especially ZBC bureau chiefs and the correspondents that are dotted around the country are given an allocation for example, 500 or 600 litres per week or per month or per two weeks; but because of the terrain, because of the distances they cover, sometimes the fuel runs out before they are given another allocation.
This is why they say sometimes to our Hon. MPs, yes I want to come and cover you but I do not have fuel. I am waiting for fuel because my allocation has run out.
I am appealing to Hon. Members to, if they have fuel, give them the fuel so that your areas or activities are covered. We need coverage especially from the rural areas. We need stories from the rural.
So, please, they can assist in that regard, in providing fuel; not only fuel. There is no harm in even buying them lunch as well because we are trying to manage a situation here Mr. Speaker.

His plea was opposed by opposition Citizens Coalition for Change (CCC) MP for Magwegwe constituency, <a href="https://www.pindula.co.zw/Anele_Ndebele">Anele Ndebele</a> who told the minister that ZBC should pay its staff well enough so they can afford their own lunch.
Ndebele added that the state of affairs was contributing to corruption in the media hence the need to review journalists’ salaries up. 
Morale is said to be rock bottom at the state broadcaster due to poor salaries and working conditions.

Deputy Minister Asks MPs To Give Food, Fuel To ZBC Reporters If They Want Coverage

Deputy Minister of Information, Publicity and Broadcasting Services, Kindness Paradza, said the Government has established that there is no truth to social media claims that people are selling their toes to ritualists.
Last week, Paradza visited Ximex Mall in central Harare following reports that some dealers were acting as middlemen for ritualists who were allegedly buying toes for thousands of US dollars.
A dealer who had previously claimed that trade in toes has been going on “for a long time” later retracted his earlier assertion, saying he was drunk and was only joking.
Speaking to ZBC News, Paradza warned members of the public against spreading falsehoods on social media as this tarnishes the country’s image. He said:
<blockquote>
As Government, we made some investigations into this issue and we assessed the status of the matter.
There is nothing like that, it’s the act of social media peddlers who are trying to tarnish our country.
They are also tarnishing the image of our citizens, who are working hard to earn a living, assuming that they are trading their toes to prosper.

I talked to these young entrepreneurs, they are selling their gadgets without any problem.

Govt Dismisses Toes-for-sale Social Media Rumours As A Hoax

Deputy Information, Publicity and Broadcasting Services Minister Kindness Paradza said vaccination saved him from death after he contracted the novel coronavirus over a month ago.
The Makonde legislator (ZANU PF), said he spent the whole of last month battling COVID-19 and insists that if he had not been vaccinated, he could have died.
Speaking at Umboe during a handover ceremony of 19 motorcycles to Makonde Rural District Council councillors, Paradza said:
<blockquote>
COVID-19 is real and people should embrace vaccines that are being offered by the Government for free.
I am speaking from experience as a survivor as I spent the whole of July hospitalised. I also spent days on a ventilator as I struggled with breathing.
I am, however, alive because I was vaccinated and, had I not been, we should be talking of something else today.
We have to take up the jabs to lessen the severity of the new COVID-19 strain, the Delta variant which is ravaging countries the world over.

Makonde councillors decided to forgo their transport allowances and instead let the council use the money to buy 20 motorcycles valued at $2.5 million allocating one to each of the 19 councillors.
The 20th bike is for the council’s treasury, to move around collecting money the council is owed.

Deputy Minister Paradza "Owes" His Life To COVID-19 Vaccine

Makonde District Coordinating Committee (DCC) Chairperson Kindness Paradza, who is also Deputy Information Minister, has called for the expulsion of Mike Chimombe from ZANU PF.
Paradza accuses Chimombe of sponsoring and facilitating ZANU PF intra-party violence that took place in Chinhoyi over the weekend.
He said Chimombe was using his influence to cause disorder in the district especially the youths in Chinhoyi.
Paradza threatened to abandon Chinhoyi and work with the people of Mhangura and Makonde if Chimombe is not restrained.
This was revealed in a letter written by Paradza to ZANU PF National Chairperson Oppah Muchinguri-Kashiri, seeking her intervention. Paradza wrote:
<blockquote>Mike Chimombe is now behaving like a warlord in Makonde, in Particular Chinhoyi Constituency, where he has divided the party by sponsoring a gang of hooligans whose actions and behaviour are working against the party and our leader, (President Cde ED Mnangagwa).
… if no action is taken against Mike Chimombe, as your DCC Chairman, I will be forced to abandon Chinhoyi and concentrate on Mhangura and Makonde Constituencies only.</blockquote>
Paradza wrote the letter after violence erupted in the town of Chinhoyi over the weekend between ZANU PF hooligans.
Paradza was whisked away by his security details without harm as drunk youths bayed for his blood.
Chimombe is a ZANU PF National Executive Member from Mashonaland West and the president of the ZANU PF-affiliated business group Affirmative Action Group (AAG).
He is a close ally of flamboyant businessman Phillip Chiyangwa, the founding president of the AAG.
The duo is accused of sabotaging the chairmanship of Paradza after its preferred candidate Misheck Nyarubero lost the Makonde DCC chairmanship in November last year.
According to Zim Morning Post, the letter by Paradza becomes the second letter in less than two months written to Muchinguri by a Makonde DCC member.
In April, Chanetsa wrote a letter seeking audience with Muchinguri and intervention as she stated that some youths sponsored by Chimombe were terrorising her and she was now fearing for her life.

Mike Chimombe Accused Of Warlordism In Makonde

Parliament says Finance and Economic Development Minister Mthuli Ncube and Reserve Bank of Zimbabwe (RBZ) governor <a href="https://www.pindula.co.zw/John_Mangudya" rel="noopener noreferrer" target="_blank">John Mangudya</a> should explain to the House next week issues to do with the leaking of banknotes to the black market.
<a href="https://www.pindula.co.zw/Makonde" rel="noopener noreferrer" target="_blank">Makonde</a> legislator Honourable <a href="https://www.pindula.co.zw/Kindness_Paradza" rel="noopener noreferrer" target="_blank">Kindness Paradza</a> told fellow legislators on Thursday that such incidents result in people keeping their cash outside the banking system. He said:
<blockquote>Right now people are not taking their money into the banks because of this current behaviour. So we hope that the Minister comes here to give us a statement as to what happened.</blockquote>
Earlier this week, banknotes flooded the black market immediately after release and this has been a recurring phenomenon whereby streets are awash with cash whilst there is nothing in the banking halls.
Pictures of individuals with loads of newly-released banknotes went viral on social media with observers suspecting the high-placed officials are involved in the illicit cash business.

MPs Demand Explanation From Mthuli, Mangudya On Banknotes Saga

Calls for those who allegedly called for sanctions to be arrested have resurfaced again this time in parliament where Zanu PF MPs are calling for the arrest of the MDC bigwigs they accuse of calling for sanctions.
The fresh calls for the arrest of MDC bigwigs were made by Zanu PF MP <a href="https://www.pindula.co.zw/Kindness_Paradza">Kindness Paradza</a> who said:
<blockquote>Whether you are opposition or not, we are all affected by sanctions, for the past 18 years, we have been affected by sanctions.
It is unfortunate that some of those who called for these sanctions are brilliant lawyers who are here; one of them is here, a very brilliant lawyer, a Zimbabwean, an honourable Member of this Parliament.
I am also proposing that Parliament must come up with a law to say any Zimbabwean who calls for sanctions on his motherland must be prosecuted, let us have a law to that effect, he must be pros- ecuted.
This is very dangerous  as I said earlier, let us all have a national vision as Zimbabweans</blockquote>
