South Africa’s ruling party, the African National Congress (ANC) has said illegal migrants are putting a heavy strain on the country’s fiscus with adverse effects on service delivery and high unemployment, among other things.
Mbalula made the remarks while addressing the ANC 9th Western Cape Provincial Conference over the weekend.
He said the issue of illegal migrants has been a ticking time bomb for the country. Mbalula said:

Illegal immigrants put a heavy strain on the fiscus with adverse effects on service delivery, the overstretched health sector, high unemployment and poverty.
Illegal immigrants have been a ticking time bomb for the country, which has been an albatross of the ANC-led government to accelerate service delivery at a faster pace and the outbreak of violence as attested to by the violent attacks in Diepsloot on June 21.

Mbalula implored communities to exercise restraint and avoid damage to property and life.
Last week Home Affairs Minister Aaron Motsoaledi briefed the ANC’s national working committee (NWC) on migration.
He suggested changes to immigration policies, including amendment proposals on citizenship, immigration and refugee protection.
Mbalula said the ANC’s NWC noted the briefing and emphasised the need for a balance between national interests and international solidarity, particularly within the Pan-African context.
On 07 June, this year, Motsoaledi extended the Zimbabwean Exemption Permit (ZEP), which would have expired at the end of June, to 31 December 2023.
The extension of the ZEP permit means that holders can enter and leave South Africa provided they comply with all other requirements for crossing the border.

ANC Says Illegal Immigrants A Burden On South Africa's Fiscus

A South African human rights activist and lawyer, Jos Venter, said it is illegal to deny children of undocumented foreign nationals entry at any school in that country.
Venter said this in response to Patriotic Alliance leader Gayton McKenzie who had called for the children of foreign nationals to be refused entry to South African schools.
Venter said McKenzie’s call was unlawful because education was a basic human right. He said:

It is absolutely illegal and Gayton McKenzie is wrong in his view, wrong in the law and at a practical level, the implementation of the law is problematic.
But we have the 2019 judgment from the Eastern Cape division of the high court, where the court expressly said that, based on a lack of documents, children can’t be refused admission to public schools.

Last week, the South African pressure group <a href="https://www.pindula.co.zw/Operation_Dudula">Operation Dudula</a>, said its members will camp outside schools across Gauteng Province to prevent undocumented foreign children and teachers to be part of day one of school.

The International Labour Organisation (ILO) and International Organisation for Migration (IOM) last Friday said almost half of the migrant workers in the SADC region are women.
In a joint statement, ILO and IOM said the importance of creating gender-responsive migration policies will be discussed at a tripartite two-day conference scheduled for Victoria Falls starting tomorrow.
The conference will run under the theme “Labour Migration Governance in the SADC region,” according to <a href="https://www.newsday.co.zw/local-news/article/200004222/labour-migration-governance-development-in-southern-africa-put-under-spotlight">NewsDay.</a> Read the statement:

The governance of labour migration as an instrument for development in Southern Africa will be put under the spotlight at a high-level tripartite two-day dialogue.
President Emmerson will officially open the high-level conference which seeks to find ways to foster fair and effective labour migration governance and the protection of migrant workers in Southern Africa. 
It is designed to improve migration management in the Southern African and Indian Ocean region guided by, and contributing to the realisation of, the 2030 Sustainable Development Agenda goal 8 on decent work and economic growth and goal 10 on reducing inequality and Objective 6 of the Global Compact for Migration (GCM) to Facilitate fair and ethical recruitment and safeguard conditions that ensure decent work.
Since almost half of the migrant workers in the SADC region are women, the conference will spotlight the importance of labour migration policies to be gender-responsive and evidence-based.

According to the United Nations Department of Economic and Social Affairs (UNDESA, year), 47% of migrants are female.

"Almost Half Of Migrant Workers In The SADC Region Are Women" - IOM

South Africa’s Minister of Transport, Fikile Mbalula, has been criticised for suggesting that “Pakistanis and illegal foreigners” are a contributing factor to high unemployment in the country.
Mbalula made the controversial remarks at a South African Youth Economic Council (SAYEC) conference on Wednesday.
Responding to questions from one speaker who confronted him about the country’s lack of job opportunities for the youth, Mbalula said his uncle had to sell his shop because Pakistani nationals were selling goods and products at a cheaper price.
Mbalula said there was a need to find out where Pakistani nationals were getting their supply to be able to sell cheaply.
He also accused Pakistani nationals of being “the biggest loan sharks around. Said Mbalula:

They’ve got an open book and they loan you and your whole pension is going to the Pakistanis. You can even loan up to R500.
Your whole pension is going to the Pakistanis every month.
</blockquote>
According to Stats South Africa, the overall unemployment rate in South Africa is 35 per cent. The youths constitute more than half of that figure.
Sharon Ekambaram, head of the refugee and migrant rights programme at Lawyers for Human Rights (LHR) criticised Mbalula for his remarks. She said:

The South African Human Rights Commission issued findings from their investigations of xenophobia and made very clear recommendations to hold officials accountable.
The fact that a minister can make these reckless statements in 2022 demonstrates that the commission failed to implement its recommendations.
The minister has the ability to make rash public statements that fuel the rhetoric of organisations like Operation Dudula and vigilantism.

Sindiswe Ndaba, an economics student at the University of the Witwatersrand who attended the conference, said:

For 28 years, the ANC has been deflecting. Our socioeconomic issues are always the fault of other people and there is never any accountability from them.
You are the minister, you have the power to do something if you believe foreign nationals are taking opportunities from us, and yet you choose to go on a tirade and leave us without any concrete solutions for unemployment.

Anti-immigrant sentiment has been rising in South Africa over the years and this has been accelerated by the rise of Operation Dudula and stoked by politicians from the ruling party and opposition alike.

SA Minister Suggests Foreigners Are To Blame For High Unemployment

The Zimbabwe government is now in panic mode after South Africa announced plans to suspend the temporary work permits of Zimbabweans who fled their country due to socio-economic factors, reported The NewsHawks.
Nearly three million Zimbabweans fled the country to South Africa seeking better economic prospects as well as political asylum.
Most of them have no proper documentation, according to organisations such as the International Organisation for Migration (IOM).
South Africa’s International Relations and Cooperation Minister, Naledi Pandor, last month met President Emmerson Mnangagwa and her Zimbabwean counterpart Frederick Shava at State House where Zimbabwe pleaded with its southern neighbour to delay the deportation of locals whose documentation is invalid.
The NewsHawks reported a source as saying Shava felt that the move to suspend the temporary permits would affect the governing party’s 2023 election campaign. Another source said:
<blockquote>The government is not sure what Pretoria has up its sleeves, more so in the context of recent diplomatic engagements between the two countries.</blockquote>
The old permits, known as the Zimbabwean Exemption Permit (ZEP), replaced the Zimbabwean Special Permit (ZSP).
The initial Special Dispensation for Zimbabweans was approved in April 2009 to document Zimbabwean nationals who were in South Africa illegally.

The ZSP allowed applications from Zimbabweans with a valid passport, evidence of employment, business or accredited study and a clear criminal record.
Successful applicants were granted permits to stay and work, study or run a business in South Africa.
The ZEP permits were to be issued for a maximum period of four years, beginning on 1 January 2018 and expiring on 31 December 2021.
