ZANU PF Matabeleland South provincial chairperson <a href="https://pindula.co.zw/Mangaliso_Ndlovu">Mangaliso Ndlovu</a> mocked the Nelson Chamisa-led opposition Citizens Coalition for Change (CCC) party and compared them to cockroaches, <a href="https://cite.org.zw/zanu-pf-mat-south-chair-mocks-ccc-labels-them-cockroaches/">reported CITE</a>.
Ndlovu made the remarks while welcoming President Emmerson Mnangagwa to the ZANU PF star rally on Saturday at Nyele Primary in Bulilima District.
He said ZANU PF was more organised than the CCC, whose candidate selection process resulted in dozens of members contesting as independents in protests over perceived unfairness.
Ndlovu, who is also the Environment, Climate, Tourism and Hospitality Industry Minister, publicly referred to the opposition party as “confused cockroaches.” He said:

Matabeleland South province is well organised, we don’t even have a single independent candidate here in ZANU PF while there are others who are confused.
We wonder if they are a Convention for Confused Cockroaches because what happened during nomination day shows you can’t give them a chance to lead a village, now what more if they are to lead a country?

Ndlovu said that Matabeleland South was under opposition control for 13 years, from 2000 to 2013, but they failed to make a difference in the province. He said:

We know how it is to be under opposition in various districts here in Matabeleland South.
Matabeleland South was fully liberated in 2013 and the development that has come under ZANU PF is astounding.
For the record, we challenge the opposition to say what it has done from 2002 to 2013 while we shall tell them that from 2013 to now, ZANU PF worked.
From 2018 to now, under Mnangagwa’s leadership, his works are evident.

ZANU PF Official Mocks CCC, Labels Them Convention For Confused Cockroaches

All members of staff and students at Ingutsheni Hospital in Bulawayo have been ordered to attend a ZANU PF meeting tomorrow.
According to a memo issued by the Principal Tutor, one S Ndlovu on 20 August 2020 and addressed to all DMHE staff members and students, the ZANU PF meeting will be held at the Recreation Hall. It reads:

All members of staff and students are urged to attend an address by the Provincial Chairperson Mr J Sibanda on the 21st October 2022 at the Recreational Hall at 1400 hours.
</blockquote>
ZANU PF has been accused of disrupting activities at public institutions by using their premises to hold its political rallies during weekdays.
On Wednesday, thousands of teachers left classrooms to attend the launch of the Teachers for Economic Development (TeachersforED).
The union is a shadowy ZANU PF parallel structure reportedly championing President Emmerson Mnangagwa’s re-election bid.
Organisers of the TeachersforED launch reportedly ordered some schools to avail buses to ferry educators from different parts of the country to HICC, according to <a href="https://www.newsday.co.zw/local-news/article/200002216/teachers-frog-marched-to-ed-indaba">NewsDay</a>.

Ingutsheni Hospital Staff Ordered To Attend ZANU PF Meeting

The Zimbabwe Republic Police (ZRP) has granted CCC permission to hold a “Thank You” rally scheduled for Chinhoyi on Sunday.
CCC, arguably the country’s biggest opposition party, is set to celebrate its victories in recent by-elections, where the party won five out of six council wards.
Interim CCC Mashonaland West chairman, Ralph Magunje confirmed to <a href="https://www.newzimbabwe.com/police-give-green-light-to-chamisas-ccc-thank-you-rally-in-chinhoyi/">NewZimbabwe.com</a> that it’s all systems go for the event.
According to a clearance letter from Officer Commanding Makonde police district, Chief Superintendent M. Ngorima, addressed to Magunje, the event will go ahead on 11 September but the convenors must abide by strict conditions. Part of the letter reads:

Reference is made to your letter dated 10/08/22 with regards to holding a Thank You Rally on 11/09/22 from 0900 hours to 1600 hours at Gadzema Grounds.
</blockquote>
Among conditions issued by police, CCC must adhere to strict COVID-19 containment protocols, which include wearing face masks.
ZRP also ordered CCC officials to desist from political hate speech calculated to provoke a breach of peace.
Police also instructed the organisers of the event to avoid exceeding the regulated time. Reads the letter:

If the above conditions are not followed, the gathering shall be dispersed and the organisers arrested.

ZRP Clears Chamisa, CCC Chinhoyi "Thank You" Rally

CCC leader Nelson Chamisa has scoffed at claims by ZANU PF that he was behind allegations by Australia-based Zimbabwean Susani Mutami who claimed to have been raped as a minor by President Emmerson Mnangagwa.
Addressing the party’s supporters in Masvingo on Sunday, Chamisa said ZANU PF officials should keep him out of their shenanigans. He said:
Mvura ikasanaya ndiChamisa, uya musikana weku Australia (Susan Mutami) hameno zvaaitaura achiti ndakanzwai nanhingi, ndikanzwa zvonzi ndiChamisa, ini ndodongorera muchiita zvinhu zvenyu ndaivapo ini? Ndingasaita shohwera? (If it doesn’t rain they blame Chamisa; now this lady in Australia says she was abused by so and so … and they blame Chamisa).
Chamisa also responded to criticism over the party’s failure to stage mass protests to push for the release of jailed legislators Job Sikhala and Godfrey Sithole together with 13 other party activists.
Sikhala, Sithole and the other activists were arrested in June on allegations of inciting violence and participating in acts of violence in Nyatsime following the murder of Moreblessing Ali. Said Chamisa:

We are bringing a different type of politics to this country.
Some people have been saying Chamisa tell people to go into the streets for violence because they listen to you.
You are the leader, and they will do anything you tell them.
I said no, God has no confusion, he will be telling me what to do. Please do not force me to do what I have not been told to do yet.
I will do it when the time is right, I will lead.
We are not a violent party. Isu tinofamba naJesu; we do not do violent politics.
We only do peace politics, developmental politics, and transformation politics.

Sikhala and Sithole together with the other CCC activists have been denied bail by the courts repeatedly.

Chamisa Scoffs At Alleged Susan Mutami Links

Citizens Coalition for Change (CCC) Change Champion in Chief Nelson Chamisa says his party will not return farms to white former farmers but instead give title deeds to resettled black farmers.
Zimbabwe is scheduled to hold presidential, parliamentary and local government elections in 2023.
In 2000, the Zimbabwean government, then led by the late Robert Mugabe, embarked on a violent land reform programme and seized farms from about 4 000 white farmers.
However, top ZANU PF and government officials, as well as senior security services officials, allegedly took the lion’s share of the spoils, with some of them getting several farms each, while millions of ordinary citizens remain landless.
Addressing a rally at Mucheke Stadium in Masvingo on Sunday, Chamisa reiterated his previous assertions that the land programme is irreversible. He said:

We are going to give people title deeds to land. We will not return the land to the white owners as is always being propagated.
I heard them say that if the boy gets into power, he is going to take back the land to the whites. No!
That is never going to happen, we are going to give title deeds to our people.
</blockquote>
Chamisa also promised to bring an end to the forced displacements of villagers from their land by the government to make way for businesses. He said:

Our new government will not take land from anyone, but instead, it will offer title deeds. We will revive business confidence and investor confidence because the economy is about building confidence in title deeds and ownership.

Chamisa Says Land Reform Is Irreversible, Promises Title Deeds To New Farmers

The Zimbabwe Republic Police (ZRP) has rejected allegations of unfairness in implementing provisions of the Maintenance of Peace and Order Act (MOPA).
Police have been accused of being unfair towards opposition parties and civic society organisations (CSOs) by banning their planned events on the pretext that they failed to meet certain provisions of MOPA.
On several occasions, police have blocked opposition CCC rallies and planned protests by CSOs but ZANU PF events have never been disrupted.
ZRP spokesperson Assistant Commissioner Paul Nyathi told NewsDay that some of the reasons opposition rallies and protests by CSOs are blocked include their failure to employ marshals and to stick to scheduled times which threatens peace and public order. He said:

There is a difference between notifying and working on the security modalities with the police if you are to go by MOPA.
There are certain parameters which conveners of meetings, public gatherings and demonstrations have to comply with on their part.
Merely notifying does not mean that a person has fulfilled all the conditions that are outlined under MOPA.
The public must be adequately advised on the security measures they have put in place when they want to do some of these gatherings in consideration of the rights of others.
It is not just a matter of notifying and ending there. There are security considerations that have to be made by the conveners.
When they go to the police and are told that they have not met these security considerations, they start complaining.
</blockquote>
Last week, police invoked MOPA to block a CCC by-election victory celebration in Glen Norah and also banned an event that had been scheduled for 22 July by the Crisis in Zimbabwe Coalition (CiZC).
CCC spokesperson Fadzayi Mahere said it is not true that the party does not adhere to the requirements of MOPA. She added:
<blockquote>
Rather, when we do invoke the provisions of this statute, we are met with flimsy reasons for the banning of our rallies such as the fact that there isn’t enough manpower or misrepresentations, and that someone else is using our chosen venue when this is not true.
What is beyond doubt is that the playing field is not free and fair, but that will not stop us from escalating our nationwide mass mobilisation programmes.

Police Give Reasons For Banning CCC Rallies

CCC Mashonaland West interim provincial spokesperson, Blessing Mandava, has criticised Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi for taking Kariba Ward 5 residents “for fools” after he allegedly dished out sweets at a mini-rally.
Ziyambi, who is also a member of the ZANU PF Politburo, reportedly handed out mint-flavoured sweets to mostly women attending a mini-rally held in Mahombekombe Suburb, last Saturday.
He was also quoted as saying residents should avoid voting for the CCC candidate in the upcoming by-election or face the risk of ZANU PF blocking development in the area.
Speaking to NewZimbabwe.com, Mandava said Ziyambi should be championing sustainable livelihoods in Kariba instead of throwing sweets at adults. Mandava said:

Ziyambi was busy giving out trinkets to hoodwink the electorate, which he takes for fools.
No wonder why he dished out mint sweets at the Mahombekombe rally as if the mint sweets will develop the ward.
His recent remarks clearly show that ZANU PF is worried about its impending loss in the Kariba Ward 5 by-election.
They have now resorted to intimidation and empty threats in a frantic bid to boost their waning fortunes.
Admitting that ZANU PF has been throwing spanners into local government, we now know how stupid he really is.
His claims that only a ZANU PF candidate will bring development to Mahombekombe are pure hogwash and utter rhetoric which can easily pass as beer talk.
Evidence is awash of ZANU PF’s mismanagement of the whole nation. How can a destroyer rebuild what he has destroyed?
As the Mash West Change Champions, we are boldly declaring that Kariba Ward 5 shall not kowtow to threats.
The people shall speak, we urge them to rise early, vote early and defend their vote.

The Kariba Ward 5 seat fell vacant following the resignation of then CCC councillor, Tendai Mapondera, over criminal abuse of office charges.
Tonderai Chikwati will stand for CCC while ZANU PF will field Kudakwashe Mafusire in the by-election.

CCC Says ZANU PF Takes Voters For Granted After Minister Dishes Out Sweets At Rally

Teachers’ unions have criticised ZANU PF for disrupting learning in schools by forcing learners to attend rallies, holding political gatherings at school premises and using school buses to transport supporters to rallies.
This comes after pupils at Chaminuka Primary School in St Mary’s, Chitungwiza, were on Wednesday forced to attend a ZANU campaign rally that was addressed by President Emmerson Mnangagwa.
Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure told NewsDay that they are preparing a court challenge, seeking an order barring political parties from using schools as campaign bases. Said Masaraure:

We do not want politicians in our schools. Our schools should never be abused in terms of private political beings.
In 2017, we reported the case of political interference to the Zimbabwe Human Rights Commission.
We are glad that at some point we had this commission issuing a damning report on ZANU PF condemning the abuse of schools, condemning the abuse of properties, condemning the dragging of learners and teachers to political rallies.

Zimbabwe National Teachers Union (ZNTU) president Manuel Nyawo also said the holding of political rallies at schools “is not ideal”. He said:
<blockquote>
It is not ideal for politicians to hold rallies on school premises because we have always called for the depoliticisation of learning institutions.
We are not politicians and schools are not political grounds for politicians and, therefore, we appeal to these politicians to stay away from using school premises as rallying points for politics.

Learners have already lost precious learning time as the start of the first term was delayed by a month due to COVID-19.
When schools eventually reopened on 7 February, teachers went on a strike demanding a pay rise, further disrupting learning.
Top Harare lawyer Thabani Mpofu chided ZANU PF PF top officials for alleged hypocrisy by disrupting learning at schools in poor suburbs while their children enrolled at elite schools do not experience such disruptions. <a href="https://twitter.com/adv_fulcrum/status/1506645098163056650?s=20&amp;t=SrQ5rCTplDc8TZMgGUespQ">He tweeted:</a>

Teachers Condemn ZANU PF For Forcing Learners To Attend Rallies

President Emmerson Mnangagwa on Saturday condemned intra-party violence in ZANU PF and threatened to intervene if party leaders in Matabeleland North Province fail to unite and end the scourge.
He was speaking during a campaign rally at Siabuwa Business Centre in Binga District to drum up support for ZANU PF candidates ahead of the 26 March by-elections.
The warning against intra-party violence comes after a central committee member in the district, Veronica Mnkuli, had her house and vehicle burnt by opponents recently. Said Mnangagwa:

Let us forget the misunderstandings that we have been having.
I hear that there have been problems after party elections in Binga.
I want to say to ZANU PF leaders in this province that you must be united.
If you fail to unite, I will have to step in.
No one can pocket ZANU PF, but ZANU PF can pocket everyone.
I heard Veronica Mnkuli, a central committee member, had her house and vehicle burnt when she was trying to unite ZANU PF leaders in the province.
This is very bad, peace, harmony and unity should prevail in ZANU PF.
Therefore, I have requested Mnkuli to come to Harare on Monday so that I give her a new car.

Mnangagwa also donated 31 fishing boats to traditional leaders and the women’s league.
Binga is arguably one of the most underdeveloped districts in the country and the opposition has been dominant since the year 2000.

Mnangagwa Offers Car To Victim Of ZANU PF Intra-party Violence

Citizens Coalition for Change (CCC) leader Nelson Chamisa on Saturday, 19 March addressed thousands of his supporters at Sakubva Stadium in Mutare ahead of by-elections set for 26 March.
Chamisa urged his supporters to exercise the same patience they show when queuing for passports on election day, saying the ruling ZANU PF party can be defeated if people vote in large numbers.

Citizens Coalition for Change (CCC) deputy spokesperson Gift “Ostallos” Siziba said the party will allow the State to block its programmes through the use of “lawfare”. 
Posting on Twitter this Friday, Siziba revealed how police in Marondera attempted to bar CCC from holding its star rally in Marondera on Saturday.

2. In writing, our local Citizens Champions in Marondera, as per the dictates of MOPA law, notified the authorities of two separate programs, i.e. a mini car rally (to mobilise support) &amp; an actual rally at Rudaka Stadium.
3. In a deliberate conflation of two separate issues, the authorities wrote back, disapproving the Star Rally, on the basis of the “mini car rally” campaign which they had been separately notified of.
4. After failing to convince the police regardless, we subsequently instructed our lawyers to engage them. Obey Shava had a meeting with the police in Marondera &amp; specifically allayed their “concerns” over the mini car rally.
5. The police responded in writing, advising that we had omitted to give them the details of the second convenor, i.e for the Star Rally. This was incorrect as we had already supplied the details. Find attached evidence.
6. Out of an abundance of caution, our lawyers furnished the police with the requested details as appearing on annexure 2 of the letter dated 11 March 2022. The police accepted the letter, initially agreeing to meet our lawyers at 3 pm this afternoon.
7. Later on, our lawyers were advised that the meeting would not proceed due to other commitments by the supervising police authority, but most importantly, they were notified that should anything arise out of their earlier engagement, they would be advised in writing.
8. It then follows that since our lawyers provided everything requested, even though a formal meeting wasn’t held, the official position remains that our rally will go ahead as previously planned &amp; we certainly will proceed accordingly tomorrow.
9. Pursuant of all remedies, our lawyers @bamuj &amp; @obeyshava1 had already approached the High Court, on an urgent basis, in response to the initially rally “ban” before they eventually engaged the police directly, providing all requested information.
10. It is clear to us, that the behaviour of the police, exposes a hidden hand. It would seem like they are behaving as per directives from elsewhere. The only concern for us is that we have satisfied all requirements &amp; will thus proceed with our plans. Local mobilization on!
11. As you may have become aware, similar challenges are being faced for all other Yellow Rallies slated for the rest of next week. There is a clear logic to this madness, which will be deliberately met with clear resistance. We won’t succumb to lawfare.
12. Tomorrow morning, we the citizens of Zimbabwe are converging in Marondera, to turn the city Yellow. As far as we are concerned, it’s all systems go. The Citizens Champion In Chief is raring to go. We are ready The citizens will converge.

CCC Marondera Rally To Go Ahead As Planned - Siziba

The Zimbabwe Republic Police (ZRP) has been accused of lying in court that they never stopped the Citizens Coalition for Change (CCC) rally in Gokwe to be addressed by the main opposition leader Nelson Chamisa this Saturday.
This comes after High Court judge Justice Sylvia Chirau on Saturday morning ruled that the opposition Citizens Coalition for Change (CCC) can proceed with the rally.
Lawyers representing CCC had filed an urgent application at the High Court after ZRP cancelled the Gokwe rally at the 11th hour.
In court, ZRP accused CCC of lying that they had banned the opposition party rally saying “maybe, they’re no longer interested in proceeding with their own rally”.
Prominent journalist and government critic Hopewell Chin’ono <a href="https://twitter.com/daddyhope/status/1497490038376050689">said</a> there is evidence indicating that ZRP wrote to CCC on Friday, 25 February, stopping the rally from going ahead.
The letter was written by the Officer-In-Charge Gokwe District, Chief Superintendent T Chikono, to the Organising Secretary CCC Gokwe Central Constituency, Agnes Limbani Jumo, and dated 25 February. It read in part:

It is your submission that you intend to conduct a by-election campaign launch rally at Open Space opposite Runganga Service Station, Gokwe South on the 26th day of February 2022 from 1000 hours to 1700 hours.
Your notification has been noted and this office does have reservations due to the following:
a) Reference to our discussion conducted on the 23rd day of February 2022 at Officer Commanding Police, Gokwe District office and in accordance to Section 8[3] of the Maintenance of Peace and Order Act, Chapter 11:23, in which I invited you in order to discuss the amendment of the contents of your convening notice in good faith.
b) I Indicated that I have received credible information that there is a threat that the proposed by-election campaign launch rally will result in serious disruption of vehicular or pedestrian traffic, injury to participants attending the rally or other person, or extensive damage to property or public disorder since there shall also be a ZANU PF rally in Kwekwe on the same day and times since participants are going to utilise the same Kwekwe-Gokwe highway.
c) The police will not be able to provide adequate protection for the persons participating in the by-elections campaign launch since the police officers have been deployed to cover the star rally in Kwekwe District.
d) Based on the above so as to ensure the prevention of injury to persons or damage to property and in accordance with the provisions of Section 8[9] of the Maintenance of Peace and Order Act, Chapter 11:23, I have issued a prohibition notice and allowed you to defer your by-elections campaign launch to another date.

Police Accused Of Lying In Court On CCC Gokwe Rally Ban

Front for Economic Emancipation in Zimbabwe (FEEZ) leader Godfrey Tsenengamu said that his party will work with like-minded opposition political parties in Zimbabwe to attain democratic change.
Addressing a Citizens Coalition for Change (CCC) rally at Zimbabwe Grounds, Highfieds, Harare on Sunday, the former ZANU PF youth league national political commissar castigated President Emmerson Mnangagwa’s government for alleged corruption.

About 300 people attended MDC-T president Douglas Mwonzora’s rally at Phelendaba Hall in Bulawayo on Saturday as the opposition party continues to attract few people to its events.
The rally was Mwonzora’s first rally in Bulawayo since he controversially took over the reins following a chaotic extraordinary congress in December 2020.
Addressing his supporters, Mwonzora reiterated his desire to dialogue with ZANU PF and President Emmerson Mnangagwa, saying dialogue is the only way out of Zimbabwe’s socio-economic challenges. He said:

Very soon we will be starting the issue of dialogue. We are going for dialogue, not to become ministers, but to fix the country’s problems. Our discussion points are that in Zimbabwe there should be everlasting peace.
The blood that was shed of our people is enough and we say enough is enough. We don’t want again here in Zimbabwe, to have one beating another or kill another over politics. This is exactly what is on our agenda for dialogue.

Mwonzora said after winning the MDC-T presidency, he tried to unite the party and the departure of former vice president Thokozani Khupe to lead another faction is regrettable. Said Mwonzora:

When I won the elections, I tried to unite the party by embracing all my contestants. I said Dr Khupe you should remain as vice president.
I appointed Ellias Mudzuri as the second vice president and said to baba Morgan Komichi you should continue with your chairmanship.
I was surprised on January 21 when a press conference was held saying they have split the party because the president has said he has joined the alliance.
We then sat as national council and we said as MDC, our constitution does not have a split.
And also there is no one who can become a president without going through congress, so if someone calls herself a president, they have left the party.
It’s never something that we wanted, we wanted a united party, but as the president what could I have done. So, I am sorry that this had to happen.
But what consoled me is that Bulawayo province wrote a letter saying they were not in agreement with what had happened, they said they didn’t want a split, as did all other provinces.

ZANU PF has reportedly commandeered close to 100 hundred buses including school buses to ferry supporters to a rally in Marondera on Sunday ahead of the 26 March by-elections.
According to the Zimbabwe Human Rights NGO Forum, the buses transported people from the whole of Mashonaland East Province to Rudhaka Stadium for a ZANU PF rally to be addressed by Vice President Constantino Chiwenga.
From the pictures posted on Twitter by The Forum, ZANU PF used school buses and the Zimbabwe United Passengers Company (ZUPCO) buses, while a Zimbabwe Prisons and Correctional Service (ZPSC) bus could be seen in the background. See the pictures:

ZANU PF says it is unmoved by the launch of the Nelson Chamisa-led Citizens Coalition for Change (CCC), saying it has confidence in its appeal to the majority of Zimbabweans.
ZANU PF national spokesperson Christopher Mutsvangwa denied allegations that ZANU PF was working in cahoots with the Zimbabwe Republic Police (ZRP) to sabotage CCC rallies and programmes. He said:

The issue of the size of the crowd is neither here nor there. A rally attendance is not a voting booth.
A rally in a particular place is definitely not an arbiter of total national power dispensation.
What would be of concern is the deep chasm of mistrust and the questionable loyalty of the MDC-Chamisa Chete Chete personalised political outfit to the Zimbabwe State.
Here it needs to be recalled that the state of free Zimbabwe is two decades older than the later arrivist MDC-CCC opposition.
This is an issue the late (Morgan) Tsvangirai (the late MDC president) was finally grappling with as he matured in national statecraft.

ZANU PF Unworried By CCC - Mutsvangwa

The Nelson Chamisa led Citizens Coalition for Change (CCC) has written to the Zimbabwe Republic Police (ZRP), protesting the strict conditions set for the party’s star rally in Highfields, Harare this Sunday.
Last week ZRP gave CCC permission to hold its rally at Zimbabwe Grounds but warned the party that they would disperse the gathering if the conditions are not met.
Those conditions among others include observance of COVID-19 protocols, a ban on toyi toying, a ban on the busing of people from other constituencies and chanting of party slogans.
On Friday, CCC through lawyer Obey Shava wrote to the police protesting the strict conditions as illegality and demanded a reversal.
In the letter, Shava queried why the police conditions had not been applied to ZANU PF and other political parties such as Douglas Mwonzora’s MDC-T. He wrote:

We are advised that the conditions set in your letter are unconstitutional for the following reasons: to the extent that they prohibit members of our clients from chanting slogans in support of their political party.
Such a prohibition abrogates their right to freedom of assembly and association as provided for in terms of section 58 of the constitution.
To the extent that aforementioned conditions have not been placed upon other political parties, in particular, ZANU PF and MDC-T which held their own rallies recently, such conditions violate the pre-emptory right to equality before the law and right to equal protection and benefit of the law as enshrined under Section 56 of the constitution.

CCC filed an urgent High Court application last night challenging the police order.
Meanwhile, on Saturday, ZANU PF supporters reportedly blocked a rally by CCC candidate for Harare East constituency, Tendai Biti.

CCC Lawyer Protests Stringent Police Conditions For Rally

Political analysts have castigated the Zimbabwe Republic Police (ZRP) for setting stringent conditions for the Citizens Coalition for Change (CCC) star rally scheduled for Sunday in Highfield, Harare, ahead of the 26 March by-elections.
The rally is the first such event to be held by the Nelson Chamisa-led CCC since the party was launched last month.
ZRP approved the rally but warned CCC they would disperse the gathering if the conditions are not met.
The conditions among others include observance of COVID-19 protocols and a ban on the busing of people from other constituencies and chanting of party slogans.
This is despite the fact that ZANU PF and MDC-T held their rallies in Epworth and Highfields, respectively, last weekend with no similar conditions imposed.
Mkhululi Tshuma, a political analyst, said ZRP bosses are “shamelessly” trying to please ZANU PF. Said Tshuma:

The ZRP is offside. The police bosses are shamelessly trying hard to please ZANU-PF. Banning slogans at a rally. Really?
Provision of transport to less privileged supporters has always been and will always be an integral part of Zimbabwean politics.
Even ZANU PF had hundreds of buses bringing supporters from various places around the country to their launch in Epworth last weekend. What has changed now?
Surely Zimbabwe does not deserve this kind of partisan policing. This is totally unacceptable and will taint the ZRP which is mandated by the constitution to be nonpartisan in the execution of its duties.
Whoever made such a call has no more iota of shame left in them at all.
Shame is a critical component in humanity since it stops us from doing certain things.
For an institution that wants to continue being respected, it is utterly disgusting to have such gutter rubbish associated with the country’s chief policing organisation.

Tshuma said the CCC should approach the office that issued such conditions and ask them to withdraw some of these conditions or simply ignore them. He said:

The alternative is to ignore them. Such conditions are unconstitutional in any case. 
They can just ignore the unreasonable conditions and just ensure that their members conduct themselves in an orderly and nonviolent manner.
You don’t want to arm those who have chosen to be against you with reasons to continue portraying you as a violent lot.

Another political analyst, Sipho Nyoni, said the selective application of the law by the police shows Zimbabwe is a banana republic. Nyoni said:

This means the same rules that apply to everyone else are somewhat different when applied to the CCC which makes a mockery of our laws and constitutionality as a country.
The police application of the law is shocking, to say the least. Only in a banana republic like what Zimbabwe has turned out to be, can one find such selective application of the law.
This puts into question the impartiality of the police and makes a mockery of their professionalism, that’s if they even have any professionalism, to begin with.

Police Conditions For CCC Star Rally Condemned

Former ZANU PF youth league national political commissar Godfrey Tsenengamu has criticised the Zimbabwe Republic Police (ZRP) for setting stringent conditions for the Citizens Coalition for Change (CCC) star rally set for Harare over the weekend.
Tsenengamu, who now leads the Front for Economic Emancipation in Zimbabwe (FEEZ), said the move by the police is discriminatory and unjust and his party stands in solidarity with CCC. He said:

ZANU PF was allowed to bus its supporters from other constituencies outside Epworth using ZUPCO buses to a point of inconveniencing the commuting public but surprisingly the CCC is now being prohibited from ferrying their own supporters outside the Highfield constituency to a rally being organised at the provincial level.
This discrimination and harassment are intolerable and illegal. An injustice against one of us is an injustice against all of us. The FEEZ party stands in solidarity with the CCC.

The Nelson Chamisa-led CCC is set to hold its first-ever rally ahead of the March 26 by-elections, since it was formed last month.
The ZRP granted permission for the rally to go ahead, but warned CCC against busing people from other constituencies and chanting party slogans, among other restrictions.
When ZANU PF and the Douglas Mwonzora-led MDC-T held their respective rallies last Saturday, the two parties bussed their supporters to the venues and ZRP did not force them to observe any COVID-19 protocols. Party slogans were also being chanted without any restrictions.

Tsenengamu Criticises Police 'Discrimination' Against CCC

The MDC-T led by Douglas Mwonzora reportedly forked out ZWL$1.5 million for the launch of the party’s 26 March by-elections campaign at Zororo Grounds in Highfield, Harare, last Saturday.
The rally was attended by a sparse crowd despite the party hiring 20 buses at a cost of ZWL$75 000 each, to transport supporters and sympathisers to the venue.
According to a quotation seen by The NewsHawks, on 11 February, Mwonzora was charged ZW$75 000 per Hino bus by Mak Trans Logistics that trades as Makuku Bus Services, to transport MDC supporters “from constituencies around Harare to Zimbabwe Grounds”.
Mwonzora also reportedly spent almost ZWL$500 000 in hiring a public address system and on other logistics.
The owner of the buses, Tsikirirai Makuku, confirmed providing transport for the MDC-T.
He however added that in the end, he provided less than 20 buses because some are contracted to the Zimbabwe United Passenger Company (ZUPCO).
MDC-T officials told The NewsHawks that other transporters were engaged to ensure there were adequate buses.
Reports suggested that the MDC-T rally attracted less than 1 000 people but the party denied that its rally had flopped, claiming instead that 5 000 people attended.
At its zenith, under founding president Morgan Tsvangirai and later Nelson Chamisa, the MDC attracted tens of thousands of supporters at its rallies, especially in Harare and other urban centres.

Mwonzora Spent $2 Million For 'Flopped' Rally

Some ZANU PF supporters who wanted to leave President Emmerson Mnangagwa’s rally last Saturday were reportedly assaulted and forced back by soldiers and police officers.
According to the Zimbabwe Human Rights NGO Forum, the disgruntled ZANU PF supporters wanted to leave Epworth High School grounds, the venue of the rally before Mnangagwa had spoken.
The Forum also claimed that ruling party supporters forced informal traders in Mbare to close their market stalls and bussed them to attend Mnangagwa’s rally in Epworth.
The people wanted to leave after an announcement that no title deeds would be given out at the rally. The Forum said:

On 12 February, ZANU PF supporters forced informal traders in Mbare to close their market stalls and attend a rally addressed by President Emmerson Mnangagwa in Epworth. 
Buses were deployed to ferry people to Epworth, with ZANU PF youth ordering some members, most of whom got the stalls through the ZANU PF patronage system, to abandon business and attend the rally.
At the same time, some ZANU PF youths were also forcing informal dealers at Gazaland, Highfields to abandon their workstations and attend the President’s rally.

The Forum accused the Douglas Mwonzora-led MDC-T of political intolerance after the party’s supporters allegedly defaced campaign posters of Citizens’ Coalition for Change (CCC) parliamentary and local government candidates in Highfields on Saturday.
The MDC-T was holding a rally at Zororo Grounds to launch its campaign for the by-elections scheduled to take place on 26 March this year. Said The Forum

'Soldiers, Police Officers Assaulted People For Leaving ED's Epworth Rally Early'

ZIMFACT has exposed false claims that were made by President Emmerson Mnangagwa while addressing ZANU PF supporters at the launch of the party’s 26 March by-elections campaign in Epworth, Harare, last Saturday.
Mnangagwa claimed that half of Harare City Council councillors face corruption charges. He said:
<blockquote>
Harare City Council, over half of them, are facing charges in court over corruption. So when we vote, we have a chance to replace them.
</blockquote>
According to ZIMFACT, the claim is false. Harare has 46 wards, each represented by a councillor.
While several councillors have been arrested, including former Harare mayor, Herbert Gomba, and his replacement, Jacob Mafume, on corruption allegations, the number of all reported arrests does not support Mnangagwa’s claim that half of Harare’s councillors face corruption charges.
Mnangagwa also claimed that the Victoria Falls Stock Exchange has listed new companies each month since its launch.
ZIMFACT again, says the claim is false. VFEX has listed only four companies since its launch in December 2021. Mnangagwa had said:

Since we launched VFEX, every month, or every other month, two or three international companies are registered with VFEX.
So foreign currency is now coming in from outside because this stock exchange at international level.

Seed Co International, Padenga Holdings, Caledonia Mining Corporation and Bindura Nickel Corporation are the only firms that are listed on the Victoria Falls Stock Exchange.

Mnangagwa's False Claims During Epworth Rally Exposed

Plans by suspected ZANU PF members to sabotage Citizens Coalition for Change’s (CCC) first-star rally in Harare on Sunday have been exposed in leaked audio.
Several members of the ruling party could be heard planning to use ZANU PF Harare provincial structures to book Zimbabwe Grounds in Highfields where CCC leader Nelson Chamisa is scheduled to address his supporters.
One of the officials from a ZANU PF WhatsApp group said:
<blockquote>
Junta you are in the province (Harare). Why can you not let the District Coordinating Committee (DCC) do the job since it reports directly to Harare province? Let us follow party protocol.
</blockquote>
A woman suggested booking Zimbabwe Grounds if the Citizens Coalition for Change has not yet done so. She said:
<blockquote>
There is no need to send someone. We just need to liaise with PISI (Police Internal Security and Investigation) officials and find out if the CCC people have booked the venues (Zimbabwe Grounds and Zororo Centre) already.
If not then we can simply counter the booking and we are done!
</blockquote>
A third person emphasised the importance of following party protocol but was fully supportive of the idea of booking Zimbabwe Grounds ahead of CCC, if possible. He said:

I have another idea. I do not know if Mr Gomwe (Godwin – vice-chairperson Harare province) or somebody is here.
I am just thinking if it will work out or not. These people are saying Zororo Centre grounds behind the Zimbabwe Grounds.
I am not sure if they have already made a booking of the Zimbabwe Grounds and the centre.
If they have not booked, we can simply go and make our booking ahead of them (CCC).
Can we send someone to check if a booking has already been done? If not, then we can book for our own meeting to counter them.
But it is tricky to have our own meeting there because we have our big shots, so protocol has to be followed.

Contacted for comment by New Zimbabwe on the ZANU PF plan to sabotage the opposition party’s rally, CCC spokesperson Fadzayi Mahere said:

Last Saturday ZANU PF launched its national by-election campaign at Epworth High School in Harare while the MDC-T led by Douglas Mwonzora also held a rally at Zororo Grounds in Highfields.

Leaked Audio Reveals ZANU PF Plans To Disrupt Chamisa Rally

The Citizens’ Coalition for Change (CCC) led by Nelson Chamisa is set to launch its by-election campaign on Sunday, 20 February 2020.
The event will be held at Zimbabwe Grounds, Highfields, Harare and will be addressed by Chamisa.
The CCC rally comes eight days after both the ruling ZANU PF and the Douglas Mwonzora-led MDC-T both launched their by-elections campaigns in Epworth and Highfields respectively.
CCC has claimed recently that its election campaigns have been disrupted by the Zimbabwe Republic Police (ZRP) while ZANU PF and MDC-T are allowed to conduct their programmes without molestation.
In a tweet on Tuesday evening, freelance journalist and award-winning filmmaker Hopewell Chin’ono suggested that the Government may attempt to frustrate Chamisa’s rally by crippling public transport. He said:

They are desperate to stop Nelson Chamisa’s rally where he will be launching CCC’s by-election campaign.
The idea is to immobilize the transport system so that prospective rally attendees won’t find transportation to get them there!

Yesterday, CCC deputy president Tendai Biti was arrested at Spar, Letombo, in Msasa/Greendale and taken to Law and Order Department at Harare Central Police Station before he was transferred to Rhodesville Police Station, a short distance from Harare Central Business District.
Following the intervention of the Zimbabwe Lawyers for Human Rights (ZLHR), Biti was released without a charge.
Biti was arrested while on a “meet and greet” campaign as he is the CCC candidate for Harare East constituency in the 26 March by-election.
