The Government of Zimbabwe has rejected claims of a diplomatic fall-out with neighbouring Zambia after the SADC Election Observer Mission (SEOM), which was headed by former Zambian vice president Nevers Mumba, released a damning report on Zimbabwe’s 2023 Harmonised Elections.
Both Government officials and ZANU PF politicians have discredited the SEOM report and singled out Mumba for criticism.
ZANU PF has accused Mumba and Zambian leader and SADC Troika chairperson Hakainde Hichilema, of fronting Western powers in pushing for regime change in Zimbabwe.
Thousands of Zambians marched on the streets of Ndola, Zambia’s third largest city in Copperbelt province on Monday, in protest against remarks made by ZANU PF secretary for finance, Patrick Chinamasa.
The protesters accused Chinamasa of having confessed that he killed Zambian leader Levy Mwanawasa, who died of an ailment in 2008, and also of threatening the life of Hichilema.
However, Zimbabwe’s Foreign Affairs Ministry spokesperson Livit Mugejo was quoted by <a href="https://www.zimlive.com/zimbabwe-denies-tiff-with-zambia-after-damning-sadc-observer-mission-report/">ZimLive</a> as saying relations between the two neighbouring countries were cordial. He said:

Kindly note that diplomacy is not done through the press and we will not comment on public statements.
There are proper diplomatic channels we communicate with Zambia and any other state.
And, as far as we are concerned, we are not aware of any collapsed relations.
</blockquote>
Information Publicity and Broadcasting Services Ministry’s secretary, Nick Mangwana claimed there was a plot within SADC to push for the convening of an extra-ordinary summit on Zimbabwe.
He did not mention Zambia by name, but international relations observers concluded that he indeed implied that Zambia was behind the plot.

Zimbabwe Denies Claims Of A Diplomatic Tiff With Zambia

Zimbabwean government spokesperson Ndavaningi Mangwana has apparently responded to Zambia’s President Hakainde Hichilema who said it is “abnormal” for colleagues to call each other names when trying to solve a problem that they created.
In a video recording that has been circulating on social media, Hichilema hit back at his critics, saying it defies logic that those engaged in name-calling are the ones who created the problem in the first place.
It is not clear who Hichilema was referring to but commentators have suggested that the Zambian leader was referring to Zimbabwe’s ruling party, ZANU PF. He said:

Calling each other names when solving a problem created by colleagues, and names are being called by those who created the problem, it’s not logical. It is not normal. It is called an abnormality, that is what we call it.
</blockquote>
ZANU PF officials have labelled Hichilema a puppet of the West after his pick, as Chairperson of the SADC OPDSC, to head the SADC Election Observer Mission (SEOM) to Zimbabwe, Nevers Mumba, and his team, condemned the 23 August Harmonised Elections.
The SEOM and other international observers said the elections were not free, fair and credible.
In apparent response to Hichilema, Mangwana said what is abnormal is when an official appointed to lead an organ of a regional body attempts to usurp the powers of a neighbouring country’s government. Tweeted Mangwana:

WHAT’S ABNORMAL: For someone to be appointed for an assignment by an organ of a subcontinental body and then behave with supranational arrogance… For a cleric from a neighboring country to usurp the power of the Executive, its Parliament, its Concourt and its Supreme Court and other institutions. That is abnormal!
</blockquote>
Mumba is a cleric and according to a report, he founded the Victory Bible Church and Victory Ministries International, a church in Zambia.
In its preliminary report, the SEOM condemned the disqualification of presidential candidate Saviour Kasukuwere by the courts and the delimitation of electoral boundaries by the Zimbabwe Electoral Authority (ZEC).
Some ZANU PF officials claim Hichilema is working with Western countries that want regime change in Zimbabwe.

Zimbabwe Government Spokesperson Responds To Hichilema's "Name-calling" Comments

Zimbabwe is seeking to change SADC’s statutes and guidelines on elections after the SADC election observer mission (SEOM) criticised the country’s 2023 Harmonised Elections.
Speaking on SABC recently, presidential spokesperson George Charamba suggested that key decisions regarding the SEOM are currently being made by an individual, a situation he described as untenable. Said Charamba:
<blockquote>
When you have a process that creates a Head of State, a government, that can create war and peace, does it make sense to leave one man in charge?
We must use the weaknesses we have seen in this mission to set things right in SADC.
</blockquote>
Writing on X (formerly Twitter), Charamba said when Zimbabwe assumes the SADC chairmanship position next year, will push for changes to the status quo. He wrote:
<blockquote>
Those countries now look forward to Zimbabwe using its host and chair status to challenge this whole tradition of one leader who happens to chair an arm of an SADC organ exclusively determining an observer mission to an electoral process of sovereign SADC members.
My hunch is that this might be changed in Harare next year. Which makes sense! You can’t leave so critical midwifery process to the whims of one leader, a process which can make or break peace in a country, which produces a whole President, a whole government, a whole Parliament of any one SADC nation-state!
</blockquote>
Since the SEOM released its preliminary report on the 23 August Harmonised Elections, ZANU PF has singled out former Zambian Vice-President and SEOM head Nevers Mumba for criticism.
The SEOM report said the elections were not free, fair and credible and did not meet regional and international standards.
United Kingdom-based lawyer and human rights advocate Brighton Matebuka was quoted by <a href="https://www.newsday.co.zw/local-news/article/200016403/zim-pushes-to-change-sadc-laws">NewsDay</a> as saying ZANU PF “spectacularly” failed to isolate Mumba.
He said the absence of the majority of SADC Heads of State from Mnangagwa’s inauguration was a “powerful diplomatic indication of the extent of the isolation he now suffers from the region owing to the shameless and sham election that he recently held”. He added:
<blockquote>
Publicly, ED [Mnangagwa] and his regime were desperate to present a fait accompli or business-as-usual image of a juggernaut marching on crushing anything in its path but privately, the gesture undertaken by SADC would have hit home.
SADC carefully choreographed the rebuffs in order to signify the seriousness of the situation and to communicate to the regime that it was not backing down or throwing SEOM and Dr. Mumba under the bus.
</blockquote>
Matebuka said the absence of the SADC chair of the organ on politics, defence and security, Hakainde Hichilema, SADC’s immediate past chairperson and Namibian President Hage Geingob, and SADC chairperson, President Joao Lourenco of Angola from Mnangagwa’s inauguration showed that there was coordination among SADC leaders. He said:

That absence clearly suggests that diplomatic coordination took place and that the strategy of singling out Dr. Nevers Mumba when trying to undermine SEOM’s report has spectacularly backfired.
</blockquote>
Meanwhile, Hichilema has SADC leaders should avoid calling each other names especially when solving problems they created, calling it “an abnormality”.
ZANU PF has labelled Hichilema, who appointed Mumba to head the SEOM, a Western puppet.

Zimbabwe To Push SADC To Change Guidelines On Elections - Charamba

The secessionist opposition political party, Mthwakazi Republic Party (MRP), said that the preliminary report by the SADC Electoral Observer Mission (SEOM) which criticised Zimbabwe’s 2023 Harmonised Elections should not come as a surprise.
MRP leader Mqondisi Moyo said the electoral irregularities highlighted by SEOM were a feature in all elections held in Zimbabwe since the attainment of independence in 1980.
In a letter seen by <a href="https://cite.org.zw/zim-has-been-holding-unfair-elections-since-1980-mrp/">CITE</a>, addressed to SEOM Head Nevers Mumba on August 31, 2023, Moyo first congratulated the SADC team for successfully observing the 23 August Harmonised Elections in Zimbabwe. He said:
<blockquote>
I noted from your Preliminary Statement that Zimbabwean elections fell short of meeting both SADC and Zimbabwean elections guidelines in many respects. This has been the case since 1980 when the country attained independence.
</blockquote>
Moyo, however, sought to draw SEOM’s attention to what MRP refers to as Mthwakazi, that is, the South Western part of Zimbabwe covering Matabeleland provinces and part of Midlands. He said:

But even if elections were “free and fair,” Zimbabwean politics would still remain grossly unfair to the people of Mthwakazi.
</blockquote>
In the letter, Moyo claimed that the people of “Mthwakazi” have suffered since 1893 when people in Matabeleland, which was then an independent state, were defeated by the British South Africa Company (BSAC) forces. He added:
<blockquote>
In 1923, we suffered yet another demise, the forceful amalgamation of our country with Mashonaland. In 1980, our colonial status was transferred from Britain to Zimbabwe.
</blockquote>
Moyo said people in Matabeleland endured a Zimbabwean government-led “genocide” in reference to the Gukurahundi killings between 1982 and 1987. He said:
<blockquote>
About 40 000 of our people perished. It is sad that SADC didn’t bother to pay any attention to what was happening in Mthwakazi.
That was despite its role of ensuring the safety of people in Southern Africa.
</blockquote>
Moyo implored SADC to intervene and facilitate the creation of a new State covering Matabeleland and parts of Midlands provinces, separate from Zimbabwe.

Mthwakazi Activist Commends SADC Election Observers

President Emmerson Mnangagwa on Sunday morning rejected allegations by the opposition that the 2023 presidential election was rigged in his favour.
He also said observer missions that criticised the country’s laws “overstepped” their mandate.
Mnangagwa addressed reporters at State House the morning after the Zimbabwe Electoral Commission (ZEC) announced him as the winner with 52.6% of the poll, beating CCC’s Nelson Chamisa’s 44%.
Asked to respond to allegations by his competitors that the election was shameful and neither free nor fair, Mnangagwa said:
<blockquote>
I can assure you that I did not conduct the elections. I competed with them in this race to win the elections.
Those who feel the race was not run fairly, should know where to go to complain.
</blockquote>
Zimbabwe’s 2023 Harmonised Elections were criticised by the SADC observer mission, which said some parts of the electoral process fell short of standards. SEOM head Nevers Mumba said:
<blockquote>
The mission observed that the pre-election and voting phases of the 23-24 August harmonised elections were peaceful and calm.
However, the mission noted that some aspects of the harmonised elections fell short of the requirements of the Constitution of Zimbabwe, the Electoral Act and SADC principles governing democratic elections.
</blockquote>
Mumba, a former Vice President of Zambia, also criticised Zimbabwean laws, including the “Patriotic Act” which is a new section of the amended criminal law that punishes Zimbabweans for conniving with foreigners to push for sanctions and foreign military intervention.
However, speaking to journalists this Sunday, Mnangagwa said that the election observers should not have an opinion on Zimbabwean laws. He said:

I’m aware that some observer missions went beyond their call of duty and began interrogation legislation passed by our Parliament.
It is my view that every sovereign state passes legislation through its legislature, and Zimbabwe is no exception.
I don’t think it’s in the mandate of election observers to interrogate institutions of a sovereign government, the judiciary, or the legislature.
I believe their mandate is to observe the transparency, peacefulness and conduct of the elections.

I Did Not Run This Election, I Was A Participant, Says Mnangagwa

SADC has condemned the use of the SADC brand image in an article in Zimbabwe’s state-run daily publication “<a href="https://www.herald.co.zw/poll-observers-told-to-stick-to-mandate/">The Herald</a>” that ran with quotes attributed to presidential spokesperson George Charamba.
The article, which had the headline: “Stray and we will deport you: Charamba warns election observers”, had a picture of an election observer dressed in SEOM regalia.
In a statement, the SADC Electoral Observation Mission to Zimbabwe (SEOM) said:
<blockquote>
On 11 August 2023, in Gaborone, Botswana, the Southern African Development Community (SADC) Secretariat noted with great concern a story captioned “Stray and we will deport you: Charamba warns election observers” which attributed to the Herald Newspaper of Zimbabwe, and which appeared on the online “newsdzezimbabwe” 
website on 9 August 2023.
The story is accompanied by a photographic image of an individual dressed in the SADC Election Observation Mission (SEOM) regalia.
The article alleges ulterior motives and pro-opposition agenda by foreign election observers reported to have deployed to Zimbabwe for the forthcoming elections scheduled for 23 August 2023.
The story also mentions specific institutions and observers who are said to have deployed to Zimbabwe to discredit the country’s elections.
None of the institutions or individuals named are linked with SADC or SADC’s official election observation mission (the SEOM).
The use of the image of an individual wearing the SADC election observation regalia in the story, unfortunately, associates SADC with the observers who the story alleges “are audaciously interfering in the country’s electoral processes”.
The use of the SADC branded image to accompany this story places SADC in a negative context and has the unfortunate potential of putting personnel in the service of SADC at risk.
</blockquote>
The image on the article, as well as the headline of the story, have since been changed. The headline has been altered to “Poll observers told to stick to mandate”.
