Outgoing Chitungwiza acting mayor Kelvin Mutimbanyoka has claimed that he cleared the 47-month salary backlog and improved service delivery in the Municipality during his time in office.
Mutimbanyoka succeeded former mayor Lovemore Maiko who was recalled by the MDC-T.
Addressing journalists in Chitungwiza this week, Mutimbanyoka said when he became acting mayor, there was chaos in Chitungwiza. <a href="https://www.newsday.co.zw/local-news/article/200016087/chitown-council-clears-47-month-salary-backlog">NewsDay</a> quoted him as saying:
<blockquote>
I want people to appreciate where we are coming from as Chitungwiza Municipality. l joined council in 2018 as a councillor and in August 2021, l was elevated to the office of deputy mayor.
I then became the (acting) mayor of this town and that is when most of the transformation happened at the council. When I became the [acting] mayor for sure it was all chaos.
Workers were not being paid, nothing was happening in terms of service delivery, and obviously, councillors had been messing around.
When l got into this office, the first thing l had to tackle was corruption and land was being sold out of council business.
We cautioned the people against being hoodwinked by land barons. l stopped that chaos and council took over its responsibility.
We had a problem with our workers. We had so many ghost workers. Workers had salary arrears going as far as 47 months, we cleared the 47 months’ salary backlog, as we speak.
They are getting 30 percent of their salaries in US$. We decided to set a target for all the managers: every head of department needed to account for everything they were doing.
The work culture and ethic are impressive. Our people are working, and the service delivery is being given to the people.

Mutimbanyoka said the African Development Bank donated US$1.8 million, with most of the money going towards improving the sewer, drainage system and restoration of the tower lights. He added:
<blockquote>
We have since bought two tipper trucks,  a grader and a compactor roller. We also bought a backhoe and we have computerised all the departments.
</blockquote>
Chitungwiza, just like the majority of urban councils dominated by the opposition, has failed to deliver services to residents.
Chitungwiza is notorious for land barons, “rivers” of raw sewage and perennial unavailability of potable water.

Chitungwiza Municipality Clears 47-month Salary Backlog

Anti-riot police officers were recently deployed to the Mfelandawonye section of Mkhosana suburb in Victoria Falls after residents clashed with council workers who were disconnecting water users for non-payment of bills.
The local authority was disconnecting water at homes where the owners owed US$100 and above in unpaid water bills.
The <a href="https://www.chronicle.co.zw/watch-police-called-in-as-residents-block-council-water-disconnections/">Chronicle</a> reported that the council workers had disconnected six houses when they were confronted by irate residents which caused them to call for backup from police.
The residents complained about high water bills when most of the time their taps were dry.
A resident who spoke to the Chronicle said water usually comes at night during the time of the month when council officials visit homes to do meter readings. Another resident said:
<blockquote>
Bills are way too high yet we have no water on a daily basis. We don’t know maybe they are charging us for the bowser that supplies us fortnightly.
Most of the time we go and ask for water from other areas especially the CBZ side.
So they came and we didn’t know what was happening when we suddenly realised that they were disconnecting the water. We quickly mobilised and blocked them.
They had disconnected about six houses when we noticed and our concern is that they are doing this when no water comes out of our taps and they didn’t notify us.
They told us to make payment plans and we told them to supply us with water first so that we pay for services rendered. We are not refusing to pay but we only want service.

Another resident said police officers who were deployed to the suburb did not harass people but sought to understand what was happening.
Victoria Falls mayor Councillor Somvelo Dlamini and Member of Parliament Godfrey Dube came and advised the council workers to stop the disconnections.
Vice-chairperson of Vic Falls Watchdog, which represents residents’ issues Sifiso Sibanda said:
<blockquote>
Our understanding is that there is no water and bills are too high. We don’t understand which water they are charging for when people get water only two days a month.
While we encourage people to pay for water because it’s a service we need, council should make sure there is water. 
They can’t go around disconnecting people when there is no water. This is not a new problem, it’s known but they are not bothered.
</blockquote>
Dlamini said the concerns raised by Mfelandawonye residents were genuine.
He said he had engaged Town Clerk Ronnie Dube and advised the team to put the exercise on hold and allow people to make payment plans.
Victoria Falls City Council started a US$4 million water, sanitation and hygiene project in which two reservoirs are being constructed.
Victoria Falls, like the majority of urban settlements in Zimbabwe, is run by an opposition-dominated council and service delivery has deteriorated alarmingly over the past two decades.

Victoria Falls Residents Clash With Council Workers Over Water Disconnections

Citizens’ Coalition for Change (CCC) leader Nelson Chamisa has claimed that the majority councils controlled by the opposition party are performing well “under difficult circumstances”.
CCC, formerly the MDC Alliance, controls the majority of cities in the country which are struggling to provide basic service to ratepayers.
Residents of towns and cities are being forced to endure water shortages, bad roads and accumulation of garbage that goes uncollected for months.
Speaking during a recent interview, Chamisa said opposition councillors in urban areas are performing well. He said:
<blockquote>
Well, they (councillors) have done so much in fact if our local authorities had not done what they are doing under difficult circumstances against all odds with all these impediments by now Harare would not be a city.
You would not be using the toilets you are using, flushing and the modern ablution systems.
You would be going in the bush system right now if we had not done what we did under difficult circumstances.
To have a semblance of some city status or town status must be credited to our councillors otherwise ZANU PF wanted to run this place down.
</blockquote>
Zimbabwe’s economic meltdown has arguably had a significant impact on the availability and quality of basic services such as water, sanitation, healthcare, education, and infrastructure.
Meanwhile, in an unrelated matter, Chamisa scoffed at government critic Hopewell Chin’ono’s insinuation that CCC was as dead as a Dodo. Said Chamisa:

Our death is not going to be defined by an individual. I do not believe that he is the one who issues death certificates for institutions and organisations. We are alive and very strong.

CCC Councillors Have Fared Well - Chamisa

The government says Zimbabweans are satisfied with public service delivery and with the work culture among public servants.
This is despite reports suggesting that public service officials, for example, at the Registrar-general’s office, demand bribes from members of the public for them to obtain vital documents.
In 2022, Transparency International Zimbabwe (TIZ) <a href="https://zero.pindula.co.zw/zrp-ranked-most-corrupt-govt-department/">ranked the Zimbabwe Republic Police (ZRP) as the country’s most corrupt government department</a>.
In December 2021, <a href="https://zero.pindula.co.zw/zinara-zrp-and-vid-most-corrupt-state-departments-zacc/">the Zimbabwe Anti-Corruption Commission (ZACC) said the Zimbabwe National Road Administration (ZINARA), Vehicle Inspection Department (VID), and ZRP</a> were the most corrupt state departments.
But speaking during the post-cabinet media briefing in Harare on Tuesday, Information Communication Technology, Postal and Courier Services Minister, Jenfan Muswere, said the level of satisfaction with public service delivery among Zimbabweans is close to 70%. Said Muswere:

Cabinet considered and adopted the Report on the Citizen Satisfaction Survey and Baseline Survey on Work Culture Transformation, 2022, as presented by the Minister of Public Service, Labour and Social Welfare, Honourable Professor Paul Mavima.
Cabinet notes that the survey is in line with His Excellency the President, Cde E.D. Mngangagwa, and the Second Republic’s operational values of servant leadership, citizen-centric interventions emanating from citizen engagement and inclusivity. 
Given that Government entities have the greatest interface with the  people through the public services they provide, there is need to continuously and objectively assess citizens’ satisfaction with the services in order to ensure that expectations are effectively met.
The Survey is a major milestone in that it serves as a service-level benchmark for Government in spearheading people-centred service delivery. 
As such, the study gathered information on citizens’ and employees’ perceptions regarding Zimbabwe’s public service delivery system as well as the current work culture among public servants in accordance with set dimensions.
Notably, the survey included gathering information on the behaviours, attitudes and knowledge of public service employees from the poor, vulnerable and marginalised groups such as women, the youth and persons living with disabilities.
Cabinet informs the nation that the study found that the overall Satisfaction Index (level of satisfaction) was 68.47%, averaged from citizen and employee satisfaction rates of 67.78% and 69.17%, respectively.
These indices fall within the internationally accepted range of “satisfied”, that is, 60 to 70%.
This is also against the National Development Strategy 1 (NDS1)target of 50% for 2021, hence the conclusion that citizens and employees are generally satisfied with public service delivery.

Govt Says Zimbabweans Are Satisfied With Public Service Delivery

Harare mayor, His Worship Councillor Jacob Mafume, says the City of Harare needs new water sources to be able to provide adequate water for its residents.
Addressing congregants at the Apostolic Faith Mission (AFM) in Zimbabwe Greater Harare Conference underway at Glamis Arena, Harare, Mafume said Harare City Council has plans to avail refuse collection trucks for every ward to deal with the problem of litter.

Chinhoyi residents on Friday picketed at Town House in protest over what they consider to be exorbitant United States dollar-denominated municipal services bills.
The peaceful protestors, who included leaders of residents and the ratepayers’ association, converged at Chinhoyi Municipality head offices where they waved placards, with one inscribed “Rebasing Is Illegal.”
Speaking to <a href="https://www.newzimbabwe.com/chinhoyi-residents-stage-protest-against-exorbitant-us-tariffs/">NewZimbabwe.com</a>, Chinhoyi Residents Association (CRA) chairman, Clifford Hlupeko, said the local authority’s property valuation process is flawed which has resulted in some commercial property owners getting bills as high as US$1 700, up from US$200. He said:

There are myriad challenges that we are facing, chief among them being exorbitant rates.
The bills have gone up by 500% which residents and the business community cannot afford to pay.
So we have come here to give notice to council demanding that they reduce the bills with immediate effect. The economy is subdued, who doesn’t know that?

Zimbabwe National Association of Residents Associations and Trusts (ZNAORT) Mashonaland West chairman, Liberty Chitiya, said the new billing system is illegal. Said Chitiya:
<blockquote>
The whole process is fraught with illegalities. From the word go, rebasing was done on June 7 this year during a full council meeting, then given to residents as a notice on June 23, what were they doing?
They were tampering with our approved 2022 budget without consultations with stakeholders.
</blockquote>
Chitiya said the council should revert to the approved 2022 budget estimates, review performance and then propose a supplementary budget after consulting ratepayers.
The protestors also lamented deteriorating service delivery in Chinhoyi. They cited unavailability of clean running water, uncollected garbage and non-functional street lights among other issues that need to be addressed.

Chinhoyi Residents Protest Against "Exorbitant" US Dollar Rates

The City of Harare has urged all ratepayers to pay their bills saying service delivery is improving.
Acting Town Clerk for the City of Harare, Phakamile Moyo, said the local authority has increased water production to 350 megalitres a day up from 220 million litres in 2021. This translates to above 60 per cent water coverage.
Moyo said the Harare City Council (HCC) is in the process of installing new meters in areas with stuck meters so that ratepayers are billed for actual consumption.
The Acting Town Clerk also revealed that the January 2022 bills have been physically dispatched to all properties in the city.
He said the local authority is now in the process of distributing the February 2022 bills. Said Moyo:

We urge all ratepayers and business institutions to pay their bills on time to allow council to dispatch its service delivery mandate without hindrance.

Pay Your Bills, Service Delivery Has Improved - City Of Harare

The SIVIO Institute says it has been tracking levels of service delivery in four cities for the past three months.
Through a questionnaire survey, it was able to get responses from 1 200 households each month for three months.
The survey is focused on understanding the levels of service delivery in three (3) areas; (I) water delivery, (ii) refuse 
collection and (iii) health delivery.
The responses are captured into a data visualization tool; the Local Government in Action Tracker https://localgovtracker.zimcitizenswatch.org/.  On this tracker, one is able to compare service delivery across cities or period.
The tool is available online as a resource to residents and their associations for them to understand patterns of service delivery.
SIVIO says the tool will make a significant contribution towards local level advocacy for improved services and ongoing engagement with service providers.
