A ZUPCO bus carrying ZANU PF supporters from Lusulu in Binga to a campaign rally in Nkayi on Sunday morning veered off the road and overturned resulting in the death of one passenger.
ZANU PF Matabeleland North provincial chairperson Richard Moyo on Sunday night told <a href="https://www.newsday.co.zw/local-news/article/200014710/zupco-accident-claims-zanu-pf-supporter">NewsDay</a> that several people were injured in the accident. He said:

Yes, it is confirmed that one person was trapped under the bus and died and a few are injured and were rushed to hospital. Some of them were checked and discharged.
</blockquote>
The Zimbabwe Republic Police (ZRP) also confirmed the accident on Sunday evening.
Police said the ZUPCO bus had 34 passengers on board when it veered off the road and overturned. Reads a statement by the Police:

The ZRP also confirms that one person died and 25 others were injured when a ZUPCO bus that was travelling from Lusulu to Nkayi with 34 passengers veered off the road before overturning and landing on its side on 30/07/23 at around 0430 hours.

ZANU PF Supporter Killed In ZUPCO Accident, 25 Injured

Dynamos have clinched a deal with the Zimbabwe United Passenger Company (ZUPCO) that will see the parastatal providing transport for the club’s fans to home and away games during the 2023 Premier Soccer League (PSL) season.
According a statement released by the club, the special package will have its trial run this weekend before it is officially launched next week. Reads the statement:

Dynamos Football Club is pleased to announce that the club and ZUPCO have put together a special travel package for the fans for the 2023 season.
The package which is set to be officially unveiled next week will have its trial run this Sunday when Dynamos Football Club and CAPS United Football Club meet in the Harare Derby Part 1 at the National Sports Stadium.
The fan package is part of the 60th anniversary celebrations which should afford the fans ease of transport to home and away games throughout the 2023 PSL season.
The package will see fans getting onto shuttle buses from designated pick up points around Harare, Norton, Chitungwiza and Domboshawa will take the fans to and from the National Sports Stadium and or Rufaro Stadium, once the ceremonial home of Zimbabweans football is ready to host football matches.
The return trip will cost $2 and fans will pay the fare in advance through their fan chapters.
Packages for trips outside of Harare will be announced soon. 
The fans are however encouraged to regularize their membership with their fan chapters and will always be bound by the general code of conduct of the fan chapters during the trips.
The trial run for the travel package will see two buses deployed to Chitungwiza with a bus made available for Epworth.
Pick up points and times for the two fan chapters will be communicated through the respective fan chapters .
More buses will be deployed soon after the Harare Derby to ferry the fans back to selected destinations in Harare.

ZUPCO To Ferry Dynamos Fans To Matches

The Zimbabwe United Passenger Company (ZUPCO) has appointed Tineyi Rwasoka as the new acting chief executive officer (CEO).
In an internal memo to staff dated 18 January 2023, ZUPCO human resources manager Moses Mawire said Rwasoka’s appointment is with immediate effect. Reads the memo:

All employees are hereby advised of the following changes to management which are effective immediately.
Mr Tineyi Rwasoka has been appointed to the position of acting chief executive officer.
Ms Linda Samunderu has been appointed to the position of acting operations director.
May we all render our support to the two in the discharge of their new mandates.

Rwasoka replaced Everisto Madangwa, who has reportedly been reassigned to the position of finance director.
Madangwa had served as acting CEO for more than five years, a period when the state-owned company monopolised the public transport sector but dismally failed to deliver.

ZUPCO Appoints New Acting Chief Executive Officer

The Zimbabwe Passenger Company (ZUPCO) at the weekend reduced inner-city fares in all trading currencies.
In Bulawayo, ZUPCO reduced fares from ZWL$300 to ZWL$250 and from R7 to R5.
Passengers Association of Zimbabwe (PAZ) president Tafadzwa Goliati commended ZUPCO for the move saying it will provide respite to commuters. He said:

This is a good move which has been taken by the Government as it will help to reduce the burden being worsened by economic hardship.

Goliati, however, urged ZUPCO to increase efficiency and deploy commuter omnibuses in areas where there is a shortage.

ZUPCO Slashes Inner-city Fares

Zimbabwe United Passenger Company (ZUPCO) top management and private operators contracted by the state-owned public transportation provider are at the centre of corruption and mismanagement allegations.
The Standard reported sources within the company as saying buses and kombis spend the majority of their time parked at the Belvedere depot in Harare but still get paid for services not rendered.
It is alleged that the private operators would fill out waybills with the full knowledge of ZUPCO’s top management, which would then be used to obtain money from the government despite not having provided any services.
One of the conductors operating the Chitungwiza route told The Standard that they spend the greater part of the day doing nothing. Said the conductor:

We arrive first thing in the morning, complete the waybill and then wait till the day is done.
Sometimes we are provided fuel sufficient for one or two trips only to maintain “fake” presence in the market.
</blockquote>
Private bus and kombi operators reportedly receive the equivalent of US$280 and US$95 respectively per day or the equivalent in local currency.
At one point, the ZUPCO fleet comprised 818 private kombis and 1 121 buses overall, with 705 buses operated by independent contractors hired by the company.
However, violation of contractual obligations by ZUPCO has forced some to withdraw their fleet.
The ZUPCO management is being accused of struggling to maintain its day-to-day operations and fulfilling its obligations as a result of corruption, poor management, and wrong priorities.
For example, the National Social Security Authority (NSSA) reportedly garnished ZUPCO accounts last month for failing to send monthly contributions to the pension fund.
NSSA spokesperson Tendai Mutseyekwa declined to comment on the matter citing concerns about confidentiality.
In November 2022, the National Railways of Zimbabwe (NRZ) was on the verge of suspending commuter train services due to ZUPCO’s failure to meet its obligations before the Government swiftly overturned the decision.
ZUPCO management consists of interim CEO Everisto Madangwa, administrator Linda Samunderu and finance manager Tendai Nyamayaro.
A ZUPCO employee told The Standard that the top management spends a lot of money on workshops and organising fun days.
However, ZUPCO board chairman Quinton Kanhukamwe said he was not aware of the allegations. He said:

It is the work of the board to make sure that we get adequate responses from the executive on such issues.
Our meetings are quarterly and we are yet to have our board meeting for this quarter but in between, we may have meetings to deal with specific issues.

ZUPCO Bosses Accused Of Corruption, Mismanagement

The National Railways of Zimbabwe (NRZ) has reversed its decision to suspend urban commuter train service less than 24 hours after announcing the move.
On Saturday, 26 November, NRZ public affairs and stakeholder relations manager Andrew Kunambura said the service would be suspended from Monday, 28 November.
But in a statement on Sunday, 27 November, Kunambura said he was withdrawing the previous statement. He said:
<blockquote>
NRZ hereby withdraws the press statement issued this Saturday 26 November 2022 on the [suspension of commuter train service].
The commuting public will be updated if there are any new developments.
Any inconvenience caused to our valued customers and other stakeholders is sincerely regretted.
</blockquote>
The NRZ commuter trains ply various routes in Harare and Bulawayo and were introduced last year through a partnership between the NRZ and the Zimbabwe Passenger Company (ZUPCO).
The introduction of commuter trains was aimed at lessening congestion and easing the transport challenges that urban commuters were facing.
Yesterday, Kunambura said the suspension of the service was necessitated by ZUPCO’s failure to pay overdue fees. He said:

The suspension was occasioned by an unsustainable operating environment arising from huge debts owed to NRZ by ZUPCO.
NRZ was therefore left with no option but to suspend commuter trains from 28 November due to capacity challenges.
Normal services will resume once ZUPCO fulfills its obligations as set in the agreement.
Any inconvenience caused to our valued customers is sincerely regretted.

NRZ’s U-turn will come as a huge relief to commuters as trains provide a cheaper mode of transport compared to kombis.

NRZ Reverses Decision To Suspend Commuter Trains

The National Railways of Zimbabwe (NRZ) has temporarily suspended the urban commuter train service “due to capacity challenges”.

NRZ Suspends Urban Commuter Train Service

Various organisations have criticised the Zimbabwe United Passengers Company (ZUPCO) for increasing intra-city fares to $800, which ZUPCO also says would be equal to one United States dollar.
The official exchange rate announced by the Reserve Bank of Zimbabwe last Tuesday is about $635 to the greenback, while the black market rate is $800.
Zimbabwe National Organisation of Associations and Residents Trusts (ZNOART) Chitungwiza chairperson Obert Matsika said:
<blockquote>
How can they charge USD at the black-market rate? It must charge fares using the bank rate.
</blockquote>
National Consumer Rights Association spokesperson Effie Ncube said:
<blockquote>
The fact is that the Zimbabwean dollar is worth less than what the government would like citizens to believe.
The government-dictated rate is completely out of touch with the realities on the ground.
</blockquote>
Zimbabwe Union of Drivers and Conductors president Frederick Maguramhinga said:
<blockquote>
It’s a move that shows the reality on the ground. Things are tough. It was going to be a burden for the government to continue to give fuel for free.
This also brings fair competition and it should be controlled to benefit the people.

Chitungwiza and Manyame Rural Residents Association secretary Brighton Mazhindu said:
<blockquote>
They forced operators to charge in local currency yet spare parts are charged in USD. 
So, most operators only joined for free diesel and they didn’t service their routes.

ZUPCO Criticised For Hiking Fares

The Zimbabwe United Passengers Company (ZUPCO) last week raised intra-city charges to $800, which it also says would be equal to one United States dollar.
The official exchange rate announced by the Reserve Bank of Zimbabwe last Tuesday is about $635 to the greenback, while the black market rate is $800.
A memorandum, which was signed by Tito Chirau, the Belvedere Depot manager, and addressed to all ZUPCO crews, read:
<blockquote>
You’re being advised to revert to the gazetted fare of $800 on all peri-urban routes with effect from November 4.
For passengers willing to pay in USD, crews are urged to accept US$1 for a journey without an extra charge having to be passed to avoid fare distortions.
Passengers paying in USD should be given a ticket matching the $800. You’re now mandated to buy your own fuel with effect from November 10 as all highway buses are doing.

Meanwhile, ZUPCO buses’ presence on urban routes has greatly diminished after the government reversed its move to bar private transporters at the onset of the COVID-19 pandemic in 2020.

ZUPCO Now Using Black Market Rates

The High Court has ended the Zimbabwe United Passenger Company (ZUPCO)’s two-year long monopoly which came into effect under the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020.
The law, which was promulgated at the height of the COVID-19 pandemic, barred private operators unless they joined the ZUPCO franchise.
The government said the regulations were aimed at curbing the spread of the novel coronavirus.
Bulawayo High court judge Justice Evangelista Kabasa ruled that Section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, was unlawful, irregular and invalid and set it aside.
The ruling followed an application by the Zimbabwe Lawyers for Human Rights (ZLHR) challenging the Order. The ZLHR said:
<blockquote>
We have stripped the state-run ZUPCO of its widely despised monopoly in the transport sector by outlawing legislation which created domination for ZUPCO to provide bus and commuter omnibus transport services to passengers across Zimbabwe.
The ban on private bus and commuter omnibus operators by the government in March 2020 made ZUPCO the only approved public transport provider, thereby spawning a major transport crisis in the country.
This compelled our lawyer Josephat Tshuma, who represented Tshova Mubaiwa, a network of commuter omnibus owners operating in Bulawayo, to in October 2021 challenge the monopoly created by the government.
After hearing arguments from Tshova Mubaiwa and respondents who included health minister Constantino Chiwenga, police commissioner-general Godwin Matanga, local government minister July Moyo, and President Emmerson Mnangagwa, Kabasa ruled that section 4(2)(a) of the Public Health (COVID -19) Prevention, Containment and Treatment (National Lockdown) Order 2020, which provides that only ZUPCO could transport passengers, is unlawful, irregular and invalid and therefore set it aside.
Several people were in 2020 left unemployed as a result of the arbitrary ban of commuter omnibuses and their right to choose and carry out a profession of their choice as provided in section 64 of the Constitution was violated.
The ban also violated their right to administrative justice as enshrined in Section 68 of the Constitution. In representing Tshova Mubaiwa, we sought to advance the rights to administrative action and the rights to a trade of one’s choice.
</blockquote>
The ruling, however, doesn’t change much on the ground as the government reversed the ban several months ago and allowed private operators to return to the roads, albeit, under associations, some of which are allegedly linked to ZANU PF.

High Court Ends ZUPCO Monopoly

ZANU PF will on Saturday use a National Railways of Zimbabwe (NRZ) train to transport its supporters to a “Thank You Rally” in Mutasa South constituency.
The rally, which will be held at Beaulieu Primary School, will be addressed by President Emmerson Mnangagwa.
It comes after Misheck Mugadza of ZANU PF won the Mutasa South seat in the March 26 by-elections, defeating CCC candidate Regai Tsunga, who was recalled last year from Parliament by MDC-T leader Douglas Mwonzora.
In the past, ZANU PF has used school and the Zimbabwe United Passenger Company (ZUPCO) buses to ferry party supporters to its rallies.
Mugadza confirmed to <a href="https://www.newsday.co.zw/local-news/article/200001927/zanu-pf-commandeers-train-to-eds-rally">NewsDay</a> that ZANU PF supporters will be ferried to Mnangagwa’s rally on a passenger train from Rusape to Mutare. He said:
<blockquote>
This is a celebration event and we want everyone to be there. We are not bussing people, but we want people to attend and eat with their President.
We are expecting over 10 000 ZANU PF supporters and friends of our President Mnangagwa to come.
There is a train that is going to ferry people from Makoni district to Mutare where they will connect to the venue using ZUPCO buses.

Train, ZUPCO Buses To Ferry People To ED Rally

Public transport players say they are committed to going beyond merely being transporters to improving the sector with modern and customer-friendly buses.
Zimbabwe Passenger Transport Organisation (ZPTO) chairperson Sam Nhanganga said they seek to ensure that passengers are safe and are treated with dignity.
Nhanganga made the remarks while addressing delegates during a passenger safety and rights campaign in Harare on Tuesday. He said:

Zimbabwe transport operators have revised the need to go beyond the elementary nature of our core business, which is being transporters of commuters from one destination to another.
We have seen the need to invest in our customers’ key expectations and strive to go beyond them, in a modern world where transport service is in essence comfort, amenities and hospitality, of course not forgetting passengers’ safety and the need to treat passengers with respect while ensuring that their rights as consumers of our services and their dignity are upheld.
Thus, we have imported and continue to import the best buses suitable for our roads and climate.
They have the amenities and comfort for your travel whether on the highways or short local distances. These buses have passenger liability coverage.
What this means is that there is an assurance of full compensation in the event of death or injury to the passenger.

Transport Operators Pledge To Modernise Sector

The Zimbabwe United Passenger Company (ZUPCO) is looking for a substantive chief executive officer (CEO).
Everisto Madangwa is currently heading the State-owned company but in an acting capacity.
In a notice, ZUPCO said it has contracted an independent consultancy firm, IPC, to hunt for the ideal candidate.
The substantive CEO will be tasked with steering “the company to be the leading and preferred market-driven passenger transport operator in the region.”
The required candidate is expected to provide leadership and strategic direction to the organisation, among other things.
The candidate is also expected to collaborate with the board on the company’s vision, mission, strategies and plans to ensure the achievement of set targets.
Since early 2019, the government has been trying to recapitalise ZUPCO and the company is currently the sole public transporter, with plans underway to liberalise the transport sector.
Meanwhile, on 1 September 2022, ZUPCO reviewed bus and commuter omnibus fares upwards for all of its urban routes.
In a notice, ZUPCO said passengers travelling on buses up to 20 kilometres will now pay $300, up from $140, while those travelling between 21 to 30 kilometres will fork out $400 from $180.
Those travelling between 31 and 40 kilometres will now pay $550.

ZUPCO Hunts For New Chief Executive Officer

The state-run bus company, Zimbabwe United Passenger Company (ZUPCO), on Sunday grounded its fleet in Kariba in a move allegedly aimed at disrupting the movement of people to a CCC “Thank You” rally that was held at Nyamhunga Stadium in the resort town.
The rally was addressed by CCC leader Nelson Chamisa who usually attracts huge crowds at his meetings.
ZUPCO services for buses coming to Kariba over the past two days were also affected.
A Kariba resident, Panashe Kondowe, told NewsDay that he was forced to walk from Mahombekombe high-density suburb to Nyamhunga Stadium for the rally.
On Saturday, football fans were also forced to walk to the stadium to watch a Castle Lager Premier Soccer League match pitting ZPC Kariba and Dynamos. Said Kondowe:
<blockquote>
We cannot suffer because some people feared CCC supporters might attend a rally today (yesterday). That is a child mentality.
</blockquote>
However, ZUPCO Kariba operations manager Paul Karemba denied the claims, citing a shortage of fuel as the reason for the suspension of services. He said:
<blockquote>
It is unfortunate that people think evil of us, but the truth is we did not have enough fuel to cover all areas for the past two days. There is nothing I can do because it is a national problem.
</blockquote>
CCC has in the past accused the State of using its institutions to either block or disrupt its political activities across the country.
Since its launch in January 2022, CCC has been prohibited from holding rallies by the police on numerous occasions.
In instances when the police have approved CCC’s gatherings, numerous roadblocks have been mounted on roads leading to the venues for the rallies thereby disrupting the flow movement of both vehicular and human traffic.

ZUPCO Accused Of Parking Buses In Kariba To Disrupt CCC Rally

A Zimbabwe United Passenger Company (ZUPCO) driver has been dragged to court for allegedly harassing a blind beggar, at the company’s depot.
The complainant, Emma Saliwe approached the Harare Civil Court, seeking a peace order against the driver, only identified in the court papers as Passhoma.
Saliwe also alleged that Passhoma pushed her at his workplace resulting in her sustaining a knee injury. She told the court:

On the 24th of July, he pushed me violently, hurting my knee, saying I was blocking people from getting onto the bus.
On the day in question, he was helped by his friend to carry me out of the bus.
</blockquote>
In response, Passhoma acknowledged carrying Saliwe out of the bus but denied pushing her. He said:
<blockquote>
We had an argument some time ago, and I took her to the police station.
I noticed that she was moody that day and carried her out of the bus, and did not push her.
The bus is not mine and I have never denied her the chance to board the bus.
</blockquote>
Magistrate Rutendo Machingure dismissed the application, saying the driver cannot be barred from executing his duties to the public.

Blind Beggar Accuses ZUPCO Driver Of Harassment

A Zimbabwe United Passenger Company (ZUPCO) kombi conductor was robbed of ZWL$30 000 by three people who had boarded the vehicle early in the morning.
In a statement on their official Twitter page, the Zimbabwe Republic Police (ZRP) said the incident occured in Cowdray Park suburb, Bulawayo, on Sunday. Reads the post:

Police in Bulawayo are investigating a case of theft which occurred on 17/07/22 at around 0530 hours in Cowdray Park, where three unknown suspects who had been offered a lift in a ZUPCO kombi snatched a satchel with company cash amounting to ZWL$30 000, US$30 and two cellphones from the conductor before vanishing into the darkness.

In an unrelated incident, police have launched a manhunt for one Beven Mudimu who allegedly robbed a shop of cash at Dindi Business Centre, Marambapfungwe before vanishing. Police said:

The ZRP is appealing for information that may lead to the arrest of Beven Mudimu who is being sought by the police in connection with a robbery case in which he robbed a shop at Dindi Business Centre, Marambapfungwe, before getting away with US$2 964, ZAR 350 and ZWL 2 700.

The incidents come as there has been an increase in cases of robberies across the country.

"Passengers" Steal $30 000 From ZUPCO Kombi

Private buses and commuter omnibuses (kombis) will have different colour codes to distinguish operators plying distinct routes when they eventually return to the roads. 
The Attorney-General’s (AG) Office is currently drafting new regulations to repeal the Zimbabwe United Passenger Company (ZUPCO) monopoly and liberalise transport the sector so as to ensure an efficient urban mass public transport system.
Statutory Instrument (SI) 83 of 2020, which banned private transport operators that were not under the ZUPCO franchise, is set to be repealed.
The chief director for spatial planning and development in the Ministry of Local Government and Public Works Shingirayi Mushamba said the new regulations will grant operators duty-free permits to import coaches with a minimum carrying capacity of 25 passengers.
Pprivate-owned buses will only operate after being registered with a formal association to ensure accountability. Said Mushamba:

The Ministry of Local Government has already communicated with the Attorney-General’s Office so that work on the SI to repeal the ZUPCO monopoly begins.
We have recommended the duty-free facility to the Ministry of Finance (and Economic Development).
We said we are tired of the chaos that the small vehicles are causing on our roads.
So, we have recommended that under the duty-free facility, the minimum size of a unit should be a 25-seater.

He said the duty-free facility will only accommodate new vehicles since second-hand buses have a short lifespan.

Different Colour Codes For Private Kombis, Buses

Traditional leaders will no longer have to pay transport fares when they board Zimbabwe United Passenger Company (ZUPCO) buses in all parts of the country.
This was revealed by Vice President Constantino Chiwenga while addressing mourners at the homestead of the late Chief Nhlamba in Gwanda on Friday. He said:

Traditional leaders will not have to pay transport fares on ZUPCO buses starting tomorrow (today).
Our chiefs are the custodians of our culture and owners of this soil.
</blockquote>
Chiwenga made the announcement in response to Headman Dubane who had said that private transport operators do not require traditional leaders to pay bus fares yet ZUPCO was demanding that they pay. He said:

We’re optimistic that all that we’ve been promised will come. We’re lucky to have the Vice-President in our midst and we can highlight our challenges such as that of Zupco demanding that traditional leaders pay transport fares.
Green Horse and other private transport operators don’t demand transport fares from us, unlike ZUPCO.

Chief Nhlamba, born Dennis Ndlovu, died last weekend after a long illness at the age of 75.
He was granted a State-assisted burial and will be laid to rest at his rural home in Garanyemba this Saturday.
Chief Nhlamba was installed on 16 July 2010 and was on the throne for almost 12 years.

Free ZUPCO Transport For Traditional Leaders

Commuters have continued to face transport challenges in Harar despite the addition of some more buses to the <a href="https://www.pindula.co.zw/Zimbabwe_United_Passenger_Company">Zimbabwe United Passenger Company (ZUPCO)</a> fleet recently.
The government recently announced plans to allow private-owned commuter omnibuses to return after they were banned in 2020 to curb the spread of the coronavirus.
While the situation is said to have improved, commuters are still queueing for hours, especially during peak hours,  waiting for their turn to be picked. Pindula News observed elongated queues at Chinhoyi Street Bus Terminus, commonly known as Copa Cabana, and Market Square terminus on Wednesday evening. See pictures below.
 
Commuters also expressed concern about a 120 per cent fare hike. ZUPCO yesterday increased Kombi fares from ZW$100 to ZW$220 while bus fares were increased from ZW$80 to ZW$120 for local trips. 
Observers blame transport challenges on the ZUPCO monopoly.

The Zimbabwe United Passenger Company (ZUPCO) has announced new fares effective 1 June 2022.
For buses, the fares have been raised to $140 from $80 (1 – 20km), $180 from $100 (21 – 30km) and $220 from $120 (31 – 40km).
Passengers who use ZUPCO commuter omnibuses (kombis) will fork out $220 for distances of 1 – 20km, and $260 for distances between 21km and 30km. The previous fares were $100 and $120 respectively.

ZUPCO Hikes Fares Effective 1 June 2022

The Zimbabwe Republic Police (ZRP) has released the names of four people who died when two Zimbabwe United Passenger Company (ZUPCO) buses collided head-on in Mashonaland West Province on Monday morning.
In a statement, ZRP national spokesperson Assistant Commissioner Paul Nyathi said the four deceased persons were positively identified by the next of kin. Read the statement below:

Police Announce Names Of ZUPCO Buses Accident Victims

A survivor of a road traffic accident involving two ZUPCO buses which occurred in Mashonaland West Province on Monday morning said that one of the bus drivers was reckless and speeding.
The Zimbabwe Republic Police (ZRP) confirmed yesterday that four people including both drivers died while 67 others were injured when two ZUPCO buses collided head-on at the 101km-peg from Harare on the Chirundu highway.
ZRP national spokesperson Assistant Commissioner Paul Nyathi said the collision occurred at the black spot known as PaBhutsu.
Nyathi added that the buses collided at 7.45 am between Banket and Chinhoyi near Dondo River Bridge.
The southbound ZUPCO bus was reportedly carrying civil servants and school children from Chinhoyi to Banket.
The driver of the bus tried to overtake a haulage truck on its way to Banket and collided with the ZUPCO bus travelling north.
Both bus drivers died on the spot and their bodies were trapped.
Mwaonei Marumisa, a teacher at Sacred Heart High School, who survived the accident with multiple injuries blamed the driver of the bus that plies the Chinhoyi-Banket route for the accident. She said:

The bus usually ferries civil servants, mostly teachers and health personnel who stay in Chinhoyi but work in Banket.
It also services school children who learn in Banket.
If you were to do your checks, you would realise that most of the victims were teachers and school children.
Our driver was reckless, he was speeding and tried to overtake a haulage truck on a blind rise that resulting in the accident.

She said a teacher at Newlands Primary School which is about 150 metres from the accident scene, died in the accident.
People who witnessed the accident unfolding told The Herald that the haulage truck driver tried to warn the bus driver against overtaking by hooting, but he continued to try to pass, resulting in the collision.
Meanwhile, ZUPCO acting chief executive officer Evaristo Madangwa said ZUPCO will assist the bereaved families and meet medical bills for the injured. Said Madangwa:

The accident is being handled by the police and it is best if we work with one central position so that we don’t have contradicting statements.
But we will provide assistance to the bereaved families and the injured.

ZUPCO Buses Accident: Driver Was Reckless

The Zimbabwe Republic Police (ZRP) said that contrary to their earlier statement indicating that seven (7) people were killed in a head-on collision involving two ZUPCO buses on Monday morning, officers on the ground have confirmed that (4) people died.
In an update on the accident on Monday afternoon, ZRP said that 67 people were injured in the accident. Police said:

Update on the fatal RTA which occurred today at around 0745 hours at the 101 km peg along Harare-Chirundu Road between Banket and Chinhoyi near Dondo River Bridge.
The ZRP wishes to advise the public that after a full scene attendance by police officers on the ground and verification, the death toll is now confirmed to be 4 with 67 people being injured.

Two ZUPCO Buses Involved In Fatal Head-on Collision

The Zimbabwe United Passenger Company (ZUPCO) says it needs a minimum of 3 000 buses to end transport challenges for the travelling public.
ZUPCO has contracted private transporters to boost its fleet as the state-owned public utility struggles to get back to its feet.
However, some of the contracted private players withdrew their buses from the ZUPCO pool because of meagre payments.
Currently, ZUPCO is deploying at least 765 high-volume buses and 1 150 commuter omnibuses (kombis) in urban areas.
More than 500 of the available buses are currently plying Harare’s roads but still, the buses are inadequate as travellers are still facing challenges.
ZUPCO chief executive officer, Evaristo Madangwa, told The Sunday Mail that the company is still open to more transporters. Madangwa said:

The issue of the fleet is an ongoing process, we need at least 3 000 buses to meet demand though we will get conclusive figures when census results are out.
We are expecting additional buses this month while more are being assembled locally.
This will go a long way in addressing the prevailing challenges.

Earlier this year, ZUPCO introduced a new pre-ticketing system whereby a passenger purchases their ticket from ZUPCO booths and are then given their fleet and seat numbers before boarding the bus.
The pre-tickets can be bought using cash, swipe or EcoCash.
Madangwa said the system also helps reduce long queues and stampedes at pick-up points. He added:

When one purchases their ticket, they are given a fleet and seat number and wait for their bus.
This means there is no point in stampede because one knows which bus they are waiting for.

ZUPCO Needs At Least 3 000 Buses To Meet Demand

The Government has doubled the hire fees for commuter omnibuses (kombis) contracted under the Zimbabwe United Passenger Company (ZUPCO) franchise.
This comes after hundreds of transporters withdrew their vehicles from the ZUPCO pool citing meagre fees that were offered by the transport utility and a growing payment backlog.
The Ministry of Finance and Economic Development last week increased hire fees for kombis from $10 000 to $20 300 per day to lure back private players and motivate others to join the franchise.
Negotiations for a review of hire fees for privately-owned buses are ongoing and are expected to be completed this week.
In an interview with State media, Local Government and Public Works Minister July Moyo said:

Last week’s transport challenges were mainly caused by the pulling out of commuter omnibuses under the Zupco franchise.
We have engaged Treasury and they have approved the upward review of the daily hire fees given to the kombis.
So we expect the situation to normalise.

Govt Doubles Hire Fees For Kombis Under ZUPCO Franchise

The Government says it would soon be opening up the public transport system to private players so that they complement services being provided by the State-run Zimbabwe United Passenger Company (ZUPCO).
President Emmerson Mnangagwa on Saturday, 7 May, said that the regulations to liberalise the transport sector will be announced soon. He said:

Government is proceeding to open up the public transport system for other players in order to complement the services being provided by ZUPCO, in line with the reduction in COVID-19 cases and the subsequent opening up of the economy.
To complement the above measures, Government will allow for the duty-free importation for a period of 12 months for vehicles which meet regulations to be issued.
The liberalisation of the public transport system shall be done under terms and conditions to be published by Government.
The police would need to ensure that law and order is adhered to as the behaviour on our roads needs to be seriously attended to.
Non-adherence to the rules and regulations to be gazetted would not be tolerated.

In 2020 the Government created a ZUPCO monopoly through the gazetting of Statutory Instrument (SI) 83 of 2020.
It said the move was aimed at curbing the spread of the coronavirus but critics argue that the ban on private buses and kombis was meant to manage the public transport sector following the January 2019 fuel riots.
In January 2019, transport operators pulled their vehicles off the roads in protest of a 150 per cent fuel price hike that was announced by President Emmerson Mnangagwa.
The ZUPCO monopoly has, however, brought immense suffering to commuters who have to spend several hours standing in the rain, heat or cold waiting for the woefully inadequate rickety ZUPCO buses.

Govt To Open Up Public Transport Sector To Private Players

The Zimbabwe United Passenger Company (ZUPCO) on Thursday, 05 May 2022, apologised to the commuting public for its failure to provide adequate transport in urban areas.
In a statement, ZUPCO management said the crisis was caused by the withdrawal of franchised vehicles by the owners. Read the statement:

In the past, we have faced similar problems but we continue to listen and correct so that in the end we all fulfil our mandate to serve the commuting public.
We remain committed to providing you with safe, affordable and reliable travel.
In the meantime, we have also approached other transporters including the NRZ to increase their support to alleviate the plight of passengers.
Any inconvenience is sincerely regretted.

The owners of franchised ZUPCO buses and kombis withdrew their vehicles after the transport utility failed to pay them their dues.
Meanwhile, the Government says it remains committed to ensuring the provision of a safe, affordable and reliable mass transport system to the citizenry.
In a statement, Acting Permanent Secretary in the Ministry of Local Government and Public Works Lameck Mudyiwa said the Government is currently engaging franchise holders who had withdrawn their services.

ZUPCO Apologises For Transport Crisis

Amnesty International (AI) has called upon the Government of Zimbabwe to engage private transporters to find a solution to the transport crisis.
This comes after Zimbabwe United Passengers Company (ZUPCO) drivers and conductors reportedly downed tools over salary and COVID-19 allowance arrears dating back to 2020.
The strike comes at a time commuters are spending hours in queues waiting for transport as ZUPCO fails to cope with demand.
In a statement on Friday, 6 May, AI urged the Government to address the transport crisis urgently. It said:

Amnesty International calls upon the government to address this challenge by opening up the public transport sector to private players with proper guidelines to ensure public safety.
We, therefore, call upon the government and relevant stakeholders to come up with relevant solutions to alleviate the transport challenge.
They must consider engaging the private transporters and reach an amicable solution.
</blockquote>
ZUPCO Workers’ Council chairperson Douglas Serimani told NewsDay Weekender that workers want half of their wages in US dollars. Said Serimani:

The employees have been requesting that they be given half of their salaries in United States dollars.
Salaries come late at ZUPCO and we had a works council meeting in Gweru on Wednesday, where employees implored the authorities to consider paying half of their salaries in US dollars and also ensure that they are paid on time.
The company also owes the employees six months of COVID-19 allowances which were not paid to them in 2020.
Management has, however, promised to address all those issues.

ZUPCO chief executive Evaristo Mandangwa said the issue of employees’ salaries is an internal issue that has nothing to do with the public.
On Wednesday, Cabinet admitted that some private players who joined the ZUPCO franchise withdrew their services due to non-payment of their dues.

Amnesty International Demands Govt Take Action On Transport Crisis

The Government has admitted that some private contractors have withdrawn their buses and commuter omnibuses from the ZUPCO pool.
While it has not been stated why bus and kombi owners walked away from the ZUPCO franchise, it is understood that late payments, which are made in RTGS dollars, contributed to transporters’ reluctance to work with the public transport utility.
Addressing journalists during a post-Cabinet briefing in Harare on Tuesday, Information, Publicity and Broadcasting Service Minister Monica Mutsvangwa said:
<blockquote>
Cabinet wishes to clarify that Government has not banned the operations of private contractors in the public transportation sector.
While noting the apparent withdrawal of services by some operations, Cabinet wishes to state that no effort is being spared in ensuring that the inconvenience to the travelling public is minimised.
Government would like to assure the nation that ZUPCO is engaging with contractors with a view to ensuring that all arrears are settled and resolving any outstanding matters.
In addition, more ZUPCO buses that were undergoing licencing have since been cleared and are now plying various routes.

Commuters have been experiencing transport challenges, especially in urban areas since the Zimbabwe Republic Police (ZRP) launched an operation targeting unlicensed taxis (mushikashika).
Mutsvangwa said Cabinet decided that ZUPCO buses plying intercity routes, such as from Harare to Bulawayo, are now required to service local trips when they return from the highways. She said:

ZUPCO buses that are travelling on intercity routes are now required to undertake local trips upon return.
</blockquote>
Mutsvangwa warned that the Government will not relent on its blitz against unlicensed vehicles that have filled the transport void created by the kombi ban. Mutsvangwa said:

Government has, however, noted with concern the proliferation of unlicensed vehicles (mushikashika) and unroadworthy vehicles commuting various routes.
The public is informed that Government, through the Zimbabwe Republic Police, will enforce the law without fear or favour for the safety of the travelling public. All vehicles without number plates will be impounded.
