Norton MP, Temba Mliswa (Independent), says the Zimbabwe Republic Police (ZRP)’s habit of blocking the Citizens Coalition for Change (CCC) from conducting campaign rallies poses a danger to the ruling ZANU PF.
Mliswa argues that citizens will view the banning of CCC rallies as unjust and the opposition party will gain sympathy and pity which may eventually translate into votes. <a href="https://twitter.com/TembaMliswa/status/1503629999181553668">Mliswa tweeted</a>:

What [ZRP] has been doing in blocking opposition rallies creates a danger for the ruling party.
While they may see it as a strategy to strangle [Nelson Chamisa], they have created an impression of the opposition as a victim to be pitied and supported.
The opposition has become, not another equal player to be judged on merit and ability but a victim of state power to be judged differently.
CCC has actually gained mileage through the abuse they have suffered and resultantly as we are going towards elections there are three issues to be wary of. The sympathy vote, protest vote and generational vote.
The abuse they have suffered has created sympathy for them within the political body as the electorate begins to empathise with what they have and are going through. That can translate into sympathy votes for them.
The protest vote is simply about the electorate expressing their discontent over the prevailing socio-economic situation through the ballot.
It’s about people seeking to try something new, disconsolate over a status quo that they feel is no longer responding to their needs.
The protest vote could also be from within the ruling party itself and those who feel they have not benefitted after the entrance of the 2nd dispensation.
The generational gap relates to the demographics of the country’s huge young population both within and outside political parties.
The party that is able to accommodate and provide for the young people has an advantage. Already, ZANU PF has a problem in that area.

ZRP has so far blocked CCC from holding rallies in Gokwe, Marondera, and Binga, while a CCC supporter was stabbed to death at a rally in Mbizo Kwekwe.
On Monday ZRP national spokesperson Assistant Commissioner Paul Nyathi said the police banned the CCC’s Marondera rally because the opposition party had not complied with relevant provisions of MOPA.
Nyathi accused CCC of not observing the law and are acting as a law unto themselves.
Meanwhile, ZRP has not banned any ZANU PF or MDC Alliance rally. MDC Alliance leader Douglas Mwonzora met President Emmerson Mnangagwa twice at State House in the past few months.

ZRP Is Harming ZANU PF By Banning CCC Rallies - Mliswa

Citizens Coalition for Change (CCC) leader Nelson Chamisa on Saturday briefly addressed thousands of party supporters at the Rudhaka Open Grounds after the police had locked the gates to Rudhaka Stadium.
Chamisa told his supporters that the police was not to blame for the disrupted rally but those who sent them in reference to the ZANU PF-led Government.
Last month the police also blocked Chamisa from addressing a rally in Gokwe and used tear gas, batons and water cannon to disperse CCC supporters.
In spite of the heavy police presence, thousands of CCC supporters gathered to listen to Chamisa’s brief address.

Thousands Of CCC Supporters Occupy Rudhaka Open Grounds Despite Police Deployment

Police in Marondera closed all the gates at Rudhaka Stadium to prevent the Citizens Coalition for Change from holding a campaign rally at the venue.
Police officers arrived at Rudhaka Stadium early on Saturday morning to ensure that CCC does not hold its rally ahead of the 26 March by-elections.
On Wednesday, the officer commanding police, Marondera district, informed CCC that the rally could not proceed as the notice to hold the rally did not meet the Maintenance of Peace and Order Act (MOPA) requirements.
High Court judge Justice Lucy Mungwari then ruled that the rally could go on as long as the CCC addressed all the matters that had been raised by the police. See pictures from Marondera posted on Twitter:

High Court judge Justice Lucy Mungwari on Friday ruled that the Citizens Coalition for Change (CCC) campaign rally scheduled for this Saturday at Rudhaka Stadium in Marondera could go on as long as the opposition party addressed all the issues raised by the Zimbabwe Republic Police (ZRP).
On Wednesday, police in Marondera District advised CCC that the star rally could not go ahead after the opposition party proposed to conduct a mini car rally in the town ahead of the event.
That prompted CCC lawyers Jeremiah Bhamu and Obey Shava from the Zimbabwe Lawyers for Human Rights (ZLHR), to approach the High Court challenging the police decision to block the rally. In her ruling, Justice Mungwari said:

Go and resolve the internal remedies which were brought to your attention by the police and after resolving them you can proceed with your rally.
</blockquote>
CCC interim organising secretary Amos Chibaya said the Marondera rally will go ahead as planned. He said:

We proceeded with the roadshow today (yesterday) in Marondera and we have done all the preparations for the rally. They cannot stop us from campaigning.

High Court Clears CCC Marondera Rally

The Citizens Coalition for Change (CCC) on Friday went to court after the Zimbabwe Republic Police (ZRP) banned the party’s campaign rally scheduled for in Marondera on Saturday.
In a statement, CCC demanded a level political playing field, asking why they are blocked from holding rallies while ZANU PF conducts its programmes without any hindrances. Part of the statement read:

The High Court is seized with the matter. The Constitution is supreme over the attempt to ban bona fide, peaceful political campaigning and activities.
All state institutions must respect the rule of law. We’re on the way to Marondera and going ahead. Let’s paint Marondera YELLOW!
No lawful obstacle stands in the way of our rally. ZANU PF has been campaigning without interference.
We seek an equal playing field. The regime is clearly panicking and using all unlawful, dirty tricks in the book to try and stand in the way of the citizens. WE ARE NOT STOPPING!
</blockquote>
Reports indicate that ZRP has also prohibited CCC from staging a rally in Binga, Matabeleland North, on 15 March.
Under the Maintenance of Peace and Order Act (MOPA), political parties and other groups are required to notify the police before holding large gatherings.
Police have used the law to block the opposition, trade unions and similar organisations from holding public gatherings.

'We Are Not Stopping' CCC Speak Out On Marondera Rally

Citizens Coalition for Change (CCC) deputy spokesperson Gift “Ostallos” Siziba said the party will allow the State to block its programmes through the use of “lawfare”. 
Posting on Twitter this Friday, Siziba revealed how police in Marondera attempted to bar CCC from holding its star rally in Marondera on Saturday.
Siziba said CCC will hold its Marondera rally as planned saying the party has complied with all the requirements of the law. Below is <a href="https://twitter.com/Cde_Ostallos/status/1502296468991918081">Siziba’s full post</a> on Twitter. [Note: the first post was deleted by the author].

2. In writing, our local Citizens Champions in Marondera, as per the dictates of MOPA law, notified the authorities of two separate programs, i.e. a mini car rally (to mobilise support) &amp; an actual rally at Rudaka Stadium.
3. In a deliberate conflation of two separate issues, the authorities wrote back, disapproving the Star Rally, on the basis of the “mini car rally” campaign which they had been separately notified of.
4. After failing to convince the police regardless, we subsequently instructed our lawyers to engage them. Obey Shava had a meeting with the police in Marondera &amp; specifically allayed their “concerns” over the mini car rally.
5. The police responded in writing, advising that we had omitted to give them the details of the second convenor, i.e for the Star Rally. This was incorrect as we had already supplied the details. Find attached evidence.
6. Out of an abundance of caution, our lawyers furnished the police with the requested details as appearing on annexure 2 of the letter dated 11 March 2022. The police accepted the letter, initially agreeing to meet our lawyers at 3 pm this afternoon.
7. Later on, our lawyers were advised that the meeting would not proceed due to other commitments by the supervising police authority, but most importantly, they were notified that should anything arise out of their earlier engagement, they would be advised in writing.
8. It then follows that since our lawyers provided everything requested, even though a formal meeting wasn’t held, the official position remains that our rally will go ahead as previously planned &amp; we certainly will proceed accordingly tomorrow.
9. Pursuant of all remedies, our lawyers @bamuj &amp; @obeyshava1 had already approached the High Court, on an urgent basis, in response to the initially rally “ban” before they eventually engaged the police directly, providing all requested information.
10. It is clear to us, that the behaviour of the police, exposes a hidden hand. It would seem like they are behaving as per directives from elsewhere. The only concern for us is that we have satisfied all requirements &amp; will thus proceed with our plans. Local mobilization on!
11. As you may have become aware, similar challenges are being faced for all other Yellow Rallies slated for the rest of next week. There is a clear logic to this madness, which will be deliberately met with clear resistance. We won’t succumb to lawfare.
12. Tomorrow morning, we the citizens of Zimbabwe are converging in Marondera, to turn the city Yellow. As far as we are concerned, it’s all systems go. The Citizens Champion In Chief is raring to go. We are ready The citizens will converge.

CCC Marondera Rally To Go Ahead As Planned - Siziba

The Citizens Coalition for Change (CCC) has decided against conducting a mini car rally in Marondera on Saturday ahead of its Star Rally on the same day to be addressed by the party’s leader Nelson Chamisa.
On 8 March, CCC informed ZRP in Marondera of its plans to hold a district campaign star rally on 12 March at Rudhaka Open Grounds from 10 AM to 4 PM.
Then on 9 March 2022, the Officer Commanding Marondera District, P Mtetwa, in a letter addressed to CCC’s Caston Matewu, advised the opposition party cannot go ahead with the rally.
Mtetwa said CCC’s notification to hold a car rally “is invalid as it does not fully comply with the requirements of the Maintenance of Peace and Order Act Chapter 11:23.”
In response, CCC, through their lawyers, Shava Law Chambers, wrote to police in Marondera advising that they have amended their notification of 8 March 2022 to reflect their new position, of not holding the car rally to comply with MOPA. Part of the letter reads:

Our clients have taken note of your concerns. We have been instructed to advise that our clients are doing away with the mini car rally aspect, to the extent that it is the only reason upon which you have stopped their intended rally.
In light of the above, our clients’ notification of 08 March 2022 is accordingly amended
We are instructed to advise that if there are any outstanding issues, our clients are amenable to an urgent consultative meeting to have such issues resolved in terms of section 8 of MOPA.

CCC Abandons Plan To Hold Car Rally But Insists On Holding Marondera Star Rally

A group of supporters marched in Marondera town on Friday afternoon ahead of a Citizens Coalition Change (CCC) rally scheduled for Saturday at Rudhaka Open Grounds.
The Zimbabwe Republic Police (ZRP) has informed the CCC representative in Marondera, Caston Matewu, that the rally cannot go ahead saying the opposition part’s notification to hold the rally “does not fully comply with the requirements of the Maintenance of Peace and Order Act Chapter 11:23.”
Meanwhile, ZANU PF supporters brought business to a standstill in Marondera as they moved in a car rally, with the ZRP seemingly unbothered.

WATCH: ZANU PF Holds Car Rally In Marondera

The Zimbabwe Republic Police (ZRP) has blocked the country’s main opposition party, the Citizens Coalition for Change (CCC) from holding a rally at Rudhaka in Marondera on Saturday.
On 8 March, CCC informed ZRP of its plans to hold a district campaign star rally on 12 March at Rudhaka Open Grounds from 10 AM to 4 PM in compliance with the Maintenance of Peace and Order Act.
In a letter dated 9 March 2022 addressed to CCC’s Caston Matewu, the Officer Commanding Marondera Police District said the rally cannot go ahead. Part of the letter read:

In your notification, I have noted that you intend to hold a campaign rally comprising of a mini car rally around Rudhaka Stadium prior to the address.
What you are terming mini car rally is in fact a procession that requires seven (7) days notice to the Regulating Authority according to Maintenance of Peace and Order Act Chapter 11:23.
Given the above reason, your notification is invalid as it does not fully comply with the requirements of the Maintenance of Peace and Order Act Chapter 11:23.

This is the second star CCC rally that ZRP has banned in as many weeks after police blocked the opposition party’s rally in Gokwe a fortnight ago.
Despite the ban, thousands of CCC supporters in Gokwe defied the state security agents to meet CCC Change Champion in Chief Nelson Chamisa.
Chamisa’s campaign rallies ahead of the March 26 by-elections have been drawing huge crowds.
To date, Chamisa has held rallies in Harare, Kwekwe, Bulawayo and Gweru, with thousands of people attending each of the rallies.
