Youth, Sports, Arts and Culture Minister Kirsty Coventry said that her ministry will reinvigorate the National Youth Service (NYS) programme giving it a whole new look to ensure it meets international best practice.
Speaking to the Portfolio Committee on Youth, Sports, Arts and Culture, Minister Coventry said the programme will target school leavers and youths between the ages of 15 and 35 to equip them with life skills. She said:
<blockquote>The youth service is a program where our youth, specifically for the ministry we will be focusing on out of school youths from the ages of 15 -35 where we will provide them with life education skills, training and workshops.
We are revitalising what was the program, with a completely new program and a way to move forward.
This is being done in many different countries around the world in the US, Israel, Germany, Tanzania and in Zambia, and it works very well.</blockquote>
The NYS was introduced in 2000 by the then Minister for Gender, Youth and Employment Border Gezi with the first training camp being established in Mount Darwin in 2001.
The “Green Bombers’, as they are derisively called because of their green uniforms, were mostly used to perpetrate violence on opposition supporters ahead of the crucial 2002 Presidential election.

Kirsty Coventry Pledges To Revitalise 'Green Bombers'

ZANU PF’s quest to hold onto power has resulted in the recruitment of more and more security services personnel, inflating the government’s wage bill, a former cabinet minister has claimed.
In an interview with NewZimbabwe.com, former Finance Minister Tendai Biti said that the number of government employees has almost doubled since he left the Treasury in 2013. He said:
<blockquote>Information I have gathered reveals that, while I used to pay 236 000 workers during my tenure, currently Mnangagwa is paying 600 000 workers.
Most of these are employees in an inflated army, police, and the Central Intelligence Organisation (CIO) and Zanu PF ward officers in the villages.</blockquote>
The government has announced a raft of measures in recent months aimed at reducing expenditure on salaries.
These measures include the retirement of youth officers, freezing recruitment of staff in different Ministries as well as flushing out ghost workers through the biometric registration.

Biti Says ZANU PF Youths, Security Forces Inflate Govt Wage Bill

During an interview on Capitalk FM on Monday evening, MDC-T  elections secretary Murisi Zwizwai revealed what the party’s youth militia group called the Vanguard is about.
Speaking on Ruvheneko’s show, Zwizwai said MDC-T leader Nelson Chamisa is against the vanguard which was a response to Zanu-PF’s Green Bombers. Zwizwai was responding to a question from a caller who wanted to know what the vanguard is about. Said Zwizwai:
<blockquote>Vanguard is a small thing within the establishment and President Chamisa said he does not want anything called the Vanguard in the party. It’s an ideological issue which we had in the party. The late President Morgan Tsvangirai also did not approve of the vanguard in the party. It was established in response to Zanu-PF’s the Green Bombers. Vanguard is something that is not approved by Chamisa and was condemned by the late Tsvangirai.</blockquote>
When asked by Ruvheneko if MDC-T had successfully managed to stifle the vanguard, Zwizwai said “there is no vanguard”.

Murisi Zwizwai Reveals The Mandate Of MDC-T's “Vanguard” Group

Minister of Women And Youth Affairs, Sithembiso Nyoni is reported to have cancelled the National Youth Service Programme. The programme was re-introduced last year by President Robert Mugabe’s nephew, Patrick Zhuwao, after being shut down by the government in 2007. Graduates from the programme who are colloquially referred to as “Green Bombers” due to their distinctive green military-like fatigues have been accused of perpetrating acts of political violence in order to intimidate voters into voting for Zanu-PF.
The programme has since been suspended at Mount View Training Centre in Marondera. A lecturer at the college told online publication, New Zimbabwe:
<blockquote>At least 90 students had been recruited to start their three-month training this January, but they were ordered to return home after Minister Nyoni gave an order to stop the recruitment and training of the youths.
We are now only offering our normal vocational training courses.</blockquote>
The programme was introduced by former Zanu-PF political commissar Border Gezi in 2000 but was stopped in 2007 due to lack of funding.

Minister Bans Green Bomber Programme Which Was Reintroduced By Mugabe's Nephew

Government is losing $1,6 million monthly to unqualified 3 187 youth officers whom President Robert Mugabe ordered to be reinstated at a Zanu-PF rally in Chinhoyi.
The Herald reports that the youth officers were unqualified as they had no, or had less than five Ordinary Level passes, while others only had Grade Seven certificates. Their ages ranged from 25 to 64 years and the majority of the youth officers were between the ages of 30 and 40 years.  Civil Service Commission (CSC) chairperson Dr Mariyawanda Nzuwah yesterday told The Herald that Public Service, Labour and Social Welfare Minister Prisca Mupfumira had ordered them to freeze the retrenchment of the youth officers following Mugabe’s order. About $3,8 million is required to pay the youths notice of intention while another $12,8 million would be needed for terminal benefits.

Opposition parties have expressed fears that Zimbabwe could be facing a violent election period in 2018 after President Mugabe called for the reintroduction of the National Youth Service (NYS).   Members of the NYS  programme are disparagingly referred to as “Green Bombers” and were introduced by <a href="http://www.pindula.co.zw/Border_gezi" target="_blank">Border Gezi</a> and became notorious due to allegations of them using violence and intimidation to campaign for ZanuPF.
Opposition MDC-T spokesperson, Obert Gutu, said:
<blockquote>These young thugs are the storm troopers of the Zanu PF regime. They are the modern-day equivalent of Adolf Hitler’s Gestapo. The whole idea is to intimidate and unleash violence on the innocent and toiling masses of Zimbabwe, particularly in rural areas. When Mugabe once boasted that he has got degrees in violence, he wasn’t joking. He was damn serious,</blockquote>

<blockquote>This is a murderous programme in which youths are indoctrinated to be violent and abusive. It is a watered down version of the Fifth Brigade targeting the whole country. People will be beaten, killed and abused by those youths.</blockquote>
ZimpF spokesperson, Jealousy Mawarire said.
<blockquote>What we do not need are people investing in militias, in merchants of violence in order to win elections. The government should get its priorities right and put the interests of the people first,</blockquote>
