Harare Mayor Councillor Jacob Mafume said the capital has the potential to become the hub of cannabis production in Zimbabwe and Africa if the business community invests in the commercial crop.
Speaking during the tour of the Medical Cannabis Biotech farm where he commended African Medical Cannabis Biotech for investing in the city’s cannabis industry, Mafume said (via <a href="https://businesstimes.co.zw/mafume-pin-hopes-on-cannabis/">Business Times</a>):

We should find a way to use cannabis effectively such that it benefits our city and country as a whole.
</blockquote>
The Harare mayor said investing in cannabis production and value addition will create employment opportunities for young people and also boost the economy. Mafume said:

We have come with the business community of Harare. What we want is to encourage investors to invest in cannabis.
The medicinal impact of this cannabis has been long known in our society from Binga to Chipinge, and we have been using it for medicinal purposes for time immemorial.
The scientific impact of this cannabis is felt and known, and these are the types of investments we want as a city. We are hoping to work out how, as a city, we can partner in coming up with investors.
Just like we are the centre of tobacco, we can become the centre of cannabis in Zimbabwe.”
The plant we have seen is the best to extract oil, and we need to expand this investment such that it will help the economy and many of our youths.
We have seen some of the major works and investments happening in Harare, such as the opening of Meikles and food outlets. Therefore, we need to support this agro-based economy.

Kim Ruan, the managing director of African Medical Cannabis Biotech said Zimbabwe’s climate and soils are conducive for growing cannabis.
In 2018, Zimbabwe became one of the first countries in Africa to legalize the production of medicinal cannabis. The government issued 57 licenses for cannabis cultivation.
The US$27 million Swiss Bioceuticals Limited Medicinal Cannabis Farm and Processing Plant recently commissioned in Mount Hampden, Mashonaland West Province aims to produce medicinal cannabis oil for both local and international markets

Harare Can Be The Cannabis Production Hub In Zimbabwe - Mafume

Harare lawyer Tapiwanashe Mukandi has approached the Constitutional Court challenging the dismissal of his High Court application seeking the legalisation of and cultivation of marijuana (mbanje), reported <a href="https://www.newsday.co.zw/local-news/article/200019961/lawyer-takes-mbanje-challenge-to-concourt">NewsDay</a>.
On 13 July 2023, Mukandi filed an application challenging laws that criminalise the possession, consumption as well as cultivation of cannabis in Zimbabwe.
The application was dismissed by High Court judge Justice Gladys Mhuri in a judgement delivered on 31 October.
Justice Mhuri ruled that cannabis has potentially harmful health effects if left unchecked.
In his ConCourt application filed on Tuesday this week, Mukandi argued that the High Court erred in its interpretation of the provisions of the Criminal Law (Codification and Reform) Act.
Mukandi, through his lawyer Tererai Mafukidze instructed by Tapiwa Chivanga of Scanlen &amp; Holderness submitted to the court:

The provisions of section 156(1)(a), (b), (c), (d), and (e) as read with the definition of ‘deal in’ in section 155 of the Criminal Law are inconsistent with sections 57, 56(1), and 52 of the Constitution and are constitutionally invalid only to the extent that they make the cultivation in a private place, use, or possession by an adult person for his or her own consumption in private a criminal offence.

Health and Child Care Minister Douglas Mombeshora, Justice, Legal and Parliamentary Affairs Minister Ziyambi Ziyambi and Home Affairs and Cultural Heritage Minister Kazembe Kazembe were cited as respondents.
Meanwhile, <a href="https://economictimes.indiatimes.com/news/international/world-news/countries-where-you-can-legally-consume-cannabis/spain/slideshow/101833256.cms">in 2013, Uruguay became the first country to legalise</a> the production, sale, and consumption of cannabis for recreational use.
Since then, countries such as Spain have allowed personal use and cultivation of cannabis in private spaces.

Lawyer Takes Marijuana Challenge To Constitutional Court

A research paper conducted by the United Nations Children’s Fund (UNICEF) in collaboration with the government, Muthengo Development Studies (MDS), Zimbabwe Civil Liberties and Drug Network (ZCLDN), and Youth Advocates Zimbabwe (YAZ) has revealed that approximately 60% of school dropouts in Zimbabwe are a result of drug and substance abuse.
The research identified common drugs abused by students, including cannabis, cough syrup, crystal meth, illegal alcohol, pharmaceuticals, crack, cocaine powder, and heroin. The study further highlighted that drug abuse contributes to a cycle of poverty and crime as it leads to students leaving school prematurely. The report read in part:
<blockquote>
 The study revealed disturbing patterns directly attributable to alcohol, drug and substance (ADS) abuse: 70% of gang violence is among school children; 15% of Intimate Partner Violence (IPV) and Gender Based Violence (GBV) cases involve adolescents and young people; and an increase in school dropouts with 60% having dropped out of school after being expelled for ADS abuse...
An increase in public education and awareness campaigns about substance abuse, especially directed at adolescents and young people. The establishment of partnerships between schools, communities, and local authorities to promote healthy behaviours among adolescents and the young people.
</blockquote>
The organizations involved in the research also discovered that 40% of suicide attempts were connected to drug abuse. The study revealed that adolescents and young people from wealthier families tended to consume more expensive substances like cocaine, crack, heroin, and legal alcohol, while those from disadvantaged families used cheaper substances.
The main reasons for substance abuse included parental death, poverty, idleness, and peer pressure, among other factors. The report highlighted that Manicaland province had the highest drug usage, followed by Mashonaland Central, Mashonaland West, and Bulawayo. The organizations emphasized the need for more outreach programs to promote positive behavioural changes among young people.
In Zimbabwe, there is a lack of sufficient rehabilitation facilities for drug abusers. These individuals receive therapy in healthcare institutions but are released back into an environment that contributes to relapse. Clement Nhunzvi, a lecturer and mental health practitioner at the University of Zimbabwe, <a href="https://www.pindula.co.zw/Drug_Abuse_in_Zimbabwe/#cite_note-nhunzvi-3">explains in his 2014 publication</a> that they return to a setting characterised by poverty, unemployment, and frustration, which leads them back to drug abuse. Hospital records indicate that a significant number of readmissions were due to substance-induced disorders, with less than 3% of individuals achieving long-term recovery and follow-up. The psychiatric rehabilitation team faces challenges in both clinical practice and an unsupportive community environment for their clients’ recovery.

UNICEF Says About 60% Of School Dropouts In Zimbabwe Are A Result Of Drug Abuse

A motorist from Chiweshe reportedly panicked and fled a police roadblock in Glendale and left his car behind with 360g of marijuana on the block.
The motorist, Vitas Chigwanda (27), was later taken to Concession magistrates courts, where he appeared before magistrate Joshua Nembaware.
<h3>What Happened?</h3>
On July 13, the police stopped Chigwanda at the 40-kilometre peg along the Glendale-Chiweshe highway. Chigwanda panicked, disembarked from the car, and fled. The police searched the vehicle and found 360g of dagga. Chigwanda returned to the scene several hours later and was subsequently arrested. He was remanded in custody until July 17.
<h3>Growing, Possession and Use of Marijuana / Dagga / Mbanje in Zimbabwe</h3>
In Zimbabwe, the production, use, and possession of marijuana are strictly regulated by the government. While the use of marijuana for medicinal and scientific purposes has been decriminalised, it is still illegal to grow, possess, or use marijuana for recreational (enjoyment/pleasure) purposes.
In 2018, the Zimbabwean government allowed for the legal production of industrial hemp, a strain of the cannabis plant that contains very low levels of THC, the psychoactive compound in marijuana. <a href="https://www.pindula.co.zw/2020/09/19/marijuana-growing-regulations-gazetted/">Statutory Instrument 218 Agricultural Marketing Authority (Industrial Hemp) Regulations</a>, gazetted in 2018 by the Minister of Lands, Agriculture, Water and Rural Resettlement Anxious Masuka, does not legalise the production or use of marijuana for recreational purposes, as the use of marijuana for non-medical purposes remains illegal in Zimbabwe.
SI 218 provides for three types of permits for growers, namely general growers’, research and breeding, and industrial hemp merchant’s permits.

Motorist Flees Leaving Car With Marijuana At A Police Roadblock

A new study of hundreds of people conducted by North Carolina researchers found that women who smoked marijuana before sex or masturbated had better orgasms during intercourse.
The study suggests the drug relaxes women and increases their desire, meaning the recreational drug could treat sexual dysfunction.
The relaxation is thought to be due to THC, the best-known cannabinoid or active ingredient in the cannabis plant.
The study involved both men and women and more than 70 per cent of the participants reported higher sexual satisfaction after using marijuana.
The researchers wrote in the study published in the Journal of Cannabis Research:

Overall, cannabis use has a positive effect on perceived sexual efficacy and satisfaction for individuals, regardless of gender or age, and cannabis may help reduce gender disparities in sexual pleasure.
</blockquote>
The study was conducted by scientists from East Carolina University and North Carolina State University.
It was aimed at understanding the effects of cannabis on sexual performance and satisfaction. The study said:

While more than 90 per cent of men usually experience orgasm during sex, less than 50 per cent of women regularly experience orgasm during intercourse and only six per cent always experience orgasm during sex.
</blockquote>
The study also found that marijuana enhances touch, taste and smell, senses that can make or break sex.
Another finding was that the acute organism, when under the influence, only occurred when cannabis was used intentionally before sex. Wrote the researchers:

These findings may be due to the psychological assumption that using cannabis will increase pleasure due to the aphrodisiac perception of cannabis rather than the true physiological effects.
However, the relaxation effects of cannabis may contribute to or decrease desire which may contribute to increased sexual performance and satisfaction.

Cannabis Helps Women Have Multiple Orgasms During Sex | Research Shows

Vice President Constantino Chiwenga, who is the Health and Childcare Minister, on Wednesday urged Zimbabweans to embrace the cultivation of medicinal hemp (cannabis).
He made the call in a speech read on his behalf by his deputy John Mangwiro while addressing delegates at the cannabis roundtable discussion in Harare.
The roundtable discussion was held under the theme “Unlocking the challenges and potential of cannabis as an alternative medicine”.
Chiwenga, however, warned that the illegal use of cannabis will be punished. He said:

This is a Zimbabwean thing, let’s go for it. Let us not say anyone is wrong or not; I encourage you to do research and study here before you export.
Like the Medical Association of Zimbabwe said, we need to tweak the laws that (are) favourable for our consumption and exportation.
While the government encourages the legal use of medicinal hemp (cannabis), any criminal diversion of the herb will not go unpunished.
There is a need to work along protocol lines to ensure the legality of the practice.

Chiwenga Urges Zimbabweans To Embrace Cultivation Of Cannabis

A police recruit recently appeared before a magistrate following his arrest for keeping marijuana (mbanje) in his shoes.
Wesley Mavhengere (20), appeared before Harare magistrate Nyaradzo Sarudzai Manokore last Saturday charged with unlawful possession of dangerous drugs.
He was remanded to August 17 on ZWL$10, 000 bail.
It is the State’s case that Mavhengere was keeping cannabis in his shoes at the Mukushi Police Training depot in Zvimba.
Prosecutors said on 22 July, officers from the Criminal Investigations Department (CID) went to the training depot on a scene revisit over a theft case in which several laptops were stolen.
The detectives interviewed people that had been identified as suspects, and also conducted searches throughout the barrack.
Prosecutors alleged that when the officers got to Mavhengere, he was observed tossing a pair of pink Nike shoes through a window which was open.
The detectives recovered the shoes and found 16 sachets of cannabis stashed inside the right shoe. Police also found rizlas used for rolling up.
The suspect allegedly told the investigators he bought the cannabis from Mbare in Harare. 
The drugs weighed 20 grammes and are worth ZWL$3 600.

Police Recruit Arrested Over Marijuana Stashed In Shoes At Training Depot

Police in Victoria Falls have arrested a safari camp manager after he was found with a huge stash of illegal drugs and equipment the police believe was used to manufacture some of the narcotics.
Cornelious Smit (62), A Mabalengwa Safaris camp manager, was arrested on Thursday after he was found with dagga and cannabis oil, among other drugs, Matabeleland North police spokesperson Inspector Glory Banda told VicFallsLive.
Smit, from Bvakacha Farm in Matetsi Unit One, had been under police surveillance following a tipoff last month.
He was arrested after indications that he was in the process of manufacturing the drugs from his house. Said Insp Banda:

Acting on the tipoff, a warrant of search and seizure was obtained from the Victoria Falls magistrate court and on the same day around 12 noon, the Victoria Falls district team comprising of Criminal Investigations Department (CID) and Narcotics, Support Unit and Canine led by Assistant Inspector Tavengwa visited the accused’s place of residence.
</blockquote>
Upon arrival, the team produced a search warrant into his five roomed house and recovered a 25-litre container with two litres of ethanol for processing cannabis, one axe with a wooden handle, two by 20 litres distilling containers for harmful liquids, one condenser steel spirits serial number 65821, twenty-litre electrical cane, two by five millilitres (processed cannabis oil, 600 ml cannabis oil, 100 ml imonnelo oil for processing cannabis, 10-litre harmful liquid, two plastic tubes and raw dagga weighing 12 kilogrammes.
Smit is being charged with Contravening Section 5 of the Harmful Liquids Act Chapter 9:10 “Manufacturing of Harmful Liquids”.
Meanwhile, Smit was released from police custody and issued with a summons on Saturday. The Victoria Falls magistrates court prosecutors instructed him to report to court on Monday as police were still conducting further investigations.

Safari Camp Manager Arrested Over Huge Drugs Stash

The Government has legalised the production of industrial hemp (marijuana) through Statutory Instrument 218 Agricultural Marketing Authority (Industrial Hemp) Regulations gazetted on Friday by the Minister of Lands, Agriculture, Water and Rural Resettlement Anxious Masuka.
The object of these regulations “is to regulate the production, procurement, distribution, possession, sale, provision and transportation of industrial hemp”.
Industrial hemp is, “the plant cannabis Sativa and any part of the plant, including the seeds thereof, and all derivatives, extracts, cannabinoids, isomers, acids, salts and salts of isomers, whether growing or not, with a delta-9 tetrahydrocannabinol concentration of not more than 0.3 per cent on a dry weight basis”.
There are three types of permits for mbanje growers; 1) general grower’s, 2) research and breeding, 3) industrial hemp merchant’s.
For the general grower’s and research and breeding permits, the applicant pays US$200 application fee and renewal fee while the industrial hemp merchant permit costs US$500.
According to the regulations, permit holders have to be citizens or permanent residents of Zimbabwe, and that includes a majority of directors for a company.
However, the Agriculture Minister can exempt an individual from this requirement and the Agricultural Marketing Authority (AMA) can exempt a company.
The regulations also cover the permit requirements such as particulars of applications and security clearance among other things.
Failure to follow the regulations can see permits cancelled, along with a jail sentence of four months, a level four fine or both.

Marijuana Growing Regulations Gazetted

The government of Zimbabwe has announced a change in the policy that governs the investment and production of medicinal cannabis in the country.
Last year, the government approved the industrial production of hemp for the export market and use locally in the production of fuel.
We present the notice below.
<blockquote>To:- All Licencees Medicinal Cannabis Special Purpose Vehicles 
RE, POLICY CHANGES IN THE INVESTMENT AND PRODUCTION OF MEDICINAL CANNABIS
Following Cabinet decision and a high-level meeting; a policy change enabling investors to hold 100, ownership of Medicinal Cannabis licences was made in order to improve the competitiveness of the sector both regionally and globally. At the same meeting, it was also agreed that investors had the option to utilize private land for the cannabis project.
In order to regularise the policy changes, a draft Investment Stabilisation Agreement is being reviewed by the Attorney General’s Office. The finalisation has been delayed somewhat due to the focus in the fight in controlling the global Covid-19 pandemic.
Having noted the need for pragmatism in this matter; Alternative Health OJs (AHO), a government company which is being administratively managed by the Ministry of Health and Child Care (MOHCC), will initiate the termination Of Joint Venture Agreements, ceding 40, ownership and resignation of AHO directors from the Special Purpose Vehicles (SPV) with immediate effect. On completion of the processes amendment of the licence would be required. If the original site is changed; compliance with the licensing requirements such as security arrangements is required as well as satisfactory inspection by the Medicines Control Authority of Zimbabwe.</blockquote>

The government of Zimbabwe has granted Ivory Medical the green light to cultivate medicinal cannabis at a prison facility under a partnership involving the Ministry of Health and funded by NSK Holdings, other international investors, and Portuguese technical farming support firm Symtomax.
Experts believe that Zimbabwe could earn as much as US$19 million annually from taxes on cannabis.
Zimbabwe recently started to venture into legalising the growing of medicinal cannabis and is also considering hemp production.
The country’s major cash crops over the years have been tobacco and cotton, with the former being the cash cow and marijuana will soon be added to the list.

Ivory Medical To Cultivate Cannabis At Prison Facility

A United Kingdom-based company, Eco Equity, has started the construction of a greenhouse in <a href="https://www.pindula.co.zw/Marondera" rel="noopener noreferrer" target="_blank">Marondera</a> for the cultivation of medicinal cannabis.
This was revealed by the company’s chief executive officer Jon-Paul Doran, who revealed that the first phase of the project has been completed and the company was now moving to the next phase. He said:
<blockquote>We believe we have the perfect site in terms of both location and climate to cultivate the optimum quality cannabis, which we can use for medicinal purposes.
We have employed experts from around the globe to ensure our facilities are cutting edge as we look to provide an alternative natural cure.</blockquote>
In 2018, the <a href="https://www.pindula.co.zw/Government_of_Zimbabwe" rel="noopener noreferrer" target="_blank">Government of Zimbabwe</a> legalised the cultivation of medicinal cannabis by both individuals and companies who now can apply for licences from the Ministry of Health.
The recreational use or possession of the drug remains outlawed and carries a jail term for offenders.

Marondera To Have Cannabis Farm

The government of Zimbabwe has finally gazetted laws to govern the industrial production and supply of industrial hemp the Herald reports. This came to light in a published Government gazette yesterday. The regulations in the gazette read in part:

These regulations may be cited as the Criminal Law Codification and Reform (Persons who may lawfully possess, deal in or use industrial hemp) Regulations, 2019.
In these regulations  “industrial hemp” means the plant cannabis sativa L. and any part of that plant including the seeds thereof and all derivatives, extracts, cannabinoids, isomers, acids, salts, and salts of isomers, whether growing or not with a delat-9 tetrathydrocannabinol concentration of not more than 0,3 percent on a dry weight basis
An application for the issue of a licence in terms of section 27 of the Act shall be made to the Minister, in duplicate and shall be accompanied by the appropriate fee and three copies of a plan of the site proposed to be licensed which shall comply with the requirement specified in these regulations.
In case of an individual, proof of citizenship or proof of being ordinarily resident in Zimbabwe or proof of an exemption by the Minister (will be required).
In the case of a company, proof of citizenship or proof of being ordinarily resident in Zimbabwe of the majority of directors or proof of an exemption by the Minister and proof of incorporation in Zimbabwe of the company; and a declaration, signed and dated by the proposed authorised person in charge, stating that the authorised person in charge, the proposed responsible person in charge and, if applicable, the proposed alternate responsible person in charge, are familiar with the provisions of the Act (will be required).</blockquote>

Govt Gazettes Mbanje Growing And Processing Laws

The government of Zimbabwe has approved the industrial production of hemp for the export market and use locally in the production of fuel.
This was revealed by the Minister of Information, Monica Mutsvangwa during Tuesday’s post-cabinet media briefing in Harare. She said:
<blockquote>Hemp is bio-degradable, compostable, recyclable, non-toxic and capable of carbon sequestration and hence, reduces global warming effects; and industrial hemp will widen the country’s industrial and export base.
Currently, Zimbabwe, through Statutory Instrument 62 of 2018, only allows for the cultivation and processing of cannabis specifically for medicinal and scientific purposes.
In view of the foregoing, the law governing the use and control of hemp in the country will be repealed to reflect the current industrial thrust of the country.</blockquote>

Govt Authorises Industrial Production Of Cannabis

Precision Cannabis Therapeutics Zimbabwe says it received approval for its cannabis license on March 7, pending payment of a $46,000 fee.
The company shared a copy of its approval letter from the Ministry of Health with Marijuana Business Daily. Precision Cannabis Therapeutics Zimbabwe is located on a 110-hectacre farm (272 acres) about 45 minutes from Harare. The company said it possesses water rights to a large agriculture dam to service the area’s farmers.

Zimbabwe Grants License For Private Mbanje Company

Founder of African Cannabis, Carl James Esprey, is set to venture into export medicinal marijuana from Zimbabwe through his newly-formed company.
The Italian businessman is considered a controversial character after his Kenya Atlas African Industries company disappeared with a reported Sh450 million (Kenyan) of investors’ money.
African Cannabis is mulling plans to go public by merging with Trius Investments Inc, a company listed on the Canadian Securities Exchange (CSE) and whose business comprises property investment and garbage collection. In its market disclosures, the company said
<blockquote>African Cannabis is a Toronto-based company incorporated in British Columbia in 2018 to deal in the production, cultivation, extraction and export of medical cannabis in multiple African countries.
… African Cannabis was founded and is led by Carl Esprey and Kojo Annan, both experienced African businesspeople with over 40 years’ combined experience on the continent.</blockquote>
The Company claims that it holds a medical cannabis licence in Lesotho and has entered into a joint venture with a local State-owned company in order to obtain a licence for the exportation of medicinal marijuana.

Canadian Company To Invest In The Export Of Medicinal Marijuana

Speaking to Sunday News, Macro-Economic Planning and Investment Promotion Minister Obert Mpofu said that Government is seriously considering an application by a Canadian company to produce cannabis (mbanje) for medical purposes.
Said Mpofu:
<blockquote>We have received numerous inquiries from investors who want to participate in the SEZs and one of them is a big international company that wants to be involved in the production of cannabis. I also laughed and thought they were joking when I received the inquiry but they are serious. This seems to be big business. We have a variety of interests and we are considering all applications. This company is from Canada and it’s one of the biggest conglomerates in that country and they are producing cannabis for medical purposes under strict conditions. I don’t see anything wrong and I think if we legalise mbanje we will benefit medically because it is used for pain killers such as morphine. South Africa has done that.</blockquote>
