Japan’s parliament has expelled an MP from a single-issue party, Yoshikazu Higashitani, known by his online pseudonym GaaSyy, after he failed to show up for work.
According to <a href="https://www.aljazeera.com/news/2023/3/15/japan-parliament-expels-mp-who-never-came-to-work">Al Jazeera</a>, Higashitani has become the first MP expelled due to persistent absence by Japan’s parliament in more than 70 years.
Higashitani is one of two members elected from the Seijika Joshi 48, or “Politician Girls 48” opposition party.
The party was formerly known as the NHK Party and campaigns for changes to Japan’s public broadcaster, NHK.
Since being elected in July 2022, Higashitani has failed to attend a single session.
Higashitani has been nicknamed “No-show MP”. He is a former businessman and YouTuber, famous for his celebrity gossip videos.
He has remained in Dubai, claiming he is at risk of arrest if he returns to Japan.
Higashitani faces questioning over alleged defamation of some Japanese celebrities related to his YouTube videos.
Last week, the Japanese Parliament asked him to apologise in person in the Tokyo chamber, but he did not travel to Japan.
Instead, Higashitani announced on his YouTube channel that he was going to Turkey and that he planned to donate his salary to Turkish earthquake relief.
Hamada Satoshi, the other member of Seijika Joshi 48, said Higashitani’s expulsion from Parliament was illegal.
The lawmaker will be replaced in the house by another member of the party.

Japan Parliament Expels YouTuber MP Who Never Came To Work Since His Election

The World Food Programme (WFP) and the Government of Japan are pleased to announce the finalisation of a resilience-building programme in the district of Mount Darwin.
The USD 1.25 million contributions provided by Japan in March 2021, has empowered up to 2,200 vulnerable households (approximately 11,000 individuals) in Mount Darwin and Matobo districts to enhance their food and nutrition security and find community solutions to seasonal shocks.
At a community ceremony held today in Kanyoka (ward 11), Mount Darwin, WFP and partners officially handed over completed assets to the community.
The event attracted high-level participation from the Minister of Provincial Affairs for Mashonaland Central Province, the Hon. Monica Mavhunga; the Ambassador of Japan to Zimbabwe, H.E Mr Satoshi Tanaka; WFP Deputy Country Director Ms Christine Mendes; and World Vision, Operations Manager Mr Amon Matsongoni.
“Food Security is one of the main priorities of National Development Strategy One, and the contribution from the Government of Japan through WFP will assist in reaching this goal and making sure no one is left behind,” said Hon. Mavhunga. “The Government of Zimbabwe appreciated such partnerships since they seek to achieve the objectives of the strategy.”
Through WFP’s Food Assistance for Assets Programme (FFA), members of the Kanyoka community have successfully built and rehabilitated several collective assets, including a community garden, feeder roads, keyhole gardens, solar water pumps, fencing, and fuel-efficient stoves.
They have also received training in topics such as environmental management and improved harvest practices, thereby strengthening their skills and capacities for the future.
FFA not only provides immediate access to food through the provision of food assistance for the most vulnerable but also sustainably addresses rural communities’ long-term food security by enhancing their resilience to meet their own food needs.
In addressing the Kanyoka community, H.E. Mr Satoshi Tanaka said that “climate change is serious and unfortunately is here to stay, as shown by the successive drought years you have experienced in the last decade. That’s why it is essential for communities like yours to become even more resilient. The new assets you have created will help you do this.”
WFP Deputy Country Director, Christine Mendes said WFP is working closely with partners to address vulnerabilities among rural communities.
“Japan has generously contributed USD 5.8 million to the FFA programme since 2017,” she said. “Together, we have been able to reach up to 12,800 households, approximately 64,000 people across the six districts of Chiredzi, Hwange, Mudzi, Rushinga, Matobo and Mount Darwin. This has helped to address both short and longer-term food insecurity among people impacted by consecutive years of drought and shocks like COVID-19.”
FFA interventions are being implemented in districts that are regarded as chronically food insecure.
After several years of participating in the programme, communities such as Kanyoka are more equipped with the tools and skills they need to be self-sustainable.
The programme, however, remains underfunded despite the positive impacts.
Since 2012, WFP and partners have supported communities to develop up to 2 000 community-based assets across thirty districts in Zimbabwe.

Japan Supports Rural Zimbabweans Affected By Seasonal Shocks

Japan Thursday announced it has committed US$4.5 million for emergency food assistance in response to the <a href="https://news.pindula.co.zw/2020/12/17/wfp-seeks-us204-million-to-provide-food-relief-to-hungry-zimbabweans/">critical humanitarian crisis in Zimbabwe</a> targeting 56 000 vulnerable people.
Japan’s Ambassador to Zimbabwe, Satoshi Tanaka, said the assistance provided through World Food Programme (WFP) will reach the most vulnerable and food-insecure households in urban areas. Tanaka said:
<blockquote>Since I arrived in Zimbabwe in November last year, my discussions with various counterparts have highlighted the humanitarian crisis facing the country, caused by recurring droughts and the serious economic situation, in which a large proportion of the population are experiencing food shortages.
After Covid-19 infections surged from December last year and a strict lockdown was enforced this January, vulnerable people, especially in urban areas where many people depend on informal activities such as vending to survive, have been particularly affected.
Given the severity of the food insecurity situation, the Government of Japan decided to provide this Emergency Grant Aid. It will ensure timely assistance through WFP so that people in dire need in urban areas, especially women-led households, people with disabilities, and people living with HIV, can put food on the table.
I would like to continue with various kinds of assistance to vulnerable people in Zimbabwe, including supporting the fight against Covid-19.</blockquote>
The funding will cover the urgent food needs of 56 000 people, who will receive monthly electronic vouchers (e-vouchers) for food valued at US$12 per person.
Zimbabwe has since 2019 experienced severe starvation following the El Nino-induced drought and a series of poor agricultural policies.
Earlier this month, President Emmerson Mnangagwa predicted the country is set for a bumper harvest that will ensure national food security with the possibility of a surplus this 2020/21 summer cropping season.

Japan Donates US$4.5M For Food Assistance In Zimbabwe

Typhoon Hagibis,  (a Typhoon is known as a Tropical Cyclone in Southern Africa) has wreaked havoc in Japan, leaving 19 people dead and 175 injured.
The Japanese government has mobilised 27 000 soldiers to help in the rescue efforts in the Capital Tokyo and the surrounding areas. In a statement, Japanese Prime Minister Shinzo Abe said:
<blockquote>I extend my condolences for all those who lost their lives and offer my sympathy to all those impacted by Typhoon No.19 (Hagibis).
With respect to blackouts, water outage and suspension of transportation services, we intend to exert all-out efforts for the earliest recovery… we ask the public to remain vigilant of landslides and other hazards.</blockquote>
Meanwhile, public broadcaster NHK said 14 rivers across the country have flooded, some spilling out in more than one spot.
The powerful typhoon made landfall south of Tokyo and battered central and northern Japan with torrents of rain and powerful gusts of wind.

Typhoon Hagibis Leaves 19 Dead, 175 Injured In Japan

Japanese Prime Minister, Shinzo Abe has urged President Emmerson Mnangagwa to speed up institutional reforms and the democratisation of Zimbabwe.
The Japanese foreign ministry revealed in a statement that the two leaders met for 15 minutes on the sidelines of the seventh Tokyo International Conference on African Development (TICAD 7). The Japanese said:
<blockquote>At the outset, Prime Minister Abe mentioned the importance of institutional reforms for promoting business, as discussed at the TICAD7, and stated that ‘We hope that reform will be promoted and democratisation will be advanced in Zimbabwe under the leadership of President Mnangagwa’.
The Japanese government also announced its intention to support the improvement of hospital facilities and food security in Zimbabwe.</blockquote>
Japan will send an experienced agricultural expert to Zimbabwe, the Ministry revealed. The Asian country requested an improvement in the business environment for the promotion of trade and investments between the two countries.

Japan Urges President Mnangagwa To Speed Up Reforms

Mr. Toshiyuki Iwado, Japanese Ambassador to Zimbabwe last week spoke to The Sunday Mail reporter, Sharon Munjenjema on the sidelines of a cocktail to commemorate the enthronement of the new Japanese Emperor, Prince Naruhito.
During the interview, the ambassador revealed that Japanese companies’ decision to invest or not thereof in Zimbabwe is informed by the state of Zimbabwean companies. Read the extract from the interview below:
<blockquote>Q: Which areas of possible investment do you see in Zimbabwe which Japanese firms would be interested in investing in?
Also, has there been any specific investors in Japan that have shown their interest?
A: I do not want to single out one, there are many. In February, we had the Japanese business mission and they explored many areas – mining, agriculture and energy.
Many Japanese companies are competing (to invest here) and I cannot mention their names, but the point is, many times I am asked the same question, and my answer is ask your local companies.
If they are happy with the working environment in Zimbabwe, why wouldn’t the Japanese companies want to invest?

If they are suffering, and I think they are suffering, then it is very difficult for investment to come to this country.
Because once they invest here they will suffer the same.   So my answer to that question is not sector-specific but system-specific.  There needs to be reforms, reforms, reforms. This country has huge potential, it has rich national resources and talented people. Something needs to be done to exploit those natural resources.</blockquote>

Companies Are Suffering, Will Scare Off Investors - Diplomat

Japanese Ambassador to Zimbabwe, Mr. Toyishiyuki Iwado has said that Zimbabwe needs to reform in many areas. Iwado was speaking on the sidelines of a cocktail to commemorate the enthronement of the new Japanese Emperor, Prince Naruhito.
In an interview with The Sunday Mail reporter Sharon Munjenjema last week, the ambassador said that the government must create a conducive environment for its capable people. Below is an extract from the interview:
 
<blockquote>Q: What is your take on the current reforms being implemented by President Emmerson Mnangagwa’s administration?
 
A: From the beginning of his term, President Mnangagwa talked about a very important thing, which is political, economic and social reform.
I think that this country needs to reform in many areas.

Given the natural resources and rich human resources, there is need for a good system to make those talented people show their abilities. Look around, it is often talked about that the informal sector is huge, but from my perspective, if the informal sector is so active, it means that there are so many Zimbabweans with talent to run businesses.
Why do they stay in the informal sector?
Ask them why they can’t tap into the formal sector, it is because there are too many rules and regulations.
I think that’s why they just stay in the informal sector.
I am not one to teach how things should be done, but my sense is: make the rules and regulations relaxed for businesses to prosper and let those talented people thrive.</blockquote>
