The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission/">Zimbabwe Anti-Corruption Commission (ZACC)</a> has announced that a senior officer in the Central Intelligence Organisation (CIO) has been convicted and sentenced to four years in prison for extortion.
In a statement seen by Pindula News, ZACC said Patrick Badza, the convicted officer, demanded a payment of USD9,900 from a Chinese investor who sought work permits for his workers. Badza threatened to deny the permits if the payment was not made.
The ZACC investigated the matter and arrested Badza, who subsequently faced trial and was found guilty.
The issue of extortion in Zimbabwe remains a persistent problem, as evidenced by recent reports of corruption involving law enforcement officials. In April 2022, three officers from different security agencies were arrested and charged with soliciting a bribe at the Beitbridge border post. The accused individuals, who were part of a joint operation against smuggling and illegal border crossings, allegedly demanded a bribe of R6,500 from a motorist travelling from South Africa. The victim paid the bribe and subsequently reported the incident to a relative who then filed a complaint with the Beitbridge Customs and Excise Regional Manager. The matter was then reported to the police, leading to the arrest of the three officers who were subsequently charged with criminal abuse of office. The magistrate remanded them in custody after the prosecutor successfully opposed bail. 
In 2019, the Zimbabwe Morning Post reported that some retired ministers from the ruling party ZANU-PF, who were employed at the party’s headquarters, had taken over the mandate of the Zimbabwe Investment Authority (ZIA) to promote and facilitate foreign and local investment. According to the publication, investors were directed to the ZANU-PF headquarters to discuss their business interests before going to the ZIA. The report suggested that these <a href="https://www.pindula.co.zw/2019/06/10/zanu-pf-heavyweights-scaring-investors-by-demanding-huge-bribes/">ZANU-PF officials were demanding large kickbacks from investors as facilitation fees.</a> This situation raised concerns about the credibility of the ZIA and the country’s investment climate.
These reports emerged after Zimbabwe lost a billion-dollar investment from Dangote in 2015 due to demands for kickbacks from former first lady Grace Mugabe’s team.
Recently, President <a href="https://www.pindula.co.zw/Emmerson_Mnangagwa/">Emmerson Mnangagwa</a> acknowledged the presence of and expressed concern about the corruption and bureaucracy that is scaring away investors. He called for an end to the practice of moving investors from office to office and person to person, which often leads to disappointment and frustration.

ZACC Confirms Senior CIO Officer Sentenced To 4 Years In Prison For Extortion

The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission/">Zimbabwe Anti-Corruption Commission (ZACC)</a> has arrested many car dealers in Harare and other areas for importing vehicles using fake civil service rebate letters. ZACC in conjunction with the <a href="https://www.pindula.co.zw/Zimbabwe_Revenue_Authority/">Zimbabwe Revenue Authority (ZIMRA)</a> have seized 36 vehicles in an operation initiated to prevent the misuse of tax rebates granted to civil servants by the government to import vehicles duty-free.
The corruption begins with civil servants importing vehicles for others and charging a fee of up to US$1,500, while the vehicles remain registered in the civil servant’s name but driven by someone else, according to The Herald.
ZACC and ZIMRA are conducting joint investigations with the Criminal Investigations Department (CID). 
The abuse of government rebates has defrauded the State of revenue and resulted in duty-free cars being sold, while some of the saved duty ends up with civil servants. The rebate conditions require that the state employee have a valid driver’s license, serve for at least ten years, and import only one car every five years depending on their grade.
According to the National Anti-Corruption Commission Strategy sub-committee 2 report presented last week, investigations into the misuse of Government rebates are still in progress and huge successes are being registered.
In May 2022, Zimbabwe’s Finance and Economic Development Minister, Professor Mthuli Ncube, set a range of US$3,500 to US$10,000 for deputy directors and below, while MPs were allowed to import two duty-free vehicles during their five-year term, with a maximum value of US$60,000 for the second vehicle. The regulations apply to all members of the National Assembly, Senators, the Speaker of the National Assembly, and the President of the Senate and their deputies. The imported vehicles must be less than 10 years old and can be procured using a loan or personal resources. The rebate does not apply to senior civil servants issued with a condition of service motor vehicle or under disciplinary proceedings.
Despite the government’s duty-free vehicle policy for civil servants, most of them are unable to purchase vehicles due to their meagre salaries. Consequently, some individuals have viewed the policy as an opportunity to generate additional income for themselves.

ZACC Arrests Car Dealers Using Civil Servants To Import Vehicles Duty-free

The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission/">Zimbabwe Anti-Corruption Commission (ZACC)</a> has announced the arrest of Nyashadzashe Zindove, the District Development Coordinator for <a href="https://www.pindula.co.zw/Nyanga/">Nyanga</a> District and Chairperson of the District Lands Committee, for fraudulently allocating land to an applicant.
In a Twitter post seen by Pindula News, ZACC said the accused had knowledge that the land was private property. Zindove has since appeared in court and was granted bail of ZWL 150,000.
Fraudulent land allocation in Zimbabwe is a crime that carries severe consequences, including legal action, fines, imprisonment, and forfeiture of illegally acquired land. The Zimbabwean government has been taking steps to combat corruption and illegal land allocations, as they undermine the country’s land reform program and contribute to the housing crisis.
Land barons take advantage of election seasons to defraud citizens by promising land ownership in exchange for support for certain political parties or candidates. They target low-income earners and vulnerable groups, selling land they do not own, often on illegal or unsuitable sites, and charging exorbitant prices.
To avoid falling victim to such schemes, citizens are advised to verify the legality of any land deals before making payments. 
Firstly, ask the seller to provide the necessary documentation, such as title deeds, survey plans, and land permits, and verify their authenticity with the relevant authorities.
Secondly, conduct a site visit to confirm the location, size, and suitability of the land.
Thirdly, seek advice from local authorities, such as the District Administrator or Rural District Council, regarding legal requirements for land acquisition in the area.
Fourthly, engage a qualified lawyer who specializes in property law to verify the legality of the land deal and ensure that the transaction is conducted within the confines of the law.
Lastly, conduct a background check on the seller to ascertain their credibility and reputation, including their business registration status, track record in land transactions, and any complaints filed against them.
Over the years, local authority governments in the country have <a href="https://www.pindula.co.zw/2022/011/05/harare-demolishes-illegal-houses-in-new-tafara/">demolished thousands of houses</a> and structures, claiming that they were built on illegally acquired land. Owners are not compensated hence the need to avoid being duped by land barons.

ZACC Arrests Nyanga Official For Fraudulent Land Allocation

<a href="https://www.pindula.co.zw/ZINARA/">Zimbabwe National Roads Administration (ZINARA)</a> licensing officer Patricia Chikorwe, stationed at the Harare Exhibition Park Branch, has been sentenced to three years in jail. Chikorwe was convicted of 258 counts of criminal abuse of office for manipulating the vehicle licensing system, resulting in a loss of potential revenue of US$168,458 for ZINARA.
The charges relate to corruption in manipulating the vehicle licensing system. Chikorwe distorted expiration dates and arrears owed by motorists for personal gain.
The <a href="https://www.pindula.co.zw/National_Prosecuting_Authority/">National Prosecuting Authority (NPA)</a> issued a statement confirming the charges and conviction. The ruling was made by the Harare Magistrates’ Court. <a href="https://www.zimlive.com/zinara-staffer-jailed-for-258-criminal-abuse-of-office-counts/">ZimLive</a> cites the NPA as saying:

On 258 occasions, the accused person unlawfully used her position and access to an error correction facility on the licensing system and altered licensing dates for certain vehicles.
</blockquote>
The NPA revealed that Patricia Chikorwe manipulated the vehicle licensing system by fraudulently removing arrears and penalties. This led other ZINARA licensing officers to license certain vehicles based on incorrect information. ZINARA discovered the crime in 2018.
In a separate incident the previous year, 14 ZINARA employees were arrested by the <a href="https://www.pindula.co.zw/ZACC/">Zimbabwe Anti-Corruption Commission (ZACC)</a> for creating fake tap cards and swiping them for motorists at the Shurugwi tollgate, resulting in fraud involving US$9.8 million.
Corruption at ZINARA is impeding its ability to provide resources for road maintenance, construction, and related services. Consequently, the government must obtain loans from international financial institutions to fund infrastructure projects, including road rehabilitation.

ZINARA Officer Sentenced To 3 Years For Corruption Involving Over US$168K

The <a href="https://wiki.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission">Zimbabwe Anti-Corruption Commission (ZACC)</a> has submitted over 60 dockets to the National Prosecuting Authority (NPA) this year and recovered assets worth over US$1 million through its asset recovery and forfeiture unit.
ZACC Spokesperson Commissioner Thandiwe Mlobane said several other cases are being investigated including those that were left pending last year. Thandiwe Mlobane said:

The reports that are coming to ZACC emanate from fraud in procurement and fraud in recruitment and promotions. But the most prevalent form of corruption is in the sale of stands.
To date, we have made 68 arrests and the arrests are of some very senior public officials including council officials. We have completed 68 dockets that we have submitted to the National Prosecuting Authority.
For 2023 we set a very high target. We think the year is for mopping up all the investigations that we have been doing and all investigations that we haven’t completed. As such, we looking at completing and submitting 400 dockets by the end of the year.
</blockquote>
While there are some cases being finalised, critics accuse ZACC of “catch and release,” a term used to describe the practice of detaining suspects for a short period before releasing them without proper prosecution or conviction. This accusation suggests that ZACC is not effectively combating corruption and is failing to hold perpetrators accountable.
Critics also claim that those who have been arrested and convicted are not politically connected and only committed minor offences, while those who are truly guilty of corruption are not being held accountable and are evading punishment.

ZACC Has Recovered Assets Worth US$1 Million

Legal think tank Veritas Zimbabwe claims that Zimbabwe has lost at least US$32 billion as a result of criminal financial flows.
Citing recent research on the shady movement of capital and wealth out of the Southern African country, Veritas said illicit financial flows are “stunting Zimbabwe’s economy, fostering corruption and enriching members of the élite at the expense of ordinary people”.
Although illegal domestic financial flows are occasionally included, illicit financial flows often refer to cross-border transfers or movements of money or capital connected with criminal activity. Veritas said:

The flows can be curbed, but it may be doubted if the Government has the courage and political will to do — its efforts to date have not had much success.
</blockquote>
Several studies on unlawful financial flows in Zimbabwe observed that between 2000 and 2020, Zimbabwe is estimated to have lost US$32 179 billion as a result of these transfers.
In the shorter period between 2009 and 2013, the country potentially lost an estimated US$2.83 billion.
Zimbabwe lost an estimated US$3 billion in 2019, according to <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Loice Matanda-Moyo</a>, the chairperson of the <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission">Zimbabwe Anti-Corruption Commission.</a>
Unlawful financial flows from Zimbabwe accounted for 13.9% of the country’s total trade between 1980 and 2018, according to a policy brief published by the Brookings Institute.
According to evidence from research findings, there are political and economic reasons for money to flow illicitly from Zimbabwe, Veritas said.

"Zimbabwe Has Lost US$32 Billion Through Criminal Financial Flows" - Report

<a href="https://www.pindula.co.zw/Reward_Kangai">Reward Kangai</a>, a former chief executive officer of <a href="https://www.pindula.co.zw/NetOne_Zimbabwe">NetOne</a>, a government-owned telecommunications company, says it is public knowledge that bigwigs are involved in most of the corruption cases that have affected Zimbabwe’s economy.
He made the remarks in response to a Pindula News article in which the chairperson of the Zimbabwe Anti-corruption Commission, Justice <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Loice Matanda-Moyo</a> bemoaned the <a href="https://zero.pindula.co.zw/zacc-losing-highly-skilled-workers-justice-matanda-moyo/">departure of skilled personnel from the commission. </a>
Kangai said those leaving the anti-graft organisation are afraid of being victimised for targeting political elites. Said Kangai:

Ex-NetOne CEO Kangai Says "It’s An Open Secret Bigwigs Are Involved In Most Corruption Cases"

The <a href="https://www.pindula.co.zw/Zimbabwe_Anti-Corruption_Commission">Zimbabwe Anti-Corruption Commission (ZACC)</a> has been losing highly skilled workers trained in investigating cases of corruption, especially cyber crimes.
The departure of skilled officers has made it harder to track down and deal with sophisticated criminals, <a href="https://www.herald.co.zw/zacc-hit-by-resignations/">The Herald</a> reported quoting chair Justice <a href="https://www.pindula.co.zw/Loice_Matanda-Moyo">Loice Matanda-Moyo</a>.
She spoke to the publication in a wide-ranging interview on the sidelines of a ZACC strategic review workshop in Harare:

Initially, it was a skills challenge, but we then managed to recruit skilled personnel. But now it is about retaining skilled personnel, especially after training. We have been training our officers in crimes involving cyberspace.
With the advancement of technology, most of the crimes are now being committed with the use of technology so the Commission has been training officers along those lines.
After being trained they become marketable and are wanted in other sectors or countries. So this has been our major challenge of late.
We are also doing everything possible to encourage our officers to stay and we are teaching them that this is a national job. While we are advocating better salaries, we are also trying to inculcate the idea that they should also be inspired by the desire to see a better Zimbabwe.
The absence of legislation that protects whistleblowers and witnesses scares away potential witnesses or whistleblowers especially in high-profile cases where they can endanger their lives.
There are also cases of accused persons being acquitted because of witness fatigue and lack of witness protection. As you know currently we do not have a witness and whistleblower protection law in Zimbabwe. That in itself scares away possible witnesses or whistleblowers, especially in high-profile cases.

Justice Matanda-Moyo said they were in the process of enacting the Public Interest Disclosure (Protection of Whistle-blowers) Act to protect whistleblowers and witnesses.
Justice Matanda-Moyo said the catch-and-release conception of ZACC operations is also partly a product of a general or public misunderstanding of court processes.
She said when culprits are granted bail the public takes it as if they have been acquitted.

"ZACC Losing Highly Skilled Workers" - Justice Matanda-Moyo

A provincial police intelligence officer has appeared before the courts accused of <a href="https://zero.pindula.co.zw/provincial-intelligence-officer-back-in-court-over-leaked-uz-law-exam-paper/">leaking the University of Zimbabwe (UZ) law degree examination paper.</a>
Superintendent Vigai Maunganidze was granted $50 000 bail when he appeared before deputy chief magistrate Tranos Utawashe.
Maunganidze was told not to interfere with State witnesses and not to use the cellphone line that he allegedly used to send the examination paper.
ZACC investigating officer Tafadzwa Chivavarika opposed bail in vain saying Maunganidze had shown the capacity to interfere with investigations after he allegedly phoned a witness, Farai Madombi, to delete the examination paper which he had sent via WhatsApp from his mobile phone.
Madombi was identified as a member of the Defence ministry.
Prosecutor Ephraim Zinyandu was in support of the ZACC officer in denying the accused bail.
But Maunganidze’s lawyer told the court that the ZACC investigating officer had failed to submit evidence of the leaked examination paper.
She said the document submitted in court as an exhibit was different from the one in Madombi’s phone. 
<h2>What happened:</h2>
It is alleged that on October 31 2022, Maunganidze obtained a UZ Faculty of Law examination paper on Administrative Local Government Law for 2nd-year students. It was supposed to be written on November 3.
Maunganidze, who was one of the students, shared the leaked paper via WhatsApp with Madombi, who was a third-year Bachelor of Substantive Laws student at UZ.
On November 1, Madombi sat for the Company Law examination at UZ, where some students were caught cheating and were disqualified. 
After the examination, ZANU PF director of information Tafadzwa Mugwadi, Madombi’s classmate, approached the accused and discussed the exam paper they had written. 
Mugwadi complained about the examination paper leakage and said he would raise a complaint with the Higher and Tertiary Education, Science and Technology Development minister.
Madombi allegedly shared the leaked Administrative and Local Government Law exam paper with Mugwadi via WhatsApp.
Mugwadi immediately notified UZ authorities who confirmed the paper as the one that was to be written by 2nd-year Bachelor of Substantive Laws students on November 3, 2022. 
The University then issued a notice to cancel the exam. 
The State alleges that Maunganidze unlawfully obtained and intentionally leaked the examination paper, adding that his actions dented the credibility of UZ.

Update On Case Of Provincial Police Intelligence Officer Who Leaked UZ Law Exam Paper

The High Court of Zimbabwe has ordered the government to gazette a Bill which comprehensively deals with corruption including asset disclosures and term limits for State-owned Enterprises (SOE) heads. 
The ruling which was made by Justice Manzunzu was necessitated by an application by Tendai Biti on behalf of Allan Norman Markham which sought to compel the government to come up with such a law in terms of Section 198 on the national constitution of 2013. 
Ruling, Justice Manzunzu said:

1. The first respondent’s failure to formulate within a reasonable time a Bill to give effect to the Act envisaged in section 198 (a) of the Constitution of Zimbabwe is in breach of section 324 of the Constitution. 
2. The first respondent is ordered to gazette the Bill envisaged by section 198 (a) of the Constitution of Zimbabwe within three months from the date of this order. 
3. The first respondent shall pay costs of suit.

Speaking after the ruling, Biti, a former Minister of Finance and Economic Development during the Government of National Unity (GNU), expressed delight in the outcome. He wrote on Twitter:

Perceptions are high that corruption runs rampant in Zimbabwean society, partly due to the impunity that surrounds cases of grand and political corruption and the lack of legislation applicable in some cases.

High Court Orders Govt To Gazette A Bill Comprehensively Dealing With Corruption

Under fire Zimbabwe Anti-Corruption Commission (ZACC) spokesperson John Makamure reportedly visited President Emmerson Mnangagwa in a bid to the appointment of a tribunal to <a href="https://zero.pindula.co.zw/zacc-spokesperson-faces-expulsion-over-corruption-allegations/">investigate his removal from office.</a>
Makamure reportedly visited president Mnangagwa’s farm in Kwekwe on Sunday in the company of colleagues to try to stop the tribunal, but he was denied access to the President, according to <a href="https://www.newsday.co.zw/local-news/article/200002134/amh-journos-kicked-out-of-state-house-function">NewsDay</a>.
President Emmerson Mnangagwa eventually swore in <a href="https://zero.pindula.co.zw/president-mnangagwa-sets-commission-to-investigate-zacc-spokesperson/">a three-member tribunal</a> on Monday in terms of Statutory Instrument (172 of 2022) and <a href="https://zero.pindula.co.zw/president-mnangagwa-sets-commission-to-investigate-zacc-spokesperson/">proclamation number 4 of 2022.</a>
The appointees are:
<blockquote>
1). Retired Justice Maphios Cheda chairperson of the tribunal. 
2). Lawyer Charles Warara and 
3). Lawyer Regai Hove.
</blockquote>
Justice, Legal and Parliamentary Affairs ministry secretary Virginia Mabiza is the secretary to the tribunal.
The tribunal will investigate whether or not:
<blockquote>
i). Makamure failed to disclose his involvement in political activities which is inconsistent with the duties and functions of the commissioner of ZACC 
ii). Makamure directed one Lee Sung to fund his political campaign in Gokwe in return for his protection.
</blockquote>
Through a letter dated October 12, 2022, the Judicial Service Commission formally advised the President that the question of removal from the office of Makamure ought to be investigated.
It is alleged that Makamure was eyeing Justice Mayor Wadyadyena’s Gokwe-Nembudziya parliamentary seat in next year’s elections.
Following the move to investigate him, Makamure is also said to have tried to mend relations with Wadyadyena using top government officials and Mnangagwa’s allies, but Wadyajena reportedly declined the gesture.
The inquiry shall be held both in public and private, as the tribunal deems fit.
Makamure was appointed ZACC commissioner in 2019 following interviews conducted by Parliament. He was later appointed ZACC spokesperson.

Under Fire ZACC Spokesperson Visits President Mnangagwa To Stop Investigations

President Emmerson Mnangagwa has appointed a commission to investigate commissioner John Makamure, the spokesperson of the Zimbabwe Anti-Corruption Commission <a href="https://zero.pindula.co.zw/zacc-spokesperson-faces-expulsion-over-corruption-allegations/">who is accused of underhand dealings</a>. A notice seen by Pindula News states that the mandate of the commission is to determine whether or not Makamure is fit to hold office in light of the foregoing. Reads the notice:

PROCLAMATION by
HIS EXCELLENCY, THE HONOURABLE EMMERSON DAMBUDZO MNANGAGWA. G.C.Z.M.. President of Zimbabwe and Commander-in-Chief of the Defence Forces of Zimbabwe;
WHEREAS section 237(2)(c) of the Constitution of Zimbabwe, provides that a member of an Independent Commission may only be removed from office on the ground that the member concerned has been guilty of gross misconduct; 
AND WHEREAS. section 237(3) of the Constitution of Zimbabwe, provides that the procedure for the removal of a judge from office applies to the removal from office of a member of an Independent Commission; 
AND WHEREAS. section 187(3) of the Constitution of Zimbabwe, provides that if the Judicial Service Commission advises the President that the question of removing any judge, including the Chief Justice, from office ought to be investigated, the President must appoint a tribunal to inquire into the matter; 
AND WHEREAS, the Judicial Service Commission, by letter dated 12th October, 2022, formally advised the President that the question of removal from office of Commissioner John Makamure, ought to be investigated: 
AND WHEREAS, section 187(4) of the Constitution of Zimbabwe, provides that the President may, when he considers it advisable, appoint a tribunal consisting of at least three members; 
AND WHEREAS. section 187(9) of the Constitution of Zimbabwe, provides that, a tribunal appointed under section 187 has the same rights and powers as commissioners under the Commissions of Inquiry Act [Chapter 10:071, or any law that replaces that Act: 
NOW. THEREFORE, under and by virtue of the powers vested in the President as aforesaid. I do, by this Proclamation-
Proclamation 4 of 2022 
(a) establish a Tribunal to inquire into the question of removal from office of Commissioner John Makamure; 
(b) appoint Retired Justice Maphios Chcda as Chairperson of the Tribunal:
 (c) appoint the Secretary forJustice, Legal and Parliamentary Affairs to be the secretary to the Tribunal;

(iii) to investigate whether or not Commissioner John Makamure failed to disclose his involvement in political activities which is inconsistent with the duties and functions as Commissioner of Zimbabwe Anti-Corruption Commission; 
(iv) to investigate whether or not Commissioner John Makamure directed one Lee Sung to fund his political campaigns in Gokwe in return for his protection; 
(v) to investigate whether or not Commissioner John Makamure’s conduct can be deemed to be tantamount to gross misconduct; 
(vi) to consider all information submitted by the Judicial Service Commission in order to arrive at an appropriate recommendation to the President;
(vii) to investigate any other matter which the Tribunal may deem appropriate and relevant to the inquiry; 
(viii) to recommend on whether Commissioner John Makamure, is fit to hold office in the light of the foregoing; and
 (ix) to report to the President, in writing, the result of the inquiry within a period of one month after completion of the inquiry; 
(g) direct that the inquiry shall be held both in public, or privately, as the exigencies of the Tribunal may determine: and 
(h) appoint the Members listed in the Schedule.

President Mnangagwa Sets Commission To Investigate ZACC Spokesperson

President Emmerson Mnangagwa is this Monday expected to swear in a tribunal to enquire into the removal from office of the Zimbabwe Anti-Corruption Commission Commissioner and spokesperson <a href="https://www.pindula.co.zw/John_Makamure">John Makamure</a>.
Information, Publicity and Broadcasting Services permanent secretary Nick Mangwana said Commissioner Makamure faces a cocktail of allegations. In a Twitter post, Mangwana said:

This afternoon at 1600, State House Harare, His Excellency, President @edmnangagwa will swear in the Tribunal to enquire into the question of removal from office of Commissioner John Makamure of @ZACConline who faces a number of allegations including of a criminal nature.

Just last month, Makamure told The Herald that ZACC was seized with several cases adding that<a href="https://zero.pindula.co.zw/no-sacred-cows-in-fight-against-corruption-says-zacc/"> there should be no sacred cows.</a> He said:

Reports of corruption involving ZACC officials have eroded public confidence in the anti-graft body.
Some officials are reportedly being bribed by powerful people accused of corruption to throw away their cases.

ZACC Spokesperson Faces Expulsion Over Corruption Allegations

The Zimbabwe Anti-Corruption Commission (ZACC) has arrested chief executive officers for Muzarabani and Guruve rural district councils on criminal abuse of office charges.
Guruve chief executive Ennie Mapa and Muzarabani chief executive Tinos Marisa are expected to appear in court soon facing the charges.
ZACC spokesperson Commissioner John Makamure confirmed the arrest of the duo.
The anti-graft unit has so far arrested many public office holders over corruption depicting how deeply rooted corruption is in the country.
The collapse of the economy is attributed to corruption which is also said to be choking efforts to revive the Southern African country.
In 2017, President Emmerson Mnangagwa who replaced his long-time boss, Robert Mugabe, pledged to deal with corruption.

Analysts, including his former supporter Godfrey Tsenengamu, feel that the “new dispensation” has so far paid lip service to the anti-corruption agenda.
They say there has been a “catch and release” of corrupt people, especially the “big fish” while some individuals are being convicted of “petty corruption.”
ZACC, responding to reports of “catch and release,” say they work with evidence, therefore, individuals are released wherever there is no proof that corruption was committed.

ZACC Arrests Muzarabani, Guruve Council Officials

The Ministry of Local Government and Public Works has given a four-day ultimatum to individuals occupying road servitudes and traffic intersections to vacate and remove their property.
In a statement, Harare Metropolitan Province’s Development Coordinator, Mr Muguti said the laws prohibited trading on the roads. Pindula News present the statement in full below.
<blockquote>PRESS STATEMENT ON THE TRADING ON ROAD SERVITUDES AND TRAFFIC INTERSECTIONS
The Provincial Development Directorate for the Government in Harare Metropolitan Province has noted with great concern the rising number of unregistered informal traders of furniture, bricks, sand, quarry stones and car sales businesses operating along road servitudes. We hereby inform all occupants of road servitudes that they have until Sunday the r of June 2021 to vacate and remove all their property, vehicles and destroy any infrastructure erected on road servitudes. The Roads Act clearly states in Section 48 (Trading on roads and in restricted areas) (1) (2) that it is prohibited to trade on roads unless with written permission from the Road Authority. It is also stated in sub section (3) that any person who does so shall be guilty of a level eight offence subject to a _fine or imprisonment_ not exceeding two (2) years. The Zimbabwe Republic Police, the Ministry of Transport and Infrastructure Development and all respective local authorities namely City of Harare, Chitungwiza Municipality, Ruwa Local Board and Epworth Local Board shall therefore enforce a Province-wide joint operation from Monday the r of June 2021. Furthermore, we shall be requesting the <a href="https://www.pindula.co.zw/Welcome_to_Pindula">Zimbabwe Anti-Corruption Commission (ZACC)</a> to immediately investigate all council officials who issued irregular authorizations for car sales and businesses to trade in road servitudes. All local authorities have also been instructed to institute internal investigations and verify all leases issued on behalf of council. In the interim no further leases should be issued affecting road servitudes. We have also noted with concern statements and videos circulating on social media of politicians and activists intimidating Town Clerks whilst encouraging resistance, lawlessness and inciting violence complaining there are no council resolutions to enforce the Roads Act. We encourage such people not to be ignorant but to actually know and respect the law including council by-laws. We do not need council resolutions as Government to enforce the law, we expect councils likewise to enforce all laws of the land within their localities. Harare Metropolitan Province now has a ZERO TOLERANCE policy on lawlessness, corruption and intimidation of officials.

Vacate & Remove Property From Road Servitudes - Govt

Gokwe Town Council officials whose underhand dealings were unmasked have reportedly engaged state security personnel to intimidate whistleblowers.
One of the whistleblowers who are allegedly being intimidated is Gokwe ward 1 councillor Davies Taruvinga (Zanu PF), who is a witness in the Zimbabwe Anti-Corruption Commission (Zacc)-investigated case.
He told NewsDay that he was recently picked by Gokwe Criminal Investigations Department at the weekend and interviewed on trumped-up charges. He said:
<blockquote>I was summoned to Gokwe CID in connection with some trumped-up allegations to silence me. They interviewed me over a council tuckshop which was being rented by my wife. The same tuckshop has been rented by different councillors of late and is fully paid.
I see this as an attack on the anti-corruption fight and intimidatory tactics. I feel the police are being used to suppress this fight.</blockquote>
Taruvinga also said that they initially reported corruption at Gokwe council to but no action was taken a suggestion that the police had been bribed.
He added that they approached Zacc with the help of some independent anti-corruption organisations and the anti-graft body successfully instituted investigations, leading to the discovery of the looting of council funds and subsequent arrests of these officials.

FULL THREAD: Registrar General Arrested Over Vehicle Scam

A female police officer in the traffic unit attached to Southerton Police Station in Harare this week appeared in court after she was caught while receiving a US$150 bribe.
The 27-year-old Definate Mutonya, had reportedly asked motorist Nobert Chikumbo to pay a US$200 bribe after he had failed to produce a driver’s licence.
Chikumbo paid US$30 at the spot and told Mutonya that she would get the balance from his relatives he had called over the phone.
He then alerted police about the transaction and a trap was set leading to Mutonya’s immediate arrest and recovery of the money.
Meanwhile, Mutonya is now out on $500 bail while the matter was remanded to February 25. She was ordered to continue residing at her current home and not interfere with witnesses.
Corruption is reportedly rampant in the country despite the setting up of the Zimbabwe Anti Corruption Commission.
According to the Corruption Perspections Index report of 2019, <a href="https://news.pindula.co.zw/2020/01/23/countries-with-highest-levels-of-corruption-in-the-world-cpi-2019/">Zimbabwe is among the countries with the highest levels of corruption in the world.</a>

Female Traffic Cop Caught In A US$200 Bribe Trap

Zimbabwe Republic Police have urged members of the public to help curb corruption in the country by reporting corrupt officers.
This was said by the Officer Commanding Harare Province, Commissioner Bernard Dumbura who in his Christmas message delivered on Friday said:
<blockquote>Let me reiterate that the police does not condone any form of corruption. Help us, therefore, to weed out all forms of corruption. Report any corrupt officers that you come across. Also remember that it is said, it takes two to tango.</blockquote>
His remarks come amidst reports which purport that some police officers are asking for bribes from members of the public who would have been found on the wrong side of the law whilst some members of the public on their own accord offer to pay bribes as the consequences of breaking the law will be outweighing the bribes they would have offered to pay.
Reports suggest that the police usually prey on motorists and business people who find it tiresome to have their cases taken to police stations.

"Report Any Corrupt Officers That You Come Across," ZRP

The Zimbabwe Revenue Authority and the Zimbabwe Anti-Corruption Commission have jointly impounded over 100 vehicles which were allegedly smuggled into the country reportedly with the help of ZIMRA officials.
ZIMRA Loss Control Manager, Selleck Mapfeka told ZBC News in an interview that the blitz aimed at impounding smuggled cars will extend to other provinces.
Mapfeka added that there is a mismatch between the number of vehicles imported into the country and the revenue the taxman registered.

WATCH: ZIMRA And ZACC Jointly Impound Over 100 Smuggled Vehicles

Harare Magistrate, Hosea Mujaya, dismissed the former Vice President, Phelekezela Mphoko’s temporary passport release application on the grounds that he was a flight risk.
Mujaya observed that Mphoko had failed to supply title deeds for his Bulawayo property which he had indicated as surety.
Mphoko is facing charges of criminal abuse of office which were allegedly committed during his tenure of office.
The ex-vice president who is currently out on ZWL$1000 bail was was arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on allegations he ordered the release of Zimbabwe National Roads Administration (ZINARA) officials in 2016.
Mphoko’s application for the temporary release of his passport indicated that he wanted to travel to South Africa for business.

A Zimbabwe Revenue Authority (Zimra) official stationed at Plumtree Border Post, has appeared before Bulawayo magistrate facing charges of fraud and criminal abuse of duty after he allegedly forged customs documents to facilitate the smuggling of 50 cars into the country.
The State alleges that the officer, Norest Ushe, who was working at the Zimra private imports section had the password into the ZIMRA system since he was responsible for the clearance of private goods. Prosecutor Mufaro Mageza said:
<blockquote>The SAP profile password which he had until September 26, 2019, was deactivated after investigations of misuse. Between May and September 24 this year, Ushe clandestinely captured into the Zimra system, information of 50 cars smuggled into the country thereby generating an equipment number which if punched would display the particulars of the vehicle and enable printing CCC on the serialised forms at any Zimra station or printing of protected format document on bond paper.</blockquote>
Mageza added that Ushe continued using the password even after being redeployed to a section that had nothing to do with data capture.
Ushe’s actions are said to have robbed the State of US$432 767, 54 and $1, 4 million in potential revenue.

ZIMRA Official In Trouble For Fraudulently Registering 50 Cars

Zimbabwe Anti-Corruption Commission (ZACC) Deputy Chairperson Nanette Silukhuni has called for laws which prohibit politicians from accepting gifts in order to curb corruption. Speaking at a Transparency International Zimbabwe (TIZ) event on Thursday, Silukhuni said,
<blockquote>We need a departure from the norm, we just need a huge cultural shift where we say no to corruption, the same way we say no to HIV and AIDS. Do you know in other countries it’s actually a crime for politicians to receive gifts, our politicians love gifts so much, no matter what size.
…That has to come to end, because it starts with these small gifts and next is a luxury car and so forth. So those are some of the areas that we are saying we need to look into as Zimbabweans and come up with a legislation that prohibits such; also, it needs to be enforced.</blockquote>
