The police in Mbare are currently investigating a robbery that took place at an unnamed company in Workington, Harare where the robbers stole over US$71,000.
A police statement seen by Pindula News says the robbery occurred on September 28, 2023, at approximately 10:00 PM. The Zimbabwe Republic Police (ZRP) says the seven male robbers were wearing balaclavas and armed with six pistols and an unidentified rifle. Read the statement:

Police in Mbare are investigating circumstances surrounding a case of robbery which occurred at a company in Workington, Harare on 28/09/23 at around 2200 hours. Seven male suspects who were wearing balaclavas, armed with six pistols and one unidentified type of a rifle, attacked two security guards who were on duty, tied them with shoe lace and shoved them in a ZESA cabin. The suspects broke into one of the offices and stole US$1 150 and ZAR4 500 which was in the drawer before breaking a safe using a grinder and stole US$26 640. The suspects got into another office where they break open a safe and stole US$44 650 and a CCTV recorder.

Robbers Pounce On A Company In Workington Harare And Stole Over US$71,000

Pictures of Rufaro Stadium have generated controversy on social media with critics suggesting that the Harare City Council (HCC) has made insufficient progress in renovating the facility. The local government authority initiated the renovation project approximately seven months ago but has encountered multiple delays, failing to meet several previously set deadlines. The stadium was <a href="https://news.pindula.co.zw/2023/02/14/renovations-of-rufaro-stadium-back-on-track/">initially scheduled to reopen before the start of the season</a> in March but was delayed on several occasions. Harare Mayor Jacob Mafume disclosed that corruption within the council hindered progress. 
Rufaro Stadium was condemned multiple times due to lack of maintenance with local stadium inspectors, including members from PSL and ZIFA, making extensive recommendations for the stadium to meet CAF and FIFA standards. These include improving the playing surface, perimeter support structures, drainage systems, ablution facilities, dressing rooms, and facilities for the physically challenged. They also recommended installing bucket seats, direction signs, standard doping rooms, a medical facility, press rooms, television camera points, and modern electronic turnstiles.

In May, Mafume expressed satisfaction with the progress made on Rufaro Stadium, saying that they had conducted soil tests and installed new soil to improve the playing surface, which will have a pop-up irrigation system. The city fathers had also painted the seats and numbered them, allowing teams to sell season, half-season, and quarter-season tickets.

He said the changing rooms had also been expanded, and each would have 15 to 18 showers, with individual lockers for players. Mafume added that a B-Arena will be constructed outside with the same turf as the main pitch, which will be used for practice sessions and will contain small-to-medium shops, creating a multi-purpose facility.
The VIP section now has samples of the bucket seats that were recommended.

Harare City Council has come under fire for failing to meet the deadlines, particularly after rejecting to partner Sakunda Holdings owned by Kuda Tagwirei. The ruling ZANU PF commented on the latest pictures circulating on social media:

The Harare City Council (HCC) faced criticism last year for terminating a lease agreement with Sakunda Holdings. It has come to light that Tagwirei had intended to enhance the stadium’s appearance as depicted in the design below.

Sakunda Holdings accused the Council of displaying a toxic attitude and lacking the necessary political will to execute the project, which led to their withdrawal from the partnership. During that period, Sakunda pledged to donate all project designs and plans to the Council for the benefit of the public interest.

The Government has declared a state of emergency in Mbare’s New Line area which is now in dire need of a face-lift.
The area has communal toilets which do not function properly resulting in sewage flowing onto the street.
The Government has ordered that devolution funds be redirected to refurbish housing, sewer systems and ensure that garbage is collected in the area.
Families in the most dilapidated houses will be profiled and provided with temporary shelter while their houses are demolished so that they are replaced with new blocks of flats.
Speaking at a post-Cabinet media briefing in Harare on Tuesday, Acting Minister of Information, Publicity and Broadcasting Services, Jenfan Muswere, said:

Cabinet wishes to inform the nation that a fact-finding visit to the New Lines area in Mbare, Harare, by the Ministers of National Housing and Social Amenities, and Industry and Commerce, as well as officials from the Ministry of Local Government and Public Works, and the City of Harare, revealed that the situation is dire and requires immediate intervention.
Some of the problems are that the Harare City Council, which charges monthly rentals of US$100 per room, is not carrying out any repairs and maintenance and blockages are attended to by volunteers.

Attorney-General, Advocate Prince Machaya, explained that the state of emergency declaration by Cabinet was necessitated by the deplorable situation in Mbare. Said Machaya:

What Cabinet agreed was that the situation in the New Lines area has become so dire that it has become a situation of emergency which needs to be attended to immediately.
It was not a declaration under the Civil Protection Act, Cabinet merely noted that this was a situation that needed immediate action because the houses in that area were built a long time ago, in 1912. They have communal toilets which do not function properly resulting in sewage flowing onto the street, garbage going uncollected and the houses themselves need attention.

Muswere added that the Ministry of Health and Child Care has been directed to ensure health and safety in the area.

Govt Declares State Of Emergency In Mbare's New Line Area

Mbare midwife Esther Zinyoro, (aka Mbuya Gwena), is still operating from her old squalid lodgings at Tagarika flats despite making headlines five years ago.
The traditional midwife came into national focus in 2019 when it emerged that she had turned her home into a maternity ward to help expectant mothers in her neighbourhood.
She rose to fame at a time when medical staff — junior doctors and nurses — were on strike over poor working conditions.
The First Lady Auxillia Mnangagwa visited Mbuya Gwena in November 2019 during the week that she had helped deliver 100 babies in her tiny two-room apartment.
Mnangagwa donated foodstuffs and some household goods.
On Thursday Mbuya Gwena told <a href="https://www.newsday.co.zw/health/article/200010517/time-has-stood-still-for-iconic-mbare-midwife">NewsDay</a> that she no longer has a mobile phone and cannot afford one.
She, however, said the First Lady made her work easier as more people now appreciate the work she is doing. She said:

Since the visit, my popularity has increased. I am now known countrywide and the number of people seeking my services has increased.
I really don’t know why they are shunning hospitals and other modern medical facilities by coming here. The visit also liberated me in the way I do my business.
Soon after the visit, Good Samaritans began flocking to assist with several services, and of interest is a man from the Mufakose suburb who started to help with water tanks to help with sanitation issues.

Mbuya Gwena, who is a self-styled prophetess at St John Apostolic Church, said she relies on her God-given talent. She said:

When assisting the women, I use my spiritual prowess and as a result, I have managed to assist even those with complications that would have been difficult at the hospitals.
I even dream about a client’s challenge and how they may need to be assisted to deliver safely.
</blockquote>
She has, however, faced resistance from health professionals who claim her activities had taken the country’s health system backward.
The traditional midwife said nurses at Edith Oppermann Clinic resented her and accused her of stealing their clients until she helped them solve a complex situation.
Gogo Gwena insists she is helping people deliver a gift from God.
Born in 1949, she has 10 children and 15 grandchildren.

Famous Mbare Midwife Still Delivering Babies In Squalid Conditions

Shamwari Yemwanasikana (SYS) held a drug and substance abuse campaign in Tagarika 3 Flats, Mbare, Harare, on Wednesday last week and engaged drug users, victims of drug abuse and concerned citizens.
Mbare is considered one of the country’s drug hotspots and has witnessed a rise in cases of rape, school dropouts, teen pregnancies, family disputes, delinquency and theft.
In a statement, Shamwari Yemwanasikana urged members of the public to join the fight against drug and substance abuse. It said:

Mbare has no stability and not every child has access to educational material or can afford to go to school.
As a result, they end up resorting to drugs and substances such as glue, broncleer, mangemba, cane sprit, marijuana, codeine and crystal meth.
The situation we encountered while conducting our campaign is very disheartening and it is sad that we are letting an entire generation go down the drain because of pressure from drug users and from things they encounter in their communities.

Shamwari Yemwanasikana Tackles Drug Abuse In Mbare

Harare City Council (HCC) has cancelled the US$465k <a href="https://www.pindula.co.zw/Mbare">Mbare</a> biogas digester contract awarded to Synlak (Pvt) Ltd after the company failed to complete the project within set timelines.
The local authority received a grant from the European Union in December 2013 under the non-State actors funding for the construction of a 100-kilowatt biogas project in Mbare.
The plant was meant to convert vegetable waste from the Mbare Musika vegetable market into biogas, <a href="https://www.newsday.co.zw/local-news/article/200009400/harare-cancels-us465k-biogas-contract">NewsDay</a> reported.
Harare awarded the contract to Synlak (Pvt) Ltd in September 2015 and signed a memorandum of agreement for the design and construction of four biogas digesters and the supply, installation and commissioning of a 100kVA biogas generator.
However, Harare cancelled the US$465k Mbare biogas digester contract because Synlak (Pvt) Ltd failed to meet set timelines. 
Appearing before joint Parliamentary Portfolio Committees on Energy and Power Development and Environment,  acting town clerk Phakamile Mabhena-Moyo said:
<blockquote>
The contractor failed to perform his obligations at the agreed timelines and the implementation period was extended by mutual consent. The contractor was paid in full (US$465 290) for the execution of the contract between the period September 17, 2015 to June 17, 2016. The contractor again failed to perform his obligations as per the revised timelines.
</blockquote>
Mabhena-Moyo said in June 2017, the chamber secretary wrote to the contractor giving them the notice to remedy the breach of contract within 14 days from the date of the receipt of the notice.
Synlak (Pvt) Ltd failed to rectify the breach prompting the local government authority to cancel the contract. 
Mabhena-Moyo added that the acting town clerk wrote to the contractor on January 2, 2018, advising him of the cancellation of the contract. Added Mabhena-Moyo:

The city architect carried out an assessment of the work done against payments made, which established that the total value of the work done was US$243 535, suggesting an overpayment of US$221 755.
</blockquote>
He told the committees that the chamber secretary was further advised by the director of works to recover the overpayment, which led to the cancellation of the contract since there had been no meaningful progress on site since August 2017. 
The contractor wrote to the council in February 2018 after the contract had already been cancelled indicating that the major component required to complete the project was now in the country.
Synlak (Pvt) Ltd requested on October 4, 2018, a price variation and a period of 45 days to complete the project, Mabhena-Moyo said.

Harare Has Cancelled US$465K Mbare Biogas Digester Contract

A 21-year-old <a href="https://www.pindula.co.zw/Mbare">Mbare</a> man was beaten up after being caught trying to kidnap a one-year-old toddler in Glen Norah on Monday.
Willie Chindundundu reportedly hid the child under his apostolic white garment but was caught before he could disappear with the child.
Harare provincial police spokesperson, Inspector Luckmore Chakanza, said they were still investigating the matter.
What happened: Allegations are that some children were playing outside in <a href="https://www.pindula.co.zw/Glen_Norah">Glen Norah</a> C on Tuesday at around 5 pm.
As Willie approached, the other children ran away leaving the toddler behind.
Willie took the child and hid him under his garment, and walked away. Inspector Chakanza told <a href="https://www.hmetro.co.zw/mob-bashes-man-for-kidnapping-toddler-claims-many-children-are-hidden-in-mountains/">H-Metro</a>:

He was caught by Glen Norah C residents after the child’s mother asked other children who were running away where her son was.
</blockquote>
 The children told the little boy’s mother that a man wearing a white garment had taken the baby. A resident said:

Hanzi amuisa mugemenzi, so residents chased after him. When he was about to get into a getaway car, the vehicle sped off as they were about to catch Willie.
</blockquote>
He was assaulted by the mob before the arrival of the police and confessed that he had kidnapped many other children who were in the mountains.
He, however, did not disclose what he does with the children he kidnaps.

Mbare Man Assaulted By Residents For Baby-Kidnapping, Reveals More Are In The Mountain

A 17-year-old Mbare boy who was driving a bus with one passenger on board struck and killed a 7-year-old boy on Monday in the same suburb.
The now-deceased boy was playing football with friends along a street in the high-density suburb.
The Zimbabwe Republic Police (ZRP) revealed the tragic incident Tuesday via their official Twitter page but did not give further details on it. Police said:

Police in Harare are investigating a fatal road traffic accident in which an AVM DAF bus, with one passenger on board and being driven by a teenager (17) hit a boy (7) who was playing soccer on the extreme left side of Harare Street near Gwinyai Primary School, Mbare on 05/12/22. The victim died on the spot.
</blockquote>
In an unrelated incident, 6 people died while 9 others were injured when a truck rammed into a commuter omnibus along the Kwekwe-Gokwe Highway on Sunday afternoon.
5 people who were aboard the Kwekwe-bound Nissan Caravan died on the spot while another one died upon admission at Kwekwe General Hospital.
ZRP national spokesperson Assistant Commissioner Paul Nyathi confirmed the accident which happened at the 60km peg just outside Kwekwe. <a href="https://www.chronicle.co.zw/six-perish-in-horror-crash/">The Chronicle</a> quoted Asst Comm Nyathi as saying:

The ZRP confirms a fatal road traffic accident that occurred at the 60km peg along Kwekwe-Gokwe Road on 3 December 2022 at around 1300 hours, where six people died while nine others were injured.
A motorist who was driving a Scania Rigid truck towards Kwekwe with one passenger on board rammed into a Nissan Caravan vehicle travelling in the same direction with 14 passengers on board.
Five passengers from the Nissan Caravan vehicle died on the spot, while another died on admission at Kwekwe General Hospital.

17-year-old Bus Driver Runs Over, Kills Minor In Mbare

Boxing fans pleaded with the referee to stop the match saying Tyson Fury would kill <a href="https://www.pindula.co.zw/Dereck_Chisora">Dereck Chisora</a> would the fight continue
Fury was the favourite coming into the fight and a win for the 34-year-old was always predicted.
Many fans on social media wondered how the fight was not stopped earlier – with some concerned for Chisora’s health.
One fan said that Chisora’s corner should have thrown the towel in earlier to protect their boxer – even after just three rounds.
The <a href="https://www.dailymail.co.uk/sport/boxing/article-11499049/Boxing-fans-outraged-Derek-Chisora-allowed-fight-Tyson-Fury.html">Daily Mail</a> quotes one commentator as saying:

Chisora’s corner needs to stop this fight. Only three rounds in, and Fury’s already trying not to hurt him.

Chisora’s eye had swollen up and looked badly hurt before the referee called it off in round 10
Some fans were even more concerned – thinking that Fury could have killed the Zimbabwean born fighter if the fight lasted any longer.
A fan pleaded with the referee to ‘stop the fight before Fury kills Chisora,’ with another referring to Del Boy as a ‘walking body bag’.
The fight, which was eventually stopped after 10 rounds, was always predicted to be a mismatch with both fighters at different stages of their respective careers.
Many boxing fans said Fury should not have taken the fight in the build-up with one viewer watching the Gypsy King’s victory over Chisora saying: ‘This is embarrassing from Fury to fight Chisora.’

Fan Pleads With The Referee To "Stop The Fight Before Fury Kills Chisora,"

A City of Harare councillor on Friday claimed that the Joint Operations Command (JOC) is blocking the reopening of the Mupedzanhamo flea market in Mbare.
JOC is the supreme organ for the coordination of State security in the country and comprises officers drawn from the Zimbabwe Defence Forces (ZDF), Zimbabwe Republic Police (ZRP), the Central Intelligence Organisation (CIO) and Zimbabwe Prisons and Correctional Service (ZPCS).
Harare City Council’s Small Medium Enterprise (SMEs) committee chairperson, Councillor Denford Ngadziore (CCC) t<a href="https://www.newsday.co.zw/local-news/article/200004483/joc-blocks-mupedzanhamo-flea-market-reopening">old NewsDay that</a> JOC blocked the reopening of the flea market to prevent violence. He said:

As Harare City Council, we are worried because JOC stopped the opening of the Mupedzanhamo flea market recently. They said they are avoiding violence.
A meeting was held at the Harare Metropolitan secretary Tafadzwa Muguti’s office, where JOC shot down proposals to reopen the flea market.
We had hoped to open the flea market in October. We think that it is the right time to open the market after we talked to all the warring parties.
We wanted the market to have been opened before the festive season so that traders could benefit.

Ngadziore said they would continue to engage relative authorities, including the police to ensure that vendors resume their activities.
However, the national spokesperson for the Zimbabwe Republic Police (ZRP) Assistant Commissioner Paul Nyathi said Ngadziore’s claims were baseless.
He said, “these issues are co-ordinated by Harare Metropolitan provincial secretary” and councillors should not tarnish the image of the police.
Muguti yesterday declined to comment on the matter when he was contacted by NewsDay.
Mupedzanhamo flea market has been closed for years now and vendors had resorted to using the open space outside the market to sell their wares.
A few weeks ago, violent clashes broke out between alleged space barons from ZANU PF and CCC fighting for control of the lucrative vending stalls.

JOC Blocked Mupedzanhamo Flea Market Reopening, Says Ngadziore

The Zimbabwe Republic Police (ZRP) is investigating allegations that <a href="https://www.pindula.co.zw/Chillspot_Records">Chillspot Records</a> co-producer, <a href="https://www.pindula.co.zw/Levelz">Tafadzwa “Levels” Kadzimwe</a>, raped his former girlfriend <a href="https://www.pindula.co.zw/Shashl">Ashleigh</a><a href="https://www.pindula.co.zw/Shashl"> “Shashal” Moyo</a> sometime in 2021.
Levels (33) started dating Shashl (23), the daughter of former Health minister <a href="https://www.pindula.co.zw/Obadiah_Moyo">Obadiah Moyo</a>, sometime in July 2021, according to H-Metro.
It is said the affair ended because Levels was forcing Shashal to have unprotected sex with him.
Shashl disclosed this in her rape case against Levels following their separation and the leakage of their nudes and a sex tape.
Harare provincial police spokesperson, Inspector Luckmore Chakanza, confirmed the case saying Levels faces rape charges as defined in Section 65(1)(9) of the Codification. Insp Chakanza told <a href="https://www.hmetro.co.zw/chillspot-is-a-love-nest-levels-now-faces-rape-allegations/">H-Metro</a>:

Police are investigating a case involving a Chillspot Records worker alleged to have raped a musician after inviting her to his house sometime in July 2021.
The accused person and the complainant were not yet in a relationship, but were working together in music at Chillspot Records in Mbare.
On an unknown date in July 2021, the accused was reported to have asked the complainant to pass through his place of residence to take his car since they were using the complainant’s car and they were coming from the studio.
When they were at the accused’s place, they got inside the house and, while inside the house, they started kissing, at the same time the accused pushed the complainant into his bedroom.
The complainant stopped kissing and informed the accused that she wanted to get home before curfew time.
When the complainant was about to leave the bedroom, the accused grabbed the complainant and raped her.
After the act, the complainant ran away from the scene and went home.
The matter came to light when the accused person posted some nude videos and pictures of him and the complainant on social media.
The complainant said the reason for sending the nudes and sex tape was because they broke up and this did not go down well with the accused person.

Police Investigating Allegations That Levels Raped Shashl

Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga, Home Affairs and Cultural Heritage Minister Kazembe Kazembe and a police officer only identified as Mabika have been ordered by the court to pay ZWL$800 000 to a Mbare resident who was arrested by the police in 2021.
According to the Zimbabwe Lawyers for Human Rights (ZLHR), Tinashe Maumbe (24), a resident of Mbare, was arrested together with his friends Reward Majoni and Tinashe Majoni by ZRP officers on 16 January 2021.
The trio was walking past Matapi Police Station in Harare’s Mbare high-density suburb when the law enforcement agents manning the entrance to the police station enquired where the trio was going.
The ZRP officers allegedly accused Maumbe and his friends of being homosexuals and told them that homosexuality is not permitted in Zimbabwe.
The trio was subsequently detained by the police and no charges were preferred against them. In fact, they were jeered by cops and were only released after ZLHR lawyers intervened.
With the help of Tinashe Chinopfukutwa of ZLHR, Maumbe sued Matanga, Kazembe and Mabika by filing a summons in April 2021 at Harare Civil Magistrates Courts.
Maumbe demanded payment amounting to ZWL$900 000 as damages for unlawful arrest, detention, humiliation and embarrassment. Said ZLHR:

On 4 November 2022 and after presiding over the trial of Hon. Kazembe, Matanga and Mabika, Harare Magistrate Ayanda Dhlamini granted judgment in favour of Maumbe and ordered Matanga, Kazembe and Mabika to pay him ZWL800 000 as compensation for violation of his rights after ruling that ZRP officers had “hysterically” arrested the 24-year-old Mbare resident based on their personal opinion of members of the lesbian, gay, bisexual, trans and gender diverse, queer and questioning people.
Out of the ZWL800 000, ZWL$400 000 is for damages for unlawful arrest and detention while ZWL$400 000 is compensation for inhuman and degrading treatment.
Magistrate Dhlamini further ruled that the police officers, who arrested Maumbe, were not even aware of the COVID-19 provisions, which they purported to have cited upon apprehending him.
The Magistrate concluded that Maumbe’s arrest and detention was unlawful and that the police officers had jeered at him and insulted him for allegedly being a homosexual and by so doing, violated his right to human dignity guaranteed in terms of provisions of section 51 of the Constitution.

ZRP Ordered To Pay $800k To Mbare Resident Arrested And Accused Of Being Homosexual By Cops

Harare City Council has made a U-turn on its decision to cut ties with <a href="https://www.pindula.co.zw/Sakunda_Holdings">Sakunda Holdings</a> on the <a href="https://zero.pindula.co.zw/harare-city-leases-rufaro-stadium-to-sakunda-holdings-for-refurbishment/">project to renovate Rufaro Stadium.</a>
On Tuesday, the energy giant announced that it was <a href="https://zero.pindula.co.zw/sakunda-abandons-plans-to-modernise-rufaro-stadium-accuses-council-of-toxicity/">withdrawing its commitment to renovate the Mbare-based facility</a> citing a lack of commitment from the City Fathers. Said Sakunda in a letter to Harare Mayor Jacob Mafume:

We are shocked and disturbed by untruthful and malicious allegations that Sakunda intends to purchase Rufaro Stadium, which is a public asset…
Consequently, we would like to hereby notify you of our immediate withdrawal from the partnership.
</blockquote>
The two parties had earlier this year agreed on a deal that would have seen Sakunda renovating Rufaro Stadium to world-class status under a long-term lease agreement on behalf of Dynamos Football Club.
In response to the withdrawal, Mafume appeared to be unmoved by Sakunda’s withdrawal from the deal, accusing the company owned by Kuda Tagwirei of seeking “a parasitic deal.”
However, Mafume told a press conference this Wednesday that the council was ready to engage with Sakunda Holdings to revive the deal. <a href="https://www.newsday.co.zw/theindependent/sport/article/200003680/harare-seeks-sakunda-talks-on-rufaro">The Independent</a> cites him as saying:

We are still open to negotiate with them.
There is nothing to drag. They (Sakunda) were supposed to come to a presentation to present their feasibility studies in terms of the agreement and if we had dragged any feet, they would have sent a notice or even written to us or sought an appointment with the Mayor as the head of the institution. There is no record of such a letter or anything of that sort that has happened. What we have is that they are talking about rumours in the letter but I don’t know what that means. What we have insisted and reiterated is that we need to enter into mutually beneficial agreements as a city with our business people so that we don’t end up signing things we do not understand or hand over assets of the public. We have not dragged any feet nor said we do not want to partner them.

In the proposal, Sakunda Holding expressed its vision to drive community development in Mbare by establishing a Fifa-accredited stadium for use by Dynamos and other local clubs.
The rehabilitation of Belgravia Sports Club and its facilities for use by Dynamos for training purposes was also part of the deal.
Rufaro Stadium last hosted league matches during the 2019 season before it was red-flagged by the Zifa First Instance Board in 2020.

Rufaro Stadium Project: Harare Mayor Says Council Is Open To Negotiate With Sakunda

A Grade 5 learner at school in Harare disclosed to her teacher that she had been raped twice by a relative last year at her grandparents’ house in Mbare.
ZRP spokesperson in Harare Metropolitan Province, Inspector Luckmore Chakanza, said the 19-year-old suspected rapist is on the run.
He also said the girl was referred to Sally Mugabe Hospital for medical care. Said Insp Chakanza:

Police are investigating a case where a minor child was raped two times in a room where she was left sleeping.
Circumstances are that sometime in December 2021, the complainant and her brother were left by their mother at their grandparents’ place.
They stayed at the place for two days and during one of the nights, the accused entered the room where the complainant was sleeping together with her brother and raped the complainant without protection.
On another night at the same place, the accused sneaked into the room again and raped the victim.
The complainant did not tell anyone what had happened to her until November 7 this year when she told her male teacher, who informed the girl’s mother.

Grade Five Pupil Reveals Rape Ordeal To Her Teacher

A barber, only identified as Jimmy from Masarakufa Village in Mudzi, is allegedly on the run after he raped and impregnated a 13-year-old girl after she failed to pay for a haircut.
The girl is now six months pregnant.
The victim’s 39-year-old mother resides at Tagarika Flats in Mbare.
She recently told <a href="https://www.hmetro.co.zw/barbaric-barber-rapes-impregnates-teenager/">H-Metro</a> that following the rape of her daughter, her neighbours are now accusing her of “selling” her daughter to men in exchange for money. She said:

I have four children and this one is the third born.
The day she was raped, I left her at home alone and accompanied her father to collect rentals.
She visited a barber called Jimmy for a haircut.
On arrival, she discovered that she had lost money along the way, but the barber went ahead and cut her hair.
He later came to my daughter at night claiming he wanted to know if she had found the money.
He raped my daughter for the whole night at our house.
She only disclosed this after one of our neighbours detected signs of pregnancy.
I never saw any signs of pregnancy until her tummy grew and this has affected me so much.
People are calling me names when I walk with her.
I am afraid of leaving her alone now, as I fear that, maybe, something worse might happen to her.

The girl’s father, and his younger brother, were reportedly against lodging a police report to ‘‘protect’’ the family’s name.

Barber Rapes Girl (13) For Failing To Pay For A Haircut

The Office of the Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province, together with the Environmental Management Agency, has launched an operation dubbed “Zero Tolerance to Environmental Crimes in Harare Metropolitan Province.”
In a statement seen by Pindula News, the Minister’s office expressed great concern about environmental crimes being perpetrated by companies, shop owners, vendors and residents in Harare City. Chitungwiza, Epworth and Ruwa. 
The operation will run for 45 days starting from the 10th of November 2022 to the 15th of December 2022 with the view of extending if the situation does improve. Reads part of the statement:

This Provincial Blitz will target institutions, shop owners, companies, vendors, public transporters, the actual passengers and the general citizenry who violate the statutory requirements. Be warned that in residential areas there will be BLOCK TICKETING of communities that have illegal dumps within their vicinity. So we urge all residents to clear illegal dumps in their areas as they face hefty tickets. This is meant to encourage communities to start protecting and caring about their own environments.

The operation is launched when undesignated dumpsites are all over the capital. Residents accuse Harare City Council of failing and or neglecting to collect garbage leaving them with no other option.

Neighborhoods To Be Fined For Dumping Waste

ZANU PF Original leader Jim Kunaka has blamed ZANU PF and the City of Harare for the recent clashes in Mbare, Harare, that resulted in the loss of lives and significant damage to property.
Kunaka, who allegedly led the Mbare-based violent Chipangano group, spoke to <a href="https://openparly.com/two-organisations-responsible-for-mupedzanhamo-skirmishes-according-to-jim-kunaka/">Open Parly ZW</a> about the background of the conflicts between ZANU PF and CCC activists that resulted in the burning down of market stalls at Mupedzanhamo Flea Market.
Kunaka claimed that ZANU PF seeks to control Mbare and allocate vending spaces to its supporters while keeping opposition activists out. He said:

The problem of clashes between the two political parties ZANU PF and CCC is being caused by ZANU PF.
I am saying so because they are fighting to take control of Mbare.
We all know that in 2018 Mbare was won by the CCC at the constituency level.
One ward went to CCC, and one ward in which people are fighting today went to ZANU PF.
In 2008 there was a mixture of people from different political parties in that market.
But MDC-T supporters trading at the Mupedzanhamo market were chased away from the market.
Now, when the government shut down the market to allow the council to rehabilitate it.
The traders who were forcefully removed from the market saw an opportunity to claim back what belongs to them.
They have approached the City of Harare department responsible for markets, requesting them to give them back the 20 stalls.

Kunaka accused a local ZANU PF youth leader of orchestrating the attacks targetting CCC activists resulting in the running battles. He said:

The problem has been created by the provincial youth chairman called Mahachi, he is the one who is sending ZANU PF youths from other wards coming to fight the CCC guys who are operating a flea market.
He also blamed the violence on Harare City Council’s alleged failure to create more vending sites for residents which led to fighting for space. Said Kunaka:
I put the whole blame for what is happening on the City of Harare.
The relevant department should be creating more vending sites.
There is no employment in our country and vendors are increasing at an alarming rate on a daily basis.
It means the local authority is not being creative.
They should have created more markets within Mbare because the spaces are there.

Jim Kunaka Blames Two Organisations For Mbare Violence

Three men have been arrested in connection with <a href="https://zero.pindula.co.zw/mupedzanhamo-fire-zanu-pf-member-dies-in-violent-clashes/">the murder</a> which occurred at Mupedzanhamo Flea Market in Mbare, Harare.
A police statement seen by Pindula News says the trio assaulted the deceased with wooden poles. Reads the police report:

The ZRP confirms the arrest of Robert Machira (22), Tinotenda Hwechekweche (23) and Branwell Marime (38) in connection with a murder case in which they severely assaulted Onsimo Mavhingire (34) with sticks and wooden poles at Magaba, Mbare on 07/10/22 at around 1400 hours. The victim succumbed to the injuries sustained during the attack, on 08/10/22 while admitted at Sally Mugabe Hospital.
Meanwhile, 13 people have been arrested in connection with violent clashes which occurred at Mupedzanhamo flea market on 10/10/22 at around 1000 hours. No to violence and acts of lawlessness.

Mupedzanhamo Violence: Three Arrested Over Murder

Harare City Council (HCC) has been criticised for continuing to dump waste near houses in Mbare with residents organisations calling on the local government authority to stop it!
The Combined Harare Residents Association (CHRA) says the garbage is creating a serious health hazard to Mbare residents.
The illegal dumpsite which is located at Corner Chaminuka and Seke Street, Joburg lines opposite Mbare Musika bus terminus has started piling up.
In July this year, Mbare residents petitioned Harare City Council over the issue but the city fathers ignored the petition.
CHRA called on the City of Harare to urgently comply with Mbare residents’ request which is in accordance with section 70 (1) of the Environmental Management Act 20:27.
The cited section states that “No person shall discharge or dispose of any waste in a manner that causes environmental pollution or ill health to any person.”
CHRA also cited section 73 of the Zimbabwean Constitution which provides that every citizen has a right to a clean environment.

Harare City Council Criticised For Dumping Waste Near Houses In Mbare

The Embassy of Kenya in Zimbabwe Friday cleaned Mbare, one of the oldest high-density suburbs in Harare to commemorate the Wangari Maathai Day.
Africa Environment Day/Wangari Maathai Day which is celebrated annually on 3 March, was established by the Organization of African Unity in 2002 as a way of raising awareness of the pressing environmental challenges facing the continent. 
Garbage has been piling in Mbare with Harare City Council failing to execute its mandate. See pictures below.

PICTURES: Kenya Embassy In Zimbabwe Cleans Mbare

The ruling ZANU PF has accused the opposition of ruining towns and cities until they resemble rural areas. 
The remarks were made by <a href="https://www.pindula.co.zw/Tendai_Chirau">Tendai Chirau</a>, ZANU PF’s Deputy Secretary for Youth Affairs, during the party’s Harare Province by-election launch in Chitungwiza this Monday.
Most urban local authorities have been under the stewardship of the opposition Movement for Democratic Change (MDC) since the turn of the millennium when the party took over from the ruling party.
Chirau said he was grateful that people were encouraged to unite against the opposition. He said:

Let’s unite. The opposition has turned our towns into rural areas. Let’s take back all seats.
</blockquote>
Local authorities have for years failed to deliver public goods and services such as potable water, sewer reticulation, road maintenance and garbage collection.
They cite a lack of adequate resources saying ratepayers are not honouring their obligations whilst the central government is not consistently giving them the revenue from the national purse.
The opposition also accuses the central government of interfering with local government business.
ZANU PF which has had ministers heading the Local Government Ministry deny interference, it says the central government has an oversight role over local government authorities.
This is happening ahead of the March by-elections and 2023 harmonised elections.

The Opposition Has Turned Our Towns Into Rural Areas - ZANU PF

The Government has disowned ZANU PF activists who had seized public toilets at Mbare Bus Terminus and converted them into pay toilets while pocketing the proceeds.
Addressing a press conference in Harare on Tuesday, Minister of State for Provincial Affairs and Devolution responsible for Harare Metropolitan Province, Oliver Chidawu, said the ruling party has no links with the extortioners and space barons. Said Chidawu:

I will reiterate our position that we do not tolerate space barons, most of whom had encouraged the construction of illegal structures in Mbare, and were extorting money from the people operating in these structures.
Our position is that the local authority must be able to collect revenue from its facilities and spaces and boost its coffers in order to help improve service delivery.
Currently, we have rogues who are besmirching the names of political parties, falsely claiming to have endorsement from political parties to collect money from informal traders, public toilets and bus ranks.
In particular, there are rogues claiming to have the endorsement of the ruling ZANU PF to collect money, yet this is false and the party does not have any link whatsoever to these individuals.

This comes after Harare City Council, with support from the Zimbabwe Republic Police (ZRP), at the weekend destroyed illegal vending stalls and tuckshops in Mbare, one of Harare’s oldest suburbs.

ZANU PF Disowns Mbare Public Toilets Invaders

The Harare City Council (HCC) has re-opened Mbare Musika to the public to use free of charge after they had been privatised by criminal syndicates.
Harare Mayor Councillor Steward Mtizwa told ZBC News that all those who had converted public toilets into pay facilities are extortionists who face arrest.
Mtizwa said all toilets at Mbare Musika and in the central business district (CBD) are free except for one underground toilet at First Street which is a pay toilet. Said Mtizwa:

I want to make it clear that all toilets at Mbare are public and those in the CBD except for one underground toilet at First Street is a pay toilet.
Council has no agreement or any sort of partnership with those who claim that they have leases to privatise public toilets.
All those who were involved will face arrest as they are extorting people.

This comes as reports suggest that several council-owned properties have either been privatised or converted to personal use by individuals, thereby prejudicing the local authority of millions of dollars in potential revenue.

Council Takes Back Mbare Musika Toilets From "Criminals"

Bus operators and travellers have criticised the City of Harare after it allegedly privatised public toilets at Mbare Bus Terminus.
It is alleged that members of the public, who include travellers and vendors, are now being forced to pay US$1 to use public toilets at the bus terminus after they were privatised by unknown individuals.
The toilets used to be maintained by Harare City Council workers but have been taken over by some individuals who are now demanding US$1 per head for usage. Said one traveller:

Since this bus terminus was built these toilets were public but there are some unscrupulous officials who have turned them into money-making machines.
Imagine every time a vendor or traveller want to use the toilet they are forced to pay. This must be investigated and the culprits brought to book.
</blockquote>
A vendor at Mbare Bus Terminus said it was not justifiable for the council to force them to pay for using public toilets as they are also paying hawkers’ licences. Said the vendor:

They claim that the council gave them permission to privatise the use of these toilets.
Look vendor the whole day we have elderly people who are forced to pump out a dollar every time they want to use this toilet. We were born here in Mbare and survived on vending.
We pay hawkers licenses but we are now surprised that what used to be public toilets have suddenly been taken over by these individuals.
We call for the arrest of these people or whoever is behind this.

Harare City Council acting corporate communications manager Innocent Ruwende told ZBC News that out of the nine toilets at Mbare, only one located at the Zimbabwe United Passengers Company (ZUPCO) terminus is a pay toilet. He said:

We have nine toilets at Mbare and we have one which is located at ZUPCO bus terminus which is a pay toilet.

One of the leaders of the project, Yemurai Tawabarira, told Pindula that the T2CMbare project started in 2015 with regular clean-up campaigns which later evolved into the creation of the children’s park.
Yemurai:
<blockquote>Over time T2CMbare coordinated clean-up campaigns conducted every six weeks managed to restore a certain level of cleanliness in the areas surrounding the hostels in Mbare. However, the clean-ups have done little to tackle the bigger problem of waste management in Mbare. Refuse tends to pile up around skip bins that are infrequently collected, resulting in rubbish piles spreading out over a large space where children frequently play creating a health hazard for them.
To address the multi-faceted problem T2CMbare requested permission from the City Council to build a waste containment area to-house skip bins, and to also transform the hazardous landfill where children were regularly playing.</blockquote>
T2CMbare has worked with the residents of the area to reclaim the dumpsite. Work on the park was started in 2016 immediately becoming a goto play area for children in the area. Some challenges along the way have necessitated 2 refurbishments so far, in 2018 and in 2020. The park was official opened in March this year.
The Mbare children’s park was also done with the assistance of local companies and non-profits among them Delta, Battle of the Chefs, NemChem, Rooney’s, Oxfam, Catholic Commission for Justice and Peace, and the Environmental Management Agency.

PICTURES: Hazardous Mbare Dumpsite Transformed Into Children's Park

The government has said it has noted with concern circulating pictures and videos “purportedly” showing large crowds at an event in Mbare on New Year’s Eve.
In a statement on Friday evening, the Information Ministry secretary Nick Mangwana said such gatherings are not only illegal but potential coronavirus superspreaders.
Mangwana added that the Zimbabwe Republic Police (ZRP) has since been alerted and will issue a statement on the incident.
Meanwhile, former Herald editor Ceaser Zvayi has questioned police’s role or lack thereof in allowing the music concert to go ahead at a time the country is under a coronavirus-induced lockdown and curfew. He commented on Twitter:
<blockquote>Statements after the fact? Matapi Police Station is a stone’s throw from Chill Spot Records, I guess they saw no evil, heard no evil and said no evil on the day in question.</blockquote>
Freelance journalist Hopewell Chin’ono said the government should not pretend that it was not aware of the gala. He also commented on Twitter:
<blockquote>@daddyhope would like to inform Government that this event happened less than 100 meters away from Matapi Police Station.
The government should not pretend to be ignorant of this self-evident fact. Furthermore, the Government should not use the world “purportedly.”

Hundreds of people defied a police ban on big gatherings and parties due to the novel coronavirus, in Mbare township, Harare, last night.

PICTURES: Hundreds Of Mbare Residents Defied Police Ban On Gatherings On New Year's Eve

A ZUPCO bus belonging to TripTrans, yesterday at Mupedzanhamo Market in Mbare veered off the road and reportedly hit vendors who were selling their wares by the roadside and 8 cars who were on the road at that time, ZW News reports.
It was reported that the bus was headed to the company’s garage for servicing when the incident occurred. 10 people were injured in the accident that occurred on Saturday morning and they were reportedly taken to Parirenyatwa Group of Hospitals for treatment.
No fatalities have been recorded so far and ZRP confirmed the incident to the publication.

A ZUPCO Bus Veers Off The Road In Mbare, Hits Vendors And 8 Cars

Moses Sigauke, a nurse, on Monday appeared before a Mbare magistrate on routine remand on charges of incitement, his lawyers from the Zimbabwe Lawyers for Human Rights (ZLHR) have said.
Sigauke was arrested for allegedly recording a video in July while in detention at Mbare Police Station and posted it on social media calling on other nurses to join in demonstrating.
According to ZLHR, Sigauke was ordered to pay ZWL$500 in bail money for allegedly committing the offence. ZLHR said in a statement:
<blockquote>At Mbare Magistrates Court Moses Sigauke a nurse, appeared before Magistrate Zihove for routine remand on charges of incitement after he allegedly recorded a video in July while in detention at Mbare Police Station and posted it on Facebook encouraging nurses to join in demonstrating
Prosecutors alleged that Sigauke posted a message on Facebook which reads; “Ngatingouya tizadze camp tese tiite demo yedu tiri mu camp. Handiti ndimo munonzi muri illegal,” which when loosely translated means; “Let’s all gather at the police station and stage our demonstration.”
By posting such a message, prosecutors charged that Sigauke had incited nurses to gather at Mbare Police Station and demonstrate and cause violence. For allegedly committing this offence, Sigauke was ordered to pay RTGS$500 in bail money.</blockquote>
