Full statement by Zimbabwe’s Minister of Home Affairs and Cultural Heritage, Kazembe Kazembe, on the security situation ahead of the 23 August 2023 elections.
<blockquote>
As we approach Election Day, in my capacity as the Minister of Home Affairs and Cultural Heritage, I want to raise some critical issues of national security as Zimbabweans prepare to elect their preferred leaders for the next five years.
I am pleased to note that, despite isolated undesirable and violent regrettable incidences of politically motivated witnessed in some parts of the country, the general security environment has been characterized by peace and tranquility.
As the Security Forces, mandated to ensure lasting peace and security for all citizens, we remain vigilant, committed and determined to ensure that the prevailing peace and harmony is sustained, now and after the voting day.
Nevertheless, as we approach the voting day, we have noted with concern, several threats to national peace and security emanating from the actions of some political actors, whose conduct and pronouncements are tantamount to inciting violence before and after the voting period. These threats are illegal and in violation of the country’s laws.
The Security Forces have put in place adequate measures to decisively deal with the perpetrators and to guarantee sustained peace.
We have noted that, from the onset, His Excellency, President Emmerson MNANGAGWA has preached the gospel of peace, emphasizing the need for all political actors to encourage their supporters to be peaceful.
However, despite this clear call, some political leaders have chosen a different path, never at any time pronouncing themselves on the need to promote peace.
Rather, we have witnessed clear threats of violence in the event of unfavorable results for some.
The Security Forces are aware of machinations by some political leaders who are encouraging their supporters to picket around polling stations in the name of “defending their vote”.
We also know that some political parties are currently recruiting youths from urban areas, for deployment in some rural areas where they would co-ordinate these so-called “defend the vote” antics.
We are, however, aware that these conduct are machinations aimed at inciting violence. Section 90 of the Electoral Act and Sections 8 and 10 of the Maintenance of Order and Peace Act, prohibit gathering around Polling Stations and any unauthorized congregations, respectively.
This mischief must stop. The Security Forces are ready to descend on any persons who will be caught on the wrong side of the law.
The Security Forces are also alive to efforts by some local organisations and their international partners to deploy illegal communication systems in order to unlawfully transmit and announce unofficial and fake election results.
Anyone who intends to transmit and announce election results outside the mandate of the Zimbabwe Electoral Commission (ZEC) has no good intentions for the country’s peace and security.
As such, the transmission and publication of results by any person or body other than ZEC is unlawful, criminal and will be dealt with accordingly.
We have also noticed unprecedented interest and unwarranted interference in internal political processes by some local actors whose activities endanger our national security.
Some of these organisations have gone beyond observation and literally want to monitor and supervise electoral processes.
The State is ready to invoke the necessary instruments to deal with these also been other subversive organisatons.
There have been international players who have partnered with some subversive local players to deploy people in the country disguised as election observers/ researchers, yet in reality, are engaged in activities that threaten peace in the country. Such characters will be exposed and deported without fear.
The nation is assured that the Security Forces are fully prepared to deploy all their might throughout the election season and beyond in order to deal with any mischief makers.
The Zimbabwe Republic Police, in particular, will be adequately deployed to ensure that people exercise their political rights in peace.
This statement, therefore, serves to warn all those who wish to disturb the peace and tranquility that we, as the Security Forces, will not hesitate to defend the Constitution in order to please a few individuals who have no interest in the sustenance of national peace and security.
Zimbabweans have the right to elect the leaders they want in peace. Those who win the imminent elections are expected to demonstrate magnanimity as they celebrate their victory.
Likewise, those who will emerge unsuccessful should gracefully accept the will of the people and encourage their supporters to embrace the outcome.
On behalf of the Security Services, I wish the country a peaceful election and conduct that demonstrates the matured democracy that we have become.

Kazembe Warns "Mischief Makers" During And After Elections

The Government has declared 23 August 2023 a public holiday as the date was proclaimed the day for general elections by President Emmerson Mnangagwa several months ago.
According to General Notice 1345A of 2023 published in the Government Gazette on 21 August, the Minister of Home Affairs and Cultural Heritage, Kazembe Kazembe declared the 23rd of August a public holiday in terms of section 38(2) of the Electoral Act [Chapter 2:13). Reads the notice:

IT is hereby notified that the Minister of Home Affairs and Cultural Heritage, in terms of section 38(2) of the Electoral Act [Chapter 2:13), has declared that the 23rd of August, 2023, shall be a public holiday for the purposes of polling for the 2023 harmonised elections.
</blockquote>
Zimbabweans are scheduled to elect the new President, Members of Parliament and Local Government representatives on 23 August to serve for the next five years.

23 August 2023 Declared A Public Holiday

The Zimbabwean government has issued a warning to individuals involved in political violence ahead of the upcoming harmonised elections. Home Affairs Minister Kazembe Kazembe stated that regardless of their political affiliations, perpetrators will face legal consequences for their actions.
Kazembe emphasised that the government does not condone violence under the pretext of election campaigns. He said the Police Commissioner General has been directed to arrest those responsible for violence without bias. He said:
<blockquote>
We are disturbed by the recent emergence of pockets of political violence in some parts of the country as the nation prepares for the pending harmonized elections scheduled for August 23, 2023.
Government does not condone acts of violence by individuals, groups, or political parties under the guise of campaigning for the elections. My ministry has directed the Police Commissioner General (Godwin Matanga) to arrest perpetrators of violence without looking at one’s political stature, status, identity, or financial muscle.
All malcontents who want to damage the image of the country and discredit the forthcoming elections will have themselves to blame.
</blockquote>
Kazembe’s remarks come in the aftermath of the brutal murder of Tinashe Chitsunge, a supporter of the Citizens Coalition for Change (CCC), allegedly by Zanu PF supporters in Glen View South. Additionally, the opposition reported an attack on their supporters by ruling party supporters in Nyanga, although the police are yet to confirm the incident. Kazembe stated that the police will determine whether the Nyanga incident involved politically motivated public violence.
Kazembe expressed concern over recent incidents, including the brutal murder of a Citizens Coalition for Change (CCC) supporter in Glen View South, allegedly by suspected Zanu PF supporters. Police investigations into the murder have intensified. Kazembe acknowledged that violence has historically occurred before and after elections and stressed that the police will thoroughly investigate every crime, determining whether it was politically motivated or not. He said:

Violence is violence. Police need to find out if it was politically induced. We have always had violence even before the elections and we will always have violence after the elections.
All I can assure you is that police are leaving no stone unturned at every crime committed. They will only establish what type of violence it was after investigations. With any form of violence, some people will be accounted for. There are no sacred cows. No matter where you belong, violence is violence, crime is crime, and it will be dealt with accordingly.

Kazembe also mourned Tinashe Chitsunge. He said:
<blockquote>
My ministry deeply regrets the loss of life which occurred and passes its condolences to the family of Tinashe Edson Chitsunge. The Zimbabwe Republic Police (ZRP) has since arrested 12 suspects in connection with this sad incident.
</blockquote>
He highlighted that the government’s security forces are vigilant and ready to address criminal elements before and after the elections. He urged political leaders to ensure their supporters refrain from engaging in any form of violence.

Zimbabwean Govt Warns Against Political Violence Ahead Of Upcoming Harmonised Elections

The Government says it has availed more resources for the Lotteries and Gaming Board and other agencies to clamp down on organisers of illegal lotteries and gaming activities.
Speaking during a visit at the Lotteries and Gaming Board offices in Harare on Monday, Home Affairs and Cultural Heritage Minister Kazembe Kazembe said organisers of illegal lotteries will be arrested and face the full wrath of the law. He said:

I want to warn these illegal operators and implore my officers to understand that there are no sacred cows within the gaming industry.
All perpetrators of crime ought to be met with an equal measure of justice.
</blockquote>
Kazembe commissioned three Toyota GD6 vehicles to improve operational efficiency on the board.
He also disbursed $120 million to eight organisations and another US$3 000 to the Sports and Recreation Commission (SRC). Said Kazembe:

This will undoubtedly improve operational efficiency. Cases of illegal operators are being reported and with the procurement of these reliable vehicles, the Lotteries and Gaming Board’s response will be enhanced.
Our operators, some of whom transgress wantonly, should appreciate that with these vehicles, the Lotteries and Gaming Board will not take long to be at their doorstep.
It is my hope that these vehicles will enhance the supervision efforts by the Regulator, hence reducing the propensity or appetite to transgress by mischievous elements that are making it difficult for the legitimate operators.

The Lotteries and Gaming Board is the Regulatory Board in Zimbabwe with the governance and supervision responsibility of all gaming activities.

Kazembe Warns Illegal Lotteries And Gaming Operators

Late former President Robert Mugabe’s son, Bellarmine Chatunga Mugabe has been issued with an arrest warrant after skipping court over malicious damage to property and an assault cases.
Chatunga (25) allegedly confronted Home Affairs Minister Kazembe Kazembe’s driver and smashed the car’s window panel before assaulting him, reported <a href="https://www.zimlive.com/warrant-of-arrest-for-chatunga-after-kazembe-car-smashed/">ZimLive</a>.
He was arrested with an accomplice, Tatenda Chinyuku for the violent act against one Lazarus Pairemanzi.
Pairemanzi is employed by Learbridge Technology Pvt Ltd, a company owned by the ZANU PF Mashonaland West chairman.
According to court documents, Mugabe was in the company of Chinyuku last week when the duo encountered Pairemanzi and began accusing him of driving improperly. Reads court papers:

On the 11th day of April 2023 and along Samora Machel towards 7th street and at around 1830hrs, the complainant was driving his motor vehicle and the accused persons approached the complainant with an unmarked Mercedes Benz and blocked him.
The accused persons then disembarked from their vehicle and went to the complainant accusing him of driving in a bad manner.
The complainant closed his window and the accused persons then damaged the right window panel of the complainant’s vehicle.
After the accused persons damaged the complainant’s window panel as alleged in count one, the accused persons further went on to assault the complainant with clenched fists and open hands on the face and head several times. The accused acted unlawfully.

Mugabe and Chinyuku appeared before Harare magistrate Dennis Mangosi on Friday facing two counts of malicious damage to property and assault.
They were remanded out of custody and were supposed to appear before the court again on Sunday for the withdrawal of their case. However, only Chinyuku attended.
The magistrate ordered Chinyuku to appear back in court on May 30 for routine remand before issuing a warrant of arrest against Mugabe.

Arrest Warrant Issued For Bellarmine Chatunga Mugabe

The Civil Registry Department is set to embark on a mop-up mobile national registration blitz ahead of general elections that will be held later this year.
In a ministerial statement that he delivered in the National Assembly on Thursday, Home Affairs and Cultural Heritage Minister, Kazembe Kazembe, said:
<blockquote>
Preparations are underway to conduct a mop-up national mobile registration exercise before the general elections.
This is an opportunity that will be given to those who failed to obtain or replace their identity documents during the initial exercise.
The dates for the mop-up exercise will be announced in due course.

Last year, the Civil Registry Department conducted a similar exercise between April and September.
The Department said it issued 1 804 256 birth certificates,1 345 719 national identity documents and 53 414 death certificates during the period.
Kazembe said the mop-up mobile national registration blitz will be done at no cost to individuals and would be held before the Zimbabwe Electoral Commission (ZEC) embarks on its voter registration blitz.

Civil Registry Department Set Conduct A Mop-up Registration Blitz

Home Affairs and Cultural Heritage Minister Kazembe Kazembe and Police Commissioner General Godwin Matanga have been ordered to pay US$53 596 benefits to a former police officer who was discharged in 2010 after he was wrongly convicted.
The former police officer, Anatos Mpofu, sued the two after they refused to comply with a 2010 court order directing them to pay him.
High Court judge Justice Nyaradzo Priscilla Munangati Manongwa ruled that Kazembe and Matanga were in default before she fined them ZWL$100 000. She said:
<blockquote>
Whilst the applicant had sought the imprisonment of respondents, he cited their offices as opposed to individuals.
An order for committal is incompetent against an office. Only an individual can be committed to prison.
In that regard, I find it proper to impose a fine. As the applicant is a self-actor it can be understood that he missed this fact.
In the result, it is ordered that the first, second and third respondents be and are hereby declared to be in contempt of court for failure to comply with the court order in HH 08/11.
The first, second and third respondents are each sentenced to a fine of $100 000.
</blockquote>
In court papers, the Salaries Service Bureau (SSB) was also cited as the third respondent. The judge said:

The first, second and third respondents shall make payment of US$53 596.46 into the applicant’s account at CBZ Norton Branch account number 66961085260019 together with interest at the prescribed rate calculated from 29 September 2010 to date of final payment within 14 days of service of this order.
</blockquote>
Mpofu was a police officer before he was summarily dismissed from the force following conviction in a criminal matter.
He then successfully appealed against the conviction and later sought reinstatement to the force.
Mpofu then instituted proceedings before he won the case in 2011.
In 2011, the High Court ordered the three to pay the applicant damages in lieu of reinstatement in the sum of US$58 131 being arrears salaries, bonuses, accommodation, leave days and medical services.

Kazembe, Matanga Ordered To Pay Former Police Officer US$50 000

Zimbabwe and China have renewed their extradition treaty with effect from 23 December 2022.
This was announced by Zimbabwe’s Minister of Home Affairs and Cultural Heritage Kazembe Kazembe.
According to Statutory Instrument 214 of 2022, Extradition Treaty with the People’s Republic of China, 2022, gazetted on 23 December, Kazembe repealed the original gazetting but replaced it with the identical renewed version.
Zimbabwe and China first signed the treaty on 5 September 2018.
Under the treaty, each country undertakes to extradite to the other those found in its territory and wanted by the other country for trial on criminal charges for a crime common to both countries or to serve their sentence if they have already been tried.
Neither country, however, has to extradite its own nationals, but in that case, it undertakes to handle a prosecution under its own law.
Extradition has to be for something that is a crime in both countries and carries a jail term in both countries of at least one year.
However, both countries have to refuse extradition for political offences, but terrorism offences and the like defined under international conventions are not regarded as political.
Neither country is allowed to extradite if they have substantial grounds for believing that the resulting prosecution is on account of the person’s race, sex, religion, nationality or political opinions, of if they fear the trial may be influenced by those factors.

Zimbabwe, China Renew Extradition Treaty

Home Affairs and Cultural Heritage Minister, Kazembe Kazembe, has said a pilot smart traffic management project done in Harare recently showed that at least 1 000 traffic crimes were committed in less than two hours on a single stretch of road.
Kazembe made the revelations while speaking at the 2022 Senior Officers Conference this week. He said:

There was a company that came and did some demonstration to show how traffic management works and the pilot project which was done along Samora Machel road to show how many traffic offences were being committed every hour. Surprisingly there were 1 000 violations in two hours out of 2 500 vehicles.
That’s almost 50% on one road only between 2 O’clock and 4 O’clock. So we can safely say just in Harare alone, there is a possibility of making US$100 000 in one hour if we charge these traffic offenders.
</blockquote>
Kazembe said the government intends to fully implement real-time electronic monitoring of roads, and receipting and reconciliation of fines to curb traffic crimes. He said:

This was approved by the Cabinet which will see the three departments; police, immigration and civil Registry integrated on one platform.
Everything will be computerised, it will make it easy for us to detect crime and it will bring efficiency into our service delivery. It will also bring revenue.
The system that we are talking about is going to be deployed and I promise you that by the time we get to April-June next year, we will be having this system in the country.
The cameras will automatically detect traffic offences such as drinking while driving and so on.
Once we deploy these, police won’t bother you on the roads because their welfare will be well taken care of.
They won’t have any reason to be asking for money at roadblocks as the system will now be bringing revenue.
So this is the route that we are going to take and it’s unavoidable.

"Over 1 000 Traffic Crimes Committed In Harare CBD In Two Hours"

Home Affairs and Cultural Heritage Minister Kazembe Kazembe this week infuriated opposition MPs In Parliament after he said the police does not act on social media posts and “drama” about politically-motivated violence.
This is despite the fact that the State relied on a video posted on social media to build a case against opposition MPs Job Sikhala and Godfrey Sithole for alleged incitement to violence in Nyatsime in June this year.
Mutare Central MP, Innocent Gonese (MDC Alliance), asked Kazembe to explain measures his ministry was taking to curb increasing acts of political violence.
Gonese made reference to violence against CCC activists perpetrated by suspected ZANU PF activists in Matobo and Insiza last month.
The violence left Bulawayo Proportional Representation MP Jasmine Toffa hospitalised. In response Kazembe said:

The President is on record denouncing political violence. As such the police and I have said that nobody is above the law. The police do not act on social media and drama.
</blockquote>
Kazembe’s remarks sparked outrage resulting in a harsh exchange of words with the minister led by CCC secretary-general Charlton Hwende.
They invited Toffa, whose hand was in a sling, to stand up.
But Kazembe scoffed at the opposition MPs who were demanding answers.

Kazembe Claims Victims of Political Violence Dramatise Attacks

Defence minister Oppah Muchinguri-Kashiri and Home Affairs colleague Kazembe Kazembe lamented the dire state of affairs in the security services.
Muchinguri-Kashiri said the poor budgetary support for the ministry had resulted in soldiers being the subject of public ridicule and insults, according to <a href="https://www.newzimbabwe.com/govt-funding-crisis-soldiers-fed-sadza-and-beans-publicly-ridiculed-says-defence-minister-police-situation-desperate-warns-home-affairs-colleague/">NewZimbabwe</a>.
Speaking during the ongoing Parliamentary consultations for the 2023 national budget held in Harare at the weekend, Muchinguri-Kashiri said:

Soldiers do not have adequate accommodation; they need to be in barracks.
They are given all sorts of names, they use public transport, they are insulted on a daily basis and whilst on duty, they sometimes go without food.
On the food items they are supposed to be getting 53 items but this has been reduced to five items only. Soldiers were going for Sadza and beans without cooking oil daily.

Home Affairs minister Kazembe Kazembe said the situation was equally bad for the country’s police service. He said:
<blockquote>
The police force situation is very desperate.
You should actually be thanking the police that we still have sanity and tranquillity in our country because of the situation these men and women are going through.

ZANU PF’s Buhera South legislator Joseph Chinotimba warned the ministers to remember that their security was provided by these disgruntled officers, adding that the situation was a national security threat.

You are all being guarded by these security forces.
A soldier is the last person to defend the country. Let us be serious. You cannot feed a soldier with beans. Kuhondo taiti Gandanga haridye derere mukoma! Vapeyi mari kubva nhasi!
</blockquote>
Parliament’s Defence Committee Chairperson Levi Mayihlome (ZANU PF) added that there is gross disgruntlement over police transport allowances.
Independent Norton legislator, Temba Mliswa questioned the prioritisation of scarce resources pointing out that while critical services were underfunded, the government still managed to find the money for ministers’ vehicles and housing loans.
He claimed ministers had two government issue luxury vehicles, adding they were also given housing loans of US$500 000 each.
Speaker Jacob Mudenda challenged Parliamentary committees and government departments to come up with domestic resource mobilisation strategies to help alleviate poverty across the country.

Ministers Lament The Dire State Of Affairs In The Security Services

The Minister of Home Affairs and Cultural Heritage, Kazembe Kazembe, is in Dubai, United Arab Emirates, on an official visit.
According to the <a href="https://www.wam.ae/en/details/1395303093733">Emirates News Agency</a>, Kazembe visited the Dubai Police General Headquarters and Dubai Smart Police Station (SPS) at City Walk recently.
Kazembe was welcomed by Major General Dr Adel Al Suwaidi, Director of Jebel Ali police station, Chairman of the Board of Directors of Police Stations and a number of senior officers. Reported the Emirates News Agency:

Toward the end of the visit, Kazembe expressed his appreciation for the warm reception and praised Dubai Police’s utilisation of the latest technologies.

Home Affairs and Cultural Heritage Minister Kazembe Kazembe has accused opposition political party leaders of inciting violence saying they are fearful of losing in the 2023 elections.
Responding to questions in the Senate, Kazembe said those found to be on the wrong side of the law with be dealt with accordingly. He said:

Zimbabwe is a peace-loving country. For some reason we know, some people can’t wait for the elections and maybe they are worried that they are going to lose.
2023 is around the corner, but because someone is scared, they resort to violence because they are scared.
We are aware that people have an agenda to destabilise the country to suit their political agenda, but we do have the law and able men (who) can deal with those malcontents.
It’s now in the public domain that politicians incite public violence and tell people to kill others and burn houses. The law will take its course.

This follows an orgy of violence that rocked the Nyatsime area in Beatrice recently after a CCC member, Moreblessing Ali, was murdered by Pius Jamba, an alleged ZANU PF activist.
Ali’s brutal murder has also attracted global attention and condemnation.

Opposition Politicians Inciting Violence, Says Kazembe

Home Affairs and Cultural Heritage Minister Kazembe Kazembe and the Zimbabwe Republic Police (ZRP) Commissioner-General Godwin Matanga escaped serving jail time after paying ZWL$140 000 to a woman who was teargassed by police officers in 2019.
In 2019, a Harare magistrate ordered Kazembe and Matanga to compensate the woman but they have been avoiding doing so for the past three years.
They only compensated the woman recently after she filed an application at the High Court seeking an order for contempt of court against the duo in 2021.
A statement issued by the Zimbabwe Lawyers for Human Rights (ZLHR) on the matter reads:

ZIMBABWE Republic Police (ZRP) has paid more than ZWL140 000 as compensation to a Harare woman who was tear-gassed by some law enforcement agents three years ago.
Fifty-eight-year-old Mavis Muzari was left nursing injuries and hospitalised at Parirenyatwa Group of Hospitals after four slipshod ZRP officers indiscriminately threw a tear gas canister inside a commuter omnibus which landed on her lap.
As a result of the negligent police conduct, Muzari was left bleeding from her nose, suffered high blood pressure, sustained a serious injury to her foot including some bruises and felt pain all over her body.
This compelled her to engage Tinashe Chinopfukutwa of Zimbabwe Lawyers for Human Rights in 2019 to sue ZRP Commissioner-General Godwin Matanga and Home Affairs and Cultural Heritage Minister Hon. Kazembe Kazembe for damages amounting to ZWL142 170 for violation of her fundamental rights including loss of income, pain and suffering, embarrassment, humiliation and future medical expenses.
Since 2019, ZRP and Hon. Kazembe had vacillated to compensate Muzari and in 2021 she filed an application at the High Court seeking an order for contempt of court against Hon. Kazembe and Matanga and asking them to comply with the Harare Magistrate Court’s decision compelling them to pay a judgment debt of ZWL142 170.
Now, Matanga and Hon. Kazembe have evaded serving jail time after the law enforcement agency notified Chinopfukutwa and provided proof of payment indicating that it had settled Muzari’s judgment debt.
Muzari is the latest person among dozens of people who in recent years have won compensation from ZRP after suing for damages arising from the violation of their rights as a result of the wayward conduct of some police officers in the execution of their law enforcement duties.

Kazembe Escapes Jail After Compensating Woman (58) Teargassed By Police In 2019

Home Affairs and Cultural Heritage Minister Kazembe Kazembe said that police will not hesitate to arrest perpetrators of politically-motivated violence regardless of their political affiliation.
Speaking on Zimpapers Television Network (ZTN), Kazembe said citizens are free to express themselves without resorting to violence. He said:

Violence is not tolerated at all regardless of who does it or perpetrates it. We are saying no to violence. President Mnangagwa is on record saying no to violence and he means it.
He has directed us to ensure that anyone involved in political violence should be accounted for. No one is above the law.
We are saying no to political violence, we have come a long way and believe that we do have some good levels of democracy in this country where people are free to express themselves.
As you have noticed people can insult anybody not that it is a good thing, but clearly shows that there is democracy in this country.

Kazembe’s remarks came after one person was killed while several others were injured when violence broke out during a Citizen Coalition for Change (CCC) campaign rally at Mbizo 4 Shopping Centre in Kwekwe on Sunday.
CCC supporters have also been victims of politically-motivated violence in Harare East, Mabvuku and Chitungwiza in recent weeks.

No To Politically-motivated Violence - Kazembe

Some senior ZANU PF officials in Mashonaland Central Province have vowed not to recognise Home Affairs Minister Kazembe Kazembe’s controversial re-election as chairperson last week, even if the Politburo endorses his victory.
Kazembe defeated businessman Tafadzwa Musarara amid reports of violence and massive rigging.
Some party officials described the election as a sham after widespread reports of poll anomalies were noted in Mbire and Muzarabani, two of the constituencies that gave Kazembe victory.
A ZANU PF official who spoke to NewZimbabwe.com said they expect an election re-run especially in Mbire, Guruve, and Muzarabani where much of the rigging allegedly took place. Said the official:

I was part of the election officials at the provincial level. Kazembe not only cheated but used violence and intimidation as well and it will be a big mistake if the Politburo endorses that election result.
The battle is not over yet. We are expecting elections to be re-done, especially in Mbire, Guruve, and Muzabani where much of the cheating happened.
If KK is to be declared winner, it will be the first time for someone in Mash Central to win Mazowe and Mt Darwin and still lose the election.

Meanwhile, earlier this week, ZANU PF national political commissar Mike Bimha said that there was no winner yet in the election.
Bimha said the Politburo, the party’s highest decision-making organ outside congress, was still in the process of “verifying” the results before winners can be announced.
Losing candidates in several provinces that include Harare, Manicaland, and Mashonaland East lodged appeals against the results.

ZANU PF Mash Central Officials Vow To Make Province Ungovernable

War veterans in Mashonaland Central province have demanded a re-run of Tuesday’s provincial elections alleging massive poll rigging.
In a letter addressed to the party’s leadership on Thursday, the war veterans said the outcome of the elections does not reflect the wishes of the people.
ZANU PF is yet to release official results for the provincial elections, with the party’s political commissar Mike Bimha on Thursday reported as saying the results would be announced when they are ready.
However, unconfirmed reports indicate that in Mashonaland Central, Home Affairs and Cultural Heritage Minister Kazembe Kazembe defeated businessman Tafadzwa Musarara in the provincial chairmanship race.
A letter addressed to ZANU PF national leadership signed off by Zimbabwe National Liberation War Veterans Association (ZNLWA) provincial chairman Sam Parirenyatwa, reads:

There is a serious outcry over the way the elections were conducted and the clear evidence of rigging which renders the results not a reflection of the wishes of the people of Mash Central.
This will most likely pose serious challenges for the new administration to effectively unite and run the province most effectively, a challenge the outgoing administration has perennially encountered. More so as we edge towards 2023 with our five million vote vision.

In the letter, the ex-combatants raised several alleged irregularities that characterised the election.
They claimed some polling officers took ballot papers to their homes overnight.
The war veterans also said campaign agents of candidates were allowed to distribute voting material on their own resulting in ballot papers missing especially in Mt Darwin, Muzarabani, Mbire and Guruve.
They further claimed that some candidates, especially those in the District Coordinating Committees (DCCs), were allowed to contest in the election in direct violation of the election rules and regulations.
Some candidates’ names were missing at some polling stations suggesting a deliberate strategy to exclude them. Read the letter:

Vote-buying and intimidation were rife at some polling stations especially in Mbire and Guruve and this contributed to eligible voters not being able to cast their votes. 
Despite most voters failing to vote, the results sheets reflected a massive turnout which is clear evidence that the election process was seriously manipulated.
There is irrefutable evidence that some ballot papers in Muzarabani and Mbire, were taken home overnight and only brought to the centres the following morning.
These papers were being worked on overnight to ensure a preferred outcome.

War Veterans Push For ZANU PF Provincial Elections Rerun

Riot cops reportedly fired warning shots to disperse ZANU PF supporters after violent clashes erupted in Centenary, Mashonaland Central province Tuesday night.
The cops were called after camps belonging to bitter rivals, Home Affairs minister Kazembe Kazembe and businessman Tafadzwa Musarara, viciously attacked each other in the immediate aftermath of the election.
NewZimbabwe was told by sources from Mashonaland Central province that the violent clashes started after Musarara defeated Kazembe at the local district, prompting jubilant street celebrations by his supporters.
Sources said Musarara’s supporters, upon getting wind of the favourable result, broke into song and dance as they raced through streets in the farming town.
This did not go down well with Kazembe’s supporters, who – armed with logs and stones – descended on them.
Musarara’s supporters, however, stood their ground and fought back, briefly turning Dandamera suburb into a battlefield. An official from the province who witnessed the drama said:

Riot police fired shots yesterday to quell violence at Dandamera. Musarara’s supporters started to celebrate on the streets of the high-density suburb, and this incensed the Kazembe supporters who then pounced on them.

Riot Police Fire Warning Shots To Disperse ZANU PF Supporters After Violent Clashes

Home Affairs minister, Kazembe Kazembe reportedly sent police officers to beat up a whole village in Musana Communal Lands in a development viewed by some as intimidation of opponents vying for the ZANU PF provincial chair he currently holds.
Sources told NewZimbabwe that villagers were savagely beaten before they were arrested. The publication further reports that the official version of the story says the incident was in retaliation to an assault on a police officer earlier but sources believe that was merely a scapegoat used by Kazembe to disrupt party members who were conducting district elections. Said a source:

The Mashonaland Central Zanu PF leadership descended to Mupandira Business Centre in Musana on a fact-finding mission after party officials were beaten by police officers at the instruction of Kazembe. The area is believed to be a stronghold for his opponents, and he is taking no prisoners.

A party official said armed police officers came from Bindura with three unmarked vehicles and they also had vicious dogs. Added the official:

They then started beating everyone, including Zanu PF officials who were conducting district elections nearby. They were tearing Zanu PF regalia. Party members were handcuffed and beaten by police officers and had dogs set on them while in handcuffs.
After that, they entered into a nearby village and started beating people indiscriminately. This was clearly done to make it appear as if they were not targeting party officials. They seized people’s axes and other home tools.

Kazembe reportedly visited the area in a haste and ordered the immediate release of ten party officials and that charges against them be withdrawn.
A six-member delegation was then sent to meet President Emmerson Mnangagwa at State House in Harare Monday to brief him of the particular incident and other cases of violence and intimidation rocking the province since the ongoing restructuring exercise kicked off three months ago.
Investigations are still underway to ascertain what really transpired as reports say some plain-clothed police officers and other people were seen in the area before the violent attacks.

Kazembe Accused Of Sending Police To Beat ZANU PF Officials At Polling Station

Zimbabwe has disowned the <a href="https://zero.pindula.co.zw/govt-engages-private-company-to-solve-passport-crisis/">Belgian company that was previously reported to have been contracted to produce e-passports,</a> national identity cards and birth certificates.
The U-turn came amid revelations that the company, Semlex, had a dodgy history and apparently got the contract without going to tender.
Semlex, as shown on its website, offers services to several African countries, among them Mozambique, Gabon, Gambia, Guinea Bissau, Kenya, Madagascar, Mozambique, Niger, Uganda, DRC, Tanzania, Rwanda, Senegal, Somalia, Togo and Senegal,
The services include the supply of passports, voter cards, biometric driving licenses, visas and resident permits. 
Home Affairs minister, Kazembe Kazembe, recently told Zimlive, that Semlex had been contracted to produce e-passports, birth certificates and national identity cards that would be used to create a national biometric database.
This would be on a “Build Own Operate Transfer” basis, with Semlex producing the documents at no cost to the government and recouping its expenses from the revenue generated.
However,<a href="https://grazersnews.org/archives/217700"> Grazers News asked Kazembe</a> how Semlex got the contract without going to tender as required by the law and whether the government was aware of the company’s alleged track record of corruption.
Minister Kazembe flatly denied any links with the Belgian company and repeated the denial in a follow-up interview. He said:

There is no contract with Semlex of Belgium. Government has no contract with the company.
</blockquote>
Open source searches have revealed that, in January 2018, police in Belgium searched the headquarters of the company and the home of its chief executive officer, Albert Karaziwan, after linking the firm to money laundering and corruption.
In Comoros Islands, located in East Africa, 170 passports supplied by Semlex were cancelled in 2018 after it was discovered that they had been improperly issued to foreigners—mainly Indians—by the company.
A report produced in September 2020 by the Organised Crime and Corruption Reporting Project (OCCRP) after investigations, indicated that Semlex “used bribes, kickbacks and insider dealing to secure contracts around the world, inflating the cost of vital documents for ordinary citizens while lining the pockets of wealthy elites.”

Zimbabwe Disowns Corruption-accused Belgian Passport Making Company

ZANU PF Mashonaland Central Provincial Chairman Kazembe Kazembe reportedly suffered a major defeat after the party’s commissariat department reversed his decision to co-opt new members into the Provincial Executive Committee (PEC).
Reports suggest Kazembe, who is also the Home Affairs and Cultural Heritage Minister, called for a PEC meeting which he chaired and managed to co-opt four members, three of whom are his allies who were allegedly put to fight in his corner.
Kazembe was accused of demoting the provincial political commissar known as Tsine to the post of vice-chairperson, a less influential post.
He also co-opted one Kararira who is his close ally and his right-hand man, Mudzingwa, was made the vice secretary for security.
Mazowe Central member of parliament Sydney Chidamba was also co-opted to deputy secretary for finance.
However, ZANU PF Acting National Political Commissar Patrick Chinamasa confirmed that the co-options are illegal therefore null and void.
Kazembe is accused of making the co-options in a move to consolidate his power base ahead of provincial elections set to be held in line with the ZANU PF constitution.
He reportedly faces competition from James Makamba, Lazarus Dokora, Sam Parirenyatwa, and Monica Mavhunga who are vying for the Provincial chairmanship.
Kazembe has been accused of using his position in Government to cause the arrest of his opponents on trumped-up charges. Bulawayo24 quoted a ZANU PF official as saying:

Nicholas Goche fell victim to Kazembe’s wrath after he was arrested on livestock allegations at the behest of Kazembe who is the Minister responsible for the police.
Lazarus Dokora the chairman of the ZANU PF Mash Central working committee for the party’s National People’s conference was also demoted by Kazembe from chairman to coordinator.
Kazembe unilaterally demoted Dokora after reports that Dokora was a clear favourite to land the provincial chairmanship.

Home Affairs Minister Kazembe Kazembe and Mashonaland Central Minister of provincial affairs Monica Mavhunga have teamed up against Sam Parirenyatwa who is the War veterans association chairperson for Mash Central.
Parinyatwa is reportedly eyeing the provincial chairmanship that is currently held by Kazembe.
The challenge reportedly prompted Kazembe and Mavhunga to mobilise war veterans from the ZANU PF league which is a rival camp to sign a petition or vote of no confidence to Parirenyatwa.

However, there is resistance from war vet association members who are supporting their leaders. Said a war vet from the association:
<blockquote>_We know Kazembe and Mavhunga are using their ministerial powers to tarnish Pari since he is going to contest Kazembe on the Chairmanship hence the two want him to be booted out by war veterans from the league but that is not possible._</blockquote>
Another war veteran from the league said Pari was corrupt after he allegedly took pigs meant for war veterans. Said the source:
<blockquote>_We are not happy with Parirenyatwa because he took pigs last year meant for war veterans and used them for his own use hence we are writing a petition._</blockquote>
Kazembe who has been accused of using the police to block other aspiring candidates could neither confirm nor deny the allegations. Emotional Kazembe told Bulawayo24:
<blockquote>_You never write good about Kazembe just write what you want._</blockquote>
Parirenyatwa dismissed reports that say he converted pigs meant for community projects to personal use. He added:
<blockquote>_As for my aspirations I have not shown my interest so if there are chances of blocking me I am still surprised because I am still quiet._</blockquote>

Kazembe, Mavhunga Team Up Against Veterans Chair

Ziyambi Ziyambi’s imposition of Abia Mujere as leader of ZANU PF in Mashonaland West has reportedly fuelled tensions within the ruling party.
The imposition is said to have triggered tensions and objections from a camp said to be linked to Mashonaland West Provincial Affairs minister Mary Mliswa-Chikoka.
Resultantly, Patrick Chinamasa, the party’s acting political commissar, was forced to intervene to prevent the situation from degenerating into chaos.
Said Chinamasa in a letter copied to the party chairperson Oppah Muchinguri-Kashiri and secretary for administration, Obert Mpofu:
<blockquote>_The communication is to inform you that Cde Abia Mujere is, and remains the appropriate acting chairman for Mashonaland West province pending the conduct of provincial elections scheduled to take place countrywide at a date to be announced in due course._
_This clarification should put to rest the dispute with some party members over this matter. The province is advised that no co-options for any vacant posts should be made without authorisation from the acting secretary for the commissariat._</blockquote>
The squabbles come amid reports that there have been fights in Mashonaland Central province where provincial chairman Kazembe Kazembe is reportedly blocking individuals who are preparing to challenge him in the polls.
Reports suggest that Kazembe has been growing increasingly unpopular with party structures in the province and that he is using intimidatory tactics to hold on to the post of chairperson.
Insiders alleged that some of Kazembe’s tactics included waging a smear campaign against his rival, Walter Makamba while businessman Tafadzwa Musarara is also said to be interested in the post.
Kazembe, however, dismissed the allegations, saying no individual within the party had the power to block anyone from contesting in an election adding “people create fake stories about me.”
In the Midlands, sources said there were serious fights over who should lead the province.

Ziyambi's Appointment Fuels Tensions In ZANU PF

The government has awarded a tender to an unnamed private company to print national identity document (IDs) cards and passports under a build operate and transfer (BOT) agreement in a bid to ease the current backlog.
This was revealed by Home Affairs and Cultural Heritage Minister Kazembe Kazembe during a question and answer session in Parliament on Wednesday last week.
Responding to Uzumba MP Simbaneuta Mudarikwa (ZANU PF)’s question on government plans to ensure Zimbabweans have access to identity documents and passports, Kazembe said:
<blockquote>Government recently approved the engagement of a private company on a BOT arrangement which is going to, not only issue passports but also issue birth certificates and IDs.
Indeed, they are going to deploy an integrated solution… So, in our view, this is the solution to our problems.
I want to say this initiative by the government is going to end all these troubles because this company has done this in more than 25 countries and they have offered to do this to Zimbabwe.
The government of Zimbabwe is not paying anything for it; they will recover their money from the revenue that they will collect from the passport.</blockquote>
The Registry Department is battling to clear a passport backlog of over 200 000 units, owing to, among others, a lack of foreign currency to import printing materials.
At present, the department is printing an average of 2 000 passports per day against its capacity of nearly 8 000 documents.
An ordinary passport now costs US$60, a three-day passport US$200 and an emergency 24-hour passport costs US$318 or the Zimbabwean dollar equivalent at the prevailing exchange rate.

Home Affairs and Cultural Heritage Minister Kazembe Kazembe has directed the police to immediately put to an end the rampant child kidnappings, ritual killings, traffic chaos caused by pirate taxis and general armed robberies targeting families and individuals with large sums of cash.
Addressing police commanders in Harare on Wednesday, Kazembe also lambasted the behaviour of some police officers in public places, such as drinking in uniform and engaging in untoward behaviour. He said:
<blockquote>What is more worrisome is that in most instances, the victims are later found dead. Government is deeply concerned that the nation is being robbed of future leaders.
The onus is on you as (ZRP) Commanders to come up with robust strategies to bring this to an end.
We should remain mindful of the fact that we have a constitutional mandate to protect life and property.</blockquote>
There are concerns that some of the pirate taxis that have turned Harare into a traffic jungle belong to police officers, some of whom drive the vehicles wearing police uniform to get easy passage at police checkpoints. Said Kazembe:
<blockquote>… it is undeniable that this scourge has reared its ugly head once again and the level of lawlessness is unfathomable.
More disturbing is the alleged involvement of police in some of the syndicates and abetting the lawlessness. And this cannot surely be allowed to continue.
At times, we find ourselves asking, are these real police officers? Cases where we are witnessing some police officers drunk in uniform and in public are becoming rampant. There is a need to restore discipline among the rank and file.</blockquote>
The Minister also raised the issue of rogue police officers who are colluding with bottle stores and bar outlets resulting in the illegal sale of liquor in violation of COVID-19 regulations.
Meanwhile, Kazembe said the government was aware of the various challenges being faced by the Zimbabwe Republic Police (ZRP) in the execution of its mandate.
He assured the police commanders that concerted efforts were being made by the government to avail the requisite resources which include modern policing technological gadgets and equipment.

Kazembe Breathes Fire To Police Commanders

Home Affairs and Cultural Heritage Minister Kazembe Kazembe on Saturday said the integrated Information Communication Technology (ICT) solution being established for the Ministry will enable people to apply for passports and make an appointment with the Registrar General’s (RG) Office online.
Kazembe, who is the ZANU PF Mashonaland Central provincial chairperson, was speaking at a special party Provincial Coordination Committee meeting on Saturday.
He said when the system eventually takes off, no one will be required to physically visit the RG’s Office for a passport as the collection will be done at the applicant’s nearest Post Office.
The system will computerise and consolidate data from police, civil registration and immigration as a long-term solution to documentation challenges.
This will enable authorities to get rid of corruption and to assist in the arrest of criminals at immigration points, people who overstay and those who jump red robots.
Kazembe also said the Ministry of Finance has released funds for the procurement of specialised passport printing machinery and consumables for both passports and national identity cards, in a move that is expected to considerably reduce the backlog.
He however warned citizens not to expect dramatic changes overnight, but promised that considerable changes were “coming”.

Govt Mulls Issuing Passports Online

The Registrar General’s office has introduced night shifts as a strategy to clear the passport backlog that dates back to 2019.
The office has been failing to clear the passport backlog which it attributed to the inadequacy of consumables required in the production of the travelling document.
Resultantly, passport seekers had to sleep at the offices to be in front of the elongated queues while the most desperate would pay huge bribes to have the production of their passports quickened.
It has also emerged that there are challenges in the production of plastic national identity cards, due to a shortage of consumables and the government is, as a result, giving priority to high school pupils who need the IDs to sit for public examinations and people with selected emergencies.
The rest of the applicants are getting “green copy” waiting passes.
Minister of Home Affairs and Cultural Heritage Kazembe Kazembe told the Parliamentary Portfolio Committee on Defence, Home Affairs and Security Services that double shifts working five days a week have been established to clear a passport backlog of 225 747, dating back to March 2019.
Kazembe said under the new arrangement introduced on Monday, the country will be producing up to 4 500 passports daily while Treasury is set to procure machinery to double the output to 9 000. He said:

_The two shifts will be working five days a week excluding weekends. The strategy is aimed at clearing the passport backlog. With the introduction of the double shift working programme, my Ministry will be in a position to produce between 4 000 and 4 500 passports a day. The expected daily output for the day shift will be between 2 000 and 2 500 whilst the expected output for the night shift will be 2 000._</blockquote>
He said the measures will see the Ministry meeting the current demand for passports while ensuring that the passport backlog does not occur.

Passport Officer Demands Bribe From Undercover Kazembe

A woman claiming to be one of the surviving relatives of the first Chimurenga heroine, Mbuya Charwe, the spirit medium of Mbuya Nehanda, has approached the High Court challenging the erection of the heroine’s statue.  
The government is erecting Mbuya Nehanda’s statue at the intersection of Samora Machel Avenue and Julius Nyerere Way in Harare.
In the court application, Mbuya Nehanda’s granddaughter, Susan Rosi Tirivangani cited Home Affairs minister Kazembe Kazembe and National Museums director Godfrey Mahachi as the respondents.
Upper Mazowe Cultural Landscape custodian, Chief Maxwell Dzapasi-Hwata and an alleged maternal nephew of Mbuya Charwe, Israel Marufu, have been named as joint applicants in the suit.
The trio is arguing that natural disasters will occur across the country if the government erects the statue without observing traditional rites. Said the trio:
<blockquote>The first applicant (Hwata) being a Muhera of Shava (eland) totem considers ornaments to do with spirit mediums as sacred.
Hence erecting a statue of Mbuya Charwe in the public streets of Harare without following the Hwata people’s cultural rites will definitely attract bad incidents to the capital city of Harare and the Hwata people in general.
Applicants are mindful that Mbuya Charwe, besides being a spirit medium of the highest level, was also a rainmaker and as such if statues in strange colours and metals are improperly erected without following traditional rules they will attract lightning and destructive thunder bolts from time to time or other disasters.</blockquote>
Mbuya Nehanda’s relatives are also arguing that the spirit of the heroine is aggrieved as the government has not made any attempts to pay tribute to her descendants for her role in the Chimurenga war. Further reads the application:
<blockquote>Taking into consideration the rate upon which possessed people keep explaining voluntarily that the damage caused to Mbuya Charwe’s long term spiritual reputation from as far back as 1896 only to be ridiculed in 2020, after the exhibition of a false image that has sparked horror, and effects thereof will unfold as time goes if the government of Zimbabwe doesn’t remedy this by engaging with the deceased’s representatives.</blockquote>
They are seeking to bar Kazembe and Mahachi from erecting the statue without consent from the relatives of the spirit medium.
Meanwhile, some applaud the government for the erection of the statue which they say will preserve the country’s history while some who are against the move say <a href="https://news.pindula.co.zw/2021/02/27/galvanised-steel-for-mbuya-nehanda-statue-cost-over-2-million-rand/">the government is getting its priorities wrong.</a>
