Some Zambians held a press conference on Sunday, September 17, 2023, to address alleged death threats directed at President Hakainde Hichilema by Patrick Chinamasa. They also demanded a formal investigation into the suspicious death of former Zambian President Mwanawasa in 2008. Chinamasa, a senior official in Zimbabwe’s ZANU PF party, recently made statements that were perceived as a confession of Zimbabwe’s involvement in Mwanawasa’s death and a threat to Hichilema. The strained relations between the two countries worsened when Hichilema appointed Dr. Nevers Mumba to lead the SADC Electoral Observer Mission to Zimbabwe, and Mumba criticized the election process, leading to accusations from ZANU PF that Hichilema was pushing for regime change with the support of Western countries. Addressing the media, Jack Kalala who was representing the Zambian nationals said:

On behalf of my fellow concerned citizens herewith me and indeed on my own behalf, I wish to welcome you all to this press conference held on the 17th Day of September 2023 at Mulungushi Conference Center.
Social media comments of Senior ZANU-PF official, Mr. Patrick Chinamasa, (copy attached) in the wake of the SADC Election Observer Mission Report that highlighted noted shortcomings in the conduct of the 2023 national elections in Zimbabwe have been received with utter dismay, shock and alarm by many of our compatriots and indeed by us. Without being prompted by anyone, Mr. Chinamasa volunteered to tell the entire world that his country, Zimbabwe, caused the untimely death of President Mwanawasa in 2008. President Mwanawasa died on August 19 in 2008 in France after suddenly falling sick under unclear and suspicious circumstances while attending the AU Summit in Shann El Sheik Tourist Resort City in Egypt.
As if that was not enough, Mr. Chinamasa severely warned President Hakainde Hichilema that he too could die in the same way.
Our understanding of Mr. Chinamasa’s assertions is that Zimbabwe had a hand in the death of President Mwanawasa and therefore has become a national security threat to Zambia and its President.
Mr. Chinamasa is no ordinary citizen in Zimbabwe because he is a senior official in the governing party, ZANU-PF, in the country. We therefore take it that he was speaking from an informed position. We consider Chinamasa’s allegation that President Mwanawasa had agreed to host a detachment of the British Military in the plot to topple the Government of President Robert Mugabe patently false and absolutely malicious.
There is evidence from reputable sections of the British and South African press (copies attached) that it was in fact South Africa under President Thabo Mbeki which had been requested to offer such support. We therefore wonder why Mr. Chinamasa has not pointed his accusing finger at South Africa but has chosen to direct his anger against Zambia. As for the warning to President Hichilema, we consider it misguided, appalling and provocative because the SADC Secretariat is the appropriate organ to receive complaints or blame on the Election Observers Mission Report since Zambia was not responsible for the report but SADC.
The threat on the life of President Hichilema is a national security issue and should therefore not be taken lightly as we fear for his life, in view of the deliberate reference made to President Mwanawasa’s death as an example. We feel that it wouldn’t be safe and advisable for him to be attending regional summit meetings, especially those that Zimbabwe will host.
In the interest of regional peace, stability and harmonious coexistence, it is our considered view that the highest organ of SADC should take up and deal with Mr. Chinamasa’s unjustified and unwarranted provocations. Lest we forget, it should be noted that Zambia sacrificed so much for the liberation of Zimbabwe and other countries in the region. Many lives and properties were lost and destroyed in helping our brothers and sisters to gain their freedom and independence. Many freedom fighters were hosted in Zambia and they used Zambia to fight for their freedom and independence which they are now enjoying. It is therefore dismaying and outrageous that the brothers and sisters for whom we sacrificed so much should repay us with ingratitude and animosity on baseless and fabricated allegations. As patriotic Zambians we are ready to defend through peaceful means the integrity, values and the good reputation of our country, Zambia. We are ready to safeguard the peace and stability that have prevailed since independence. We need these for the development of our country and indeed the region and Africa.
Consequently, should SADC fail to effectively deal with this matter, we will have no choice but to escalate it to the African Court of Justice. In addition, we are going to formally write to our Government to request them to take up the matter with the SADC Secretariat and AU since President Mwanawasa suddenly fell sick while attending the AU Summit in Sharm El Sheik City in Egypt.
In view of the unsolicited confession that Mr. Chinamasa made, it is our prayer that the Zambian Government should demand for an inquiry to be made in the death of President Mwanawasa to establish the truth. This is in the interest of all the African heads of State as we wouldn’t like a situation where African Presidents should be living in fear of each other but should work together to collectively resolve the many challenges our continent is facing. May God bless our beautiful country Zambia. May God bless and protect our leaders and give them wisdom to lead us to prosperity. May God bless Africa!

Zambians Address Alleged Death Threats To President Hakainde Hichilema By Patrick Chinamasa

Zambia has announced that it will approach the SADC, the African Union (AU), and the United Nations (UN) regarding reported death threats made by former Finance Minister <a href="https://www.pindula.co.zw/Patrick_Chinamasa/">Patrick Chinamasa</a> against President <a href="https://www.pindula.co.zw/Hakainde_Hichilema/">Hakainde Hichilema.</a> These threats allegedly arose following criticism of Zimbabwe’s recent elections by Dr. Nevers Mumba, a former Zambian Deputy Minister and head of the SEOM, who was appointed by Hichilema in his role as Chairperson of the SADC Organ on Politics, Defence, and Security.
In a recent post on X (formerly Twitter), Patrick Chinamasa said that Reverend Dr. Nevers Sikwila Mumba, Leader of the Movement for Multiparty Democracy Party (MMD), is on an ungodly evangelical mission to effect regime change in Zimbabwe. Chinamasa likened Mumba’s actions to those of the late Zambian President Levy Mwanawasa, whom he said was known for his hostility towards Zimbabwe and alleged collaboration with Tony Blair for a military offensive.
He said in 2008, as SADC Chairman, Mwanawasa organised an emergency summit in Lusaka, inviting opposition leader Tsvangirai. President Mugabe objected and sent a delegation led by Chinamasa and including then Speaker of Parliament Emmerson Mnangagwa, expecting the delegation would have some civility from Mwanawasa due to Mnangagwa’s personal connection. He added:

The Lusaka Emergency SADC summit was inconclusive, and Mwanawasa made it known that he was taking the matter to the AU Summit to be held at Sharm El Sheikh in Egypt. Mwanawasa suffered a stroke, and that put an end to the regime change agenda as a SADC-initiated project at the behest of Tony Blair. Rev. Nevers Mumba is making a spirited attempt to take the regime change agenda from where Mwanawasa left it. Like Mwanawasa before him, he will not succeed in his evil intent. He does not know what mettle Zimbabweans are made of.

The Zambian citizens submitted a petition to Zambian Minister Elisha Mutambo, calling on him to raise their concerns against Chinamasa and <a href="https://www.pindula.co.zw/Rutendo_Benson_Matinyarare/">Rutendo Matinyarare</a> to regional and international organizations via Zambia’s Foreign Ministry.

Matinyarare denies allegations of threatening to harm President Hakainde Hichilema of Zambia. He asked:

On what basis are Zambians protesting against me and Honorable Chinamasa, saying that we want to kill Hichilema? When have we ever said we want to kill HH?

Meanwhile, President Hakainde Hichilema has asserted Zambia’s commitment to maintaining the pacifist foreign policy established by its founding father, Kenneth Kaunda. He emphasised that Zambia seeks to avoid conflicts with any nation. In addition, President Hichilema reminded the region that some neighbouring countries’ leaders, who are now insulting Zambians, were once refugees in Zambia.

Zambia To Approach SADC, AU, UN Over "Death Threats" To President Hichilema By Zimbabwean Ex-Minister

Zimbabwe’s presidential spokesperson, George Charamba, has criticised Dr. Nevers Mumba, the head of the Southern African Development Community (SADC) Election Observer Mission, for allegedly breaching SADC protocols in compiling the region’s report on Zimbabwe’s recent elections.
Several observer missions, including SADC, raised concerns about voter intimidation and irregularities during the August 23 polls, stating that they did not comply with the country’s constitution and regional and international principles.
Charamba argued that elections are a complex process that goes beyond a single day and suggested that key decisions regarding the SADC Observer Mission’s report should not be solely in the hands of one individual overseeing a subsidiary body. He said:

We are seeing an enthusiastic chairman of a process which is in fact a SADC one. He does not report to the Zambian people. Which is why we all were flabbergasted to find him spending as much as more than 2 hours on a national television. Who is he reporting to? This is a SADC mission for goodness’ sake, appointed by the chairman of a SADC organ. Not SADC Summit, SADC Organ, right? What it means is, that the preliminary report still has to: 1. Become a final report and when it becomes a final report, it still has to be tabled before a council of ministers which is really a body which brings together foreign ministers of SADC. There is a council of ministers and is probably meeting around February, March. When that has happened and the foreign ministers must look at that report, they will then push it upwards to the SADC Troika. It still has to come to Summit and this will be about August next year (2024). It is only at Summit that that report is tabled, discussed, amended, endorsed or rejected.

Meanwhile, Nelson Chamisa, leader of the main opposition party, Citizens Coalition for Change (CCC), reiterated his party’s rejection of the election results. Chamisa expressed doubt about pursuing legal action within Zimbabwe’s courts and instead viewed the SADC as a court of public opinion that had already deemed the election a sham.
The situation in Zimbabwe remains contentious, with political stakeholders expressing differing opinions on the election’s legitimacy and the best approach to address their concerns.
SADC now has its final report, stating that the election in Zimbabwe lacked legitimacy. Dr. Mumba, the Chairperson of the SADC EOM, explained that the only difference between the preliminary and final reports is the inclusion of electoral developments. He said the report was written and approved by over 20 individuals, making it a conclusive SADC report.

Charamba Criticized Mumba For "Breaching" SADC Protocols In The Election Report Compilation

The SADC Secretariat has expressed deep concern over statements and personal attacks aimed at Dr. Nevers Mumba, Head of the SADC Electoral Observation Mission (SEOM), following the release of the SEOM’s Preliminary Statement on the Zimbabwe Harmonised Elections. These statements circulated through the media, were deemed crude, scurrilous, and misleading. The SEOM, led by Dr. Mumba, is in Zimbabwe to observe the electoral process based on SADC principles. Dr Mumba received threats after the observers released a Preliminary Statement which reflects irregularities in the election process. We present the SADC Secretariat’s statement:

SADC Expresses concern on statements made about its Electoral Observation Mission in Zimbabwe and the personal attacks to its Head of SEOM following the release of its Preliminary Statement on Zimbabwe Harmonised Elections 26 August 2023, Gaborone, Botswana: The Secretariat of the Southern African Development Community (SADC) has noted with deep concern, statements made about the SEOM and the personal attacks directed at the Head of the SADC Electoral Observation Mission (SEOM), Dr Nevers Mumba, the former Vice President of the Republic of Zambia, since the SEOM released its Preliminary Statement on 25 August 2023. Some of these statements and attacks which have been aired on television, social media and newspapers are crude, scurrilous and misleading.
The SADC Electoral Observation Mission (SEOM) is currently in the Republic of Zimbabwe to observe the electoral process of the 23-24 August Harmonised Elections in line with Article 3 of the Revised SADC Principles and Guideline Governing Democratic Elections (2021). The Chairperson of the SADC Organ on Politics Defence and Security Cooperation, His Excellency Mr. Hakainde Hichilema, President of the Republic of Zambia, appointed Dr. Nevers Mumba to lead the SEOM in Zimbabwe.
The SEOM is mandated to observe elections in terms of the SADC Principles and Guidelines Governing Democratic Elections, and all SADC Member States, including the Republic of Zimbabwe, are signatory to these principles, which have been operational since 2004. All SADC Member States send individuals to serve as observers under the SEOM. For the August 2023 Harmonised Elections in Zimbabwe, observers were seconded from the Republic of Angola, the Republic of Botswana, the Kingdom of Eswatini, the Republic of Malawi, the Republic of Mozambique, the Republic of Namibia, the Republic of South Africa, the United Republic of Tanzania, and the Republic of Zambia.
Based on observations made by the observers who were deployed to all the provinces of Zimbabwe, and consultations with stakeholders, the SEOM issued its Preliminary Statement.
This statement is a summary of initial findings adopted after consultations with Member States who form the SADC Organ Troika, supported by advice from the SADC Electoral Advisory Council (SEAC), and with support from the SADC Secretariat. Therefore, the SEOM Preliminary Statement is a collective observation position of SADC Observers, Troika Members, SEAC, and the SADC Secretariat and not a subjective opinion of one individual.
The SEOM remains on the ground to observe the post-election environment and to prepare and adopt a final report on the electoral process in Zimbabwe, still following the SADC Principles and Guidelines Governing Democratic Elections.
SADC reiterates its call for the people of Zimbabwe to remain calm and peaceful and use the legal system in case of any dispute regarding the outcome of the Harmonised Elections. The SADC also calls upon all to exercise responsibility and decorum in how they express opinions regarding the electoral process and the SEOM in general.

Zimbabwe 2023 Elections: SADC Concerned About Attacks On Dr. Nevers Mumba

Twitter has suspended President Emmerson Mnangagwa’s spokesman, George Charamba, for the second time, alleging that he issued threats against the head of the SADC election observer mission.
Charamba expressed his anger on Twitter after the observers criticised the recent polls for not meeting regional and international standards of democratic elections. Charamba seemed to threaten Nevers Mumba, former Zambian vice president and head of the observer mission, asserting that Mumba was a sellout who would have been killed during the liberation war.
Twitter users reported Charamba’s account (@tinoedzazwimwe1), following the threats towards Nevers Mumba. Twitter stated that Charamba broke their hateful conduct rule based on multiple reports. The platform banned Charamba from creating new accounts. Said the statement issued in response to a report by an unidentified user:

We suspended @tinoedzazwimwe1’s account for breaking our hateful conduct rule. We found they broke our hateful conduct rule through different reports we received about their behaviour.

This is not the first time Charamba has faced repercussions on Twitter for engaging in bullying or exhibiting hateful language. Previously, he was banned under the username @jamwanda2 for cyberbullying and making sexist remarks towards a South African TV journalist. Charamba circumvented the ban by creating a new account as @tinoedzazwimwe1.
Charamba’s utterances towards Mumba came after the SADC Electoral Observation Mission (SEOM), AU-COMESA, and the Electoral Commissions Forum of SADC (ECF-SADC) Observer Missions issued a <a href="https://www.pindula.co.zw/2023/08/25/seom-au-comesa-and-ecf-sadc-observer-missions-joint-statement-on-zimbabwe-2023-elections/">joint statement</a> noting that Zimbabwe’s 2023 harmonised elections did not fully meet the requirements outlined in the country’s constitution.
The statement highlighted various concerns, including flaws in the delimitation process, delayed release of the Voters’ Roll by the Zimbabwe Electoral Commission (ZEC), restrictive fees for accessing the Voters’ Roll, disruption of opposition rallies, the unconstitutionality of the Patriotic Bill, disqualification of a presidential aspirant, high nomination fees, inadequate progress in achieving gender parity, concerns about the independence of the Judiciary, allegations of voter intimidation, controversies surrounding postal voting, and bias of state-owned media favouring the ruling party.
The British Embassy in Harare concurred, stating that the identified issues, coupled with the lack of transparency by the Zimbabwe Electoral Commission (ZEC), were adversely affecting the peaceful conduct of the election.

Twitter Suspended Mnangagwa's Spokesman For Threatening SADC Election Observer Mission Head

Southern African Development Community (SADC) election observer mission (SEOM) head to Zimbabwe, Nevers Sekwila Mumba, said there is a need for Zimbabwe to hold free, fair, and credible elections.
Addressing journalists at the Robert Gabriel Mugabe International Airport following his arrival on Wednesday, Mumba said it was imperative that Zimbabwe holds credible elections. He said:

If you don’t have a free and fair election you are going to be subjected to insecurity for quite a while.
We come with a very clear mandate from the SADC region; the mandate is to ensure that we stand shoulder to shoulder with our brothers and sisters here in Zimbabwe, to elect a president of their choice.
Our determination is to support every effort that is going to give us a free and fair election.

Mumba added that SEOM will only observe the elections but the onus is with Zimbabweans to choose their preferred leaders. He said:

My team and I are dedicating ourselves to ensuring that we are part of the process to give Zimbabweans an opportunity to make a choice of their own.
They make a choice, we are just the eyes and we encourage peace.

SADC Determined To Support Zimbabwe For Free And Fair Elections

Zambian President and chairperson of the Southern African Development Community (SADC) Organ on Politics, Defence and Security Cooperation (OPDSC), Hakainde Hichilema, appointed Nevers Mumba as the head of the regional bloc’s electoral observer mission.
In a statement, Hichilema expressed optimism that Zimbabwe will hold credible elections on 23 August. He said:

As chair of the Organ on Politics, Defence and Security Cooperation, I am pleased to announce Nevers Sekwila Mumba as head of the SADC electoral observation mission for Zimbabwe’s elections.
We are optimistic about a peaceful and democratic process before, during and after elections in Zimbabwe.
</blockquote>
Mumba is the leader of the Zambian opposition party, Movement for Multi-Party Democracy (MMD).
He served as the eighth Vice President of Zambia in 2003 and 2004 under the late Levy Mwanawasa.
Mumba arrived in the country with his team yesterday.
