Harare Mayor Jacob Mafume is facing opposition from councillors over his proposal for the City of Harare to enter into a lease agreement with Scottland Football Club, allowing the club to renovate Rufaro Stadium in Mbare.
During an Ordinary Council meeting at the Town House on Tuesday, councillors questioned why the council was considering another deal with Scottland FC, given that a previous arrangement with the same club at Mabvuku Ground had produced no results.
Mafume had informed the councillors that Scottland FC, owned by ZANU PF MP Pedzai “Scott” Sakupwanya, had committed to upgrading Rufaro Stadium to international standards by the end of the year. Said Mafume:

Scottland Football Club has pledged to further improve the state of Rufaro Stadium and will enter into a lease agreement with the City of Harare.
Scottland says together with their partners, they will make sure Rufaro Stadium is upgraded to international standards before the end of the year.
Other Premier League teams will continue using the stadium as before with the same rates applying contrary to misleading reports that Rufaro will be beyond the reach of other clubs who use it.

Councillors questioned why Scottland FC was given priority over other interested parties seeking the same deal.
The City of Harare had already loaned Scottland FC the Number 1 ground in Mabvuku with the expectation that the club would renovate the dilapidated facility. However, little progress has been made on the ground’s renovation.
Councillors also questioned why Scottland FC was being offered another deal, despite their failure to deliver on the Mabvuku project. Ward 16 councillor Denford Ngadziore said:

So I suggest that we should not give Rufaro stadium to the same partner which has failed a small number 1 ground in Mabvuku.

Councillor Costa Mhande suggested that Scottland FC should be leased one of the other dilapidated stadiums in Harare, rather than Rufaro Stadium. Said Mhande:

Khama Billiat has officially joined Premier Soccer League (PSL) newcomers Scottland FC on a free transfer, following the expiration of his contract with Yadah Stars on December 31.
While the club confirmed the signing on social media, they did not disclose the terms of Billiat’s contract, including its duration.
Scottland FC is owned by Mabvuka-Tafara MP Pedzai Sakupwanya (ZANU PF), a gold dealer reportedly close to President Emmerson Mnangagwa.
The club was controversially declared the 2024 Northern Region Soccer League (NRSL) champion and was presented with the trophy before the resolution of a court case which was eventually resolved in their favour.
Shortly after being crowned champions, Sakupwanya presented the trophy to President Mnangagwa.
The club’s sponsorship comes from several sources, including Betterbrands, a company owned by Sakupwanya; Sakunda Holdings, owned by Kuda Tagwirei; IMC Communications, linked to Wicknell Chivayo; and Ecobank.
Meanwhile, Billiat, who joined Yadah in February 2024, spent over six months without a club after parting ways with South African giants Kaizer Chiefs in June 2023.
The winger’s arrival at Yadah marked his second dalliance with the Premier Soccer League (PSL) after a 15-year career in South Africa.
During his second stint in Zimbabwe’s top flight, Billiat had an impressive season, netting 13 goals in the 2024 campaign.
He finished the season as one of the league’s top scorers, placed second on the goal-scoring chart, just four goals behind Golden Boot winner Lynoth Chikuhwa of Highlanders.

The chairman of the Northern Region Soccer League, Martin Kweza, and his deputy, Sweeney Mushonga, reportedly made urgent attempts to prevent the Karoi United case from being heard by the ZIFA appeals committee.
According to <a href="https://www.soccer24.co.zw/2024/11/21/karoi-united-scottland-case-zifa-appeals-committee-decides-nation-awaits/">Soccer24</a>, a source familiar with the proceedings claimed that Kweza and Mushonga, represented by their lawyers during the hearing on Tuesday, contended that Karoi United had withdrawn their appeal. Said the source:

They argued through their lawyer that Karoi United had withdrawn their appeal. So basically, they tried to stop the case from being heard.

ZIFA General Secretary Yvonne Mapika Manwa communicated on two separate occasions regarding the upcoming hearing by the national association’s appeals committee.
On November 9, she informed Karoi United that their appeal had been acknowledged. Then, on November 13, she wrote to Martin Kweza, reminding the ZIFA presidential hopeful that the record of proceedings for the case was required.
The ZIFA Appeals Committee eventually heard the case, although no representatives from Scottland were present.
According to a statement from the Northern Region Soccer League, the verdict will be announced within seven days.
The ZIFA Appeals Committee may uphold the Northern Region Soccer League Disciplinary Committee’s ruling to declare Scottland the winner of the match with a 3-0 scoreline. If that happens, the Mabvuku-based team will be promoted to the Premier Soccer League (PSL).
If the Appeals Committee overrules the NRSL Disciplinary Committee and declares the match a 1-1 draw as per precedence, Scottland will lose the title to MWOS, as the Norton-based side would finish one point ahead of Scottland.
Alternatively, the ZIFA Appeals Committee could decide that the remaining two minutes of the match should be played to determine the outcome.

The Zimbabwe Football Association’s (ZIFA) Appeals Committee will meet on Thursday this week to review the case between Karoi United and Scottland FC.
Karoi United is appealing a decision by the ZIFA Northern Region Soccer League (NRSL) to award Scottland FC a 3-0 win from their abandoned match on September 15.
The match was called off in the 88th minute with the score tied at 1-1 after referee Mathew Dingo was reportedly hit by a missile and could not continue.
The NRSL charged Karoi United with causing the abandonment and awarded Scottland FC three points, which moved them to the top of the league.
Scottland FC secured the top spot in the NRSL with 87 points after a 3-1 win over Black Mambas on Friday, finishing two points ahead of second-placed MWOS.
ZIFA chief executive officer Yvonne Manwa formally acknowledged Karoi United’s appeal and notified them of the scheduled hearing. She wrote:

Chivayo, a controversial figure known for winning multi-million-dollar government tenders and living a lavish lifestyle, had vowed to provide vehicles and US$1 million to Scottland if they beat MWOS to the title.
Scottland were awarded the trophy on Friday, and the club’s owner, Pedzai Sakupwanya, quickly presented the trophy to President Emmerson Mnangagwa.
However, the ruling that allowed Scottland to overtake MWOS is still in dispute, as Karoi United has appealed the decision.
The NRSL Disciplinary Committee granted Scottland a 3-0 win over Karoi United, despite the match being abandoned in the 88th minute with the score tied at 1-1. If ZIFA overturns this ruling, MWOS would be crowned champions instead.
In a social media post on Monday, Chivayo, who is closely connected to Zimbabwe’s political elite like Sakupwanya, said that his gifts were intended to boost morale within the Scottland camp. He wrote:

The club, owned by Mabvuku-Tafara legislator Pedzai “Scott” Sakupwanya, has reportedly secured a 30-year lease for Number One Grounds, located adjacent to Mabvuku High School, from the City of Harare.
In an interview with <a href="https://www.herald.co.zw/15-000-seater-stadium-set-for-mabvuku/">The Herald</a>, Scottland FC chairman Tonderai Sakupwanya, who is Scott’s brother, said that the proposed stadium will accommodate at least 15,000 spectators.
The facility will also have various ancillary amenities, including a swimming pool, basketball and tennis courts, as well as a rugby field and a cricket field. Said Sakupwanya:

I can confirm that we now have a 30-year lease from the City of Harare to have Mabvuku Number One Ground.
We are planning to build a 15,000-seater stadium there next year. The stadium is not going to be confined to Scottland only but it will be open to everyone.

It will be an all-encompassing facility with a high-performance centre available as well because we want to develop sport in all ways that we can as Scottland FC. So, we are working round the clock to see to it that we can start the work that needs to be done.

With this decision, Scottland now holds 84 points from 37 games, leading MWOS by two points, who have 82 points from the same number of matches.
The match between the two teams at Chikangwe Stadium in Karoi was abandoned in the 88th minute with the score tied at 1-1.
The Northern Region Soccer League Disciplinary Committee found Karoi United guilty of causing the match abandonment based on referee Martin Dingo’s report.
Allegedly, Dingo had opted to officiate the Division One fixture instead of a Premier Soccer League (PSL) match scheduled for the same weekend.
He reported being struck by a missile thrown by a Karoi United fan, preventing him from completing the final two minutes of the game.
Football stakeholders suspect corruption in handling the matter, given the departure from precedent in dealing with abandoned matches.
For example, in 2018, a match between Bindura United and Mushowani Stars was abandoned in the 80th minute at 2-2 after referee Langton Chitata was assaulted by an unknown assailant.
Bindura was fined US$1500, and Mushowani was cautioned, but the 2-2 result stood.
Similarly, in the following season, a Northern Region Soccer League match between Black Rhinos and Mushowani was abandoned in the 80th minute, also at 2-2, after referee Nelson Mawanda was assaulted. 
Both Rhinos and Mushowani were fined US$2000, but the 2-2 result remained.
In contrast, for the Karoi United vs. Scottland match, the Disciplinary Committee cancelled the 1-1 scoreline and awarded Scottland the win, benefiting them with just one match left in the season and providing a clear advantage over MWOS.
Scottland will host Black Mambas at Rufaro Stadium, while MWOS will face Agama at Ngoni Stadium on Friday in the final round of fixtures.
MWOS can still secure the sole ticket to the Premier Soccer League if they win and Scottland draw, thanks to their superior goal difference of plus-3.

Currently, MWOS holds a one-point lead, but if Scottland wins against Herentals Under-20, they will ascend to the top following the conclusion of their case against Karoi United.
If both teams win their remaining two matches of the season, Scottland will finish in first place with a two-point advantage.
Meanwhile, MWOS will no longer control their own fate and must rely on other teams to secure victories against Scottland.

The club has suspended Clemence Masunda, Willard Nguwoyembwa, goalkeeper Brandon Bere, executive member Tafadzwa Kuyerukana, and executive member Patrick Nyamayaro.
In another development, is alleged that two football legends, purportedly on behalf of Scottland, approached some MWOS FC players to influence the outcomes of their matches.
A source close to MWOS FC revealed these details to <a href="https://www.newsday.co.zw/theindependent/sport/article/200033538/match-fixing-fears-overshadow-thrilling-northern-region-soccer-league-race">The Zimbabwe Independent</a>. Said the source:

There are some players who have been approached by at least two football legends, who urged them to throw away games and their life would be sorted out, but the players refused and reported the matter to their technical coaches.
Now, MWOS coaches educate their players on the consequences of throwing away games especially before and after training sessions.
The coaches now announce the line-up on the matchday in order to avoid any infiltrations, no player is guaranteed a regular position.
MWOS has three goalkeepers and among them, no one is guaranteed to be in the team. They now select the goalkeeper depending on the week’s training session.

However, MWOS coach Lloyd Mutasa maintained that all was well in his camp and he players remained focused and committed to their goals. Said Mutasa:
