The newly-elected Harare City Deputy Mayor Councillor Kudzai Kadzombe (CCC), who was arrested on Thursday, has been slapped with another charge.
Kadzombe was picked up on Thursday by officers from Malborough Police Station and was scheduled to appear at Harare Rotten Row Magistrate Court this Friday.
She was initially accused of assaulting a ZANU PF member in Malborough during the August 2023 Harmonized Elections.
On Friday, Kadzombe was charged for allegedly obstructing the complainant from entering the polling station on voting day, 23 August.
In a statement, CCC said both charges are “fabricated” and “a clear abuse of state institutions” by the ZANU PF-led government. CCC said:

The Harare regime has levied an additional false accusation against our Deputy Mayor, Kudzai Kadzombe. Initially arrested on trumped-up charges of assaulting a ZANU PF member during the recently concluded sham election, she is now facing yet another fabricated charge of obstructing the complainant from entering the polling station on voting day. This is a clear abuse of state institutions by the Harare regime in an attempt to silence our members. Such actions must cease immediately.

Harare Deputy Mayor, Kudzai Kadzombe, Faces An Additional Charge

The newly-elected Harare City Deputy Mayor Councillor Kudzai Kadzombe (CCC) has been arrested.
According to CCC spokesperson, Gift Siziba, Kadzombe was picked up on Thursday by officers from Malborough Police Station.
Kadzombe is accused of assaulting a ZANU PF member in Malborough during the August 2023 Harmonized Elections. Siziba tweeted:

The newly elected Harare City Deputy Mayor Cllr Kudzai Kadzombe has been arrested by Malborough Police Station. She is being charged with assaulting a ZANUPF member in Malborough during the recent Harmonized elections. She will appear at Harare Rotten Row Magistrate Court tomorrow Friday 8.15 am.

In a statement, CCC said allegations levelled against Kadzombe are “baseless” and serve as further proof that the ZANU PF-led government is “illegitimate”. Reads the statement:

The regime in Harare has once again arrested Councilor Kudzai Kadzombe, our newly elected deputy Mayor for Harare, on baseless charges of assault. This relentless persecution of our members is absolutely unacceptable and serves as further evidence of the illegitimacy of the Harare regime.

Kadzombe’s arrest follows that of CCC MPs Maureen Kademaunga (Sunningdale), and Siziba, who is the Tshabalala Pelandaba legislator.
Kademaunga was arrested on Tuesday on charges of attempted murder and malicious damage to property and spent the night in police cells before the charges were dropped in court on Wednesday.
Siziba was arrested on Wednesday, accused of inciting the football violence at a football match, and released on the same day but was ordered to appear before a magistrate on Friday.

Harare Deputy Mayor, Kudzai Kadzombe, Arrested

Ian Makone, representing the Citizens Coalition for Change (CCC), has been elected as the new Mayor of Harare, with Kudzai Kadzombe as his deputy. Makone, from Ward 18, replaces Jacob Mafume of Ward 17.
Kadzombe’s appointment is historic, as she is the first female Deputy Mayor in the city’s history.
The CCC holds a significant majority in the council, with 42 out of 45 seats, including 10 women’s quota councillors. Zanu PF holds the remaining four seats.
Makone received 46 votes in the election, defeating Zanu PF’s challenger, Temany Utete, who secured seven votes. Kadzombe won with 47 votes, surpassing Zanu PF’s Susan Chuma, who received seven votes. Party leader Nelson Chamisa instructed CCC councillors to vote for Makone and Kadzombe, similar to the instructions given in Bulawayo, where David Coltart will become mayor and Dumisani Nkomo will serve as deputy mayor. He said:

Our single-minded commitment is the provision of service to all residents of Harare regardless of political affiliation. We are accountable to the residents of Harare, and we shall be a listening council.

Tafadzwa Muguti, the Harare secretary for provincial affairs, assured the newly elected Harare council that the central government would support them in addressing challenges faced by the city, including water supply, garbage, and sewer issues. Muguti said

You are now part of government. There is no them, there is no us; we are one Zimbabweans.
</blockquote>
Some individuals criticised the outgoing Mayor, Jacob Mafume, for not addressing the water crisis in Harare. They pointed out that despite Mafume winning in the driest Ward, Hatcliffe, he did not take sufficient action to ensure access to running water. They called for proactive measures to improve water supply and establish effective communication structures.

CCC's Ian Makone And Kudzai Kadzombe Elected As New Harare Mayor And Deputy

Harare City Council and its employees are on a collision course over the payment of foreign currency incentives.
City of Harare employees are arguing that they also need a cushion but Human Resources Committee chairperson, Councillor Kudzai Kadzombe, said they cannot access foreign currency. <a href="https://www.hmetro.co.zw/city-employees-up-in-arms/">H-Metro</a> quoted Kadzombe as saying:
<blockquote>
We have made efforts to approach relevant authorities to allow CoH to charge embassies and other institutions, which have easy access to foreign currency, in forex. However, our efforts have been fruitless.
We are faced with an impossible situation that, if not attended to, may result in a massive brain drain.
We are appealing to the relevant authorities to allow us to charge in foreign currency to those who can pay it so that we can try and manage this situation.
We want to keep our workers, who are currently not happy at all, as Government workers are getting a USD incentive.

According to the Zimbabwe National Statistics Agency (ZIMSTAT), the United States dollar has progressively become the dominant currency in domestic transactions, with USD usage now over 75% of the economy.
The Zimbabwe dollar has been losing value since its re-introduction in 2019, with the majority of service providers, including the government, demanding payment in foreign currency.

Harare City Council Workers Demand USD Incentive

The Harare City Council has accused Local Government and Public Works Acting Minister Kirsty Coventry of blocking its efforts to recruit temporary workers who will clean the city’s clogged drains as well as cut grass and clean the filthy streets.
The Chairperson of the Human Resources and General Purposes Committee Councillor Kudzai Kadzombe (CCC) said they approached the Local government ministry seeking approval to recruit drain cleaners, grass cutters, and street cleaners but Coventry refused to approve. Said Kadzombe:
<blockquote>
Council is currently carrying out drain cleaning, catch pits cleaning, grass cutting, pipe drain de-blocking and spoil removal exercises citywide.
However, our efforts have been hampered by a shortage of manpower. Council has already engaged the parent ministry, the Ministry of Local Government and Public Works seeking approval to employ drain cleaners, grass cutters and street cleaners as per the ministerial directive which is against the spirit of devolution.
The ministry requested justification for the need for those specific workers, but despite providing the justification the ministry is still to respond.
After frequent follow-ups with the Ministry, we have been advised that Minister July Moyo is on Leave and the Acting Minister Kirsty Coventry refused to approve.
Once the City, has been cleared to recruit, it will expedite the process.

Kadzombe said drain clearance is hampered by residents and vendors who have a tendency of using catch pits as litter pits.
This also results in blockages of catch pits and pipes leading to flooding, according to Kadzombe.
She said the local authority’s amenities division is doing day and night shifts in order to control litter while the roads division has established a designated gang responsible for drain cleaning and flood management to man the CBD throughout the rainy season. Added Kadzombe:

There also is a joint drain cleaning, drain clearing and spoil removal operation between the Amenities division and the Roads division.
This is a complementary exercise to the main drain cleaning programme. The main aim is to clear the illegal dumpsites in the CBD.
The illegal dumps lead to flooding after the waste from the dumps is washed into stormwater drains.

Kirsty Coventry Accused Of Denying Harare City Council's Bid To Recruit Cleaners

The City of Harare has said it will continue to discount monthly rates by up to 50 per cent for ratepayers over 65 years old.
Eligible residents must own property in Harare.
This was revealed by Harare City Council human resources and general purposes committee chairperson, Councillor Kudzai Kadzombe.
She said all senior citizens should register with the council to get the discounts. Said Kadzombe:

Council has a senior citizen discount policy for all those over 65 years. I thought it necessary to share the information so that residents who are not yet benefitting can register for the discount.
</blockquote>
The 50 per cent discount for senior citizens is meant to encourage ratepayers to pay their debts.

Harare To Continue 50% Discounts For Senior Citizens

Twenty-three (23) new Harare City Council Councillors were sworn in on Thursday, with former mayor Herbert Gomba set to be sworn in this Friday.
The swearing-in of the councillors follows the holding of by-elections countrywide on 26 March to fill vacancies created by recalls, deaths and diplomatic postings since the 2018 general elections.
After the swearing-in ceremony, CCC’s Denford Ngadziore moved a motion to hold mayoral elections within 24 hours to replace Jacob Mafume who was recalled by the People’s Democratic Party (PDP). Said Ngadziore:

Since Mafume’s recall, there was no properly constituted full council meeting to elect the mayor. Under those circumstances, it’s the duty of the full council to do that.
That’s why we have called for an urgent special council meeting. There are urgent issues that need the attention of the mayor.

The motion was seconded by Kudzai Kadzombe.

Harare’s Ward Councillor Kudzai Kadzombe confronted an Apostolic sect that was holding a church service in Area D of Marlborough.
The sect’s leaders said they were aware of the government’s stay-at-home orders, saying people are stubborn and have continued to come to the shrine.
